Welcome to the 8th Annual Chico Stage Race p/b Sierra Nevada Brewing Co.

March 16-18, 2018

Dear Race Participant,

Welcome to this year's Chico Stage Race, Northern California's largest bike race, featuring the Steve Harrison Memorial Downtown Criterium. Chico’s entire cycling community works together to host a high quality event, run and supported exclusively by volunteers. Please be polite with our volunteers and if you get a chance, thank them for their efforts to make the race happen. Big thanks also to our great sponsors who are the force behind our great prize list for this year's event with over $10,000 in cash and prizes.

The Chico Stage Race attracts many spectators, especially at the Downtown Criterium. To ensure the continued existence of the race, we would like to leave a LASTING POSITIVE impression on everyone attending this event. Please be on your best behavior since you are representing our event, your team and cycling in general.

In addition to the USA Cycling Rulebook you are responsible for reading and following the rules set

forth in this technical guide.

The following items are of particular importance:

Parking: Park only where indicated.

Portable Toilets/Bathrooms: Please USE THEM!!! Nothing will get us kicked out of a venue faster than using private property as a toilet.

Helmets: Must be worn and secured at all times while on a bicycle

GENERAL INFORMATION

This is a multi-day stage race and results are based on cumulative time. For each category, the competitor with the lowest elapsed time over the course of the race will be the winner, and all racers are required to finish each stage in order to start the next stage. Podiums will go 5 deep!

REGISTRATION PRE-REGISTRATION ONLY. Online registration is at www.BikeReg.com and space is limited.

NO REFUNDS ALLOWED

No rider limit per team

NO rider substitutions or replacements are allowed

Riders must register for the category listed on their USA Cycling license

Riders will not be allowed to change their category at the race

Riders must have a current USA Cycling license.

RESULTS

Results services will be provided by One2Go Event Services LLC. Results will also be emailed to each race participant immediately following each stage. Results will also be posted to Twitter at https://twitter.com/One2Go_Results.

Official results will be posted following each stage. All efforts will be made to post each day’s results and overall standings online at www.chicostagerace.com and www.facebook.com/chicostagerace.

FINAL RESULTS will be posted online at www.chicostagerace.com and reported to USA Cycling

www.usacycling.org within 1 week of event completion.

RACE TECHNICAL DETAILS

SIGN-IN Riders are REQUIRED to sign in before each stage except the TT. Failure to sign-in will result in a fine of $20.00, per USAC rules. Check individual stage details for sign-in locations and additional instructions. Sign-in will close 15 minutes prior to start of each stage.

PROTESTS Protests must be made no later than the close of sign-in for each following stage. Protests must be made within 15 minutes following the posting of the results of Stage 4 and final General Classification. All protests regarding placing and times must be given to the Chief Judge.

TIME BONUSES Thunderhill Circuit Race: Will have time bonuses of 10, 6, & 4 seconds for 1st, 2nd, and 3rd places Road Race Finish: Will have time bonuses of 10, 6, & 4 seconds for 1st, 2nd, and 3rd places

Criterium Finish: Will have time bonuses of 10, 6, & 4 seconds for 1st, 2nd and 3rd places

CENTERLINE RULE The Paskenta RR roads are open to traffic. Obey and respect all police officer, official, and staff requests. Please keep the race safe and remain to the right of the centerline. If no painted centerline marking exists, riders must keep to the right side of the road at all times. Riders off the back of their field should comply with California Vehicle code and ride as far to the right as practicable.

TEAMS All riders of a given team must wear identical jerseys in all stages. The leader's jerseys,

national and state jerseys are the exception.

Men’s P/1 and Women’s P/1/2/3 must designate a Team Manager to represent the team at the Team Managers meeting, and act as a point of contact with the Race Commission and promoter.

JUNIORS All Juniors are subject to gear restrictions in all races. All junior riders must complete a pre-RR rollout located at the staging area. Only riders that had an in- race wheel change are required to complete a post-RR rollout.

MISHAPS IN FINAL 3K OF STAGE: USAC Rule 3H6c(ii): A rider who suffers a mishap in the last three kilometers of a road race stage or after free laps have ended in a criterium stage shall be given the same finish time as the riders he was with at the time of the mishap, provided that the mishap was observed by a race official. The rider shall be given his actual place across the finish line, or last in the stage if he is unable to cross the line.

DOPING CONTROL By using a USA Cycling license, you agree to know and abide by the applicable rules and regulations of USA Cycling and the UCI, including the anti-doping rules and procedures as set forth by USADA, the UCI or WADA and that you agree to submit to any drug test organized under the rules by the UCI, USA Cycling, USADA, or the official anti-doping authority of a foreign country where you are competing.

