All participating agencies are required to attend one of the statewide swim meetings or webinars to cover the rules and regulations for the state swim meets. Per the rule clarification in the 2019 Athletic Manual (p. 128, Article II, Section A, Number 4), it is

STRONGLY RECOMMENDED that both an agency member AND swim coach attend a swim meeting/webinar to ensure that all necessary parties are clear on any rule changes or clarifications. Agencies that do not attend must pay a $200 fine to the GRPA office

before they can attend the state meet.

$7.00 per individual event / $15.00 per relay event

$1.00 sanction/timer fee per swimmer for all swimming classifications

50 % late charge for any agency not paying all entry fees by the time the state meet is finished. Purchase orders not paid within 30 days are considered late.

In the event of a forfeit or withdrawal after the entry fees deadline, the forfeit fee has been increased to $375, with $250 payable to GRPA and $125 going back to the state host (2017).

A Protest Fee of $50 must be paid at time of protest for each rule interpretation protested and each individual swimmer/player eligibility case.

b) Only the GRPA member accompanying the team or the team’s certified coach may protest

c) The use of A/V recording devices is not allowed in the resolution of a protest.

$10 fee payable to GRPA for any scratches made after the entry deadline as well as no-shows at the state meet. The $10 fee will be forfeited ONLY if a doctor’s note is provided. The GRPA member agency is responsible for this fee, not the team.

ALL GRPA SPORTS:

All head and assistant coaches that are coaching youth teams participating in all levels of GRPA Athletics must have undergone a criminal background check through their Department. By signing the team’s GRPA roster, the Department Director or their designee attests that this has taken place.

The use of audio or visual recording devices, including a cell phone, is not permitted in changing areas, rest rooms, or locker rooms. The use of A/V recording devices is not allowed in the resolution of protested matters.

The use of drones of any type is not allowed during GRPA events (2016).

Allow results from preliminaries to be used to determine final times for events that are cancelled in finals.  If finals have begun, the final times in events that have been completed would count.  However, if due to inclement weather or any other reason that an event cannot be completed in finals, times achieved in prelims will be considered timed finals. Pg 132‐changed 2019

Per the “Return to Play Act of 2013,” effective January 1, 2014, all agencies are required to provide concussion educational material to all youth participants and their parents. The verification of compliance to this law is affirmed by the signature of the agency director on the GRPA roster (2018).

Clarification: pg 44, R1,A1, B.1.di. If the player’s parents are divorced and the court has awarded joint custody of the child, the child/player is eligible to play for the agency/county where either parent resides (updated in 2018, previously where he/she attended school).

For both relays and individual events, medals will be awarded to places 1st through 3rd and ribbons will be awarded to places 4th

through 8th (updated in 2017, p. 132).

1. All rules for swimming the strokes, for starts and turns, and for relays, shall be taken directly from the current US Swimming Rule Book.

2. The State meet shall be governed by the 2019 GRPA Athletic Manual. In the event of a situation not covered in the manual, the Meet Director, in the consultation with the SAC chair if deemed necessary, shall have the authority to make the final decision.

4. Youth coaches must be certified by one of the following programs: NYSCA- swimming, ACEP, GHSA, US SWIMMING or American Red Cross Safety Training for Swim Coaches in conjunction with any nationally recognized life guard certification program (2016), NCAA COACHES, ASCA (certification for summer league coaches) or staff member (2017).

5. A full-time GRPA member representing the team / agency must be present at the state meet if there is no certified coach. The agency employee or certified coach MUST represent each team at any coaches meetings.

6. Each team will be allowed 2 coaches on the swim deck at a time. Larger teams will be allowed an additional coach on deck at a ratio of 1 for every 25 swimmers up to a max of 4 coaches. Pg 130

7. Each team shall receive a maximum of 6 current copies of both the heat sheets and entry sheets by 7am each day of the meet or at the discretion of the state host if 1ess than a ratio of 1 to 20 swimmers. Pg 130

8. The practice of deck changing is prohibited at all GRPA events. Swimmers participating in deck changing would be in violation of the USA Swimming Rule concerning deck changing and could be subject to removal from further competition.

