The South Florida GIS Expo is an annual conference sponsored by the Palm Beach Countywide GIS Forum. The South Florida GIS Expo serves as a way to foster collaboration, GIS coordination, networking, education and training for the rapidly expanding professional GIS Community in the South Florida Region. The 2018 South Florida GIS Expo represents our 25th year of organizing and facilitating this regional GIS conference.

Jack Dangermond

Jack Dangermond is an American billionaire businessman and environmental scientist. In 1969, he co-founded with his wife Laura the Environmental Systems Research Institute (ESRI), a privately held geographic information systems (GIS) software company.

Dangermond is the company’s president, and works at its headquarters in Redlands, California. Dangermond founded ESRI to perform land use analysis; however, its focus evolved into GIS software development, highlighted by the release of ARC/INFO in the early 1980s; the development and marketing of ARC/INFO positioned ESRI with the dominant market share among GIS software developers. Today ESRI is the largest GIS software developer in the world and its flagship product, ArcGIS, traces its heritage to Dangermond’s initial efforts in developing ARC/INFO.

Ekaterina Fitos

Ekaterina Fitos, Geographic Information Officer, has over 16 years’ experience with Geographical Information System (GIS) analysis, mapping, database development, administration, and management. She has worked on specific projects related to aerial mapping (with focus on Light Detection and Ranging (LiDAR)) and imagery; GIS support of water utilities; business development for geospatial services in the State of Florida; and GIS support for Long Range Transportation planning, environmental permitting, flood plain mapping, and digital elevation modeling.

She most recently served as the technical lead for CH2M HILL on projects related to design, development, implementation, and testing of complex GIS applications. Her previous experience includes work with the Southwest Florida Water Management District and the Florida Department of Environmental Protection.

Ms. Fitos received a Bachelor of Science in Environmental Science and a Master of Arts in Geography - Geographic Information Systems (GIS) from the University of South Florida. She also holds a Master of Business Administration from Saint Leo University.

ESRI’s Building BlocksMichael Kohler, GIS Administrator - City of Port St LucieRoom 2A

The City of Port St Lucie has been building GIS Systems that leverage a wide range of ESRI technologies. From collectors to surveys and ArcObjects to the Web API’s, our system architects rely on ESRI products to create unique solutions tailored for each business process. Making maps with Desktop and Pro, deploying solutions from ArcPro, leveraging 3d in Pro and on the web with the JavaScript 4.x API, creating Add-Ins for Desktop and Pro, integration of new GIS process within non-GIS applications in the .Net framework using the .Net api and the Rest API, the City is truly building with ESRI bricks.

Several recent solutions will be highlighted in this presentation and will focus on using ESRI API’s for integration of GIS processes into existing business systems. The City’s ias Accredited Building Department is recognized as one of the Top 25 Building Departments in the world. Part of this success is due to the in-house development of the PANDA Online Permitting Application. A portion of the presentation will show how GIS is being used to make permit inspections more efficient and friendly with ESRI technology.

The Fort Lauderdale-Hollywood International Airport (FLL) is leveraging GIS technology throughout the enterprise with collaborative and continuous development of data and web/mobile applications utilizing Portal, ArcGIS Online, and Collector.

Mapping applications/processes to be discussed include terminal floor plans and amenities, residential noise mitigation and sales assistance, airport properties, utilities, and airside mobile data collection that can benefit other airports’ GIS advancement.

Sign Management using CollectorDellis Stanberry, Roadway Inventory Coordinator for the Maintenance Department Office (DMO) - FDOT District FourAmber Hyer, GIS Coordinator - FDOT District FourRoom 2C

The Florida Department of Transportation (FDOT) Maintenance Office needed an effective way to manage the thousands of FDOT maintained signs in District Four after a commercial off-the-shelf (COTS) solution was recently sunset after licensing costs proved to be prohibitive. Thousands of signs had already been collected by this application and many more still needed to be collected and subsequently managed moving forward at a reduced cost. To harness the existing ESRI platform in use throughout the District, the GIS Section created an application based on ESRI’s Collector template, allowing users to collect sign data in the field using disconnected mobile devices.

