DAEP BASICS

What is the Secondary DAEP? The Secondary Discipline Alternatve Program provides a safe and nurturning learning environment for Houston ISD students who are temporarily removed from their campus as a disiplarny action for an offense, according to Chapter 37 of the Texas Education Code. Under TEC§37.006(d) and (I), scholars, who are at least

6 years of age on the date an offense is committed, may be removed to a DAEP, for a time period that is determined by the local Scholar Code of Conduct.

Mission: The Secondary DAEP provides a safe and structured learning environment using customized approaches, empowering students to demonstrate purpose, understanding, respect, responsibility, and engagement.

Vision: We are the standard for developing Global Graduates as they learn how to manage challenges adaptively, build transformative relationships, and self-advocate in a pro-social way.

School Hours: 9:45 a.m. – 3:20 p.m. School starts promptly at 9:45 a.m. Attendance will be taken during the second instructional hour. Official ADA attendance is taken at 11:30 a.m.

Scholar Expectations

• Participate in class to maintain passing grades in all classes

• Follow teacher and campus Rules and CHAMPS Expectations

• Behave responsibly, safely and respectfully on the HISD bus

• Be respectful to all DAEP faculty and staff

• Be respectful to fellow DAEP scholars

• Successfully complete placement days assigned

Scholar Restrictions and Trespassing

Placement at DAEP includes restrictions. Scholars are NOT permitted on any other HISD property at any time during their placement. Scholars cannot participate in any extracurricular activities.

Student Dress Code

Shirts Middle School – Dark Blue High School – Black

• Short-sleeved, collared, standard polo-style, without emblems, logos, accent, etc. in proper size; no exposed midriff.

• Only the top two (2) buttons may be left unbuttoned

• Only one, white undershirt may be worn underneath; and undergarment must not be visible

Pants

All Grade Levels – Khaki style (tan, blue, and black only)

• Must be plain khaki material (no denim, corduroy, sweat pants, painters’ pants, joggers, cargo pants, yoga pants or jeans of any color and no 5th pockets)

• Must fit properly, be worn at the waist, and not be tight nor revealing; no holes, frays, slits, or tears; no elastic cuffs and no rolled up pants legs

• Pants pockets must be able to be pulled out

• No additional clothing may be worn under the required pants

Belt A belt must be worn at all times, appropriately sized and must passed through all belt loops; be solid dark brown or black (free from brads, decorative buckles, symbols, letters, numbers, etc.).

Outerwear All grade levels Solid black, gray or navy sweatshirts

• (no patterns or prints) Solid black, gray or navy jackets

• (no patterns or prints)

• Plain sweatshirts and jackets only. No hoods, buttons, emblems, or logos of any kind.

• To be worn at all times over uniform shirt with collar visible; not be tied around the waist, nor worn around the shoulders, nor carried.

Must be appropriately worn so that the uniform shirt is visible at all times. Caps/Hoods are not permitted inside the school building.

Shoes • Tennis shoes with the original laces, remain fully laced, tied, and securely fastened at all times; free of

inappropriate graphics/writing.

• No opened-toed shoes, flip flops, croc type, slippers, high heels, wedges, flat slip-on, boots, etc.

• Socks must be solid color, on at all times and free of inappropriate designs.

• May wear black, brown, or colorless ties to secure hair back only. No ornamental hair accessories (i.e. colored hair ties, hair bows, scarves, ribbons, barrettes, extensions with metal clips, bobby pins. etc.).

• Hair and eyebrows must be free of shaved and dyed designs.

• Tattoos must be covered before entering the building, and remain covered at all times with clothing or neutral colored band aids.

• No jewelry of any kind.

• No purses, wallets, make-up bags, book bags, and backpacks.

• Make up and finger nails must be minimal and conservative in color, design, and length.

• No lip balm, perfume, etc.

• No sunglasses, cosmetic contacts, lanyards, gloves, or headgear (i.e. caps, hats, headbands, do-rags).

Not permitted: Visible facial piercings, exposed tattoos, un-natural hair colors and gang paraphernalia.

Special Notes The administration reserves the right to determine the appropriateness of the scholar’s dress attire and/or determines if dress attire distracts the learning environment. FREE DRESS may be used as an incentive, but will require approval from Principal.

Contraband Items listed below are NOT allowed at DAEP:

• Jewelry

• Backpacks, purses, or makeup bags

• Make-up, Chapstick, cologne, brushes, etc.

• Cans or pump sprays

• Gum, candy, etc.

• CDs, DVDs, flash drives, computer disk, etc.