9. No other youth sports organizations patches will be allowed on uniform / swim caps in GRPA tournaments. Penalty – Swimmers who fail to comply will be subject to USA swimming rules and will be barred from further competition until they comply but are not subject to disqualification. EXCEPTION: This does not include swim suits.

10. Swimmers less than 13 years of age cannot wear swim suits that go below the knees or extend below the shoulder.

11. Dive-over starts shall be permitted for preliminaries with the final decision to be made in consultation with the meet referee. Dive-over starts are not permitted during the finals (2017).

“In all Georgia Swimming Sanctioned or Approved competitions, the use of Tech Suits as defined below will NOT be allowed by any 10&U athletes (whether competing in age‐specific or “Open” events). In addition, the use of Tech Suits will NOT be allowed in any 11‐12 events, with exception of meets determined as Championship meets by the Technical Planning Committee (list meets here).

Georgia Swimming defines “Tech Suit” as any suit with bonded or meshed seams and/or kinetic tape. The LSC will publish a list of restricted suits, which shall be updated on a monthly basis, as a resource for swimmers, parents and coaches; however a suit does NOT need to be included on the list in order to be considered a restricted suit.

12. The use of a bullpen is optional and shall be determined by the meet host/tournament director (2017).

13. False Start Rule: A swimmer will be disqualified if two or more judges agree that a false start occurred by the same swimmer. The swimmer will be notified at the end of the race.

14. A participant may be disqualified for failure to swim a stroke correctly or for exhibiting unsportsmanlike conduct. Any decision to protest must come from the participant’s coach or Agency rep (no parents). Judgment disqualifications cannot be protested. A protest shall be filed with the Meet Director.

15. Relay teams must be composed of members of 1 agency team, not a district-wide relay team or participants from more than 1 agency team.

16. Relay names must be submitted to the state host prior to the state entry deadline with the understanding that they can change prior to the competition.

17. Relay swimmers may be changed from District to State, but swimmers cannot be changed after State meet prelims unless due to illness or injury. Stroke and swimmer’s order CAN change from prelims to finals at the state meet (ORDER NOT SWIMMERS).

18. Agencies may include up to 2 alternates per relay and the alternate’s names must be included on the official GRPA roster.

19. Substitutes must be pulled from alternates listed on the roster.

20. Relays found to have ineligible swimmers will be disqualified.

21. Agencies must send in qualifying individual results for relay participants and swimmers can only be entered in the state meet in the events they swam in the qualifying meets.

22. Relay cards must be provided to the agency rep or coach for each team in the coaches packets upon arrival at the facility. If the team/agency does not utilize the relay cards to indicate changes, they will have no recourse to challenge any changes to the relay including the order of swimmers other than what was submitted at the entry deadline (2017).

23. If an individual competitor swims up an age division for a relay, he/she may still swim individual events in their age-appropriate age division for the entire meet.

24. If an individual swims up an age division in one relay (i.e., Free), they must ALSO compete in the same age division if entered in a second relay (i.e., Medley) – swimmers cannot compete in different age divisions for different relays (2017).

25. For 1500+ agencies, custom relay times will be allowed for state relay entries provided that the individual event times used to make the custom relay times were swam at the qualifying meet.

26. If custom relay times are submitted, the 1500+ agency submitting the entries must clearly indicate to the State Host where the custom times were derived from (i.e., highlight the times in the qualifying meet results).

27. If individual times are not available or submitted from the qualifying meet, the relay must be entered in the state meet as No Time (NT).

28. Mixed gender relays (freestyle and medley) will be included again this year for all age divisions.

29. Mixed gender relays consist of two (2) males and two (2) females.

30. Eligible competitors may swim ONE FREE and ONE MEDLEY relay. Swimmers who qualify for 2 relays cannot swim 2 Free (same gender & mixed) or 2 Medley relays.

