Blackduck Public Schools have provided Community Education programs to area residents of all ages since 1988. Enrichment Classes and Activities

The Community Education Advisory Council and the Community Education staff strive to provide learning and enrichment programs for all area residents. A variety of classes are offered every year for adults and children of all ages. Classes in the past include: computers, yoga, karate, cooking, woodworking, dance, flag football, volleyball, basketball, swimming, and more. Please call Blackduck Community Education at 835-5206 if you are interested in teaching or coaching an activity or if you have any questions. Early Childhood Family Education (ECFE)

In order to support parents as their child's first teachers, ECFE offers classes for information and support in this important role. Age appropriate pre-school experiences are provided for children from birth to age five by licensed teachers. Parents and children attend class. Classes are offered on Tuesdays from 8:30 a.m. -11:30 a.m. Call (218) 835-5206 for more information. 3-Year-Old Program

In the program, the children will experience early literacy, math science and social studies through structured teacher led activities and independent hands-on exploration. Classes are offered on Wednesday & Friday from 8:00-4:00 p.m. Call (218) 835-5206 for more information.

Blackduck Elementary School

The goal of the Blackduck Elementary School is to give all students the opportunity to learn. Students also become part of a great student community. The classroom curriculum for students, from Pre-Kindergarten through 6th grade, is aligned to meet state and federal standards. However, we strive to creatively find ways to make all learning experiences meaningful and successful for our students.

While reading, mathematics and technology are a top priority for our students, science, social studies, language arts, spelling, writing, music and physical education are also part of the daily schedule. Blackduck Elementary School seeks to provide our students with an educational experience that is well-rounded. As a means to meet this goal, teachers use several classroom methods for classroom instruction such as traditional textbooks, hands-on learning experiences, technology, guest speakers, and field trips. School wide events such as the Science Fair, Spelling Bee, Million Word Club and Accelerated Reader contests are just a few examples of activities that help enhance student learning.

All students at Blackduck School District have personal computer devices. Along with the Chromebooks, the school has other technology resources, which include a computer lab, SMART Boards and MIMIO Boards. All students have access to a computerized reading program called Accelerated Reader. Students in grades 3-6 use Accelerated Math. These programs are individually programmed to work at the student’s individual skill level. We are starting our second year using the reading programs Read180 and System44. These programs are designed to enhance reading skills and increase academic confidence for our elementary students.

The Blackduck Elementary teaching staff consists of 28 teachers, including both mainstream teachers and specialists. We have support staff that works both individually and with small groups of students on a variety of instructional levels. The Elementary staff works cooperatively to develop each student’s individual potential. Kindergarten Program Developmentally appropriate teaching methods provide our Kindergarteners with a variety of learning experiences through a hands-on, child-centered approach. Physical education, music, library, and computers round out an academic schedule that provides our Kindergarteners with a solid education foundation. Field trips include: the Blackduck Fire Hall, Bemidji State Park, and the Headwaters Science Center. Parents are invited to visit their child’s class whenever possible. Early Childhood Screening Minnesota Law requires that all children entering Kindergarten take part in an Early Childhood Screening program. This program helps our children meet a major component of the national educational goals so that all children enter school “ready to learn”. Records of screening dates and results are required in order to enroll for Kindergarten. A screening is provided to all children in the Blackduck district at no cost to families. The Early Childhood Screening is conducted in the spring of each year. Screening components consist of vision and hearing, developmental screening, immunization review and referral, identification of risk factors that might influence learning, and a summary review. Families who do not receive information regarding the screening should contact the Elementary Secretary, Lori Ziegler at 835-5301.

BLACKDUCK HIGH SCHOOL Blackduck High School is a highly accomplished, traditional educational facility nestled in a unique community surrounded by beautiful Blackduck Lake. Students are offered a balanced curriculum of academics, athletics, music, and fine arts, and vocational opportunities to reach the interest of every student in grades 7-12. Students may choose multi-leveled classes from calculus to ceramics. BHS has a dedicated, effective and enthusiastic staff, who are committed to excellence and the well being of students. The high school is focused on a high graduation rate and numerous above average state test scores. Historically, BHS has a reputation of high student achievement. BHS also prides itself on respect, responsibility and compassion towards each and every member of the school community. As a school, we establish community relationships beyond the school walls! Assessment for Diploma Career and College Readiness Assessments are the state tests that fulfill Minnesota’s high school graduation requirement for students. These tests measure student performance on essential skills in Writing, Reading and Mathematics for success in the 21st century BHS Graduation Requirements Graduation Requirements Students intending to graduate from Blackduck High School need a minimum of 25 credits (grades 9-12). State standards or expectations are embedded within required classes and are assessed through the Minnesota Comprehensive Assessment in the spring of the year. A minimum of 6 classes per quarter is also required each year. The required credits are as follows: Class of 2021

4 credits in English- one per year- (Eng. 9, World Lit, Amer. Lit, elective) 4 credits in Social Studies- (Govt. 9 1.0, World History .50, Amer. History 1.0, Geography 1.0, Econ. .50)

3 credits in Math (Algebra, Geometry, Prob. & Stats) 3 credits in Science (Physical, Biology, Chemistry or Physics) 1 credit in Art (music, written, visual, theater) 1/2 credit in Physical Education

1/4 credit of Health 1/2 credit in Careers Remaining credits in Electives.

