2021 – 22 EARLY COLLEGE PROGRAM AGREEMENT Lake Howell High School 1 Seminole State College of Florida And School Board of Seminole County Whereas, Section 1007.273, Florida Statutes requires state colleges and school districts to execute a contract to establish one or more early college programs at a mutually agreed upon location or locations, the District Board of Trustees of Seminole State College of Florida (“SSC”, “Seminole State” or “College”) and the School Board of Seminole County (also referred to as “SCPS” or “Seminole County Public Schools”) have made the following determinations: I. Whereas, Section 1007.273, Florida Statutes requires state colleges and school districts to execute a contract to establish one or more early college programs at a mutually agreed upon location or locations, the District Board of Trustees of Seminole State College of Florida (“SSC”, “Seminole State” or “College”) and the School Board of Seminole County (also referred to as “SCPS” or “Seminole County Public Schools”) have made the following determinations:

I. Seminole State and School Board of Seminole County have offered dual enrollment coursesand certificates at Lake Howell High School since 2013. Beginning in the Spring Term of2018 Seminole State and SCPS partnered to provide an Associate in Arts Degree at LakeHowell High School. This program will be designated as a early college program.

II. In accordance with Southern Association of Colleges and Schools- Commission on Colleges(SACS-COC) procedures, the College submitted a prospectus to SACS-COC which wasapproved in February, 2018. A copy of the submission letter is located in Appendix A.

III. In compliance with 1007.273 F.S. this contract includes the following items:o Grade levels to be included;o Description of the program including the delineation of the courses offered, including

online course availability; high school and college credits earned for each coursecompletion; student eligibility criteria; enrollment process and relevant deadlines;

CAPE Industry Certification Exams If students take the second half of Digital Info Technology during grades 11 or 12, they will be prepared to take the following CAPE Industry Certification Exam: Microsoft Office Specialist Bundle Student Eligibility Criteria and Enrollment Process and Relevant Deadlines

1. Students must be enrolled in at least one (1) high school credit courses during each term, excluding summer.

2. Students must have a cumulative unweighted high school grade point average of 3.0 or better and the signature of the high school counselor and principal or designee on the Seminole County Public Schools 868 Dual Enrollment Instructional Materials Reimbursement Request form, giving approval for enrollment in specific courses.

3. Pursuant to Section 1008.30, Florida Statutes, and Rule 6A-10.0315, F.A.C., which is hereby incorporated by reference, students who have been identified as deficient in basic competencies in one of the areas of reading, writing or mathematics, as determined by scores on a postsecondary readiness assessment identified in Rule 6A-10.0315, F.A.C., shall not be permitted to enroll in college credit courses in curriculum areas precluded by the deficiency. Students must meet or exceed placement test scores of the following:

5. Students desiring to enroll in college credit courses at the high school must meet the pre-requisites and any applicable placement test score requirements for course enrollment, just as students desiring to enroll in the same courses on the College Campus prior to beginning the courses.

6. Exemptions to the grade point average, course pre-requisites, the maximum number of allowable college credits or other items as specified in this eligibility section may be initiated by the high school principal.

a. No exemptions or waiver of college readiness as determined by test scores is possible for any specific course that requires college readiness.

b. Approval by the College's Vice-President for Academic Affairs or the appropriate Academic Associate Vice President is needed before an exemption can be granted.

c. The high school guidance department or registrar will notify the College, in writing, of the reasons why the principal wishes to exempt a student from the stated criteria.

d. It is the responsibility of the Vice President for Academic Affairs or the Academic Associate Vice President to notify the principal of the approval or disapproval of the exemption within ten (10) working days from receipt of the exemption request.

7. Students will initiate their application for dual enrollment courses with their high school counseling department. The high school counseling department and the College’s Office of Dual Enrollment are responsible for screening students prior to enrollment.

8. The Dual Enrollment application will be used by high school counseling staff to inform students and parents of basic expectations of students who participate in dual enrollment.

