Following is a list of job descriptions for which survey data are provided.
A100 Administrative Services ManagerResponsible for direction of the functions of graphics and reproduction, records and facility mapping, mail and messenger services, switchboard, and other general office functions.
A110 General Services ManagerResponsible for planning, managing, coordinating, and administering the General Services functions of records and control, warehousing, and purchasing.
A120 Fleet/Building Maintenance ManagerPlans, manages, directs, and supervises the operation and maintenance activities of the various skilled craft shops in the section and the fleet maintenance, transportation, and building and grounds maintenance functions.
A130 Information Services ManagerResponsible for all Information Services activities, including equipment selection, systems analysis, and programming and operations. Provides liaison with authorized users of information-processing services and develops techniques and methods for improving departmental activities.
A140 Environment ManagerPlans, supervises, directs, and evaluates the effectiveness of environmen-tal programs. Analyzes data to develop recommendations for compli-ance with environmental legislation and to minimize negative impact of departmental operations on the environment. Reviews environmental research representing the department to governmental, public, and envi-ronmental groups.
A150 Procurement ManagerResponsible for planning, managing, coordinating, and administering the purchasing function.
A160 Service Contract SpecialistResponsible for responding to customer requests for connections to util-ity systems and calculating and collecting applicable fees (taps, zoning, school, park, drainage, permits, etc.) for temporary or permanent util-ity service connections. Performs various accounting and administrative functions to carry out responsibilities for determination, calculation, and collection of relevant fees.
A170 Customer Service ManagerResponsible for the customer service, water sales, and collections func-tions, ensuring the maintenance of customer relations at an effective level, while handling customer inquiries and problems related to billing, meter reading, service contracts, revenue collection, and inspections.
A180 Community Affairs ManagerPlans, develops, and administers a comprehensive public information program, including a variety of programs for the community, public, and departmental workforce.
A200 Accounting Manager/ControllerResponsible for planning, organizing, directing, and participating in all accounting functions.
A210 Accountant—AssociateUnder direct supervision, applies general and cost accounting principles to work assignments in specialized fields. Prepares and analyzes monthly statements, special reports, and costs; develops rates for standard costs and overhead expense clearance. Typically has a bachelor’s degree in accounting and 0–2 years of experience.

A310 Programmer/Analyst—IntermediateUnder supervision, performs both systems analysis and programming activities on a variety of new and existing systems. Contacts users to determine needs and attempts to meet them through computer applica-tions. Typically has 2–4 years of experience.
A320 Programmer/Analyst—SeniorUnder general supervision, performs systems analysis and programming activities on most difficult systems and on major projects. May provide technical direction to less skilled programmer/analysts. Typically has a bachelor’s degree in related field and five or more years of experience.
D100 Water Operations ManagerResponsible for the operation of the water distribution system and control of the flow of filtered water into and throughout the system; plans and supervises the operation of all pumping stations and distribution reser-voirs; supervises leak-detection activities and 24-hour service department.
D110 Water Maintenance ManagerResponsible for the construction and maintenance of the finished water distribution system and related facilities.
D120 Water Distribution Operator—AssociateUnder direct supervision, performs tasks related to the operation of a water distribution system. Typically holds or is working on a first-level water distribution certification. Typically has 0–2 years of experience and may be an operator in training.
D130 Water Distribution Operator—IntermediateOperates and maintains a water distribution system. Typically holds or is working toward an intermediate-level water distribution certification. Typically has 2–4 years of experience.
D140 Water Distribution Operator—SeniorOperates and maintains a water distribution system. Is fully qualified to perform the most complex functions and may direct the work of other operators. Typically holds a high-level water distribution certification and has five or more years of experience; may act in a lead role, directing the activities of lower-level operators.
D200 Controller—WaterResponsible for operating and monitoring electronic water delivery con-trol systems (SCADA) from a centralized control room to meet water system demands and water quality. Typical duties might include ensur-ing control and flow of water through all departmental water systems; constant monitoring, adjusting, and maintaining of pressures within all water distribution systems; monitoring changing weather conditions and forecasting daily water consumption/production requirements; and coor-dinating operations and maintenance of major water system equipment.