31. In all events, a maximum of three (3) entries will be accepted by any agency in any classification. Any ties at the district or agency competition must be decided before entries are sent to the state host. Four (4) + entries will not be accepted by the state host.

32. Agencies must send in qualifying individual results and swimmers can only be entered in the state meet in the events they swam in the qualifying meets.

33. Individual competitors may enter a max of THREE individual events and two relay events (2018, previously two individual & 2 relay).

34. Agencies with 1500+ competitive swimmers registered locally shall be awarded three (3) entries in each swimming event.

35. For agencies using this provision, a certified letter/s must be signed by the agency director to their District, GRPA State office & GRPA SAC stating the agency has 1500+ swimmers 7 years and above participating in their swim program. The District must approve first and send to state host prior to the district swim entry meeting or June 1st whichever comes first. The agency should not send directly to state host. Participants in swim lessons do not count towards this total.

36. A district or county birth certificate meeting must be held prior to the state qualifying meet. Just because birth verification was checked at District does not nullify the documentation process at state. It is strongly recommended that even in cases where birth certificates were checked at the district level, copies of BC’s be brought to the state meet in case there are any questions about a swimmer’s eligibility.

37. 1500+ agencies must send copies of birth verification directly to the State Host with entries for verification.

38. All agencies must enter swimmers as a team on the GRPA Official Roster Form (downloadable from www.grpa.org).

39. Entries must be made by Agencies and not to be entered by associations, leagues, or individual teams.

40. The Recreation Agencies will be responsible for the entries and all monies getting to and being paid to the State Host.

41. All swimmer’s names must appear on the GRPA roster, including those who are only swimming relays.

Official GRPA rosters from District / qualifying meet

State entries for each team (PDF & Hytek files) – must use entry methods discussed / outlined in meet info package. Visit Class A, Cherokee Co Aquatic Center , Tift Co Class B & Catoosa Co Class C websites to access Hytek files.

1500+ agencies must also submit copies of birth certificates for all swimmers on official GRPA rosters to be verified by state host

TEAMS TO SUBMIT:

Team Entry Waiver Form completed with coaches info & signed by team or agency representative

Fees due by completion of state meet or within 30 days of PO

Fines will be imposed on agencies with incomplete entries, rosters, and district results

• Go to Team Manager and open a new file called GRPA 2019.• Download/import the entire GRPA district results into the file. Make

sure to add new swimmers and teams.• Download/import meet events for the GRPA state meet into the team

manager file.• Do your entries BY EVENT and click on the top three swimmers /

relays that will be attending the state meet.• Compare your printed district results with your entries before you

send them in.• Submit hard copy of entries too, as well as the Waiver Form.• When you are done with the GRPA file, go back under File on the

opening page of Team Manager and click on Open / New. Open your team file and you are back where you started.

• Participants must be approved by their District Athletic Chair. Any and all protest and crossovers must be done prior to district competition. Once approved, they are legal throughout district and state.

• A swimmer is permitted to compete for the same team in GRPA as they do year round as long as it is a GRPA agency team. The swimmer must present their USA swim membership card at the time of participant check-in. The 120 day turnover period is required for USA swimmers as outlined in USA swimming guidelines(2013).

*THE SWIMMER MUST BE ATTACHED to the USA Team

SECTION B – AGE DIVISIONS (p. 126)

There are five (5) age divisions for boys and girls:

7-8

9-10

11-12

13-14

15-18

Age control date is June 1st, 2019.

No 6 & under participants are allowed.

“The Georgia Recreation and Park Association and its member agencies have made a commitment to

promote good sportsmanship by athletes, coaches, and spectators at all GRPA sanctioned events.

Profanity, degrading remarks, and intimidating actions directed at officials or competitors will

not be tolerated, and are grounds for removal from the event site. Spectators are not allowed to enter the competition area during warm-ups or while the contest is being conducted. Thank you for