The functionality of the application can be expanded to include other assets such as guardrail, attenuators, etc. The hardest part of deploying a successful software solution is the quality of the up-front requirements gathering and post deployment plans to ensure acceptance by the end user community. Implementing the technology portion of the project was the least challenging part. Ensuring the data was structured properly and had the required fields and data type was the most arduous part of the project.

This presentation demonstrates how GIS helped to reduce costs and promote data quality using in-house resources in conjunction with ArcGIS Online functionality.

With the acquisition and processing of new LiDAR for the State of Florida being fully funded and beginning in the Fall of 2018, there is an opportunity to update many sources of GIS and Geospatial data. Using a combination of LiDAR data and existing or new orthoimagery allows for a variety of derivative products to be generated as well as providing the opportunity to update existing datasets.

This presentation will discuss the technical aspects of what lidar is and how it’s collected and processed as well as the many derivative data products that can be produced to provide Counties and Municipalities with a positive Return on Investment (ROI) that benefits both agencies and the communities they serve.

This session will present specific information on Land Use/Land Cover mapping, Impervious Surface delineation for Stormwater modeling, contour generation, updating existing 2D and 3D planimetric features, as well as other topics and provide a question and answer session for attendees.

As part of the WUD annual Comprehensive Emergency Response Plan involving the update of critical infrastructure map data, PBCWUD GIS (Palm Beach County Water Utilities Department) developed (using WebApp Builder for ArcGIS) a critical facilities GIS application for use in the EOC (Emergency Operations Center) during and after a hurricane event.

This tool assists with accessing numerous spatial data layers (lift station generator status / SCADA data / cascading systems / FPL account data / etc) critical to WUD during and after a hurricane event. As a planning tool it can also help identify areas for hardening WUD’s infrastructure, determine prioritization areas for FPL power restoration and provide situational awareness of utility activity pre/post storm.

The ESRI Enterprise Agreement (EA) is a contract in which a customer agrees to a set fee to Esri for a period of time in exchange for a set of unlimited GIS software and maintenance. The Village of Wellington, FL has been successfully utilizing the ESRI EA to support a broad range of GIS projects and applications over the past several years.

The presentation includes a brief description of the ESRI EA program from the ESRI Sales Team and a high-level overview of Wellington’s GIS projects where the EA is currently being used. Wellington will share their experiences and lessons learned using the EA in their daily GIS operations and long-term projects.

The presentation will be followed by an open discussion with the panel which includes members from the Wellington GIS/IT staff, a Wellington GIS Consultant and representatives from the ESRI Sales Team. Attendees will be encouraged to share their experiences and lessons learned as well.

DBHYDRO is the South Florida Water Management District’s (SFWMD) hydrologic, water quality, and hydrogeologic data storage and retrieval system.

The DBHYDRO database is an important reference for scientific and engineering reports and investigations in central and south Florida. A demonstration of a public ArcGIS Online web map featuring DBHYDRO’s 13,000 boreholes and monitoring wells, symbolized by depth drilled and monitored aquifer, is provided.

The web map links to well construction, geophysical, lithologic, and monitoring data and documents. The layers can be filtered by numerous attributes and can be re-symbolized according to the needs of the user.

In this presentation I will provide a brief overview of Census 2020 plans and focus on the opportunities for Census collaboration with state and local government liaisons through several different geographic partnership programs. With innovative changes to the design and plans for the 2020 Census, we are also changing the way our geographic partnership programs will operate in 2020. Among the changes, Spatial, Address, and Imagery Data (SAID) will continue with acquiring partner data for continual updating of the Master Address File (MAF), and Topologically Integrated Geographic Encoding and Reference system (TIGER).

The Participant Statistical Areas Program (PSAP) will utilize local Census data users to review and update statistical geographies (tracts, block groups, census designated places, and census county divisions) for 2020 Census data tabulations. The New Construction Program (NC) will give governments an opportunity to submit addresses for units constructed after the 2020 Local Update of Census Address (LUCA) operation.