RACE NUMBERS Each rider will be given two (2) bib number. DO NOT CUT, FOLD, WRINKLE or ALTER NUMBERS!

JERSEY NUMBER POSITIONS All riders MUST WEAR BOTH bib number for all stages,

INCLUDING the Time Trial. Failure to follow proper number placement will result in the following penalties:

• 1st Offense $20 Fine

• 2nd Offense $35 Fine

• 3rd Offense Disqualification

Numbers must be worn on the lower part of the jersey just above the jersey pocket and along the side seam.

JAKROO LEADER’S JERSEYS: The overall General Classification leader, Sprint leader as well as Young Rider leader are required to wear the official Leader’s jersey for that competition except during the TT. In order to be declared the winner of any competition/category the rider must finish all four stages. If a rider holds multiple jerseys simultaneously, the General Classification Jersey takes precedence over the Sprinter Jersey.

YELLOW LEADER’S JERSEY (all categories) The GC leader must wear the Jakroo Yellow Leader’s Jersey for every stage except during the TT. G.C. is covered in USAC 3H4(c) - tie breaking in order of priority is: 1. Fractions of a second from TT 2. Sum of the stages 3. Place in the final stage.

WHITE YOUNG RIDER JERSEY (Men’s Pro/1 & Women’s Pro1/2/3 only) The best placed U23 GC rider for each applicable category must wear the Jakroo White Young Rider Jersey for every stage except during the TT. U23 is defined as any rider whose current USAC racing age is 22 and under. For the 2018 Chico Stage Race p/b Sierra Nevada Brewing Co. a U23 will be defined as any rider with a racing age of 22 or under.

GREEN SPRINTER JERSEY (Men’s Pro/1, & Women’s

Pro1/2/3 only) The Sprint Points Competition leader must wear the Jakroo Green Sprinter Jersey for every stage except during the TT. No sprinter points will be awarded in the TT. Points classification tie breaks are covered by rule 3H4(d)(iii): In the event of a tie in the general individual classification by points, the following criteria shall be applied in order until the riders are separated: 1. Number of stage wins; 2. Number of wins in intermediate sprints counting for the general classification on points 3. General individual classification by time.

Sprinter Jersey Points will be awarded at the finish and "Hot Spots" of each stage based on the table below. For the Thunderhill Circuit Race, Hot Spot points will be awarded on laps 2, 4, 6, & 8 at the Start/Finish. For the Paskenta Hills RR p/b Jakroo, points will be awarded at the finish line during the first lap and the finish. We will also be including three separate hot spot sprints in the Downtown Criterium. Hot Spot sprints will be at laps 6, 12 & 18.

PRIZES/PODIUM PRESENTATIONS (5-Deep Podium!) All prizes will be available at the prize tent in the Chico City Plaza during the Downtown Criterium on Sunday. Jersey’s and Trophies will be handed out at the podium presentations for each stage. Podium schedules will be available at the sign-in area of each event and will be emailed the previous night to race participants. You must be present at your podium ceremony to be eligible to receive prize money! Please respect the podium and wear your team kit!

DIRECTIONS/LOCATION Thunderhill Raceway is located west of Willows, CA. From I-5 Willows, CA take Hwy 162 West 6 miles towards Thunderhill Raceway Park. Located at 5250 Hwy 162, Willows, CA. The new 2-mile long course is on the backside of the hill from the larger course.

PARKING Please follow the signs for directions on where to park for the new course. Please follow parking attendant directions and respect the 10mph speed limit.

INFORMATION/PACKET PICKUP Opens at 7:10am at the Thunderhill Raceway. Packets will be available 1 hour prior to the start of each category’s race. Registration closes 15 minutes prior to the start of each category. This is the first stage of the Stage Race for the Pro/1, Cat 2, W Pro1/2/3, 35+ 1/2/3, 55+ 1/2/3/4 & Cat 3 only. Other categories may choose to do the optional Thunder Hill Sampler.

SPRINT POINTS (Pro/1 & Women Pro1/2/3 only) Sprint points will be awarded at the Start/Finish on laps 2, 4, 6, 8, & at the race Finish.

FREE LAP rule is not in effect.

WHEEL SUPPORT ‘Wheel-in, wheel-out’ wheel support will be provided. Please return all wheels immediately after your race ends.

WARMING UP Paddock Speed Limit = 10mph. No fast riding in driveway, parking lot, or paddock. Absolutely no warming up on the track! Warm-ups on Hwy 162 not encouraged. Trainers/rollers recommended.

