Refund/Cancelation Policy

1. Students wishing to cancel an enrollment must do so in writing (email or letter) to the Fire Service Training Coordinator no less than 48 (business) hours before the first session of the course 1.1. Failure to notify the Fire Training Coordinator of your cancelation will result in the

student/department receiving an invoice for the entire class 1.2. Students failing to meet the courses minimum attendance policy, without prior

approval of the instructor or training center staff will be issued an invoice and considered a “no show”.

1.2.1. Each course will have its’ own attendance policy. Most courses will allow a student to miss a maximum of 20% of the total class hours.

1.2.2. The acceptance/denial of attendance shall be at the discretion of the lead instructor of that program

1.3. Exceptions to this policy can be issued only by the Director and/or Fire Training Coordinator of Lancaster County Public Safety Center

1.4. Students adhering to the cancelation policy will not receive an invoice for the course 2. Refunds shall only be issued at the discretion of the Fire Training Coordinator and/or the

Director of the Lancaster County Public Safety Center 2.1. Refunds that are awarded will be in the form of account credit not to be withdrawn,

nor hold a cash value. 2.1.1. Credits can be used for registration of members of that department into courses

being hosted by Lancaster County Training Center 2.2. Refunds will not be awarded for students failing to meet minimum attendance or

participation of a course, without adhering to the cancelation policy contained herein section 1.

2.3. Refunds shall not be awarded for books or materials once they are opened or leave the facility.

2.4. Refunds shall not be awarded to students that fail to meet the pre-requisites of a course

3. All policies and procedures herein as they pertain to course cancelation and/or refunds are at the discretion of the Director and/or the Fire Training Coordinator of Lancaster County Public Safety Center, their decision is final and non-negotiable. 3.1. There is no appeal process

Company Level Training Lancaster County Public Safety Training Center (LCPSTC) host a variety of training props to meet your individual department/agency training needs. The available training props are listed on our website. Our training props allow the emergency professionals to practice their known technics and to safely learn new technics specific to their mission. The training props can be reserved by contacting the Fire Training Coordinator. Departments/agencies requesting use of the facility training props will be required to provide completed forms (found on the website) to include; facility use form, ems/law enforcement/fire exhibit A, ems/law enforcement/ fire exhibit B, ems/ law enforcement/fire rental agreement, and a waiver. The Fire Chief or Training Officer must complete the forms prior to use, as well as, provide a copy of the certificate of workers compensation insurance and general liability insurance.

Essentials of Firefighting The Essentials of Firefighting is the beginning of any fire service career. The courses listed within this section are designed to train an individual with little or no fire service experience to be an operational team member within your organization. The pathway for an individual with little or no fire service experience to become a successful team member within your organization is outlined here. Individuals are required to take the courses in the order outlined here. Some courses require pre-requisites listed, all pre-requisites for the Essentials program will be available at the training center (exception online only courses). Some courses are grouped together, and successful attendees will receive multiple certificates for one class because of this and allow the individual to be eligible to certify for Firefighter I.

Introduction to Fire Service with Test Taking 101 Introduction to the Fire Service is the first of a five-course series with the goal of training someone to be an interior firefighter. The Essentials program is designed to educate someone with no previous fire or emergency services experience and train them on safe operations as it applies to the mission of the fire service.

Topics discussed in Introduction to the Fire Service include, Fire Service History, Personal Protective Equipment, Tools and

Lighting Equipment, and Firefighter Health and Safety.

Test Taking 101 is designed to provide students with information that will assist them in taking a variety of tests in fire and emergency services. Topics will include: reasons for testing, matching tests, common pitfalls, and trending.

Course Length: 19.5 hours (11.5 lecture, 8 practical)

Fire Ground Support Fire Ground Support is the second of five introductory programs designed to train people new to the fire service the safest way to minimize their exposure to hazards associated with the profession of firefighting. Fire Ground Support further builds on the lessons and skills learned in Introduction to the Fire Service and continues the educational process with topics that include, Fire Behavior, Building Construction, Fire Hose, Water Supply, Communications, Ropes & Knots, and SCBA.

Course Length: 32 hours (12 lecture, 20 practical)

Exterior Firefighter w/ First Aid/CPR Exterior Firefighter is the third of five programs within the Essentials of Fire Fighting. Students of this program are trained on assisting the overall operations of an emergency incident while remaining outside the immediate hazard zone. SCBA, Fire Behavior, Building Construction and Hose Lines are further discussed in Exterior. Additional topics such as, Forcible Entry, Ground Ladders, and Fire Extinguishers are introduced through lecture and hands on practical evolutions.