9. High school counseling personnel will provide the College's Dual Enrollment Office with a completed college application and test scores for each student applying for dual enrollment. Students requiring PERT or ACCUPLACER testing at Seminole State must have an application for admission and be admitted to the college before they will be permitted to test.

10. Students must adhere to course enrollment registration and withdrawal deadlines as published in Seminole State College’s Academic Calendar.

Exceptions Students with a 2.9 -2.99 cumulative, unweighted high school Grade Point Average may submit a request to the high school principal for an exception to the 3.0 academic grade point average requirement.

The principal will submit all exemption requests to the College for approval by the College’s Vice President of Academic Affairs or the appropriate Associate Vice President. The high school counselor will notify the College in writing, of the reasons why the Principal wishes to exempt a student from the stated criteria. It is the responsibility of the Vice President of Academic Affairs

or the Academic Associate Vice President to notify the Principal of approval or disapproval of the exemption within ten (10) working days from the receipt of the exemption request.

Students with a 2.4-2.49 cumulative, unweighted, high school Grade Point Average may submit a request to the high school principal for an exception to the 2.5 grade point average requirement for career dual enrollment. The high school principal will submit these requests to the Superintendent of Secondary Education Seminole County Public Schools for review.

Continued Dual Enrollment

1. Continued eligibility for dual enrollment requires that students maintain the high school GPA’s listed above and a 2.0 or higher college GPA.

2. Students who do not meet the 2.0 college GPA requirement and wish to continue to participate in the dual enrollment program must do the following:

a. Students who earn a “D” or “F” during their first semester of dual enrollment are permitted to repeat the course if they meet the high school GPA.

b. After the first semester of dual enrollment, students who earn a grade of “D” or “F” in a dual enrollment class, and wish to continue to participate in the dual enrollment program will be required to repeat the course in which he/she earned the “D” or “F” grade during the subsequent semester.

3. If the student still meets the minimum College grade point requirements, they are allowed to enroll in grade forgiveness courses as well as additional courses

4. If the student no longer meets the College GPA requirements to qualify for Dual Enrollment due to the failing grades, they will ONLY be allowed to enroll in those courses in which they failed.

a. When repeating the course, the student must earn a “C” or better in order to be eligible to continue to participate in the dual enrollment program.

b. Dual Enrolled students may not attempt the same course at the college more than two times.

5. If a student earns more than one “D” or “F” grade in a semester he/she will not be permitted to return to regular dual enrollment status until each course has been repeated and the student has earned a grade of “C” or better in each course. All grades, including “W” for withdrawal, become a part of the student’s permanent college transcript and may affect subsequent postsecondary admission.

6. Students who graduate from high school prior to the completion of the postsecondary course may not register for the course through dual enrollment.

7. Students may lose the opportunity to participate in the dual enrollment program if they are disruptive to the learning process such that the progress of other students or the efficient administration of the course is hindered. Students taking SSC courses, regardless of location, are subject to SSC’s Student Code of Conduct (Policy 3.090).

Description of the methods, medium and process by which students and parents are informed about the availability of the early college program, the return on investment associated with participation in the program, and the information described in the sections above: Students and parents are informed of the Seminole State -Lake Howell High School early college program through the following methods, mediums, and processes:

• High school visits/advising sessions • Parent information sessions • High school curriculum guides • High school guidance offices • High school guidance websites • Program Flyers • College dual enrollment website • College Dual Enrollment Information nights

