Part One Policies for theBorough
INTRODUCTION
3.1 This chapter catalogues, on a topicbasis, all of the Borough Council’sStrategic, Part 1 UDP policies forDoncaster, with the exception of theeight general policies included in theprevious chapter. The legislation
covering the preparation of UDP’srequires that the justification for eachof the Part 1 policies be includedwithin Part 2 of the UDP. For thisreason, and to aid understanding of thePlan, the Part 1 policies are repeated
in the various topic chapters, whichtogether comprise Part 2 of the UDP.
3.2 The Part 1 policies are listed belowby topic, commencing with Economyand Employment.
ECONOMY AND EMPLOYMENT
SEMP 1THE BOROUGH COUNCIL WILL GIVE A HIGH PRIORITY TO THEPROTECTION OF EXISTING JOBS AND THE CREATION OF A WIDERANGE OF NEW EMPLOYMENT OPPORTUNITIES WITHIN THEBOROUGH.
JOB PROTECTION AND CREATION
LAND FOR INDUSTRIAL AND BUSINESS DEVELOPMENT
SEMP 2LAND IS ALLOCATED FOR THE ESTABLISHMENT OF NEW, AND THEEXPANSION OF EXISTING, INDUSTRIAL AND BUSINESS USES TO CATERFOR THE ANTICIPATED NEEDS OF INDUSTRY AND COMMERCEWITHIN THE BOROUGH UP TO 2001 AND BEYOND. PRIORITY IS GIVENTO THE PROVISION OF NEW SITES IN A RANGE OF SIZES ANDLOCATIONS TO MEET THE NEEDS OF DIFFERENT TYPES OF BUSINESS.
SEMP 3THE BOROUGH COUNCIL WILL PROMOTE THE DEVELOPMENT OF ARANGE OF STRATEGIC EMPLOYMENT SITES, LOCATED ADJACENT TOTHE MOTORWAY, PRIMARY ROAD NETWORK AND EAST COAST MAINRAILWAY WHICH WILL CATER FOR A BOROUGH-WIDE AS WELL ASLOCAL EMPLOYMENT NEED.
IMPROVEMENT OF ESTABLISHED INDUSTRIAL AND COMMERCIAL AREAS
SEMP 4SPECIAL EMPHASIS WILL BE PLACED ON THE ECONOMIC ANDPHYSICAL REGENERATION OF THE ESTABLISHED INDUSTRIAL ANDCOMMERCIAL AREAS PARTICULARLY WITHIN THE REGENERATIONPRIORITY AREAS. A RANGE OF MEASURES WILL BE TAKEN TO BRINGABOUT SUBSTANTIAL IMPROVEMENTS TO THESE AREAS.

SENV 2THE BEST AND MOST VERSATILE AGRICULTURAL LAND WILL BEPROTECTED. RURAL DIVERSIFICATION WILL BE ENCOURAGEDPROVIDED IT IS COMPATIBLE WITH THE INTERESTS OFAGRICULTURE AND CONSERVATION OF THE BUILT AND NATURALENVIRONMENT.

