2018-1 The New Mexico Driller Greetings everyone, Hope this letter finds all of you doing well. Once again we are off to a very dry start to the year. The meteorologist are promising a good monsoon season. Hopefully we will get some good rains. We have been keeping an eye on the Texas-New Mexico lawsuit. We will keep you informed as this continues to unfold. Please remember the new rules and regulations that have been in place with the state engineer office and tag your new wells with the tag they have provided for you. The recent class for the ES-10 electrical license for Pump installers was a success. There are more installers getting their license in place. If you have not passed your test yet, you may only come to the top of the well with your pump cable and an licensed electrician must wire anything from that point on. We continue to hold test prep classes to help you pass this test. Take advantage of this for yourself and your employees. We are looking holding another class this winter. The Fall meeting will be in Las Cruces this year. Come down get your CEU’s, put together a team for the golf tournament and join us for our annual dinner and auction. IN MEMORY

Donald Eugene (DE Don) Pearson of Farmington New

Mexico passed away on Monday April 16 2018 after a

long illness He was born July 12 1926 in Etna Nebraska

to Alvin and Ester Pearson and lived to be 91 years old

Growing up on a farm in the Sand Hills of Nebraska

he developed a strong work ethic and enjoyment of

the outdoors After graduating from Arnold High School

in 1944 as a star basketball player he married his

sweetheart Veneda F Westman on October 13 1946

and shared 71 years of marriage He worked in wheat

combining farming and ranching and was given an

Agricultural Deferment from the US Armed Services He

also worked with the Soil Conservation Program

In 1953 he and Veneda moved to Sidney NE where he

starting working with Schlumberger Oilfield Services as

an operator They were transferred to Cody WY and then

Rock Springs WY where he successfully completed field

engineer training They then settled in Farmington NM in

1967 After 22 years with Schlumberger he retired as a

senior field engineer having made lifelong friends

In 1977 Don and Veneda founded Southwest Geophysical

Services a wireline surveying business which they

owned and operated for 27 years The business primarily

served the Four Corners and Phoenix AZ areas and then

expanded into the Rocky Mountain States with coal gas

oil uranium and water exploration Don was a member

of the Civitan Club and served on the Board of Directors

for the NM Ground Water Association Don enjoyed

raising our daughters He was always ready to take them

hunting and fishing He taught them how to change a tire

and check the oil They were allowed to use his tools as

long as they put them back where they found them

Don was blessed to be raised in a Christian home was

faithful to attend church regularly and enjoyed singing in

the choir With an outgoing personality he would never

hesitate to stop in and visit a neighbor or strike up a

conversation with a stranger

Don is survived by his wife Veneda and daughters

Donna (Ed) Shuler of Placentia CA Kathy (Richard)

Nelson of Farmington Phyllis Henrie of Farmington and

Deborah (Paul) Atkins of Big Sky MT brothers Stan

Pearson Arnold NE Jim (Arlene) Pearson Helena

MT and sister Joan (Louis) Schuster Callaway NE

one grandson four granddaughters and seven great

grandchildren He was also and role model to numerous

nephews and nieces

Donald will be laid to rest during a private burial

at Greenlawn Cemetery in Farmington A memorial

service will held at 1100 am Friday April 27 2018 at

Emmanuel Baptist Church 211 W 20th St with Pastor

Letrsquos just start by stating the obvious this year is going to be Hot and Dry

This week parts of our state have infamously reached exceptional drought status and a huge part of northern NM is in the less severe to extreme drought status After a very dry winter the Governor reconvened the statersquos Drought Task Force As the chair the State Engineer meets monthly with State and Federal agency experts addressing the droughtrsquos affect on issues related to water economy fire recreation health agriculture environment and drought education assisting the state with surviving the drought With surface reservoir levels below average and absent any spring precipitation watershed managers are stressing in anticipation of a high fire season Irrigation is going to be tough this year so you can expect this means more business for well drillers I will share some valuable resources that may help out

The OSE has updated the drought webpage as a one-stop resource for loads of information including NM reservoir conditions streamflow and snowpack data fire information and other drought resources httpwwwosestatenmusDroughtindexphp

Continually the OSE Water Use and Conservation Bureau provides NM specific Plant Lists a Fix-a-Leak Program WaterWise Building information and brings resources to individuals and communities on how to reduce their water use during these difficult times httpwwwosestatenmusDroughtwucphp

I often refer well owners to the National Ground Water Association page where they provide free classes on well operation well maintenance water quality and quantity It also provides drought advice to private well owners on deepening or replacing their well if their well is affected httpwellownerorggroundwaterdrought

The NM Environment Department also has information on water hauling when things get desperate httpswwwenvnmgovdrinking_waterprivate-wells

If you placed a call to Santa Fe recently for the Well Driller Program you have likely talked with Frank Scott Frank is currently handling everything regarding this program including licensing and complaints while I work on things in other areas Frank is a geologist and his experience in the field allows the agency to make thorough well inspections when needed We have been addressing construction violations sometimes on a daily basis The rule revision did not add many new construction requirements So it is disheartening when violations we are witnessing violate rules that have been in place for 13 years Most violations require a response within 30 days to avoid escalation