As required by s. 1007.273 (3), F.S. each student participating in a collegiate high school program must enter into a student performance contract that must be signed by the student, parent, a representative of the school district and the Florida College System institution (Appendix C). The contract components must include the schedule of courses by semester, industry certifications to be taken by the student (if any), student attendance requirements, and course grade requirements. While appropriate for college-level study, course materials and class discussions may reflect topics not typically included in secondary courses which some parents may object to for minors. Courses will not be modified to accommodate variations in student age and/or maturity. Identification of delivery methods for instruction and instructors for all courses: Instructional methods and instructors for all college credit courses are identified through collaboration between the College and Lake Howell High School academic administration. Instructional methods include face-to-face, hybrid and online modalities. All faculty teaching dual enrollment shall have credentials evaluated and approved against Seminole State College Faculty Credential Requirements to ensure that the faculty members meet Southern Association of Colleges and Schools- Commission on Colleges (SACS-COC) guidelines. Identification of student advising and progress monitoring mechanisms: Coordination of advising/counseling services will be the responsibility of the College's Vice President of Student Services and the appropriate high school principal, or designee. High school

students enrolled in college courses will have access to the advising/counseling services of the College while they are enrolled. Responsibilities of Seminole County Public Schools Regarding Determination of Eligibility 1. It shall be the responsibility of the high school principal to ensure that courses are coordinated

with the high school curriculum. 2. It shall be the responsibility of the high school principal to ensure that high school credit shall

be awarded. 3. All high school curriculum guides and class schedules, as well as the College's catalog, shall

include information regarding dual enrollment. 4. The High School Principal and the College's Vice President for Academic Affairs are

responsible for ensuring the quality of instructional programs. The College's evaluation of courses and programs will be applied to dual enrollment instruction.

Description of program review protocols and student performance reporting mechanisms: Responsibilities of the College Regarding Transmission of Student’s Grades: 1. All grades earned through dual enrollment are a permanent part of the student’s high school and

college transcript. 2. Students who are not successful in dual enrollment courses may not be eligible for future

financial aid, but may be able to qualify for the College’s grade forgiveness process. (Procedure 4.0306- Academic Grade Forgiveness).

3. The College will provide the dual enrollment grade report. Lake Howell High School will

receive a report of its students who were dual enrolled, their corresponding courses taken during that term, and the grades earned.

4. The grade report shall be sent to Lake Howell using electronic methods within 10 working days

of the College’s posted date for grade submission. Description of the funding arrangements: Collegiate high school programs are funded in accordance with ss. 1007.271 and 1011.62, F.S. Distribution of Applicable Revenue and Other Cost Sharing Issues: 1. Pursuant to Section 1011.62, F.S., it is understood that:

a. Students enrolled in Collegiate High School/Dual Enrollment instruction may be included in the calculation of full-time equivalent student membership for basic programs grades 9-12 by Seminole County Public Schools.

b. Students enrolled in Collegiate High School/Dual Enrollment instruction may be counted as

full-time equivalent enrollment by the College. c. Students receiving instruction under the provisions of this agreement shall be exempt from

the payment of all application, registration, book and laboratory fees to Seminole County Public Schools or the College.

d. Students with disabilities who dual enroll in courses offered on site at the high school will be

accommodated by high school staff according to IDEA criteria. Students with disabilities who dual enroll in courses offered on site at the College will be accommodated by the College staff according to ADA criteria. It is the student’s responsibility to contact the Disability Services department if accommodations are required.

e. Pursuant to Section 1007.271 the funding provision costs are detailed in Appendix B.

For Collegiate High School/Dual Enrollment courses offered on high school campuses: 1. Instructional materials required for dual enrollment courses will be purchased from the College

by Seminole County Public Schools prior to the beginning of each term. Instructional materials, once selected for use in a dual enrollment course conducted on Seminole County high school campuses, will be used for at least the entire academic school year without change.

2. Instructional materials once purchased by Seminole County Public Schools from the College

become the property of Seminole County Public Schools. Therefore, distribution, recovery, storage, and inventory of materials will become the responsibility of Seminole County Public Schools.

3. Upon course completion, instructional materials shall be recovered from students by their high

school(s). Seminole County Public Schools shall transport the materials between high schools as needed during the school year. It shall be the duty and responsibility of each principal to collect from each pupil, parent, or guardian the purchase price of any instructional material(s) the pupil lost, destroyed, or unnecessarily damaged per Seminole County Public Schools policies and procedures.