First Aid/CPR is included in the course and successful completion will grant students an American Heart Association Heartsaver First Aid and CPR certificate. AHA Heartsaver is a video-based, instructor-led course that teaches students critical skills needed to respond to and manage an emergency until emergency medical services arrives. Skills covered in this course include first aid; choking relief in adults, children, and infants; and what to do for sudden cardiac arrest in adults, children, and infants. This course teaches skills with the AHA’s research-proven practice-while-watching technique, which allows instructors to observe the students, provide feedback, and guide the students’ learning of skills.

Course Length: 60 hours (24 lecture, 36 practical)

Interior Firefighter Interior Firefighter is the fourth of the five-course program that encompasses Essentials of Fire Fighting. At the completion of this course students will have met the minimum qualifications of an interior operational fire fighter as defined by NFPA 1001 standard and will be able to certify as such. Students enrolled in this course will further their knowledge of SCBA and hand lines, as well as introduce some additional tasks of an interior fire fighter that will include, victim rescue, ventilation, fire control, utility control, and loss control.

Course Length: 40 hours (12 lecture, 28 practical)

Advanced Firefighter The fifth and final entry level program is designed to introduce seasoned firefighters to advanced fire ground operations including, Building Construction, Fire Safety Surveys, Fire and Life Safety Presentations, Generators, Lighting Equipment, Technical Rescue, Fire Protection Systems, Fire Hose Service Testing, Combustible Gas and Liquid Fire Control, Foam Operations, Fire Ground Operations Communications, and Advanced Cause and Origin Investigations.

This course can be used to prepare the student for the practical skills tested at the NFPA 1001 Fire Fighter II level of certification.

Course Length: 20 hours (10 lecture, 10 practical)

Test Taking 101 Although Test Taking 101 is being offered within the Essentials program, it can also be taken as a stand-alone course for anyone interested. This course will help prepare the students for taking test. Individuals that have been out of school for some time and are interested in higher level of education or training, such as certification, might find this class helpful.

Test Taking 101 is designed to provide students with information that will assist them in taking a variety of tests in fire and emergency services. Topics will include: reasons for testing, matching tests, common pitfalls, and trending.

Course Length: 3.5 hours (lecture)

First Aid/CPR Training For Emergency Responders

Heartsaver First Aid & CPR training is offered as part of the Essentials program, however individuals not registered for the Essentials program may wish to take this course.

Heartsaver First Aid, CPR & AED is a video-based, instructor-led course that teaches students critical skills needed to respond to and manage an emergency until emergency medical services arrives. Skills covered in this course include first aid; choking relief in adults, children, and infants; and what to do for sudden cardiac arrest in adults, children, and infants. This course teaches skills with the AHA’s research-proven practice-while-watching technique, which allows instructors to observe the students, provide feedback, and guide the students’ learning of skills.

These courses can be used as a pre-requisite for individuals wanted to test to the NFPA 1001 Fire Fighter I.

CERTIFICATION

Professional Certification Program In accordance with Act 61, the Office of the State Fire Commissioner is responsible for the implementation of firefighter training and certification developed in accordance with and consistent to established standards. The Office of the State Fire Commissioner (OSFC) is the certifying agency within the Commonwealth of Pennsylvania and the State Fire Academy (PSFA) is the administering agency.

This program was established in 1983 when a committee known as the Fire Service Certification Advisory Committee (FSCAC) was formed to explore the implementation of a voluntary certification program for firefighters. The FSCAC provides the OSFC with program guidance and peer review. In October 1985, the National Pro-Board on Fire Service Professional Qualifications (NBFSPQ) approved the certification processes and procedures established by the OSFC and accredited Pennsylvania to offer Fire Fighter I certification. Today all certifications are nationally accredited by the National Board on Fire Service Professional Qualifications (NBFSPQ) and the International Fire Service Accreditation Congress (IFSAC).

The OSFC Volunteer Fire Service Certification Program has received its five-year reaccreditation each time since 1985 and currently offers thirty-four (34) levels of certification. To make the program easily accessible to emergency services providers there are thirty-one (31) PSFA approved test sites geographically dispersed throughout the Commonwealth at which certification testing is conducted.

