IntroductionBerthoud is a community known for its quaint downtown, TPC Colorado at Heron Lakes golf course, and a rapidly growing residential base. With its quaint downtown, ample quality development opportunities located along the I-25, U.S. 287 and SH 56 corridors and business friendly environment, Berthoud has become a destination for people and businesses. Because of these amenities, the growth in the economy and recent policy decisions, Berthoud has become one of the fastest growing communities on the Front Range. According to the U.S. Census, Berthoud grew 72% between 2010 and 2017. This recent growth has generated increased interest in attracting additional retail, commercial and industrial development.

For Berthoud to continue to be an attractive residential community and provide the services that the residents have come to expect, the Town must continue to be a welcoming business friendly community that supports the retention of our existing businesses and the attraction of new business development. With most of the Town’s revenue generated from sales tax and the majority of our residents working out of Town, it is imperative that the Town have a sustained strategy to retain and attract retail, commercial and industrial businesses in order to generate revenues to support the needs and wants of an increasing population.

This plan sets the strategy as to how the Town will go about retaining and attracting business development. As indicated, new or expanded businesses are necessary in order to increase sales and use tax collections, which fund Town services. Maintaining and improving Berthoud’s quality of life is central to these efforts. The Town collected research from a community and market assessment, looking at the town’s assets as well as its strengths and weaknesses; market forces and our competition; and a targeted industry analysis; to support the creation of an action plan that positions Berthoud for the best chance of achieving the goals identified in the plan.

Finally, business development requires the cooperation and assistance of all the Berthoud staff and our many partners. Working with staff and our partners to achieve the desired outcomes will ultimately enhance Berthoud’s quality of life and continue to make it a desired location to live, work and do business.

Recognizing that a considerable amount of work has gone into preparing the community for growth, this Strategic Plan takes this work and our assets into account to develop a targeted economic development strategy focusing on the retention and attraction of quality businesses.

Planning for the FutureBerthoud has been and continues to plan for its future. For several years, the staff have been planning for a future that recognizes the importance of being prepared to accommodate our existing and future development opportunities while also being able to provide the services that our residents deserve and expect. A considerable amount of thoughtful planning has gone into addressing our infrastructure and community needs. For example, our treatment plants for water and wastewater, along with our collection and distribution systems (pipes), were upgraded thereby increasing capacity and our ability to accommodate new development. Funding was received to add a center turn lane and bike lanes to CR 17 and a third southbound lane, beginning at SH 56, on I-25 (the “Berthoud Hill”). The Town was able to acquire and set aside 450+ acres of land for recreation and open space and currently the Town is in the process of developing a Park Master Plan and a Mountain Avenue Corridor Overlay Plan.

Industry ConcentrationsThe chart below shows the industries in the Bethoud region as measured by total employment size (the bigger the bubble, the larger the industry in terms of employment). The x axis shows employment growth (the further to the right on the graph, the more growth), and the y axis shows location quotient (the further up in the graph, the higher the location quotient (LQ). LQ is a valuable way of quantifying how concentrated a particular industry, cluster, occupation, or demographic group is in a region as compared to the nation. It can reveal what makes a particular region “unique” in comparison to the national average.

The following guidelines are used to evaluate the LQ:

• LQ > 1 indicates a significant employment concentration compared with the nation.

• LQ = 1 indicates that the region’s employment concentration is equal to that of the nation.

• LQ < 1 indicates that the region has less of an employment concentration compared with the nation.

The dotted red line on the graph represents the location quotient equal to 1.2 to easily identify the bubbles that are above this demarcation.

The Berthoud region has a strong industry concentration (LQ greater than 1.2) in the following: Information, Agriculture, Food Manufacturing and Wholesale Goods. Professional, Science and Technical, Oil and Gas, Healthcare Practitioners/Technical and Support, and Retail, all of which are higher in concentration that the US average. Though Information has had negative growth (-12%) over the past 5 years, the industry in the Berthoud region still has a location quotient advantage at 2.93. 65% of the jobs in these categories are in these 8 industries.