The annual Boundary and Annexation Survey (BAS) will continue to collect the legal boundaries as of January 1 of each year. I will also provide an update on the 2020 Local Update of Census Address (LUCA) Operation, including the feedback and appeals process.

I will present our planned schedules for each of these programs, and we will discuss some of the new tools are being developed to allow our partners to participate efficiently and effectively.

Sea level rise (SLR), due to climate change, is a major threat to South Florida communities. Federal, state, and local government agencies have taken action to monitor, project, and plan for this change. Development of resilient communities against sea level rise has become a priority at all levels of planning.

The Florida International University GIS Center teamed up with Sea Level Rise experts and scientists from Florida International University and University of Florida to develop several tools that inform citizens about the potential impact of sea levels rise in South Florida. Currently, the City of Coral Gables is a funding partner on one of the current projects.

This presentation will focus on two applications. First it will demonstrate the Sea Level Rise application tool that FIU’s GIS Center developed for the Center FIU School of Journalism’s Eyes On the Rise initiative (http://www.eyesontherise.org/). Second, it will present some analyses and maps as part of the Sea Level Rise Impact Planning tool for Coral Gables. The tool allows to map the flooding of areas in response to different scenarios of sea level rise and storm surge and to assess the impact of these hazards on various urban domains including infrastructure, land cover and land use, vegetation, properties, businesses, vulnerable populations, pollution sources, and institutions (e.g. schools, universities).

The presentation will discuss some of the data sources and GIS methods that are used to develop this tool. By accurately measuring and locating areas of vulnerability, the city can better plan and invest for the development of a resilient community, and secure the long-term interest and quality of life for its citizens. Other aspects of the SLR tool that are addressed in this presentation include a 3D visualization of SLR for Coral Gables.

I’m happy to share with the GIS community on everything technical including but not limited to preparation, prerequisites, system requirements, pricing and budgeting, the relationship with ESRI Small Municipal and County Government Enterprise Agreement Programs, system design, tools, cooperation and coordinating with other stakeholders, implementation, access to the servers, tips and tricks, and lessons learned.

The changes of the GIS infrastructure to the ArcGIS Enterprise Architecture are not limited to the software, the hardware, or the computing environment, but fundamentally a new generation of ArcGIS - a collaborating Enterprise GIS in the Cloud – evolved from the Server GIS and more remotely the Desktop GIS. Monitoring forest cover change at the Lobéké National Park in South-East Cameroon using GIS and Remote sensing techniquesYisa Ginath Yuh, PhD Student - University of Quebec at Rimouski (UQAR)Room 2B

Alterations in forest cover indirectly affects wildlife and impact climate change. Thus, monitoring forest cover change can help provide conservation practitioners with baseline information for developing long term mitigative measures.

This study aimed at documenting the changes in forest cover that had occurred at the Lobéké National Park in South-East Cameroon, between the years 2001-2014. Landsat Thematic Mapper images of South-East Cameroon for the years 2001 and 2014 were acquired from glovis.usgs.gov. Multi layer band stack was done and an area of interest comprising of the Lobéké National Park extracted, pre-processed for atmospheric correction and processed through supervised classification and change detection. Five land cover categories were deduced (dense forests, swampy forests, deforested patches, grass and lowland vegetation, and rivers).

The results showed that, within the course of 13 years, dense forests and swampy forests have reduced by 403.6 km2 and 174.2 km2 while deforested patches as well as grassland and low vegetation have increased by 1275.5 km2 and 330.1 km2 respectively. Rivers recorded no change. Validation in forest cover change (dense and swampy forest) results with global forest cover data, showed a 69% total forest cover at the park, when applied the FAO and Irish forests service definitions of forest.

Throughout the year, SFWMD Operations and Maintenance staff oversee approximately 2,100 miles of canals and 2,000 miles of levees/berms, 71 pump stations and more than 600 water control structures and 625 project culverts. With specialized expertise, they maintain all the equipment to en-sure this vast water management system is ready to manage flood control during and after summer rainstorms, tropical storms or major hurricanes.

