WHAT IS A COC?
A Club Coordinator is the liaison between the RCSC and the
Chartered Clubs. The Club Coordinators are familiar with their
assigned Clubs at each Center. Upon the Chartered Club
Presidents/Board’s request, they will attend Club meetings, visit
Club rooms and make contact with Club Officers whenever there is an
issue.
Club Coordinators are available to assist the Club Presidents/Board
regarding RCSC Board Policy as well as assisting in remedying any
policy issue.
Club Coordinators, when requested, may assist in investigating
issues and resolving them internally within the Club.
Club Coordinators are there to help your Club run smoothly. If
there is an issue that the Club Coordinator cannot resolve at the
club level, they may consult with the Chartered Clubs Supervisor
and/or the Club Organization Committee.
Chartered Club Requirements Chartered Clubs are subordinate groups
under the RCSC umbrella a non-profit organization under section
501(c)(4) of the Internal Revenue Code.
A Chartered Club MUST operate primarily to further the common good
and general social welfare of the people of the community…
…and MAY NOT operate primarily to promote social welfare if its
primary activity is carrying on a business with the general public
in a manner similar to organizations operated for profit.

on their own by logging onto SunCityAz.org, click onto the
Recreation tab, Clubs tab there you will find Cardholder Validation

Club Visitors Club Guests
Is an RCSC Cardholder that is not a member of the Club
A Club guest is a non-Sun City resident or a Sun City resident who
is not an RCSC Cardholder
Visitors are NOT required to pay a Guest Fee Clubs are required to
pay RCSC $2.50 per Club guest, per day. They must be recorded on a
guest attendance sheet that will be submitted to the Clubs Office
no later than 10 days after the close of the month with payment of
guest fees equal to $2.50 per guest, per day
However, if a Club uses a Host Punch Card or Daily Guest Pass,
guest fees are not collected and no further record is
required

12-17 Club Member Discipline was changed to read:
• Club members should comply with RCSC and club rules and
regulations and conduct themselves in a manner so as not to
jeopardize the rights and privileges of other club members. If a
club member fails to comply or conduct themselves in an appropriate
manner, it may be reported on a Club Member Conduct Report (FORM
BP:12-14) which will follow the process as outlined in the club’s
rules and regulations or as determined by the club’s Executive
Board if no club rules and regulations have been established for
such. All Club Member Conduct Reports (FORM BP:12-14) must be
completed and submitted within thirty (30) days of the
infraction/incident.
• Any club member disciplined by the club’s Executive Board may
submit a written request for an appeal to the Board which will
follow the appeal hearing process in the Bylaws.

Independent Contractors
• Clubs using independent contractors to provide club related
services i.e. dance callers, instructors, etc. shall define
position, and duties in their club rules and regulations
• Independent Contractor Agreement [FORM BP:12-5] must define term
of contract, be renewed annually and be on file in Clubs Office 7
days prior to services being rendered
• All monies paid for services must be paid & recorded by check
or signed receipt
• IRS Form 1099 must be issued by the Club

• Form 990-N, Electronic Notice (e-Postcard) for Tax-Exempt
Organizations Not Required to File Form 990 or Form 990EZ, must be
submitted electronically.
• The Form 990-N electronic-filing system moved from Urban
Institute’s website to IRS.gov in February 2016. All filers must
register at IRS.gov prior to filing their next Form 990-N. This is
a one-time registration; you won’t be asked to register again when
filing next year.
• Form 990-N must be completed and filed electronically. There is
no paper form. • Form 990-N filers may choose to file a complete
Form 990 or Form 990-EZ instead. • Use the Form 990-N Electronic
Filing System (e-Postcard) User Guide while registering and

E-POSTCARD/IRS Form 990
can satisfy their annual reporting requirement by electronically
submitting Form 990-N if they choose not to file Form 990 or Form
990-EZ instead.
• Form 990-N filing due date • Form 990-N is due every year by the
15th day of the 5th month after the close of your tax year.
You cannot file the e-Postcard until after your tax year ends. •
Example: If your tax year ended on December 31, the e-Postcard is
due May 15 of the following
year. If the due date falls on a Saturday, Sunday, or legal
holiday, the due date is the next business day.
• If your 990-N is late, the IRS will send a reminder notice to the
last address we received. • While there is no penalty assessment
for filing Form 990-N late, organizations that fail to file
required Forms 990, 990-EZ or 990-N for three consecutive years
will automatically lose their tax-exempt status. Revocation of the
organization’s tax-exempt status will happen on the filing due date

CLUB SET-UP REQUESTS
To ensure we comply with all fire codes and safety rules, each Club
must submit their proposed set-up to the Chartered Club’s Office
and the Club representative is encouraged to meet with the
Custodial Lead to review your club’s set-up request.
Club members are prohibited from modifying the set-up by moving
tables or chairs. Any changes to the approved set-up must again be
approved by the Custodial Lead and resubmitted to the Chartered
Club’s Office. Without an approved request, the facilities cannot
be set-up.