Stage Two: Paskenta Hills Road Race p/b Jakroo

SATURDAY – March 17, 2018 STARTS

LOCATION Start location is at Paskenta Park. Take I-5 to Corning and go 25 miles west on Corning Rd to Paskenta. Follow signs to parking/registration.

PARKING There is limited parking in Paskenta Park and only if it’s dry enough to drive into the field. You may also park on Toomes Camp Road. We were not able to rent Paskenta Hall this year, so please leave a bit of extra time for parking. NO PARKING AT PASKENTA HALL THIS YEAR!!! Parking at Paskenta Hall will result in race disqualification!!

Please follow the parking directions of volunteers!

Absolutely NO parking on the Race Course. Absolutely NO parking at the Finish line.

INFORMATION/NUMBER PICKUP/SIGN-IN Sign-in and registration will be located at Paskenta Park. You may walk or bike to the park. Sign-in and registration will be available 1 hour prior to the start of the first race of the day and closes 15 minutes prior to the start of your category. This is the first stage for 35+ 3/4, Cat 4/5, & Women 4/5.

COURSE DESCRIPTION A 45 mile loop with several rollers, excellent to fair pavement and approximately 4 miles of the famous Paskenta gravel. There is 1,500ft of climbing per lap. Starts in town of Paskenta near the community park and uses these roads in a clockwise loop: Paskenta Rd, Corning Rd, Black Butte Rd, Tapscott Rd., Newville Rd, Round Valley Rd. Finish line located at top of hill on Round Valley Rd ½ mile from starting line. 3K to go will be clearly marked. The course is open to traffic. Centerline rule is in effect. Be cautious at the corners and on the gravel. Resilient tires recommended!

COURSE HAZARDS Please exercise caution when traveling through the town of Paskenta. The course is open to traffic. Watch for slow moving vehicles. The gravel can be deep in some sections and corners.

FEED ZONE The feed zone will be located on Tapscott Rd/Black Butte Rd right before it merges onto Newville Rd (just after the short rollers at approximately 25 mi mark). See map located next page for details. Feeders must stay on the shoulder and feed only from the right side of the road. We will do our best to provide neutral water support but be prepared to bring extra water. NO unauthorized feed zones! Please make sure you leave nothing behind and jettison water bottles in the feed zone only. When feeding is over, please do not drive in the opposite direction of the course. *HAMMER FEED ZONE-- At start the short climb after exiting the gravel, look for the Hammer Nutrition Neutral Feed Zone to help you ride strong on your second lap.

WHEEL SUPPORT “Wheel-in, wheel-out” wheel support will be provided for all fields.

We are always in need of volunteers to drive wheel support. We will reimburse fuel costs for anyone wishing to help drive neutral wheel support at the RR. Please contact [email protected] to volunteer.

We will do our best to provide neutral wheel support to everyone. The 2-lap fields will be given priority. Be prepared, bring your own flat repair kit. All follow vehicles will be wheels in/wheels out. This means if you flat, you only get a wheel if you put one in. Vehicles may become neutral (meaning anyone can have a wheel) if there is a surplus of wheels. It is your responsibility to check with your follow vehicle before your event. If you received a spare during the race, please be considerate and return it immediately following the race. Campy or other special requirements - bring your own wheels!

Wheel drop off - Take spare wheels to the follow vehicles located just next to the Sign-In table at least 30 minutes before your race. Vehicles will be marked. Post race wheel pickup - Wheels will be returned to the same location as drop-off. Please pick up your wheels immediately following your race. Do not expect them to be transported to the crit. The Chico Stage Race, sponsors, officials and volunteers are not responsible for any equipment left at race. Team mechanical support- Teams may post mechanical support staff at the end of the gravel to provide spare wheels and bikes if necessary.

SPRINT POINTS (Pro/1 & Women Pro1/2/3 only)

Sprint points will be awarded both laps at the finish line area.

IMPORTANT We use this course courtesy of the Town of Paskenta, Tehama County and Glenn County. Please be respectful.

Stage Three: River Road Time Trial

DO NOT PARK AT THE START or FINISH AREA!!!

SUNDAY – MARCH 18, 2018

LOCATION: The time trial start is located just outside of Chico at the intersection of Chico River Rd and Miller

Ave .25 miles away from the parking area at Rosedale Elementary School. Please drive carefully and watch for cyclists on the roadway. Roads are open to traffic. Obey all traffic laws. (See map for details) http://ridewithgps.com/routes/2075764

PARKING/BATHROOMS: Parking and bathrooms will be located at Rosedale Elementary School on Oak

Park Ave. Additional parking is located on Santa Clara Ave. DO NOT park on private property or in front of homes! Racers are encouraged to warm up on trainers at the downtown criterium area where there are ample parking locations/bathrooms. The start is only 1.5 miles from the criterium.