D210 Controller Supervisor—WaterSupervises, directs, and evaluates the water controllers. Ensures all SCADA points are operating correctly on the water and wastewater systems. Monitors and controls all water pressures, pump stations, and wastewater lift stations. Coordinates operational activities such as planned outages and bringing assets into/out of service. May perform var-ious modeling and scenario planning to identify operational efficiencies.
D220 Collection SpecialistResponsible for performing a wide variety of skilled activities related to operating, inspecting, and maintaining systems and equipment. May operate rodding machine, high-pressure jet cleaning and eductor system, specialized equipment for the removal of roots and debris, and CCTV equipment.
D230 Corrosion TechResponsible for inspecting, installing, troubleshooting, and testing on galvanic and impressed current (rectified) cathodic protection systems related to water and wastewater pipelines, underground storage tanks, aboveground storage tanks, high-voltage electrical conduits, pump facil-ities, and plant facilities; designing of corrosion-control systems for stan-dard projects; maintaining appropriate records; and preparing work-order requests.
D240 GIS AnalystUses GIS technology to analyze and describe variables in a geographic location. Extracts data, performs analyses, and presents conclusions and recommendations. Works under general supervision. Typically requires a bachelor’s degree and 4–6 years of relevant experience.
D250 GIS TechGenerates high-quality maps and documents for internal customers, local land developers, contractors, and other community customers using ArcGIS and ArcMAP applications. Performs edits in an Esri multiuser/single-user Geo-database. Requires 1–3 years’ experience.
D260 Leak Survey SpecialistResponsible for detecting and reporting water leaks in main lines, valves, and hydrants by performing systematic search surveys in designated areas and responding to calls for assistance. Uses sound and computerized equipment in completion of surveys to determine leaks and to pinpoint locations.
D270 PipefitterResponsible for installing, maintaining, and repairing water and waste-water distribution, transmission, and service lines. Typically has at least 4 years of experience as a water pipefitter.
E100 Engineer—AssociateUnder direct supervision, performs a variety of routine professional-level engineering work involving both office and field activities. Typically has a bachelor’s degree in engineering and 0–2 years of experience.
E110 Engineer—IntermediateUnder supervision, performs a variety of complex and advanced pro-fessional-level engineering work involving both office and field activi-ties. Typically has a bachelor’s degree in engineering and 2–4 years of experience.
E120 Engineer—SeniorUnder general supervision, performs a variety of complex and advanced professional-level engineering work involving both office and field activi-ties. Supervises functional engineering activities or manages engineering projects. Typically has a bachelor’s degree in engineering and 5 or more years of experience.
L100 Top ExecutiveUnder general direction of the city, managing board of directors, mayor, or board of water commissioners, the Top Executive is responsible for managing, planning, coordinating, and administering all activities of the water department and/or water company. Responsible for the short- and long-range strategy of the organization subject to review by the board.

R100 Water Resource Planning ManagerResponsible for the analysis, implementation, internal coordination, and direction necessary for development of present and future raw water resources, including hydropower, and for the protection of water rights associated with these water resources.
R110 Conservation ManagerDesigns, directs, administers, and ensures operation of the department’s conservation program. Serves as the department’s representative on all local, state, or federal conservation organizations.
R120 Water Rights AdministratorSupervises and directs short- and/or long-term water planning. Develops and implements resource, infrastructure, and response plans. Forecasts capital and operating costs; evaluates and analyzes proposals and/or part-nerships for water projects. Administers water rights to ensure compli-ance with water court decrees and agreements. Coordinates operations with other water interests, including recreational, municipal, and envi-ronmental.

