Defenders of Wildlife is a national, nonprofit membership organization dedicated to the protection of all native animals and plants in their natural communities.

Defenders’ approach to conservation is direct and straightforward: We protect and restore imperiled species throughout North America by transforming policies and institutions and promoting innovative solutions. Defenders engages in vigorous congressional advocacy efforts in support of our mission. We express our views on legislation affecting wildlife and public lands, work to achieve acceptable pro-wildlife and habitat outcomes, and grade lawmakers on their votes in our annual conservation report cards.

Defenders of Wildlife’s 2019 Conservation Report Card measures the commitment of U.S. senators and representatives to wildlife

and habitat conservation during the 2019 session of the 116th Congress. It tells you at a glance if your elected representatives are preserving America’s natural heritage for our children and grandchildren.

This report card reviews six Senate votes and nine House votes with serious implications for wildlife, habitat and the environment, including a House amendment that would have effectively blocked the development of new conservation measures for the critically imperiled North Atlantic right whale and a Senate amendment that would have replaced the proposed permanent reauthorization of the Land and Water Conservation Fund with a short-term one. The Senate confirmed administration nominees with ties to anti-wildlife interests to top posts at the Department of the Interior: Secretary David Bernhardt, Assistant Secretary Susan Combs and Fish and Wildlife Service Director Aurelia Skipwith. On the positive side, the House passed an Interior Appropriations bill significant funding increases for the Endangered Species Act and other crucial wildlife programs and a bill to restore protections against oil development in the Arctic National Wildlife Refuge.

3 Blocking Conservation Measures for North Atlantic Right Whales The House rejected an amendment that would have prohibited the National Marine Fisheries Service (NMFS) from using a science-based, stakeholder-driven decision support tool for conservation and protection of the critically imperiled North Atlantic right whale. 7 Prohibiting Oil and Gas Leasing off the Atlantic and Pacific Coasts The House passed a bill prohibiting the Interior Department from conducting oil and gas leasing in the outer continental shelf off the Atlantic and Pacific coasts, preventing activities that could threaten marine wildlife. (September 11, 2019, Roll Call No. 525)

8 Restoring Protections Against Oil Development in Arctic National Wildlife Refuge The House passed legislation to stop the government from opening Arctic National Wildlife Refuge to Big Oil by repealing the controversial arctic lease sale provision of the 2017 tax bill. (September 12, 2019, Roll Call No. 530)

9 Eviscerating Key Marine Mammal Protections The House rejected an amendment that would have gutted key provisions of the Marine Mammal Protection Act to fast-track seismic airgun blasting and other industrial activities in the ocean that harm marine mammals. It would also have created dangerous loopholes in Endangered Species Act protections for marine mammals. (December 10, 2019, Roll Call No. 666)

4 Protecting the Tongass—America’s Rainforest The House passed an amendment to protect the Tongass National Forest by blocking multi-million-dollar tax subsidies for expensive and destructive road building in this forest with 17 million acres of prime fish and wildlife habitat. (June 20, 2019, Roll Call No. 382)

5 Funding Wildlife Protections and Rejecting Harmful Riders The House passed an FY 2020 Interior appropriations bill that provided significant funding increases for the Endangered Species Act and other crucial wildlife programs, held the Trump administration accountable for drilling in Arctic National Wildlife Refuge, and eliminated a rider blocking protections for the imperiled greater sage-grouse. (June 25, 2019, Roll Call No. 408)

6 Prohibiting Oil and Gas Leasing off Florida’s Gulf Coast The House passed a bill permanently extending a moratorium on oil and gas leasing off the Florida Gulf Coast to reduce threats to marine wildlife. (September 11, 2019, Roll Call No. 521)