Target Industry ClustersIndustry clusters are geographic concentrations of interconnected businesses, suppliers, and institutions associated with a particular industry. They are typically identified and developed around the following comparative advantages: traditional knowledge and skills retained in a geographic area, natural resources linked to a geographic location or technology resources associated with universities and research centers (Silicon Valley).

The Berthoud Region job and industry concentrations support a number regional industry cluster prominent in the Denver metro and Northern Colorado region. Given Berthoud’s strategic position for industries and occupations, target industries cluster that best fit the Berthoud Region are as follows:

Advanced Agriculture and Technology

The Berthoud region is a uniquely positioned with significant assets both in the innovation and design of new technologies and the manufacturing and production of products and agriculture. The region has a diverse existing concentrations of Advanced Agriculture and Technology firms in crop production, data storage, electronics manufacturing, fabricated metal product manufacturing, and related research and development.

Advance Manufacturing

Manufacturing makes up one of the largest and fastest-growing industries in Northern Colorado. The region produces a wide range of products including wood, chemicals, plastics, machinery, and fabricated metal, as well as electrical components and transportation equipment. Northern Colorado’s manufacturing workforce is made up of adept talent from engineers to project managers. The NoCo Manufacturing Sector, with support from public-private partnerships, is focused on driving the future success of the industry through talent development and community engagement by creating centers for improved business to business (B2B) communication and collaborative research.

Beverage Production

Companies in the beverage production cluster manufacture malt beverages, wines, distilled liquors, bottled drinks, and ice products. The beverage production cluster supports business activities in several other industry sectors including agriculture, energy, and bioscience as similar production processes and raw materials are used. Though not specifically included in this cluster, ancillary services such as bottle and can manufacturing are readily available in the region. The Berthoud Region has a strategic advantage with a very high concentration of Breweries in the region.

Bioscience

The biosciences are a diverse group of industries and activities with a common link—they apply knowledge of the way in which plants, animals, and humans function. The sector spans different markets and includes manufacturing, services, and research activities. By definition, the biosciences are a unique industry cluster and are constantly changing to incorporate the latest research and scientific discoveries.

Healthcare, Wellness and Science

This cluster includes both direct and indirect healthcare services. Direct healthcare services include care provided in hospitals, physicians’ offices, nursing homes, offices and clinics of a variety of other healthcare providers, and various other outpatient and ambulatory care settings. These industry sectors include health insurance carriers, pharmaceutical companies, medical equipment producers and manufacturers, civilian and military medical education, biomedical research organizations, residential care and social service providers, and a variety of related endeavors. The Berthoud Region has strategic advantage in the Health Care Services, particularly Health Practitioners, Hospitals, Medical and Diagnostic Laboratories and Psychiatric and Substance Abuse Services.

Information Technology

Businesses providing custom computer programming services, prepackaged software, computer integrated systems design and other computer related services. The cluster represents one of the strongest future growth industries throughout the United States.

With easy access to Denver and the Denver International Airport and situated between CU and CSU, Fort Collins and Boulder and I-25 and U.S. Highway 287, it draws from two dynamic markets as well as the north Front Range. With its roots in agriculture (dating back to the 1800’s) and a vibrant manufacturing sector, the Town has grown into a residential destination and manufacturing center.

Berthoud has over 2,000 acres and twenty sites that provide opportunities for all types of development. Sites range in size from one acre to the 1,600-acre Wilson Ranch mixed use development. Strategy & Action PlanStrategy: Support the retention and expansion of existing businesses.

Action Plan:

Continue to promote a business-friendly climate in order to retain and expand business investment.

Advocate for a positive business climate locally and statewide through EDCC (Economic Development Council of Colorado) and CML (Colorado Municipal League) who monitor state legislation and take action when necessary to maintain a positive business climate.