COURSE DESCRIPTION: The course is open to traffic. For your safety, please stay to the far right side of the

road. The start line is located right at the intersection of Chico River Rd and Miller Ave. The course is approximately 10 miles point to point and consists of two 90-degree right hand turns. Chico River Rd, River Rd, W Sacramento Ave with finish line just before Glenwood Ave. The roadway has a good shoulder. The terrain is flat and fast with two minor bridge crossings and a good road surface. The course will be well marked with arrows, marshals at the start, both turns and finish line (see map for details). TT Finish/Return: Turn right on Bidwell Ave immediately after the finish. Ride 1.3 miles to Rose Ave and turn right. Take left onto Chico River Road. This will take you back to the start.

WHEEL SUPPORT Is not provided during the TT and team cars are NOT permitted to follow racers.

WARM UP The course is closed to warm-up session after 8:00am. We recommend warming up either at Rosedale Elementary School or at the Downtown Criterium which is just over a mile from the TT start.

VEHICLES The only vehicles permitted on the course are officials and race staff. A sweep vehicle will be available to pick up stranded riders. A course marshal will be monitoring the TT throughout the day. NO TEAM VEHICLES ALLOWED ON THE COURSE!

MECHANICALS If you experience a mechanical in the TT you can wait for the sweep vehicle to pick you up. Do not ruin a wheel or endanger yourself or others by riding. You will be given a slower time for the day and will be allowed to start the Criterium/finish if mechanical is immediately reported to and verified by the TT official located at the finish. Please report stranded racers to officials @ TT finish so we can dispatch a support vehicle.

TIME TRIAL STARTS/RESULTS TT Start Times are dependent on the number of racers registered and cannot be determined in advance. Category Start Order will be as follows:

Cat 3 8am, 35+ 1/2/3, Cat 2, P/1, W 1/2/3, W 3/4/5, Cat 4/5, 35+ 3/4, 55+ 1/2/3/4. Start times will be emailed to all riders following completion of the road race. Rider start times will be posted online at www.chicostagerace.com and Chico Stage Race Facebook Saturday afternoon following the road race and will also be available at the official’s tent at the TT Start and Criterium HQ. Results will be livestreamed this year by One2Go Event Services available at http://livelynxresults.com/. Results will be posted throughout the day at the Chico Downtown Criterium Race Headquarters. Restarts will be allowed at the discretion of officials. NO CHANGES or SUBSTITUTIONS!

PROTESTS NO protests regarding time will be accepted at the time trial course. Only mechanical failures will be evaluated. Protests regarding time trial times must be directed to the Chief Judge who will be located at the Criterium all day.

DO NOT TALK TO OR INTERRUPT THE TIMERS!

SPRINT POINTS will not be awarded during the TT.

WARM UP without a trainer can be performed on Liberty Ln, Lone Pine and Elk Ave just South of Chico River

LOCATION: Downtown Chico on W. 4th St. and Broadway at the Chico City Plaza.

PARKING is available around the course on city streets in valid parking spaces.

SPRINT POINTS (Pro/1, & Women Pro1/2/3 only) Sprint points will be awarded on laps 10, 20, 25, & at the Finish.

WHEEL PIT will be ‘wheels-in/wheels-out’ & will be located near the Start/Finish line.

SIGN IN will be located behind the Start/Finish trailer near the start line.

FREE LAP rule is in effect. Riders with a mishap may not re-enter the race in the final 8 laps, but will be given

the time of the group that they were with.

LAPPED RIDERS Riders in danger of being lapped may be pulled and given a pro-rated time. This is at the

discretion of the race officials.

RESULTS will be posted to the side of the trailer at the Start/Finish line. Results will also be emailed

immediately to all race participants following each stage. Results will also be posted to twitter at https://twitter.com/One2Go_Results and updated instantly via www.livelynxresults.com.

AWARDS CEREMONY Times will be posted at rider registration and emailed to all athletes. Riders must be

present at ceremony to collect prizes. Primes can be collected throughout the day at Prize tent. We will do our best to provide final results/podiums by the times listed below.

COURSE DESCRIPTION:

The criterium course is a flat L-shaped 1Km course. It is traversed in a counter- clockwise direction. Mostly good smooth/smooth pavement with wide roads. The finish line is approximately 125 meters after the last corner. http://ridewithgps.com/routes/2075773