The purpose of this program is to identify and recognize emergency service personnel whose accomplishments in training and education meets or exceeds nationally recognized standards. The NFPA standards for Fire Service Professional Qualifications identify the minimum requirements for a person at a level of progression. A person certified to one of the Fire Service Professional levels will have demonstrated competency in the knowledge and skills required to perform at a particular level. The service that can be offered to the citizens, visitors and communities of the Commonwealth will be enhanced by the professional competency attained through this certification process.

LCPSTC Certification Lancaster County Public Safety Training Center is certified by the PA State Fire Academy, by authorization of the PA State Fire Commissioner and the PA Department of Health to conduct certification testing at the following levels:

Certification Retest

Individuals interested in certification testing must submit a registration form and application to the Fire Training Coordinator, by the designated deadline to be eligible to test. For NFPA 1002 Driver/Operator certification contact the Fire Training Coordinator to schedule an individual appointment for testing.

Each level of certification has its own unique pre-requisites, please read the application carefully for each certification level to see what requirements are needed to certify to that level. Every applicant must have ALL pre-requisites to be eligible to test.

NFPA 1001 Firefighter I The purpose of this program is to identify emergency service personnel who demonstrate competency in the performance requirements necessary to perform the duties of a firefighter. The NFPA 1001 Standard for Fire Fighter Professional Qualifications identifies the minimum requirements for a person at the first level of progression. A person certified at the Fire Fighter I level will have demonstrated competency in the necessary knowledge and skills, while working under direct supervision, to function safely and effectively as a member of a firefighting team. Information on the certification testing process, pre-requisites and study guide information can be obtained from the Candidate Handbook and Application.

Certification Date(s): Candidates must make both dates of testing.

Certification Cost: $225

Candidates must complete a registration form, and application with pre-requisites attached by the deadline and have submitted said forms to the Fire Training Coordinator. Scanned/emailed or faxed copies will not be accepted, original applications must be in the Fire Training Coordinators office by close of business on the deadline. Applications received after the deadline may be rejected and the candidate may be ineligible to test. Candidates must bring full structural ppe, scba and facepiece, hearing protection, eye protection and photo identification both dates of testing.

NFPA 1002 Driver/Operator Pumper The purpose of this program is to identify emergency service personnel who demonstrate competency in the performance requirements necessary to perform the duties of a firefighter. The NFPA 1002 Standard for Fire Apparatus Driver/Operator Professional Qualifications identifies the minimum requirements for firefighters who drive and operate fire apparatus in both emergency and non-emergency situations. A person certified at the Pumper Driver/Operator level will have demonstrated competency in the necessary knowledge and skills, to perform the minimum requirements of an emergency vehicle driver/operator. Driver/Operator Pumper Course w/ Certification Through classroom sessions and practical fieldwork, this course will provide the student with the knowledge and skills required for driver operators in accordance with NFPA 1002. This course will take new driver/operator through the basic pump components and operational procedures to the advanced levels of apparatus preventive maintenance considerations and application of multiple water streams, master stream appliances and friction loss calculations. This course is designed for the experienced firefighter who is expected to drive and operate first line attack and supply engines. National Pro-Board certification will be earned at the successful completion of the course/test.

Hazardous Materials Awareness The purpose of this program is to identify emergency service personnel who demonstrate competency in the performance requirements necessary to perform the duties of a firefighter. The NFPA 472 Standard for Competence of Responders to Hazardous Materials/Weapons of Mass Destruction Incidents identifies the minimum competence for a responder at the first level of progression. A person certified at the Hazardous Material Awareness level will have demonstrated competency in the necessary knowledge and skills, to recognize the presence of a hazardous material or WMD, protect themselves, call for trained personnel and secure the incident. Hazardous Materials Awareness The goal of the Hazardous Materials Awareness (HMA) course is to prepare students who, during their normal duties, could encounter an emergency involving hazardous materials/weapons of mass destruction (WMD). They are expected to recognize the presence of a hazardous material/ WMD, call for trained personnel to assist, as well as, secure and protect the area. This course serves as initial training as required under 29 CFR 1919.120 and the educational requirements of NFPA 472 standard to the Awareness Level. Certification at the Hazardous Materials Awareness level is offered as an option at the completion of this course.