Periodically review Berthoud’s policies, land use regulations with the Town Administrator and Community Development Director to ensure they consider the impact on business development activity in the community.

Continue to work with the Community Development Department to ensure a timely and predictable permitting process.

Serve as the ombudsperson for Berthoud businesses voicing their plans and concerns to the Town Administrator and other departments when appropriate.

Business Retention It is generally accepted that at least 80% of all new jobs created in any community are generated by businesses already located in the community. In addition, the cost of retaining a business is far less than the cost of attracting a new business located outside the community. With the competition for new jobs and investment fierce among states and communities, it is extremely important for the community to be supportive of its existing businesses. Education & WorkforceEducation

Education is a critical factor considered by businesses and residents when making location decisions. Many businesses, particularly in professional fields, seek locations where a higher than average share of the population has a bachelor’s degree or higher. The presence of higher education institutions and college students also provides a competitive edge to some communities. Residents like to know that there are continuing education opportunities available. Businesses often require training for current employees and an existing pipeline of graduates to fill vacancies in the future. Berthoud is fortunate to be within commuting distance of a number of higher education institutions including Aims Community College, Colorado School of Mines, Colorado State University, Front Range Community College, Northern Colorado University and University of Colorado at Boulder.

Berthoud has a larger portion of residents who have some college or an associate degree than Colorado as a whole. However, it has a smaller population with graduate and professional degrees than Larimer County as a whole.

Workforce

Access to talent is one of the most critical factors in site location decisions. During the 1990s Berthoud experienced fairly rapid growth rates, outpacing both the county and state. From 2000 to 2010, Berthoud’s population growth rates slowed significantly, however, from 2010 to 2017 they grew faster than both the county and state with an estimated 8,993 residents in 2017. Our 72% growth from 2010 to 2017 rank Berthoud the fastest growing community on the Front Range.

Infrastructure(Product Development)

Adequate public infrastructure is essential to retaining and attracting business and ultimately to the health of the overall economy.

Berthoud’s commercial services and centers are generally located along primary transportation corridors (including SH 56, U.S. 287 and I-25), which connect the community to neighboring Loveland and Longmont as well as points farther north and south. The Town’s industrial and employment use are concentrated in Town along the 1st and 2nd Street corridor with potential additional industrial development adjacent to I-25 off County Road 7.

Commuting Patterns

According to TIP (Theory Into Practice) Strategies in their Labor Market Profile prepared for the City of Fort Collins, in 2014, Larimer County was a net exporter of labor. About 7,000 more residents left the county for work than commuted into the county, which indicates a mismatch between the skills residents have and the jobs employers need filled.

The Community Patterns diagram shows that in Berthoud, according to the U.S. Census, less than 10% of the jobs (orange) are held by residents and 90% of the jobs are held by people who live outside of the town.

Action Steps:

With Berthoud Community Development and Public Works Departments review the public infrastructure in the commercial, office and industrial areas identifying any inadequacies and develop a plan to address deficiencies.

Continue to actively support the expansion of I-25 by participating on the I-25 Coalition, Fix I-25 Business Alliance and supporting the efforts of the NFRMPO.

Explore the possibility of utilizing URA’s and TIF to facilitate development in certain areas of the community.

The primary consequences of this net export of jobs span a reduction in daytime population to longer commuting distances, which have implications on tax revenues, quality of life and the environment. Also, a look at selected characteristics of commuters by type indicate that commuters out of the community tend to have higher wages and are less likely to work in the service sector than those that live and work in the community. According to The Guardian (2017), when choosing an employer, 47% of workers said location, location, location. Location is becoming the dominant driver for workers in the tight US labor market.

Berthoud residents work primarily in Larimer (34%), Boulder (28%), Weld (14%) and Denver (6%) Counties, and a much larger portion of the laborforce lives in Berthoud than is needed to fill the jobs within town limits. Less than 10% of Berthoud’s resident laborforce works in Berthoud.