GUIDANCE and COUNSELING PROGRAMS The Blackduck High School Guidance Counselor, in conjunction with other staff, provides the following services: 1. Assessing Student Needs-working with students with special needs, meeting with student support team, identifying and making appropriate referrals. 2. Educational Counseling-student orientation, registration, college options, academic plans 9-12, credit-transcript reviews. 3. Pre-College Counseling-school information, entrance requirements, fees, deadlines, applications, financial aid/scholarships, testing (ACT, SAT, PSAT). 4. Career Counseling-use of Career Information Service located in High School Media Center. 5. Military Options-hosting the Armed Services Vocational Battery (ASVAB), visits with military recruiters. 6. Testing-administering and interpreting achievement tests, interest surveys, aptitude tests, and career assessment inventories. 7. Post Secondary Education-coordinating program options for eligible juniors and seniors. 8. There is a strong sense of support for every student, as teachers and families work together as a team to ensure a quality education. There is an expectation that all students can meet high standards with appropriate support whenever needed throughout their education. There is a strong sense of collaboration across departments – teachers are leaders in all aspects of the school. They work together in sustaining a focus on student learning. Equity is at the center of all aspects of the high school with differentiated instruction and high levels of rigor in every classroom. Students work together on projects and in study teams with teachers using a wide repertoire of educational strategies that result in high levels of student engagement. There are numerous unique learning opportunities in every classroom, along with a structure that supports personalization. Students see the relevance of the curriculum in their own lives and experiences. They are encouraged and supported in bringing their individualization into the work of the classroom. Unique to BHS is the rigorous career and technical opportunities in the school with a goal of preparing every student for college and/or the work force. The Blackduck High School will:

Emergency School Closing Procedures Each school day hundreds of children are transported to Blackduck School. The safety and protection of your children is a primary concern of

our drivers and staff. With respect to the safety of students during adverse weather conditions and other emergencies, the school district would like to share the following:

1. Parents/Guardians have the responsibility to decide whether or not students will attend during severe/emergency conditions. There may be days during the winter when some parents might feel the temperature or wind is too severe to send children to school. In those cases, parents/guardians have the right to decide not to send their children.

2. During the school day, if parents or guardians feel that conditions exist that may impair the safety of their children, they may pick them up at school.

3. Generally, students will be released only to their parents/guardians. They may be released to other relatives or neighbors through verbal approval or by contacting the High School or Elementary Office by phone.

4. If conditions exist at the end of the day that may endanger the safety of students, they will not be allowed to leave the school. 5. Buses will take children to Head Start as usual, weather permitting. If you have any questions, please call the Transportation Supervisor at

835-5340. 6. Parents are encouraged to listen to the following radio/television stations for updated weather information. Announcements should be aired

by 7:00 a.m. Early closings will be announced the same way. 7. In the event where school is 2 hours late the ECFE program will be canceled and the 3 year old program will be 2 hours late.

The school encourages each family to have a plan for emergency conditions and should also include a plan for day’s scheduled, partial school days and scheduled non-school days. This would include communicating with day care providers, etc. The safety of your children is our number one priority. Blackduck High School Curriculum & Activities

Blackduck High School is the home of the maroon and gold “Drakes”, serving about 300 students in grades 7-12. BHS is designed with 20 core teachers, 4 special education teachers, and 10 paraprofessionals serving the many needs of our student populace. We offer approximately 125 courses, ranging from the state graduation required courses to science, agriculture, woodshop, vocational instruction, foreign languages, business, art, and technology curriculums. A continued signature course of our vocational curriculum is the Building Trades program that offers students the opportunity to design, build, and retail a complete house. BHS continues to offer courses that reflect a comprehensive, well-balanced education.

We also offer four Advanced Placement courses, a career planning class, and a daily work-study program. Blackduck High School continues the tradition of many competitive athletic, academic, and fine arts opportunities.

Students excel in National Honor Society, FFA, Knowledge Bowl, State Music Competition, Academic Athletes, Speech, and Robotics to name a few. Blackduck High School consistently scores high on the ACT with an average of 75% of the graduating seniors going on to either a university or technical school. Blackduck High School has a progressive, yet a traditionally grounded educational framework resulting with impressive success in its region.