ENSURING THE QUALITY OF NEW DEVELOPMENT
IMPROVING THE ENVIRONMENT
SENV 7RECLAMATION OF THE BOROUGH’S DERELICT AND DEGRADED LANDTO BENEFICIAL AFTER USES WILL BE MAXIMISED AND THECREATION OF FURTHER DERELICT LAND KEPT TO A MINIMUM.OTHER UNTIDY AND NEGLECTED SITES WILL BE IDENTIFIED ANDTIDYING AND LANDSCAPING MEASURES PROPOSED WHEREAPPROPRIATE. DWELLING REQUIREMENT AND THE OVERALL HOUSING LAND SUPPLY
SENV 6THE BOROUGH COUNCIL WILL SEEK TO ENSURE A HIGH STANDARDOF DESIGN IN ALL NEW DEVELOPMENTS AND REDEVELOPMENTSTHROUGH THE ADOPTION AND APPLICATION OF DETAILEDDEVELOPMENT CONTROL POLICIES AND STANDARDS,SUPPLEMENTARY PLANNING GUIDANCE, AND THROUGH THEENCOURAGEMENT OF GOOD DESIGN.
SPH 2PROVISION IS MADE FOR A BASIC REQUIREMENT OF AN ADDITIONAL16,800 DWELLINGS BETWEEN 1986 AND 2003 HOUSING SITES AREIDENTIFIED TO CATER FOR A WIDE RANGE OF HOUSING IN TERMSOF TYPE, TENURE, SIZE, COST AND LOCATION. SITES IN THEREGENERATION PRIORITY AREAS WILL BE ACTIVELY PROMOTED.SITES IDENTIFIED ON THE EDGE OF URBAN AREAS WILL HAVEREGARD TO THE FORM AND CHARACTER OF THE EXISTINGSETTLEMENT, THE SURROUNDING COUNTRYSIDE, AND TO THEEFFECT ON OTHER REGENERATION POLICIES.

SPH 3THE BOROUGH COUNCIL WILL PROVIDE FOR A PHASED SUPPLY OFAVAILABLE HOUSING LAND. IT IS COMMITTED TO PROVIDING FORA BOROUGH-WIDE FIVE YEAR SUPPLY OF HOUSING LAND WITHINTHE PLAN PERIOD.
SPH 4THE BOROUGH COUNCIL WILL SAFEGUARD RESIDENTIAL LANDUSES AND AMENITY AND SEEK TO ENSURE THE HIGHEST STANDARDSAND QUALITY IN NEW RESIDENTIAL DEVELOPMENT.

SPH 5THE BOROUGH COUNCIL WILL DESIGNATE PRIORITY RESIDENTIALPOLICY AREAS WHERE POOR HOUSING (IN NEED OFREFURBISHMENT OR IMPROVEMENT) AND ENVIRONMENT COMBINETO WARRANT SPECIAL ATTENTION.
SPH 6THE BOROUGH COUNCIL RECOGNISES THE GROWING DEMANDSFROM SOCIAL NEEDS HOUSEHOLDS AND AS A PRIORITY WILL:-
a) WHERE APPROPRIATE NEGOTIATE WITH DEVELOPERS AND SEEKTO SECURE THE PROVISION OF AFFORDABLE HOUSING;
b) ENDEAVOUR TO MEET THE DEMANDS ON COUNCIL OWNED SITESAS APPROPRIATE;
c) IN NEW OR REFURBISHED HOUSING DEVELOPMENTSENCOURAGE DEVELOPERS TO PROVIDE HOUSING, ACCESS ANDFACILITIES FOR USE BY PEOPLE WITH DISABILITIES AND THELESS MOBILE;
d) CONTINUE TO FULFIL ITS RESPONSIBILITIES TOWARDSPROVIDING GYPSY CARAVAN SITES AND FACILITIES;
e) WORK TOWARDS RELIEVING HOMELESSNESS, INCLUDING THEPROVISION OF TEMPORARY ACCOMMODATION, WITH OTHERINTERESTED AGENCIES;

ST1THE BOROUGH COUNCIL WILL ENSURE THAT IMPROVEMENTS AREMADE TO THE HIGHWAY NETWORK, SO AS TO PROVIDE FOR ANDIMPROVE ACCESS TO NEW AND EXISTING DEVELOPMENTS, AND SOAS TO AVOID OR MINIMISE ADVERSE EFFECTS ON THEENVIRONMENT.
ST2THE BOROUGH COUNCIL WILL TAKE INTO ACCOUNT THE SAFETYAND NEEDS OF ALL HIGHWAY USERS, INCLUDING CYCLISTS ANDPEDESTRIANS, IN ITS MANAGEMENT OF THE HIGHWAY NETWORK.WHERE APPROPRIATE IT WILL INTRODUCE TRAFFIC MANAGEMENTAND TRAFFIC CALMING MEASURES FOR ENVIRONMENTALPROTECTION AND ENHANCEMENT.