Hazardous Materials Operations The goal of this program is to provide the emergency responder with the training needed to comply with First Responder Operations Level training identified in the NFPA 472 Core Competencies and in the Hazardous Materials Waste Operations and Emergency Response (HAZWOPER) regulations. In addition, this program will provide the emergency responder with skills needed to comply with NFPA 472 Chapter 6.2 Mission Specific Personal Protective Equipment for the First Responder and Chapter 6.1 Mission Specific Product Control for the First Responder at the Operational Level. Incident Safety Officer This National Fire Academy course focuses on the duties of the person who finds him/herself in the role of the responding safety officer at the scene of an incident. It is as incident-specific, scene-oriented course designed to teach what a safety officer on the scene needs to know and be able to do, using scenarios to convey instructional points. Students should be experienced company officers, familiar with safety issues, the incident command system, hazardous materials management, and applicable NFPA standards and federal regulations.

Health & Safety Officer This National Fire Academy course is brought to you locally and with a target audience of any individual who has an active involvement in planning, organizing, implementing, or monitoring a department level occupational health and safety program with their fire service organization. Such topics as risk analysis, wellness, program management, and other occupational safety issues are covered in depth.

Trench Rescue Awareness This course will give the responder the knowledge of how to respond to a trench collapse emergency. The course will point out the hazards associated with trench collapse and actions that the responder can take prior to the arrival of the rescue team. Topics include case studies, collapse types, hazard control and identification, shoring overview, and initial response actions.

Confined Space Rescue Awareness This course is designed for individuals who work in or around confined spaces and open trenches. This program stresses the importance of recognizing the dangers of working in locations, where being overcome by atmospheric conditions, engulfment or mechanical entrapment is an ever-present danger. The student learns how using safety measures such as permitting and proper protective equipment can greatly lesson the hazards in these situations. Practical use of air monitoring and confined space equipment is included in the program.

Education Methodology This course will provide instruction in adult learning, teaching techniques, preparation of instruction objectives, and formation of lesson plans to meet those objectives. Various formats of audio-visual will be demonstrated. Each student will prepare and deliver at least three micro teaching sessions on a fire related topic. Successful completion of this course is necessary to become an instructor without prior teaching experience. Certification testing for NFPA 1041 Fire Service Instructor 1 will be conducted at the end of this course, cost for the certification is included in the course fee.

Truck Company Operations The student will be introduced to the basic concept of truck company operations as part of an organized, coordinated structural fire suppression operation. Truck companies, regardless of whether they arrive on an aerial device, squad, or engine, are the ‘combat engineers’ of fire attack operations. This course, for experienced fire fighters, will introduce the student to the basic concept of truck company operations and duties, including organizing the delivery of truck company services, selection and use of key tools, advanced ventilation and forcible entry theory and practices, search and rescue, and other fire attack support functions.

Emergency Vehicle Driver Training This course is suitable for both novice and veteran emergency vehicle operators. This course provides instruction for emergency personnel who may be involved in operating emergency vehicles. The course will focus on safe driving practices. This course is not designed to instruct students on how to operate their vehicle, they should already be familiar with their apparatus, rather this course is designed to assess and refine their safe driving practices. Emergency Services Trailer Operations This program educates responders on safe trailer operations. This hands-on course includes information on trailers, the tow vehicle, brake requirements, tow hitch, ball, and coupler assembly, inspecting the vehicle, loading the trailer, driving with a trailer. After classroom discussion, participants test their knowledge on a skills course. This course is designed to assess the safe handling capabilities of the driver/operator. The student should come to the course with some driving/towing experience.

Building Construction Fire Resistive: The failure of a building or building components under fire conditions is a leading cause of fire fighter death and injury. Safety The safety of our emergency responders is paramount and cannot be understated or overlooked. The courses listed in this section have the overarching goal of keeping our first responders safe in the various hazardous environments they respond to. Safety should be everyone’s goal, because it is everyone’s responsibility when dispatched to an emergency incident. Traffic Incident Management: This National traffic incident responder training program establishes the foundation and promotes consistent training for all responders to incident involving operations on or near a highway. Vehicle Extrication Strategies & Tactics This course is designed to review the strategic and tactical considerations closely associated with the auto extrication emergencies. This course will review the phases of extrication, extrication concerns with vehicle technology, and patient considerations. While not teaching patient care or medical treatment, this program will provide rescue personnel with an orientation to patient related rescue and the latest extrication techniques. This course places an emphasis upon the review and enhancement of the student’s knowledge level and skills necessary to achieve a safe and efficient vehicle rescue operation. The goals of this class is that the student will be able to identify technology changes in vehicle construction that influence extrication strategies and tactics, identify safety concerns of modern vehicles as the apply to extrication techniques, and be able to execute extrication techniques as indicated by the mechanism of injury.