During times of disaster and emergency recovery, it is important to have open lines of communication between field staff and various other mana-gerial and technical support to accomplish the tasks needed to keep the system functioning.

To accomplish this, the District utilizes WebEOC software, as the emergency management tool. WebEOC it’s a web-based Incident Management system used to manage, track, and respond to emergency disasters. The District staff enters these missions into the program, information such as location, deployments, purchase orders and reports associated with the mission which can be viewed in real time. Operations Dashboard (an ArcGIS Online application) uses the feature ser-vice produced in the WebEOC to visualize these missions in a summarized format.

“Mobile “ Using a COTS Survey123 App to Improve Operational Efficien-cy of an Exotic Python Removal Program in the EvergladesAmy Peters, Geographer - South Florida Water Management District Michael Kirkland, Manager Python Elimination Program - SWMDRoom 2B

The invasive Burmese python (Python bivittatus) and other invasive constrictor species are decimating native populations of mammals and birds in the Florida Everglades at a rate that jeopardizes billions of tax payer dollars that have been spent on restoration. Land Resource managers at the South Florida Water Management District (SFWMD) selected twenty-five (25) of the most qualified python hunters in the state to participate in a bounty program designed to reduce the population of these invasive species and augment existing management efforts. The project manager of the SFWMD Python Elimination Program was spending too much time processing and transposing paper datasheets from the contracted python hunters into an electronic database. Additionally, data quality was impacted by inconsistent datasheet entry by the hunters.

The IT Geospatial Services group was contacted to assist with the creation of a more efficient work flow, and ESRI’s Survey123 mobile app was selected as the appropriate data collection tool to accomplish this. Reasons for selecting this app included: easy installation for Apple or Android; simplistic form-based design that saves time and paper; standardization of input data; and photo documentation support. Configuring a survey using the Survey123 Connect app also provides the means to securely collect crowd sourced data within the mobile app, keeping in mind that all data collected by SFWMD is public record and not secured in the Cloud. After deploying the survey and returning data to the hosted service, dashboards were created as a means of communicating analytics to both program participants and SFWMD managers.

The outcome of choosing this work flow and applying it to an ecological problem has resulted in more accurate capture-site coordinates, a streamlined accounting process, overall improved data quality, and the availability of real-time information, which has led to better communication amongst management, the hunters, and partnering agencies.

The City of Coral Springs was looking for a GIS solution to preserve and extend the useful life of paved surfaces throughout the City while optimizing the available funds to meet the network condition needs and reduce the overall long-term costs of managing the City’s street pavement network system.

To meet the City’s needs in obtaining the level of funding needed to keep their roadway infrastructure in good condition, the city hired Transmap Corporation, a total solution provider for pavement/roadway asset management and 20-year ESRI Business/Development partner, to establish a comprehensive pavement/roadway asset management program for the city of Coral Springs’ 224 centerline miles of roadway.

This presentation highlights the successful implementation of this system, which provided systematic condition surveys and recommended budget levels to achieve target goals of the condition of the pavement network, while giving city staff detailed and timely information on the condition of the city’s pavement.

The data from the surveys enabled the staff to forecast future needs, conduct research that contributed to improved pavement performance, and maximized pavement investments by objectively prioritizing roadway preservation and improvement projects. Using the analysis results of this system, the City was able to successfully justify their funding needs to the City Council.

St. John’s County Utilities needed to prioritize their most critical assets for inspections, rehabilitation, repair and/or replacement. The Utility leveraged the latest AMS and GIS technologies to stretch their budget and establish a tool for ongoing assessments they can perform in-house at any time as assets are renewed or replaced.

The challenges they faced included is three part; the first is quality data, and often “big data”, the second is the ability to effectively analyze the data, and the third is developing maintenance strategies to increase the assets life.

This presentation will demonstrate how we leveraged Cityworks Operational Insights and Insights for ArcGIS to identify, assess and visualize high risk assets and their supporting maintenance strategies. Together, these tools provide for continuous update of asset Risk of Failure and Consequence of Failure scores and a means to immediately implement new maintenance strategies on high risk assets.

