If an Injury Happens

• Managers are informed that Escondido American Little League’s Insurance Policy is a supplemental insurance

policy. Claims must be filled out and filed with the League Safety Officer.

• Managers are informed that they MUST immediately contact the parent after an injury has occurred, no matter

how small the severity.

• All injuries reported to the league are documented and reviewed by the Safety Officer. The Safety Officer is

responsible to insure that all necessary forms, including insurance and injury reports are filled out completely,

filed and distributed.

Remember that Safety is everyone’s job. Prevention is the key to keeping accidents to a minimum. Report all hazardous conditions to Escondido American Little League Safety Officer or another

Board member immediately!

Do not play on a field that is not safe. Do no play with equipment that is unsafe and does not meet

the Little League International’s standards.

Volunteer Forms and Procedures

Escondido American Little League requires ALL volunteers

having constant contact with players in the League to

complete a background check via JDP background provider.

All applications are screened through LexisNexis and the

National Sex Offender Registry to ensure the safety of our

participants.

A detailed list of ALL approved participants listed

alphabetically is kept at the snack bar for the Board

Member on duty to make sure that all volunteers have

been screened and approved.

In 2020, EALL began using JDP background checks.

Little League International requires all leagues and districts in the United States to conduct background checks that utilize JDP Background Screening.

The JDP National Criminal File database that contains more than 450 million records, including criminal and sex offender

registry records covering 50 states and the District of Columbia, meets the current regulation requirement.

Concession employees will review food safety practices by washing hands before handling food, personal hygiene and wearing gloves while handling food. Concession coordinator will hold weekly training for all teen volunteers to refresh safe food handling.

EALL Umpire-in-Chief will provide in-house training to junior umpires at Jesmond Dene.

Coach’s Clinic

At least one coach/manager from each team must attend. Escondido High School Cougar baseball Coaches will provide the training. The clinic will cover baseball fundamentals, warm-

ups, and skill development. Coaches will receive information and perform practical exercises to reinforce training material.

League will submit player registration data/player roster data and manager and

coach data via the Little League Data Center.

Managers and Team Parent Meeting

Managers and Team Parents are required to attend the following meetings:

❖ We will discuss several subjects. Some of the subjects include but not limited to the

following:

▪ The providing of a first-aid kit with each and every equipment bag so that it may be used

during practice or game.

▪ Express the use of the first-aid kit, not its abuse. “If you need it, use it.” ▪ Replacement

kits and/or its components are readily available.

▪ Take care of your player first. Parents and Managers are informed what a minor injury is.

▪ Review concussion laws for California

▪ The meaning of a bag of ice, cold compress, or if a band aid can’t fix it have the players

parent take them to the Emergency Room or call 911. PLAYER FIRST!

▪ Report and file an incident report regardless if a player is injured during a game or

practice.

▪ Bumps and bruises are expected, inform the League’s Safety Officer, REGARDLESS.

Equipment Safety and Inspection Managers and coaches are informed at EALL of all applicable equipment safety rules and requirements.

Managers are continuously reminded to follow the Safety Rules set forth by Little League International.

Including, but not limited to:

• Rule 3.09 – Managers and coaches are not permitted to catch or warm up pitchers at any time while on the play or

practice field.

• All damaged equipment is to be immediately replaced by contacting the Equipment Manager or the Board Member on

duty.

• At no time will a player be on the playing field without the proper protective gear. Examples include: an athletic supporter

cup and helmet during batting.

• All umpires are trained to inspect equipment for ANY damage before games. All equipment MUST meet the minimum

Little League regulations.

• If in the event the equipment does not meet the standards set forth by the Little League, the Equipment Manager must be

contacted immediately for prompt replacement.

• ALL teams are issued two sets of protective catcher equipment. This equipment includes: an approved helmet with an

attached throat protector. A long model chest protector with approved groin extension, per Little League rules, as well as

, proper fitting shin guards.

Follow the rules at ALL times!

• Most Little League rules have some basis in safety – FOLLOW THEM!

• All Managers and Coaches are to enforce rules at practices as well as games.

• Make sure all fields have bases that disengage from their anchors, as required starting in 2008.

Spectator, Concession Stand Safety and Safe

Food Preparation

Prior to the start of any event at our facilities, every board member on duty is responsible for inspecting the cleanliness and safety of the

concession stands and spectator areas. Our Concessions coordinator holds a current food handlers card to insure safety, prevention of contamination and proper temperature control of food.