Transportation

The Blackduck School District encompasses over 435 square miles. Routes transport 83.3% of the district’s 600 plus students from distances ranging from a few miles to over 25. During the 2019-20 school year, district vehicles traveled over 275,000 miles on regular routes, athletic and activity trips. The goal of the transportation department is to transport students in a safe and responsible manner to and from school and related events. All drivers are licensed by the State of Minnesota and must undergo periodic physicals, along with bus inspections. A school bus is the safest form of transportation available. However, safe student transportation is a community effort. All highway users need to be aware of laws and rules pertaining to school buses. In particular, motorists need to be aware of laws regarding loading zones, where most accidents occur. We encourage parents to remind students about safe bus behavior both on the bus and in the loading areas. Information on bus regulations and behavior can be found in the high school and elementary handbooks. Blackduck School buses travel on State Highways, County roads, Township roads, and Forestry roads with full maintenance by the Townships. Children will not be let off at any home that is unoccupied and locked without the child having access to entry into the home. They will be returned to the school for parents to come pick them up. Food Services

Blackduck Schools provide both breakfast and lunch for students in grades K-12. Menus are published on the School website. Nutritional meals are provided for students and include “ala Carte” for grades 7-12 at lunch.

Applications for free or reduced meals are sent to each district family prior to the start of the school year. These applications should be returned to the district office as soon as possible to avoid delay in receiving benefits. 2020-2021 Report on Curriculum, Instruction

School District Policy Minnesota Statute 123.972 requires every school district in Minnesota to make a report to the public and the Commissioner of Education

regarding special areas of their educational programs relating to the Minnesota Graduation Rule by October 15th each year. This statute states that all school boards shall adopt annually a written policy that includes the components specified in the law. The Board has adopted policies and procedures as required for the Minnesota Graduation Standards. This Graduation Rule Implementation Policy Manual is amended each school year to better reflect the changes to the law and the needs of the Blackduck School District. The policies and procedures have been included in the Graduation Rule Implementation Policy Manual that is on file at the District Office. Residents of the District are invited to review the entire Manual during regular school hours.

BLACKDUCK PUBLIC SCHOOLS WORLD’S BEST WORKFORCE INITIATIVE School Year

2020-21 In accordance with Minnesota Statutes 2013, section 120B.11, a school board, at a public meeting, adopted a comprehensive, long-term strategic plan to support and improve teaching and learning that is aligned with creating the world’s best workforce (WBWF). Blackduck School strives to provide the best educational opportunities for every student. Providing an education and preparing Blackduck students to succeed in school from birth through graduation and into post-secondary endeavors, is a goal that must be addressed early in every child’s life. Students are more likely to reach this goal if they are ready for school upon entering kindergarten; achieve grade level literacy by grade three; graduate from high school and attain career and postsecondary school readiness. Blackduck School staff and administration recognize that it is imperative that academic achievement gaps are closed among all racial and ethnic groups of students and between students living in poverty and not living in poverty as well as between students who receive or do not receive special education. Blackduck School’s comprehensive strategic plan is intended to serve as a document to align the school’s educational initiatives that serve to ensure reaching intended student outcomes from pre-kindergarten to post high school graduation. In designing this plan, Blackduck School’s WBWF Committee members considered and utilized a number of existing plans, documents and strategies that were already in place and/or are required by the Minnesota Department of Education (MDE), such as the Title I plan, School Improvement Plan, School Readiness Program Plan, Local Literacy Plan; Student transition Plan to College and career Readiness, Plan for Educator Effectiveness, Success for the Future program, and the school’s Authentic Intellectual Work plan. Blackduck School District’s World’s Best Workforce Plan will illustrate how the school’s existing district plans fit together and serve as a blueprint to create a quality educational system designed to equip every student with the skills necessary to succeed in the 21st century.

Minnesota Comprehensive Assessments for Grades 3, 4, 5, & 6 The Minnesota Comprehensive Assessments (MCAs) and alternate assessments (MCA-Modified and MTAS) are the state tests that

help districts measure student progress toward Minnesota's academic standards and meet the requirements of the Elementary and Secondary Education Act (ESEA). Most students take the MCA, but students who receive special education services and meet eligibility criteria may take the MTAS.

In accordance to the State Graduation Rules, students in Minnesota take the Minnesota Comprehensive Assessments for reading and math in grades 3-6 and the science test for students in grade 5.

These assessments indicate how students are progressing statewide. These tests will provide baseline data to study/evaluate programs, best practices, curriculum, instructional strategies and materials in an effort to provide long-range improvement plans. The goal is to prepare students to increase their levels of performance on all state assessments.

District Advisory Committee Each school board shall establish an advisory committee to ensure active community participation in all phases of planning and improving the instruction and curriculum affecting state and district academic standards. A district advisory committee, to the extent possible, shall reflect the diversity of the district and its learning sites, and shall include teachers, parents, support staff, students, and other community residents. The district may establish building teams as subcommittees of the district advisory committee under subdivision. The district advisory committee shall recommend to the school board rigorous academic standards, student achievement goals and measures, assessments, and program evaluations. Learning sites may expand upon district evaluations of instruction, curriculum, assessments, or programs. Whenever possible, parents and other community residents shall comprise at least two-thirds of advisory committee members. Community members wanting to participate in this committee should contact the district office.