Broward County’s Ambient Water Quality Program has sampled more than 266 miles of fresh and estuarine waterways since 1972. Today, Total Maximum Daily Loads (TMDL) and Water Body Identification (WBID) Areas are used along with chemical, physical and biological conditions to assess the health of particular water bodies and the system as a whole.

Results have historically been presented through published reports, graphs, maps, and summaries. Website access has been via spreadsheets and graphics. By transitioning to Operations Dashboard we are now able to interactively view analytical results and quickly assess the health of our canals to identify trends and stressors. We are also able to meet Accessibility website standards when making the data available to the public.

This presentation will go over some of the practices used in its mobile GIS deployment for Water Utilities. Utilizing GIS has extended far past the office desktop. Mobile GIS solutions are rapidly deploying in all industries to promote workflow optimization.

This presentation will discuss how ESRI’s Collector mobile application can be configured to extend GIS from the office to the field. Topics will include configuring ArcGIS Server for services being consumed in Collector for editing, architecting a multi-versioned geodatabase for edit QA/QC process, security best practices for remote users consuming sensitive data, Web Map configuration for a user friendly experience and lessons learned from previous mobile GIS deployments.

The Texas Department of Transportation (TX DOT) needed to distribute ArcGIS and LiDAR applications across the state of Texas to staff using any device over any connection securely.

The biggest issue facing them was aging computers that could no longer deliver the services required by their users. By centralizing the applications and data in the data center, the user experience was improved over all of their PCs, even the newer ones, while still allowing the TX DoT to run software that was incompatible with the latest Windows operating systems.

This presentation demonstrates how Citrix assisted the TX DOT to deliver mission critical applications to more than 11,000 employees using the latest in Citrix technology.

The City of Lake Mary has implemented three web based esri solutions in the Community Development Department. These solutions combine Arc-GIS Solutions for Local Government and the Story Map Tour template avail-able within ArcGIS Online.

The applications are used to keep citizens informed of current develop-ments within the City, provide residents and developers land development standards and to create the required notifications for public hearings. Typi-cally, these tasks were only performed using ArcMap Desktop Software. Now these tasks can be accessed via the web for use by administrative staff, citizens and developers where appropriate.

This presentation will demonstrate how three configurable out of the box templates can provide efficiencies in a Community Development Depart-ment that makes GIS intuitive and accessible to all members of an organiza-tion and the public.

Regulation GIS Support System (REGGSS) is one of the most widely used custom GIS applications in the South Florida Water Management District (SFWMD) GIS toolbox, used throughout the district since 2002 to maintain the Regulation Permitting GIS database. Due to upgrades in online technology and changes in what users expect, the Geospatial Team of the SWFMD stepped in to modernize this popular application.

The Regulation Application Tool (RAT) has been developed to have all the REGGSS functionality to perform Regulation GIS needs. This WEB based app has multiple tools (widgets) which give the users an easy-to-use intuitive way to perform GIS tasks.

The Regulation APP tool was introduced two years ago with limited functionality, but each new iteration brings on board more and more of the original ArcGIS Desktop version’s functionality. This presentation highlights the latest version 3.2 released to District staff on July 16th.

Vector tile basemaps have become increasingly popular over raster basemaps due to their minimal storage size, high resolution, speedy rendering, and style ‘editability.’

This year the city of Weston published its fully customized vector tile basemap as part of a larger initiative to overhaul its GIS infrastructure and deploy ArcGIS Enterprise 10.5. By creating a vector basemap from scratch, Weston tailors its city web applications to the consumer and promotes its municipal brand.

This session will present the workflow used to implement Weston’s vector basemap from start to finish. Tools used include ArcGIS Pro, AGOL or Portal, and a text editor. This content will target GIS professionals at the technical level.