• Tobacco products, matches, lighters, rolling paper

• Gang-related items

Cell phones Cell phones are to be checked in during security processing and will be returned to the student at the end of the day. Students are not allowed to carry their cell phones, or any technology, with them into the school.

Confiscation

Items above will be confiscated and the appropriate disciplinary action will be taken. Staff members will not hold items for scholars. School personnel will not be responsible for confiscated items. If a student does not turn in their cell phone during security processing, the cell phone will be confiscated. Cell phones require a parent/guardian pickup. An administrative fee of $15 will apply to scholars who have not complied with the cell phone policy. Jewelry and electronic devices will be returned to the scholar at the end of their placement. All other prohibited items WILL NOT be returned to the scholar.

Electronic Devices/Cell Phone Usage Electronic devices should be left at home, Students are not allowed to carry their cell phones, or any

technology, with them into the school.

School Nurse and Clinic Parents must transport all medication (prescription and/or non-prescription) to and from the clinic in the original containers and complete the required medical form which is available from the nurse. All medications must be kept in the clinic. Scholars are not permitted to have medication in their possession. The school nurse provides medical services in the event of illness or injury occurring during the day. If the Nurse believes the Scholar should go home, the Scholar’s parent/guardian will be notified by the nurse or school official. No Scholar may leave school grounds for an illness or injury without the nurse’s or Administration permission. Any pertinent health information should immediately be provided to the nurse so that she may be of assistance in matters concerning scholar health. The school nurse is responsible for checking scholar’s immunization records. Any changes to the scholar’s immunizations record should be given to the nurse.

Transportation

HISD Bus service is available for ALL scholars. Scholars are not allowed to drive their vehicles to the campus. During the school day, a scholar will only be released to an authorized person who presents a valid ID and is listed on the scholars’ enrollment. If you do not want your child to ride the bus home on a particular day, you must give notify the office by 1:00 p.m. HISD transportation is a privilege. You child must behave safely, respectfully and responsibly on the bus to continue to have access to HISD transportation. If your violated the bus policy, your child may lose their transportation privileges.

SAFETY ABOVE ALL ELSE

Scholar to Scholar Contact DAEP scholars are expected to respect the boundaries, personal space, and feelings of their fellow scholars. Scholars are not allowed to touch one another in any manner. This includes handshakes, high fives, hugs, bumping, hitting, slapping, or any other kind of physical contact, scholars who violate another’s personal space are subject to points loss, discipline class, or other consequences. Scholars are also expected to converse in a civilized manner and use appropriate language always. Profanity, slang, and other objectionable or offensive terms are prohibited. Use of inappropriate language can result in point loss, assignment to discipline class, or other consequences. Scholars are expected to respect the personal space. The hula hoop is the imaginary circular space around a person to describe “personal space.” DAEP has a diverse population. Every scholar, staff member, and visitor will be treated with the highest degree of respect. Racial, ethnic, or religious bias or discrimination will not be tolerated. Acts of discrimination should be reported to a staff member immediately.

Prohibited Gang Behavior Gang or gang related behaviors are prohibited. These behaviors include and are not limited to: threats, intimidation, wearing or displaying colors, throwing signs, conversations, graffiti or artwork, “fronting, tagging, mean mugging, mad-dogging,” physical marking, physical altercations, and certain ways of wearing clothing. Use of any gang style lettering is expressly forbidden, as in use of all symbols associated with gangs. Continued gang behavior will be grounds for removal from the program. Disciplinary actions will be taken against scholars who engage in gang related behavior on campus.

Drug-Free School DAEP is a safe and drug-free school. Alcohol and drugs are considered threats to the growth and development of scholars. The use and possession of illegal drugs and alcohol will not be tolerated. Any scholar caught with alcohol or selling/using drugs on campus will be charged. HISD Police and search dogs will be on school grounds without notice.

Cafeteria The school cafeteria staff provides scholars with nutritional breakfast and lunch options. Parents/guardians/scholars are not permitted to bring-in/drop-off outside food.

Closed Campus Policy DAEP is a closed campus which means scholars are not permitted to leave campus on their own. Scholars are permitted to leave in the company of a parent/guardian or at the discretion of the principal. Permission is restricted for emergencies and/or medical reasons only. A parent/guardian must sign their child out in the front office when leaving. Scholars may not leave campus once they have arrived in the morning, regardless of whether they walk to school, car pool, or arrive via bus transportation.