SM 7THE BOROUGH COUNCIL WILL ENCOURAGE THE USE OF SUITABLEMINERAL WASTE AND OTHER ALTERNATIVE MATERIALS ASSUBSTITUTES FOR PRIMARY (OR NATURAL) MINERAL PRODUCTS INORDER TO CONSERVE RESOURCES. THE BOROUGH COUNCIL WILL,HOWEVER, ONLY GRANT PERMISSION FOR THE EXTRACTION OFMATERIAL FROM MINERAL WORKING DEPOSITS AND DISUSEDRAILWAY EMBANKMENTS IF AN OVERALL ENVIRONMENTALIMPROVEMENT WILL RESULT AND IF THE LEVEL OFENVIRONMENTAL DISTURBANCE IS ACCEPTABLE.

WASTE MANAGEMENT STRATEGY
SWD 1THE COUNCIL WILL SEEK TO MAKE PROVISION FOR SUFFICIENTSITES AND FACILITIES TO CATER FOR THE WASTE DISPOSAL NEEDSARISING WITHIN THE BOROUGH DURING THE UDP PERIOD, SUBJECTTO ALL APPROPRIATE ENVIRONMENTAL SAFEGUARDS BEING MET.WASTE MINIMISATION, RECYCLING, AND METHODS OF WASTEDISPOSAL ALTERNATIVE TO LANDFILL, SUCH AS INCINERATIONAND COMPOSTING, WILL BE SUPPORTED SUBJECT TO ALL OTHERREQUIREMENTS OF THE UDP. THE COUNCIL ACCEPTS THE NEEDFOR A STRATEGIC APPROACH TO WASTE DISPOSAL AND WILL CO-OPERATE WITH NEIGHBOURING AUTHORITIES AND OTHERINTERESTED PARTIES IN THE ASSESSMENT OF SUITABLEOPPORTUNITIES TO DEAL WITH WASTE MATERIALS.

SM 5THE BOROUGH COUNCIL WILL, WHENEVER POSSIBLE, SEEK TOSECURE ENVIRONMENTAL AND AMENITY IMPROVEMENTS ATMINERAL SITES BY ANY OR ALL OF THE FOLLOWING
a) THE ISSUING OF MODIFICATION OR REVOCATION ORDERS;
b) THE CONSOLIDATION OF EXISTING PLANNING PERMISSIONS; AND
c) AGREEMENT.

NOT IN AIRSHEDS WHERE PREVAILING WINDS WILL CARRYEMISSIONS DOWNWIND TO POPULATED AREAS OR ECOLOGICALLYSENSITIVE AREAS:
LAND USE FACTORS - THE SITE SHOULD BE;
ON LAND ALLOCATED FOR INDUSTRIAL DEVELOPMENT WITH GOODACCESS;
NOT IN AREAS WHERE LOCAL BUSINESSES MAY BE AFFECTED;
NOT ON SITES THAT DO NOT ALLOW FOR A SUFFICIENT BUFFER ZONEBETWEEN THE FACILITY AND THE NEAREST SIGNIFICANTINHABITED LOCATIONS;
NOT IN EXISTING RURAL AND RESIDENTIAL AREAS;
NOT LIKELY TO ADVERSELY AFFECT EXISTING OR PROPOSEDRESIDENTIAL AREAS, SCHOOLS, HOSPITALS, COMMUNITYFACILITIES, AGRICULTURAL LAND OR ECOLOGICALLY SENSITIVESITES.
ALL SUCH APPLICATIONS WILL BE CONSIDERED ON THEIR MERITSIN ACCORDANCE WITH OTHER RELEVANT UDP POLICIES,INCLUDING, IN PARTICULAR, SWD5.
RECLAMATION AND RECYCLING
SWD2THE BOROUGH COUNCIL WILL PROMOTE THE RECLAMATION ANDRECYCLING OF SUITABLE WASTE MATERIALS WHENEVER THIS ISECONOMIC AND CAN BE SHOWN TO GIVE ENVIRONMENTALBENEFITS.
SPECIAL WASTE AND SOLVENT RECOVERY FACILITIES
NEW WASTE DISPOSAL SITES
SWD4PROPOSALS FOR WASTE FACILITIES WILL BE CONSIDERED IN TERMSOF THE NEED FOR THE SITE, ITS PROPOSED LOCATION AND THEDURATION AND FEASIBILITY OF THE PROPOSAL. THE BOROUGHCOUNCIL WILL SEEK TO ENSURE THAT ALL AREAS OF THE BOROUGHENJOY REASONABLE ACCESS TO WASTE DISPOSAL SITES ANDFACILITIES AND ACCEPTS IN PRINCIPLE THE NEED FOR WASTEDISPOSAL FACILITIES TO BE PROVIDED BROADLY IN LINE WITH THEAMOUNT OF WASTE PRODUCED IN THE BOROUGH. HOWEVERACCOUNT WILL ALSO BE TAKEN OF THE NEEDS OF SURROUNDINGAREAS, IN COOPERATION WITH THE NEIGHBOURING LOCALAUTHORITIES.

