GENERAL NOTES
1. ALL WORK SHALL BE PERFORMED IN ACCORDANCE WITH THE CONTRACT PLANS AND PROVISIONS, STANDARD SPECIFICATIONS, MANUAL ON UNIFORM TRAFFIC C01NTROL DEVICES (MUTCD), AND THE 2016 WSDOT STANDARD SPECIFICATIONS FOR ROAD, BRIDGE, AND MUNICIPAL CONSTRUCTION.
2. THE CONTRACTOR SHALL ATTEND A PRECONSTRUCTION CONFERENCE PRIOR TO THE START OF THE CONSTRUCTION. TIME AND PLACE SHALL BE DETERMINED BY THE ENGINEER.
3. THE CONTRACTOR SHALL VERIFY THE LOCATION OF ALL UNDERGROUND UTILITIES BEFORE DIGGING. CALL 1-800-424-5555 AT LEAST TWO (2) BUSINESS DAYS BEFORE YOU DIG.
4. IHE CONTRACTOR SH1\LL BE RESPONSIBLE FOR DETERMINING THE EXTENT OF ANY HAZf\RD CREATED BY OVERHEAD ELECTRICAL POWER AND SHALL FOLLOW ANY APPLICABLE PROCEDURES AS REQUIRED BY LAW.
5. HOT MIX ASPHALT PAVEMENT SHALL BE HMA CL. ½" PG 64-22. ASPHALT PLANING AND PAI/ING SHALL BE PER THE PLANS OR AS DIRECTED BY THE ENGINEER. ASPHALT BUTT JOINTS SHALL BE SEALED WITH LIQUID ASPHALT EMULSION, AR 4000W OR EQUAL. ANY ASPHALT DAMAGED OUTSIDE THE LIMITS OF THE AREA IDENTIFIED ON THE PLANS BY THE CONTRACTOR'S ACTIVITIES SHALL BE SAWCUT, REMOVED AND PATCHED AT THE CONTRACTOR'S EXPENSE.
6. COUNTY ROADS AND INTERSECTING SllJE ROADS SHALL BE PLANED AND PAVED. DETAILS OF THIS WORK CAN BE FOUND IN THE PLAN'S SPECIAL PROVISIONS SECTION AS SKAGIT COUNTY SPECIFICATION 5-04.3(14) "PLANING BITUMINOUS PAVEMENT".
7. ALL EXISTING UTILITY STRUCTURES, SURVEY MONUfAENT BOXES, CATCH BASINS AND INLETS SHALL BE ADJUSTED TO FINISH GRADE AS SHOWN ON THE PLANS OR AS DIRECTED BY THE ENGINEER.
8. THE CONTRACTOR SHALL VERIFY THAT A SMOOTH TRANSITION OCCURS AT ROADWAY BUTT JOINTS, SAWCUTS, TAPERS, AND ANY OTHER TYPE OF ROADWAY TRANSITION OR REPAIR AREA.
9. THE DEBRIS MATERIAL RESULTING FROM THE PLANING OPERATIONS WILL BECOME THE PROPERTY OF SKAGIT COUi'~TY PUBLIC WORKS AND DISPOSED OF IN A COUNTY-PROVIDED SITE. DETAILS OF THIS WORK CAN BE FOUND IN IHE PLAN'S SPECIAL PROVISIONS SECTION AS SKAGIT COUNTY SPECIFICATION 5-04.3(14) "PLANING BITUMINOUS PAI/EMEi'ff'.
10. THE CONTRACTOR SHALL PROVIDE CONSTRUCTION SIGNAGE, f--LAGGl-::RS AND O !HER TEMPORARY TRAFFIC CONTROL MEASURES AS NECESSARY IU E:NSURE A SAFE WORK AREA. 1. THE CONTRACTOR IS RESPO~ISIBLE FOR PROVIDING EROSION CONTROL MEASURES FOLLOWING THE DEPARTMENT OF ECOLOGY STORMWATER MANAGEME~IT MANUAL FOR WE:STERN WASHINGTON BEST MANAGEMENT PRACTICES AND PROVIDE ANY ADDITIONAL MEASURES THAT MAY BE REQUIRED BY THE CO~ITRACTOR'S MEANS AND METHODS OF CONSTRUCTION AS NEEDED TO CONTROL EROSION AND SEDIMENT AT THE CONSTRUCTION SITE AND TO PREVENT VIOLATION OF SURFACE WATER QUALITY, GROUND WATER QUALITY OR SEDIMENT MANAGEMENT STANDARDS.
2. THE ESC FACILITIES SHOWN ON THE TESC PLAN SHALL BE THE MINIMUM REQUIREMENTS FOR THE ANTICIPATED SITE CONDITIONS. DURING THE CONSTRUCTION PERIOD, THESE ESC FACILITIES SHALL BE UPGRADED AS NEEDED FOR UNEXPECTED STORM EVEI\JTS AND MODIFIED TO ACCOUNT FOR CHANGING SITE CONDITIONS.
