c. Attheregularmunicipalelectionintheyear1984,theTownCounciloftheTownofParkershallbeelectedforthefollowingtermsofoffice:
1. ThosenomineesseekingelectionfortheTownCouncilwhoreceivethefirst,secondandthirdlargestnumberofvoteseachshallbeelectedforafour-yeartermofoffice.
2. ThosenomineesseekingelectionfortheTownCouncilwhoreceivethefourth,fifthandsixthlargestnumberofvotesshallbeelectedforatwo-yeartermofoffice.
3. Intheeventthereisatieforthepersonsreceivingthethirdandfourthlargestnumberofvotes,thenthereshallbeadrawingbylotpursuanttotheColoradoMunicipalElectionCode,atthefirstregularmeetingoftheTownCouncilthereafter;thewinnerofsaidlotdrawingshallserveafour-yeartermandtheloseratwo-yeartermofoffice.
4. Thosepersonswhosetermofofficeisdeterminedtobefour(4)yearsshallthereafterhavetheirpositionasamemberoftheTownCounciluntiltheregularmunicipalelectionintheyear1988andeveryfourthyearthereafter.Thosepersonswhosetermofofficeisdeterminedtobetwo(2)yearsshallhavetheirpositionasamemberoftheTownCounciluntiltheregularmunicipalelectionin1986andeveryfourthyearthereafter.Bythismeans,overlappingtermsofofficewillbeestablished.
ThetermofofficeofallTownCouncilmembersandtheMayorshallbefour(4)years.ThetermsofofficeoftheTownCouncilmembersshallbestaggeredsothatthree(3)TownCouncilmembersareelectedeverytwo(2) years.NeithertheMayornoranyTownCouncilmembershallservemorethanfour(4)four-yeartermsofoffice,inhisorherlifetime,whetherasMayororTownCouncilmember.AnyTownCouncilmemberorMayorwhoisappointedorelectedtofillavacancywithmorethanhalfthetermremainingshallbeconsideredtohaveservedonecompletefour-yearterm.ThisSection2.7shallapplyretroactivelytoanycurrentorformerTownCouncilmemberorMayor,exceptanypersonwhohasservedasaTownCouncilmemberorMayorinexcessofthelifetimetermlimitsinthisSection2.7,andwhoisholdingthatofficeonNovember5,2019,mayservetheremainderofthatterm.