Contacting the School or Contacting Your Student: If parents need to contact the school or their student during the school day, they may call the main office at 713-556-4988. Parents should not call or text their children because they will not have access to their communication devices during the school day. Parents may leave a message to be delivered to their student. Please call before 2:30. After 2:30, school staff will not be available to deliver messages.

Entrance/Exit Procedures Every morning all scholars will exit the bus ramp and/or parent drop off area and proceed to their designated grade level arrival location and remain in their designated areas until they are dismissed by an administrator. Scholars arriving from the bus will be greeted by two staff members at the curb and will have their names checked off upon debarking. Scholars and other buses will remain in place. Once scholars exit the bus, they will be escorted (no more than 10 at a time) along the path towards the metal detectors. They will then be handed off to another staff member to enter the building and proceed to the search and security processing check point. Two security check points will exist at the Secondary DAEP. One will be located at the main entrance and the other will be at the bus ramp entrance. Each scholar will get searched. Scholars will be dismissed first by route.

During afternoon dismissal high school teachers are expected to escort bus riders in a single file line to the cafeteria and proactively monitor. High School scholars are to promptly report to their assigned bus route area. During afternoon dismissal middle school scholars will be released from their last period. Dismissal monitors will escort scholars by class to the bus area. At 3:20 p.m., teachers are expected to escort car riders and walkers in a single file line to parent pick-up area.

Scholar Referral Center The Scholar Referral Center (SRC) is a comprehensive program designed to provide behavioral support for scholars who are identified as disruptive or who have issues with discipline. SRC was developed on the belief that scholars, who are removed from the classroom setting will ultimately suffer educationally because of a loss in time on task. The Scholar Referral Center targets disruptive and inappropriate behaviors, identifies replacement behaviors, and provides the opportunity for practice of appropriate behaviors across school settings, while continuing to receive academic instruction in all four content areas.

SRC may be used as an alternative to out-of-school suspension when administrators feel there is sufficient cause to warrant allowing the scholar to remain at school. Scholar’ assigned to SRC spend their time separated from the student body, under the direct supervision of the SRC Coordinator. SRC is used in cases of truancy, disrespect to school personnel, foul/vulgar language and serious disruptive behavior. While in SRC, scholars are required to complete assignments that will be sent to their teachers. This work will be used for class credit.

PROCEDURES and POLICIES

Behavior Tracking The Secondary DAEP is committed to building a safe school and positive culture. Kickboard plays a key role in our systemic efforts to create a positive culture and improve student behavior and academic achievement. Kickboard helps teachers focus on and reinforce the behaviors we most want to see in our scholars. Every period, every day, teachers will use the Kickboard tracker to rate students on the 4 Success Skills: 1) Engagement/Actively Listening, 2) Respect Toward Peers and Adults; 3) Use of Appropriate Communication; and, 4) Impulse Control. Additionally, at the request of administration, teachers are to give “Kickboard Love”, if students are demonstrating the appropriate behavior. This is an intermittent celebration to reinforce a specific behavior. Teachers may also give up to one demerit a period for the following negative behaviors: 1) Elopement, 2) Bullying, and 3) Multiple Disruptions. Kickboard points will be used to earn “good time” toward an early release and other incentives.

School Attendance and Punctuality Attendance is officially taken at 11:30 a.m. Please ensure that your child is present at that time. Attendance is essential and necessary for scholars’ academic and behavioral success. When scholars are absent unnecessarily, valuable instruction time is lost, assignments are missed, academic progress declines, and relationships with peers and teachers diminish. Excessive absences may result in failing grades and a delay in completing the program. If a scholar is absent they should bring a note from the parent, doctor, or court to verify the reason for the absence. Excessive absences can result in loss of credit for class. The automatic phone system will call if your scholar was absent for one or more classes. If the scholar leaves campus without permission before, during or after school, the scholar will not be permitted (unless approved by and administrator) to return to the campus unless accompanied by a parent/guardian. Missing class is a serious

matter and disciplinary actions taken include parent contact, SRC, and referral to the courts for violation of the mandatory school attendance law. Missing any portion of class is counted by the courts as a whole day of truancy.

Tardies To maximize your learning, you are expected to arrive at school on time on a consistent basis. If you arrive at school after 9:45 a.m., you should report to the Grade Level Office for a permit and report to class immediately.

Make-Up Assignments The scholar is expected to ask all teachers for make-up assignments. The scholar will be given three days to turn in makeup work. If a scholar is absent three (3) or more consecutive school days, the parent/guardian may call the school office to obtain missed assignments. Each teacher is required to have a procedure for providing make-up work. Teachers may extend the time allowance for making up work missed if the specific circumstances of the situation merit such action.