PLEASE BE SURE ALL THE INFORMATION IS ON THE
DOCUMENT, INCLUDE, PODIUMS/MICROPHONES, COFFEE POTS, TRASH
CANS

Let’s talk food!!
The sale of alcoholic and non-alcoholic beverages and food (raw or
cooked) is prohibited without appropriate licensing. If a
Club/organization sponsoring an event/tournament wishes to accept
donations or charge a fee for any food or non- alcoholic beverage,
they must contact the Maricopa County Environmental Health Division
at least seven (7) days in advance to report the event and
determine if a Temporary Food Service Establishment Permit is
required. If a Club/organization sponsoring an event/tournament
wishes to accept donations or charge a fee for any alcoholic
beverages, they must secure a Special Events License from the
Arizona Department of Liquor. A Club may provide alcoholic and
non-alcoholic beverage and food provided that such are made
available to club members and their escorted guests only without
charge. For rules and regulations regarding the use of recreation
center kitchens, catering, pot lucks, and bake sales refer to Board
Policy No. 25 titled Food and Beverage.
Using a Catering Service
The following are required from all catering services prior to the
event:
A copy of the Caterer’s food permit
A certificate of insurance (check expiration dates) for the Caterer
showing a minimum of $1,000,000 in liability insurance.
If a Club needs a caterer for an event, they may contact the
Chartered Clubs Office and they will be provided a list of
preferred vendors that have worked for RCSC in the past and have
current permits and liability insurance on file.

Permanent signage approved by Assistant General Manager, installed
by RCSC personnel only
Temporary signage is not allowed in parking lots, at the curb or
along-side roadways
Temporary signage not to exceed 7 days, approved by Assistant
General Manager prior to placement
Club Advertising & Marketing
• Club instructors may not advertise services being rendered in
RCSC facilities
• Donations made by clubs to RCSC may be used to promote club
events and activities
• Clubs should not expect to receive marketing assistance greater
than club’s annual contribution to the RCSC in prior year
• If clubs are advertising or marketing club events not open to the
general public, they MUST state that the event is open to RCSC
cardholders and their Escorted Guests ONLY!

FLYERS, POSTERS & COPIES
All flyers must be approved by the Chartered Club’s Office.
Distribution to the centers is handled by the Chartered Club’s
Office. Copies for Chartered Clubs are available free of charge
from RCSC and are limited to 500 per year. The Chartered Clubs
Office does not make colored copies.
RCSC Marketing for Clubs
• RCSC provides one page featuring each Club on RCSC’s website
[FORMS BP:12-16(a) & BP:12-16]
• All Club advertising and marketing, including social media
postings, must be approved in writing by the Chartered Clubs Office
prior to publication!
• All Clubs are listed in SunViews Club Directory & may submit
ads for Club classes and Club events each month [FORM
BP:12-18(a)]
• All Clubs are allowed one annual article in SunViews [FORMs
BP:12-17(a) & BP:12-17(b)]. This is a rotating schedule runs
October thru March

Incident Reporting 911 Calls
If an incident occurs in your clubroom, the following steps must be
taken immediately.
1. Call 911 and give the name of the recreation center and the
address. If a member has passed out, fallen, appears to be in
danger of bodily injury or may indicate a heart attack, call 911.
Do not ask permission to summon 911, as many times, the injured/ill
person may be confused, scared and not able to think rationally.
The Fire Department does not charge to come to a person’s aid. A
fee is only charged if a person is transported to the
hospital.
2. The second call must go to an RCSC Facility Attendant or
Custodial Lead. If you do not have a telephone in your clubroom,
designate a member to notify the Attendant.
3. Designate a member to wait for the emergency crew. Direct them
to the member in distress so help can be rendered as quickly as
possible.
4. Complete an RCSC Incident Report. Include in the report: -WHAT:
A brief description of what happened. -WHERE: Location incident
occurred (inside, outside, etc.) -WHEN: Date and time of incident
as well as witnesses’ names. -WHY: Explanation of incident
(slipped, fell, fainted, etc.) -REPORT: Facts only. Do not include
personal opinions.
5. Forward the completed RCSC Incident Report to the Clubs &
Activities Office immediately.

In each Clubroom, an Evacuation Plan has been posted by the Club’s
door as well as an Emergency Procedures Manual. The most likely
emergency to require evacuation would be a fire. When the alarm
sounds, teach your Club Members to:
• Immediately evacuate! Use the primary or secondary evacuation
route as noted on the posted Evacuation Plan. Never use an
elevator!
• Do not delay! Do not take time to gather personal belongings! •
Do not linger around for others! • If the fire is in your Clubroom,

SERVICE ANIMALS
• What is a service animal?
– A service animal is a dog that has been individually trained to
do
work or perform tasks for an individual with a disability.
– What does “do work” or “perform tasks” mean?
• What questions can be asked to determine if an animal is a
service animal? – In situations where it is not obvious that the
animal is a
service animal, only two specific questions may be asked: 1. Is the
animal a service animal required because of a disability? And, 2.
What work or task has the animal been trained to perform?
– No documentation is required nor allowed to be requested – You
also may not ask that the animal demonstrate its task – You may not
inquire about the nature of the person’s disability
When in doubt – contact your COC
Identification of service animals – do they have to wear a vest,
patch or special harness?