WORKING AND RECLAMATION
SWD6WASTE DISPOSAL WILL ONLY BE PERMITTED SUBJECT TO AN AGREEDSCHEME OF WORKING AND RECLAMATION WHICH MAKES PROVISIONFOR ADEQUATE SCREENING, THE DURATION OF OPERATIONS,LANDSCAPING, THE MINIMISATION OF ENVIRONMENTAL PROBLEMS,AND RESTORATION AND AFTERCARE.
BUILT DEVELOPMENT ON OR NEAR LANDFILL SITES
SWD5PROPOSALS FOR WASTE FACILITIES WILL BE CONSIDERED IN TERMSOF THE EFFECT ON LOCAL AMENITY, AGRICULTURE, NATURECONSERVATION, SCIENTIFIC AND ARCHAEOLOGICAL INTERESTS,LANDSCAPE, WATER RESOURCES, LISTED BUILDINGS ANDCONSERVATION AREAS, ACCESS AND THE HIGHWAY SYSTEM.
ENVIRONMENTAL PROTECTION
SWD7PROPOSALS FOR BUILT DEVELOPMENT ON LANDFILL SITES WHICHARE PRODUCING, OR HAVE THE POTENTIAL TO PRODUCE,SIGNIFICANT QUANTITIES OF LANDFILL GAS WILL NOT NORMALLYBE PERMITTED. PROPOSALS FOR BUILT DEVELOPMENT ON ALLLANDFILL SITES WILL NEED TO BE ACCOMPANIED BY A DETAILEDENGINEERING APPRAISAL DESIGNED TO OVERCOME ANY POTENTIALPROBLEMS. PROPOSALS FOR BUILT DEVELOPMENT WITHIN 250METRES OF LANDFILL SITES WHICH ARE PRODUCING, OR HAVE THEPOTENTIAL TO PRODUCE , SIGNIFICANT QUANTITIES OF LANDFILLGAS WILL NEED TO TAKE INTO ACCOUNT THE PROXIMITY OF THEPROPOSED DEVELOPMENT TO THE LANDFILL SITE AND PROVIDEDETAILS OF METHODS NEEDED TO OVERCOME POTENTIALPROBLEMS.
PUBLIC UTILITIES
SPU 1DEVELOPMENT PROPOSALS WILL BE REQUIRED TO HAVE REGARD TOTHE NEED TO SECURE THE EFFICIENT PROVISION OF PUBLIC UTILITYSERVICES SUCH AS GAS, TELECOMMUNICATIONS, ELECTRICITY,WATER SUPPLY, SEWERAGE AND SEWAGE DISPOSAL.

SPU2THE DEVELOPMENT OF RENEWABLE ENERGY SOURCES WILL BESUPPORTED PROVIDED THEY DO NOT HAVE A SIGNIFICANTLYADVERSE IMPACT ON THE ENVIRONMENT.
