6.3 TASKFORCE COORDINATOR [20 mins]
Since the last meeting of the taskforce held in November 2015, there has been ongoing activity with the
lodging of the Mining Lease and Environmental Impact Statement for the Iron Road magnetite ore
development at Warramboo and associated rail and port infrastructure.
Iron Road and Emerald Grain have also recently announced their intention to work together on a multi-user
port arrangement at Cape Hardy.
Tim Scholz, Principle Advisor Stakeholder Engagement for Iron Road’s CEIP will update the taskforce in
further detail at the meeting.
The recent recovery in the price of iron ore has offered some encouragement to mining and exploration
activities, although commentary from economists is mixed in regard to future pricing and price stability.
It is understood that Lincoln Minerals and Archer Exploration are progressing their mining lease applications,
however recent updates are yet to be received.
Arrium Mining and Steel operations - as recently reported, Arrium is also undertaking significant operational
reviews, both regionally and globally, with redundancies from both steel and mining operations occurring at
their Whyalla operations. The current iron ore price appears to be significantly squeezing margins and the
future ramifications for both Whyalla and the broader region will be interesting. It has also been indicated
that a decision from Arrium regarding their future operations at Whyalla is imminent.
Any further reduction in Arrium’s Whyalla activities will have a significant impact on the city and the region.
6.3.1 Coordinator’s Activities/Meetings
November:
Reviewed the Grain Producers SA [GPSA] draft mining policy and forwarded an invitation to Darren Arne,
CEO, GPSA to present at the November meeting.
Coordinated agenda for meeting # 4.
Reviewed Iron Road Mining Lease application and Environmental Impact Statement [EIS].
December:
Taskforce work plan reviewed.
Minutes meeting # 4 distributed.
Review media releases and websites for Lincoln Minerals, Archer Exploration, Iron Road, Arrium Mining.
January 2016:
Forward correspondence to Minister for Education re Port Neill School retention.
Research and forward submission to DSD relating to the Iron Road Central Eyre Iron Project [CEIP] Mining
Lease and EIS applications.
February:
Meeting with Dion Dorward and Tony Irvine re March meeting of the taskforce.
Review Nuclear Royal Commission Interim findings report.
Attend Nuclear Royal Commission presentation.
Research New South Wales Association of Mining Related Councils.
March:
Coordinate taskforce meeting # 5.

6.3.2 Amendments to Taskforce Membership
6.3.2.1 Change of Representative
Although not formally recorded in the minutes of meeting # 4, it was agreed to by the members that Trevor
Smith, CEO of the District Council of Tumby Bay would act as a proxy member of the taskforce during the
absence of Peter Peppin, CEO of the City of Whyalla.
Advice has since been received from Peter Peppin that he has formally resigned from the Whyalla City Council
and is relocating to Victoria.

Trevor Smith has indicated his willingness to join the taskforce as a permanent member.
Recommendation:
That the Eyre Peninsula Mineral & Energy Resources Community Development Taskforce recommends
to the Eyre Peninsula Local Government Association that the taskforce Terms of Reference be amended
to include the membership of Trevor Smith, Chief Executive Officer, District Council of Tumby Bay.
6.3.3 Submission – CEIP Mining Lease and EIS
The attached submission [refer agenda item 6.3.4] was lodged in support of Iron Road’s CEIP, as follow up to
the recommendation below, which was unanimously carried at meeting #4 of the taskforce.
“That in support of expanding and improving the industrial base and economic redundancy of the Eyre
Peninsula and pursuant to its terms of reference, the Eyre Peninsula Mineral and Energy Resources
Community Development Taskforce seeks support from the Eyre Peninsula Local Government Association to
provide submissions to the:
1. Department of State Development, supporting the application by Iron Road Mining Operations Pty Ltd
to be granted a Mineral Lease in the Hundred of Warramboo for the recovery of iron ore; and outline
the benefits to the region.
2. Development Assessment Commission in support of the Iron Road Ltd application to develop a sea port
at Cape Hardy, an infrastructure corridor linking the port and mine a bore field and worker’s villages
at Cape Hardy and Wudinna respectively.”