Visitors Parents are always welcome, but for the safety of scholars and staff, all visitors are required to report to the main office. Visitors are not allowed to visit classrooms or move throughout the building unless authorized by the principal. An appointment to meet with teacher or principal can be arranged by calling the school’s front office receptionist 24 hours in advance (713) 556-4498. All approved visitors must provide their photo ID and will be provided with a pass that must be visible at all times. Visitors are not allowed during lunch time. Parent conference times will vary according to grade level team’s availability.

Moving/Change of Address It is important that parent/guardians keep their address and telephone number current in the school office. The school district and the DAEP staff will mail communications to the home address on file and will also call the most recent number to keep families informed of important news/information. Address and telephone updates can be made in the main office. Visit the main office or call: (713) 556-4988 to initiate updating your contact information.

Schedule Change Scholars are not able to initiate schedule changes. Schedule changes are only made when an error needs to be corrected, such as having 2 PE classes. If a student notices an error, they may ask their teacher to notify their counselor.

Grade Reporting System DAEP has six grading periods. At the end of the third week, scholars will deliver their progress reports to their parents/guardians. At the end of the sixth week, scholars should present their report cards to their parents/guardians. Parents can log on to the Houston ISD webpage and sign up for Parent Student Connect which provides access to grades, attendance, progress reports, and assignments.

Conduct

The standards of conduct are as follows: "E" Excellent - Attitude is positive and characteristic of a good citizen

"S" Satisfactory - Behavior is generally good. "P" Probationary - Behavior is poor and in need of improvement. Before a "P" is assigned, the teacher is

required to make parent contact by phone or conference. "U" Unsatisfactory - Behavior and cooperation is not satisfactory and the scholar is subject to disciplinary action.

Before a "U" is assigned, the teacher is required to make parent contact by phone or conference and to notify the grade level Assistant Principal

Honor Roll To be eligible for the Honor Roll scholars must fall into one of these two categories:

• All A Honor Roll o Scholar makes A’s in all classes on report card

• A/B Honor Roll

o Scholar makes no more than two B’s on report card

o All remaining grades must be A’s

Physical Education The physical education department provides scholars with a variety of activities that promote good health. Scholars must be prepared to participate in P.E. activities as required.

Technology/Internet Use

High school students must return their school issued laptops to their high school if they did not do so when they withdrew. Scholars will have numerous opportunities to access the Internet. Inappropriate use of the Internet and/or computer hardware and software will result in discipline and/or the loss of access to computers. Scholars should never access or download games or unauthorized software.

Restrooms

Restrooms can be found in each grade-level wing and outside the cafeteria. Scholars should not loiter in the restrooms. During assigned restroom break, scholars should enter the restroom and exit as soon as possible to make room for other scholars who may need to come in. For health reasons, food should not be taken into the restrooms. Scholars should dispose of any trash in the appropriate receptacle. If a scholar is unable to participate in P.E. for any reason, he/she must provide the nurse with a note from a parent/guardian stating the reason the scholar cannot participate. This note will be honored for two class periods if written by a parent. A doctor must write a note if a scholar needs to be excused for more than two class periods. The note should be given to a floor monitor to deliver to the nurse.

Field Trips

At the discretion of the school, DAEP scholars may participate in a variety of learning adventures on and off campus. All rules that apply on campus will be enforced on all field trips. Scholars with an excessive number of absences or who exhibit poor behavior may be prohibited from participating in a field trip.

Fire Drills Fire drills will be conducted periodically. Scholars should take each fire drill seriously and follow all directions given by their teacher. At the sound of the bells, scholars should move quickly to the appropriate exit. Once

outside the building, scholars should remain with their teacher. When clearance is given, teachers will lead their scholars back to the class to continue the learning process.

As the parent of a DAEP scholar, it is my responsibility:

➢ to ensure my child adheres to the DAEP dress code

➢ to ensure my child does not bring jewelry or other contraband to school

➢ to send my child to school on time each day, prepared and to remain for the entirety

of the school day

➢ to monitor and support my child’s academic progress and encourage their efforts

➢ to collaborate with staff members concerning any problems that affect my child

➢ to schedule appointments and parent check-ins with Counselors when I have a

concern

➢ to attend all required parent meetings/conferences

➢ to notify the school of all address and/or phone number changes

➢ To ensure that my child follows the school rules and expectations in order to protect

the safety, interests, and rights of all individuals in the classroom and on campus