“What’s the status of our system?” ESRI’s Collector and Dashboard Applications Streamline Post-storm Assessment and CommunicationDave Sabin, System Specialist - Loxahatchee River DistricRoom 2A

Asset status and condition assessment after a significant storm event is critical for utility providers. The efficient data collection on asset condition, and the exchange of that information, is essential for effectively managing the situation. The Loxahatchee River District (LRD) is a regional wastewater utility in northern Palm Beach County. In 2017, LRD staff implemented a pilot project during Hurricane Irma and quickly realized the benefits ESRI’s data collection and dashboard tools provided. Having centralized information helped managers make informed decisions on allocating resources such as staff generators, and vac-trucks.

Building on the experiences from Irma, LRD set out to expand the toolset to streamline data collection for the field crews in both connected and disconnected environments, as well as enhance the dashboard tools to provide more detailed information to managers. Using ESRI’s Collector and Dashboard applications, LRD staff and their consultants were able to develop a highly functional system in a short time at a relatively low cost.

These new tools provide LRD staff with valuable and timely information to help them provide their customers the best service possible, even during challenging situations.

Utilizing Multiple LiDAR Platforms for Asset AllocationEmily Zeilberger, GIS Specialist - Wantman GroupJim Sullivan- Wantman GroupRoom 2C

Project: The City of Lake Worth required the inventory and locations of approximately 12,000 city owned and maintained light poles and their attachments in just 1.5 months. A citywide asset inventory of this magnitude involves issues with data management, accessibility, and timeliness of data collection. An updated inventory will assist the city with improved pole management and utility agency owner(s) lease contacts, mitigating losses in revenue and ownership conflicts.

Approach: Using mobile LiDAR, we ran tracks through the designated Zones (1-8) provided by the City of Lake Worth to complete a mobile mapping and survey solution that collects detailed design data at highway speeds. Collecting XX miles of data using conventional survey methods would have tripled the schedule for completion. Pole locations and Google Earth-style Street view imagery is also collected simultaneously with the scan data without getting out of the car to collect, resulting in the 12,000 poles being located in just 7 days.

Technicians then processed the tracks using ArcGIS explorer (w/Leica Pegasus Viewer Add-In) and ArcMap Desktop. Still frame photos were retrieved from the Pegasus viewer street view imagery of each individual pole and its attachments. Quality Checks were performed for obscured and inaccessible areas along with select poles for verification.

Result: Each zone was divided into separate geodatabases for maximum technician use and eventually merged into one geodatabase of attachments and other relevant attributes. Our findings showed multiple poles and attachments not currently in the Lake Worth’s database, as well removals of poles in the database. The city was given a combined File Geodatabase of all city owned and maintained light poles and their corresponding photos.

Historically, paratransit trips may represent 1 to 2 percent of transit agencies total trips; while paratransit may cost as much as 10 times is relative proportion. However, most agencies use techniques to add/modify/and reduce fixed route without review or consideration of paratransit data. As paratransit trips start and end up to 3 quarters of a mile from fixed route, or even farther, in the case of Miami-Dade, agencies can utilize the wealth of geographical big data available from their respective paratransit systems. As a result, paratransit costs can be reduced, while fixed route ridership can increase.

Data reviewed will cover Paratransit trips and performance data within specific buffers or areas as it relates to fixed route stop points. Areas will be identified that may yield an increase of fixed route ridership, and/or reduced Paratransit costs. Additionally, a geographically targeted technique for Paratransit travel training will be covered.

Modern day asset tracking is transitioning from a two dimensional “spreadsheet view” to four dimensional, spatiotemporal asset management. Near-real time data allows utilities to find and address problems before they become detrimental to an entire system and mobile solutions make it easier to capture more data than ever before. But data density, if not managed properly, can be both a blessing and a curse. One typo can be the difference between a successful valve repair and an accidental water shortage, making data integrity more integral than ever.

During this presentation we’ll demonstrate ways to leverage ESRI’s mobile solutions and web applications to maintain data integrity on the backend, and keep a consistent and intuitive user interface on the front end. By tailoring each solution to your company’s needs you can increase productivity while limiting room for inconsistencies in data.