For Collegiate High School/Dual Enrollment courses offered on college campuses: 1. Students will be responsible for identifying themselves as dual enrolled. Educational materials

will be returned on an Instructional Materials Collection day at each high school. 2. Students are required to use the Dual Enrollment Course Approval and Textbook App in Clever

to request approval for their courses and obtain textbook vouchers.

a. After a student’s courses are approved, the student will print TWO copies of the form (form

868) generated from the Dual Enrollment Clever App. b. The student submits one copy of the form with their completed Seminole State Registration

Form. c. The student will present the other copy to an SSC Barnes & Noble College Bookstore staff

member to receive their textbook(s). 3. Students are responsible for returning their textbooks to their high school textbook manager or

designated staff at the end of each semester. Failure to do so may affect the student’s ability to enroll in future Dual Enrollment courses.

4. SCPS will work with the College bookstore vendor (Barnes & Noble) to obtain a list of students

who have not returned books. 5. The Barnes & Noble Corporate Office will mail a check for all buy-backs of instructional

materials to the Coordinator of Instructional Media Services at Seminole County Public Schools at the end of each semester.

Description of College Policies, Procedures, and Practices as related to Dual Enrollment Courses: Dual Enrollment courses are considered to be Seminole State College courses for which students also receive high school credit. Seminole State College Policies, Procedures, and practices apply to all Dual Enrollment students and courses regardless of the location of the course, including those taught at Lake Howell by Lake Howell faculty members. The following shall also apply: 1. Appointment of course instructors shall be the joint decision of the College's Vice President for

Academic Affairs and the high school principal, or high school designee. 2. As per the Statement of Standards for Dual Enrollment adopted by the Community College

Council of Presidents in 2007, instructors must meet SACS requirements/guidelines for postsecondary instructors in the course/discipline.

3. High school teachers employed by SCPS whose qualifications meet College's instructor qualification requirements will be given preference for appointment to teach a course as an adjunct instructor of the College.

4. Instructors are responsible for verifying accuracy of class and grade rosters in the myseminolestate online portal, validating grade rosters based on student attendance, monitoring student performance in the course, and for recording student final grades on both the high school and College grade report forms.

a. The College's Vice President for Academic Affairs or designee is responsible for ensuring that the instructors carry out this responsibility.

5. Instructors are to submit grades to the College Registrar via the College’s Myseminolestate online portal by specified deadlines.

a. The College will be responsible for generating a grade report which will be delivered by the Dual Enrollment Office to each high school with the grades awarded in college classes.

6. Dual enrollment faculty members must use official College technology. Seminole State courses conducted by SCPS employees must use the College’s designated Learning Management System for all courses conducted for a specific high school and its students. All Seminole State class information that is disseminated electronically must be sent through the College’s electronic systems (e.g., SSC live mail, or via the College’s Learning Management System (currently Canvas).

8. Dual enrollment faculty must complete required trainings on use of the College’s Learning Management System and remain current on its use.

2. All dual enrollment course syllabi must conform to the standard master course syllabus used at SSC for that same course.

9. FERPA, its regulations, Florida laws regarding student privacy and College policy and procedure implementing those rules apply to all students taking SSC classes, regardless of location.

10. Attendance policies should be followed in accordance with SSC Policy 3.060 and Procedure 3.0610.

11. Students taking SSC courses, regardless of location, are subject to SSC’s Student Code of Conduct (Policy 3.090).

12. When teaching a Dual Enrollment course, the instructor’s supervisor of record is the appropriate Seminole State College Departmental Dean. The Dean, in addition to the high school Principal, should be primary points of contact for student issues and/or discipline, and student complaints and grade appeals should follow appropriate SSC Procedures including Student Concerns and Complaints (Procedure 3.0800), Grade Appeals (Procedure 4.0300), and Resolving Discrimination Concerns (Procedure 1.0600).