One of our agency responsibilities is to ensure that wells are constructed in a manner to protect the resource In 2016 a former well driller received several written reprimands from the OSE for construction violations requiring remedy That person decided that instead of fixing the issues they would allow their license to expire and never responded to those reprimands In March 2018 the OSE received a check for $5000 from CNA Surety Company paying out the Surety Bond held by the former driller as a penal sum for violating state law and New Mexico construction regulations If you are curious the money is directly deposited into the State of New Mexico General Fund the OSE does not benefit monetarily from this deposit We will continue to encourage well drillers to practice safe drilling comply with all regulations and adhere to industry standards

Letrsquos just start by stating the obvious this year is going to be Hot and Dry

This week parts of our state have infamously reached exceptional drought status and a huge part of northern NM is in the less severe to extreme drought status After a very dry winter the Governor reconvened the statersquos Drought Task Force As the chair the State Engineer meets monthly with State and Federal agency experts addressing the droughtrsquos affect on issues related to water economy fire recreation health agriculture environment and drought education assisting the state with surviving the drought With surface reservoir levels below average and absent any spring precipitation watershed managers are stressing in anticipation of a high fire season Irrigation is going to be tough this year so you can expect this means more business for well drillers I will share some valuable resources that may help out

The OSE has updated the drought webpage as a one-stop resource for loads of information including NM reservoir conditions streamflow and snowpack data fire information and other drought resources httpwwwosestatenmusDroughtindexphp

Continually the OSE Water Use and Conservation Bureau provides NM specific Plant Lists a Fix-a-Leak Program WaterWise Building information and brings resources to individuals and communities on how to reduce their water use during these difficult times httpwwwosestatenmusDroughtwucphp

I often refer well owners to the National Ground Water Association page where they provide free classes on well operation well maintenance water quality and quantity It also provides drought advice to private well owners on deepening or replacing their well if their well is affected httpwellownerorggroundwaterdrought

The NM Environment Department also has information on water hauling when things get desperate httpswwwenvnmgovdrinking_waterprivate-wells

If you placed a call to Santa Fe recently for the Well Driller Program you have likely talked with Frank Scott Frank is currently handling everything regarding this program including licensing and complaints while I work on things in other areas Frank is a geologist and his experience in the field allows the agency to make thorough well inspections when needed We have been addressing construction violations sometimes on a daily basis The rule revision did not add many new construction requirements So it is disheartening when violations we are witnessing violate rules that have been in place for 13 years Most violations require a response within 30 days to avoid escalation

One of our agency responsibilities is to ensure that wells are constructed in a manner to protect the resource In 2016 a former well driller received several written reprimands from the OSE for construction violations requiring remedy That person decided that instead of fixing the issues they would allow their license to expire and never responded to those reprimands In March 2018 the OSE received a check for $5000 from CNA Surety Company paying out the Surety Bond held by the former driller as a penal sum for violating state law and New Mexico construction regulations If you are curious the money is directly deposited into the State of New Mexico General Fund the OSE does not benefit monetarily from this deposit We will continue to encourage well drillers to practice safe drilling comply with all regulations and adhere to industry standards