Spectator Area:

• Bleacher area free of trash and are serviceable.

• Hand rails are well secured and serviceable.

• Parking lot is free of debris and obstructions.

• Trash is emptied daily and cans cleaned as required.

• Posting and removing league information bulletin board.

• Monitoring the immediate area in an effort to control unruly behavior and intervene where the conduct of a spectator may interfere

with a game in play.

• Call 911 immediately if the need for the presence of the Police or Fire Department is required.

Concession Stand/Office:

• A phone is available for emergency use only.

• A copy machine is available for the documentation and posting of any and all league information and communications.

• Fire Extinguishers are maintained and annually inspected.

• Concession stands are monitored by the Escondido Health Department.

• Training for workers is provided by the snack bar coordinator.

• Volunteers handling and serving food are required to wear food gloves that must be changed frequently to ensure the safe handling of

sensitive foods (i.e. hot dogs, hamburgers, nachos, etc…).

• The buildings in Jesmond Dene Park are maintained by the city and the buildings at Escondido Unified School District are maintained by

the school district.

• A sample supply of all safety forms are on hand and records are maintained in the office area. These forms are for express use and support of the league and are available to the public for review during our league events.

• The leagues Operations Policy and ASAP Manual are a matter of public knowledge and available to all members and their guardian, for review.

To help improve our safety plan, fire extinguishers were purchased for the concession stand and grill. Both

extinguishers were placed in areas of easy access and use. There were no existing fire extinguishers.

Other Pertinent Safety

Compliance:

• All board members are informed of their responsibility to ensure that the

Safety Code is enforced and followed.

• Copies of all applicable rules and regulations as well as League Operations

Policies and Safety Procedures are distributed to each Board Member and

Manager

Future improvements for safety:

• AED on premises available for use in cardio pulmonary resuscitation (in

the next 1- 2 years)

• CPR and First Aid clinic available for training of at least one manager or

coach and team parent. Other members of the league may also sign up to

increase their awareness and knowledge of first aid (in the future)

Other Pertinent Safety • All families in the league receive a newsletter at the beginning of the season and

periodically throughout. This newsletter includes but is not limited to important phone numbers, board members, and their contact information. They are also given the EALL website address www.escoamericanlittleleague.com where important league information is readily available. There is also a posting made monthly about safety on our website.

• Members of our League can also stay informed by the Bulletin Board posted at the snack bar and by our Major field.

• All members of the organization are informed that a board member is always on duty for scheduled games and events. They are readily identified by their RED shirt or jacket with the EALL logo.

• All parents and athletes receive a concussion information sheet that includes signs and symptoms of concussion. Knowledge is power.

COVID-19 Practice Protocols

Please remember to follow all the safety protocols listed below and the opening and closing field procedures in your

Manager’s binder.

1. Thermometers are in the coaches’ room above the base compartments. Please grab the one label for the field your

practice is scheduled. When done please return to coaches’ room. If Thermometers are not available, please ask the

proper Health Screening Questions listed below.

2. All players must wear facial coverings and practice social distancing while waiting to enter the fields.

3. All players, managers, coaches and volunteers must enter through the 3rd base dugout gates and exit through the 1st base

dugout gates.

4. All players, coaches and volunteers will have their temperatures checked prior to entering the facility. Any player or coach

with a temperature of 100 degrees or higher will be required to leave immediately.

5. Please record all players, coaches and volunteers’ temperatures on the log sheets in your binders.

6. Hand sanitizer will be used at the beginning, during and at the end of practices.

7. Players are not required to wear face coverings but is recommended. Managers, coaches, and any other adults are

required by the County of San Diego to always wear face coverings and maintain a distance of at least 6 feet from one

another while at the facility.

8. There will be no sharing of equipment. Players must bring their own bat, glove, helmet, batting gloves, or any other

equipment. The sole exception to this rule is catcher’s gear, which, if shared, must be thoroughly disinfected by a coach

between uses. All equipment bags must be kept 6 ft apart.

9. No food should be brought to practice and there will be no sharing of water bottles. Please make sure that your player brings plenty

of water as the water fountain will be disabled and the snack bar will be closed.

10. Whenever practical, players will be kept 6 feet apart. Closer proximity or even physical contact between players that occurs during

the normal course of drills or simulated gameplay is allowed.