13. Courses identified by SSC academic departments to contribute to program level Student Learning Outcomes will contribute student performance data for the SSC Program Review process regardless of the location of the course.

14. All SSC courses, including Dual Enrollment courses at the high school, contribute student success data to Departmental Program Reviews, and will participate in the collection of Student Perception of Instruction (SPOI) forms via the format established by the College.

Clarification of Funding for SCPS Dual Enrollment Instructors Teaching at SCPS

Clarification of Funding for SCPS Dual Enrollment Instructors Teaching at SCPS

Seminole State College will continue to directly fund SCPS Dual Enrollment Instructors (SCPS instructors who teach dual enrollment courses at an SCPS facility) at the 40% rate.

Per the 2020-21 Seminole State College of Florida Non-Bargaining Unit Personnel Salary Schedule (Effective March 15, 2021), the adjunct rate for part-time faculty holding a Master’s degree is $ 43.16. Therefore, the Part-time Faculty Salary Schedule Rate for SCPS Dual Enrollment Instructors who teach a dual enrollment course at an SCPS facility, and also serve as the College’s Instructor of Record is $17.26 per college contact hour.

SCPS faculty not credentialed to serve as Seminole State College Faculty of Record shall be classified by the College as Dual Enrollment Assistant Instructors.

Per the 2020-21 Seminole State College of Florida Non-Bargaining Unit Personnel Salary Schedule (Effective March 15, 2021), the College’s Dual Enrollment Assistant Instructor rate is $ 16.91 per hour.

Courses taught in the Directed Independent Study (DIS) format will be calculated using the DIS formula.

Student Performance Contract for AA Pathway

Students and parents or guardians are advised that Early College and Dual Enrollment courses are college-level courses, which include college-level expectations. To enter into the program and to remain enrolled, the following requirements apply:

• Student must have a college ready PERT Math (114), Reading (106) and Writing (103) scores or concordant SAT and ACT Scores to qualify for the program

o (NOTE: Students are eligible for college math with a PERT score of at least 114 however, the Florida Department of Education has determined that the minimum PERT eligibility score for College Algebra (MAC 1105) is 123. Accordingly, students with a PERT score between 114 and 122 must take Intermediate Algebra (MAT 1033) as a prerequisite.)

• Student must have a passing 10th Grade FSA ELA Score • Student must have a passing Algebra 1 EOC Score

• Students are not to withdraw from Dual Enrollment courses without written high school permission. Students may drop courses during the official add/drop period only.

• Students are expected to attend all classes, actively participate and complete all assigned course work for all courses for which they are registered. For online courses, attendance is determined by consistently logging in and accessing the course content and completing courses in accordance with the syllabus.

• Any letter grade below a “C” will not count as credit toward satisfaction of a General Education requirement or the Gordon Rule requirement.

• All grades become part of the student’s permanent college transcript and may affect

subsequent postsecondary admission.

• Course materials/class discussions may reflect topics not typically included in secondary courses and which some parents may object to for minors. Courses are not brought down to the high school level to accommodate variations in student age and maturity.

• Two to three hours of homework, on average, are expected for each hour spent in class.

There are firm assignment deadlines.

• Students/parents are advised to consult a college counselor or advisor regarding the selection of courses to meet degree requirements or to transfer to a specific course of study at another institution.

• Students must maintain a college GPA of 2.0 and an unweighted high school GPA of 3.0 to continue in the program. Participation in the program is at risk if the student falls below the requirement. Courses are provided through the program for students enrolled in a public state college, university or technical center as prescribed in Chapter 87-212, Laws of Florida. Courses taken by this student will be applicable towards a high school diploma.

I acknowledge that if I fail to meet the criteria, or if I fail to maintain the required GPA, I will no longer be eligible for the AA Pathway program and my current schedule and/or future course requests can and will be altered.

I also recognize that I will not become an official AA Pathway student until I am an 11th grader and I have met the eligibility requirements.