R130 Watershed KeeperResponsible for maintaining, inspecting, and preserving watershed and related lands and facilities. Performs minor repairs and maintenance using various hand and power tools. Collects and reports data from mon-itoring stations. May reside on a remote watershed in a utility-provided housing unit.
T100 Water Treatment Plant ManagerResponsible for all operations of a single water treatment plant, including staffing, training, directing operations, maintenance, and budgeting.
T110 Water Quality/Lab ManagerResponsible for the direction, administration, and operation of the water quality laboratory. Ensures quality and compliance with the require-ments of state and federal regulatory agencies through the monitoring and testing of water introduced into the water system.
T120 SCADA Systems ManagerResponsible for the operation of the SCADA system, including the design, programming, and maintenance of the process control system.
T130 Industrial Pretreatment SpecialistPrepares routine industrial user permits and all related correspondence. Performs industrial inspections and takes samples in compliance with established permits. Typically requires two years of experience.
T140 Industrial Waste InvestigatorMonitors, inspects, and investigates industrial waste discharges to the sanitary sewer system. Assists with the preparation of routine industrial waste discharge permits. Typically requires 2–4 years of experience with industrial or wastewater treatment processes.
T150 Instrumentation Electric & Control SpecialistResponsible for installing, maintaining, calibrating, troubleshooting, testing, and repairing a variety of data acquisition (SCADA), radio com-munications, and instrumentation and control equipment for water/wastewater collection and distribution systems. Typically has more than three years of PLC experience.
T160 Mechanic—WaterResponsible for performing skilled work in the installation, maintenance, repair, and/or operation of equipment that may include some or all of the following: pumps, mechanical machines, electro-mechanical equipment, plant equipment, vehicles, tools, electro-mechanical features or apparatus. May inspect, test, adjust, install, remove, set up, operate, and/or maintain specialty equipment related to plants, distribution systems, and/or collec-tion systems.

Further breakouts in each of these categories are provided by Type of Utility, Ownership Type, Population Size Served, Total Employment, and All Partici-pants by AWWA section.
In many cases, the sum of the categories does not equal the overall total because there were insufficient data for one or more breakouts. Asterisks (*) are shown where fewer than five participants provided information. This maintains the confidentiality of each facility’s individual responses.
Note: Shifts in the sample of utilities reporting on a job may cause year-to-year changes in average pay levels that are inconsistent with market movement. Every effort is made to encourage utilities to participate and provide data every year to maintain consistency.
DefinitionsFollowing is a list of definitions that were used in organizing survey data, as well as a survey example that illustrates how to read and interpret the survey results.
A1 Number of UtilitiesThis represents the total number of utilities providing survey data for the specific job. In this example, 365 facilities provided data for the Wastewater Treatment Plant Manager job.
A2 Number of EmployeesThis represents the total number of employees reported occupying the job. In this example, the total is 393. This number may be higher than the Number of Utilities when facilities report multiple incumbents for the job. This number will be lower than the Number of Utilities when facili-ties have vacant jobs but still reported salary range information.
A3 Average Number of Employees SupervisedFor jobs with supervisory responsibilities, this number represents the average number of employees supervised. In this example, of those who reported supervisory responsibilities, the average number of employees supervised is 16.
A4 50th PercentileStatistically, this represents the pay rate that half of incumbents fall below and half above, also known as the median. In the example, the 50th Per-centile for Board Operated facilities is $55,213.
A5 Company Weighted Average PayThis value represents the sum of all average rates reported for each facility divided by the number of facilities. In the example, the average salary for Board Operated Facilities is $56,888.

A6 Employee Weighted Average PayThis figure is the sum of rates for all employees within all facilities divided by the number of employees. Use of the weighted average gives more weight to data from a facility that employs several people in a particular job, compared with data from a facility that employs only one or two peo-ple in that job. The example shows $56,614 as the Employee Weighted Average Pay for Board Operated facilities.
A7 Average Salary Range—MinimumThis is the lowest value in an established salary range. This typically rep-resents the start rate an organization uses when filling a vacancy with a candidate who satisfies the minimum education requirements and has no relevant experience. The example shows $44,053 as the average salary range minimum for City/County facilities.
A8 Average Salary Range—MidpointThis rate is halfway between the minimum and maximum of an estab-lished pay range. Generally, this is the competitive market rate for a posi-tion assigned to this range. The example shows $52,221 as the average salary range midpoint for City/County facilities.
A9 Average Salary Range—MaximumThis is the highest rate of the established salary range, representing the highest salary that an employee in the job could expect to be paid. The example shows $61,075 as the average salary range maximum for City/County facilities.
A10 Insufficient DataWhere there are fewer than five responses provided for a breakout of data, an asterisk (*) is printed to maintain individual participant confidenti-ality. To protect the confidentiality of the data, survey statistics are not provided if less than five companies provided data for any given grouping (i.e., geographic area, revenue, or number of employees), and no individ-ual company data should represent more than 25% on a weighted basis of that statistic.
A11 Exemption StatusIn this category, “E” represents reported as an exempt position; “N” rep-resents reported as a nonexempt position; and “U” represents reported as an unclassified position.
A12 Average Weekly OvertimeThis value represents the average number of overtime hours worked in the specific job per week by all incumbents in an organization.