11. Dugouts may not be used for the duration of practice.

12. Players are not permitted to gather around batting cages or bullpens. There shall be a maximum of one player per lane in the batting

cages and one player waiting by each of the batting cage doors. All other players should be waiting elsewhere, at least 6 feet apart

from one another. Only two players at a time (one pitcher, one catcher) may utilize the bullpen.

13. Activity or gatherings of any kind before or after practice or “extra” practice time are prohibited. There is no loitering at the field

before or after practice. The team manager should arrive early to assure that all protocols are followed and should not leave until all

players have been picked up.

14. Reminder that there are not handshakes, fist bumps, high fives and any other contact between players and coaches during practices.

15. As mentioned early all players must exit through the 1st base dugout gates on all fields.

COVID-19 HEALTH SCREENING QUESTIONS

1. Have you experienced any of the following symptoms in the past 48 hours: a. fever or chills b. cough c. shortness of breath or difficulty breathing d. fatigue, muscle or body aches e. headache f. new loss of taste or smell g. sore throat h. congestion or runny nose i. nausea or vomiting

2. Have you been in close physical contact in the last 14 days with anyone who is known to have

laboratory-confirmed COVID-19 or anyone who has any symptoms consistent with COVID-19?

3. Are you isolating or quarantining because you may have been exposed to a person with COVID-19 or are worried that you may be sick with COVID-19?

4. Are you currently waiting on the results of a COVID-19 test?

5. Have you traveled in the past 10 days? Travel is defined as any trip that is overnight or travel with people who are not in your household.

If answered YES to any of the above questions entrance to the fields is prohibited.

GAME AND SAFETY PROTOCOLS

FACILITY, SPECTATOR AND SPREAD-OUT SCHEDULING GUIDANCE

1. Scheduled games will have sufficient time between games to comply with social distancing guidelines. 2. Players, families and spectators are instructed not to show up to fields more than 40 minutes before game time. 3. If there is a game prior to you event, families and spectators are encouraged to stay in their vehicles or at recommended social distances until

the start of their game to prevent overcrowding of spectator spaces and walkways. 4. Home and Away teams will enter through the respective gates for games. 5. On field warm-up should be limited as much as is reasonably possible and no more than 30 minutes. 6. All spectators must follow social distancing guidelines – six feet away from individuals outside their household: wear face coverings at all times;

avoid direct hand or other contact with players/managers/coaches during play. 7. Spectators should bring their own seating when possible. Limited seating will be available in the bleachers. Additional areas to watch games

will be down the foul lines and outfield fence areas. 8. Players, managers, coaches and families should vacate the field/facility as soon as reasonably possible after the conclusion of the games to

minimize unnecessary contact, ideally within 30 minutes.

ON-FIELD GUIDANCE

1. There will be no pre/post game gatherings or between inning huddles. This means no handshakes, no fist pumps, no chest bumps, no high-fives, etc. This will be eliminated completely.

2. The Little League Pledge of Allegiance will continue to be recited. Players will stand at their designated dugout locations. One player and coach from each team will stand on the foul line (6 feet apart) to lead both pledges.

3. Players, managers, coaches and umpires should bring their own personal drinks to all games. 4. Face coverings are required for all managers, coaches, volunteers and umpires on the field and includes outside the playing fields during player

arrival and departures. 5. Players are not required to wear facial coverings during competition on the field but while in the dugout all players, managers and coaches

must always wear facial coverings. 6. Player’s equipment bags must be spaced accordingly to prevent direct contact. Players must have their own helmet, glove and bat. Catchers’

equipment can be shared but must be disinfected between use of players. Players will not share equipment. 7. Any foul balls landing outside the field and retrieved by spectators will be disinfected before being put back into play. 8. Catcher should be retrieving foul and passed balls as much as possible. 9. Spitting, Sunflower seeds, gum, etc. are not allowed in the dugouts or playing field. All players, managers and coaches are to refrain from

spitting at all times including in dugout areas and on playing fields.

GAME OPERATIONS AND UMPIRE GUIDANCE

1. All plate meetings shall be held with at least six feet of distance between individuals and facial coverings are required. Including any umpire meetings required during the game.

2. Plate meetings should consist of one manager and one player from each team and game umpires. 3. Players should place their equipment is well spaced-out manner for inspection by umpires. Umpires should avoid direct contact with

equipment whenever possible. 4. Umpires will be located behind the catcher and in the field. Umpires will always wear facial coverings.
