2018 City Supported Events

• BACKGROUND:

Each year Delta hosts or supports numerous events in the community. Delta has a very engaged population that attends these events and often calls upon Delta to host or support more events.

Council Policy: Council approves all city and special events, as well as facility rental fee grants in excess of $1,000.

• DISCUSSION:

The 2018 City Supported Events listing (Events Listing) is divided into three categories: Special Facility Events, City Wide Events and Special Recognition Events. The Events Listing may be modified throughout the year as further details of existing events are confirmed. Additional events arising during the 2018 year will be brought forward for Council's consideration. These events may include emerging priorities of Delta or worthy community initiated events that are not anticipated at this time. Special Facility Events are identified as events that take place at a specific Delta facility. The Special Facility Events are generally smaller in scale and are usually targeted to specific age groups or are themed to coordinate with seasonal or time-based occurrences, such as the Delta School District's Professional Development Days, Valentine's Day and Easter. These events require less resources and are part of Delta's ongoing services. There are approximately 30 Special Facility Events within the 2018 calendar year. Events shown with an asterisk on the Events Listing are new or modified for 2018.

City Wide Events are highlighted in bold and are public events of a larger scale. They are usually free covering a broad range of activities and are sometimes participatory in nature. These events require significant pre-planning and resources. There are approximately 66 City Wide Events planned for 2018.

Special Recognition Events, also shown in bold, are events that celebrate a special service or milestone, volunteer appreciation, long service awards, project start-ups or completions. There are about 8 Special Recognition Events scheduled for 2018.

Due to the scale and nature of the 104 events outlined in the Events Listing and the associated resources required by Delta, Council approval is requested. If approved, the events will be supported with existing municipal resources to ensure the events are delivered to an appropriate standard.

Community organizations also undertake a number of events each year on public lands and may seek support from Delta. In accordance with the Facility Rental Fee Grants policy, Delta provides assistance to not-for-profit community organizations in the form of facility rental fee grants. A group may be eligible for a facility rental fee grant provided the group:

• is a not-for-profit or registered charitable organization or group in Delta; • operates principally through volunteers; • is focused on the social, cultural or recreation betterment of the residents of Delta;

and • is hosting an event that is open to the public, or focused on a specific group or class

of residents of Delta.

With the exception of dry grads and the three designated community festivals, a maximum grant of $1,000 is available. Grant requests in excess of $1,000 requires Council approval.

Hosting a public event is complicated and requires a significant amount of pre-planning and organization. Many organizers are not aware of the complexities and potential impacts involved in organizing and hosting an event. To assist community groups early

in their planning process, the Special Event Request Form - Permit Application / Checklist (Checklist) was created and approved by Council in 2012. The Checklist (Attachment B) covers such topics as insurance, health and safety, permits, public address systems, washroom facilities and recycling/garbage. The Checklist is provided to all organizations wishing to host an event on city lands.

As Council will attend many of the City Wide and Special Recognition events, further details will be provided under separate memorandums as these events approach.

Implications: Financial Implications - Funding for City Supported Events is contained within the 2018 Parks, Recreation & Culture Operating Budget.

• CONCLUSION:

Approval of the proposed 2018 City Supported Events will ensure that events meet Council's objectives, that budgeted resources align with the number and scale of events, and that the events will coordinate with other commitments in Council's calendar.

Thank you for contacting Delta Parks, Recreation & Culture regarding your Special Event. Please complete this application form and return to Parks, Recreation & Culture by mail or in person at 4500 Clarence Taylor Crescent, Delta, BC V4K 3E2, by email to parksrecreation&[email protected], or by fax to 604-946-4693. The completed form should be submitted at least 60 days prior to your event.

While not all the questions may apply to your event, please reply in as much detail as possible in order that staff can provide you with appropriate service coordination.

A Parks, Recreation & Culture staff person will be assigned to liaise with your group to help to ensure a successful special event. A site visit will be arranged if necessary, and all details will be confirmed with