IN MEMORY

Donald Eugene (DE Don) Pearson of Farmington New

Mexico passed away on Monday April 16 2018 after a

long illness He was born July 12 1926 in Etna Nebraska

to Alvin and Ester Pearson and lived to be 91 years old

Growing up on a farm in the Sand Hills of Nebraska

he developed a strong work ethic and enjoyment of

the outdoors After graduating from Arnold High School

in 1944 as a star basketball player he married his

sweetheart Veneda F Westman on October 13 1946

and shared 71 years of marriage He worked in wheat

combining farming and ranching and was given an

Agricultural Deferment from the US Armed Services He

also worked with the Soil Conservation Program

In 1953 he and Veneda moved to Sidney NE where he

starting working with Schlumberger Oilfield Services as

an operator They were transferred to Cody WY and then

Rock Springs WY where he successfully completed field

engineer training They then settled in Farmington NM in

1967 After 22 years with Schlumberger he retired as a

senior field engineer having made lifelong friends

In 1977 Don and Veneda founded Southwest Geophysical

Services a wireline surveying business which they

owned and operated for 27 years The business primarily

served the Four Corners and Phoenix AZ areas and then

expanded into the Rocky Mountain States with coal gas

oil uranium and water exploration Don was a member

of the Civitan Club and served on the Board of Directors

for the NM Ground Water Association Don enjoyed

raising our daughters He was always ready to take them

hunting and fishing He taught them how to change a tire

and check the oil They were allowed to use his tools as

long as they put them back where they found them

Don was blessed to be raised in a Christian home was

faithful to attend church regularly and enjoyed singing in

the choir With an outgoing personality he would never

hesitate to stop in and visit a neighbor or strike up a

conversation with a stranger

Don is survived by his wife Veneda and daughters

Nelson of Farmington Phyllis Henrie of Farmington and

Deborah (Paul) Atkins of Big Sky MT brothers Stan

Pearson Arnold NE Jim (Arlene) Pearson Helena

MT and sister Joan (Louis) Schuster Callaway NE

one grandson four granddaughters and seven great

grandchildren He was also and role model to numerous

nephews and nieces

Donald will be laid to rest during a private burial

at Greenlawn Cemetery in Farmington A memorial

service will held at 1100 am Friday April 27 2018 at

Emmanuel Baptist Church 211 W 20th St with Pastor

Letrsquos just start by stating the obvious this year is going to be Hot and Dry

This week parts of our state have infamously reached exceptional drought status and a huge part of northern NM is in the less severe to extreme drought status After a very dry winter the Governor reconvened the statersquos Drought Task Force As the chair the State Engineer meets monthly with State and Federal agency experts addressing the droughtrsquos affect on issues related to water economy fire recreation health agriculture environment and drought education assisting the state with surviving the drought With surface reservoir levels below average and absent any spring precipitation watershed managers are stressing in anticipation of a high fire season Irrigation is going to be tough this year so you can expect this means more business for well drillers I will share some valuable resources that may help out

The OSE has updated the drought webpage as a one-stop resource for loads of information including NM reservoir conditions streamflow and snowpack data fire information and other drought resources httpwwwosestatenmusDroughtindexphp

Continually the OSE Water Use and Conservation Bureau provides NM specific Plant Lists a Fix-a-Leak Program WaterWise Building information and brings resources to individuals and communities on how to reduce their water use during these difficult times httpwwwosestatenmusDroughtwucphp

I often refer well owners to the National Ground Water Association page where they provide free classes on well operation well maintenance water quality and quantity It also provides drought advice to private well owners on deepening or replacing their well if their well is affected httpwellownerorggroundwaterdrought

The NM Environment Department also has information on water hauling when things get desperate httpswwwenvnmgovdrinking_waterprivate-wells

If you placed a call to Santa Fe recently for the Well Driller Program you have likely talked with Frank Scott Frank is currently handling everything regarding this program including licensing and complaints while I work on things in other areas Frank is a geologist and his experience in the field allows the agency to make thorough well inspections when needed We have been addressing construction violations sometimes on a daily basis The rule revision did not add many new construction requirements So it is disheartening when violations we are witnessing violate rules that have been in place for 13 years Most violations require a response within 30 days to avoid escalation

One of our agency responsibilities is to ensure that wells are constructed in a manner to protect the resource In 2016 a former well driller received several written reprimands from the OSE for construction violations requiring remedy That person decided that instead of fixing the issues they would allow their license to expire and never responded to those reprimands In March 2018 the OSE received a check for $5000 from CNA Surety Company paying out the Surety Bond held by the former driller as a penal sum for violating state law and New Mexico construction regulations If you are curious the money is directly deposited into the State of New Mexico General Fund the OSE does not benefit monetarily from this deposit We will continue to encourage well drillers to practice safe drilling comply with all regulations and adhere to industry standards

One of our agency responsibilities is to ensure that wells are constructed in a manner to protect the resource In 2016 a former well driller received several written reprimands from the OSE for construction violations requiring remedy That person decided that instead of fixing the issues they would allow their license to expire and never responded to those reprimands In March 2018 the OSE received a check for $5000 from CNA Surety Company paying out the Surety Bond held by the former driller as a penal sum for violating state law and New Mexico construction regulations If you are curious the money is directly deposited into the State of New Mexico General Fund the OSE does not benefit monetarily from this deposit We will continue to encourage well drillers to practice safe drilling comply with all regulations and adhere to industry standards

Letrsquos just start by stating the obvious this year is going to be Hot and Dry

This week parts of our state have infamously reached exceptional drought status and a huge part of northern NM is in the less severe to extreme drought status After a very dry winter the Governor reconvened the statersquos Drought Task Force As the chair the State Engineer meets monthly with State and Federal agency experts addressing the droughtrsquos affect on issues related to water economy fire recreation health agriculture environment and drought education assisting the state with surviving the drought With surface reservoir levels below average and absent any spring precipitation watershed managers are stressing in anticipation of a high fire season Irrigation is going to be tough this year so you can expect this means more business for well drillers I will share some valuable resources that may help out

The OSE has updated the drought webpage as a one-stop resource for loads of information including NM reservoir conditions streamflow and snowpack data fire information and other drought resources httpwwwosestatenmusDroughtindexphp

Continually the OSE Water Use and Conservation Bureau provides NM specific Plant Lists a Fix-a-Leak Program WaterWise Building information and brings resources to individuals and communities on how to reduce their water use during these difficult times httpwwwosestatenmusDroughtwucphp

I often refer well owners to the National Ground Water Association page where they provide free classes on well operation well maintenance water quality and quantity It also provides drought advice to private well owners on deepening or replacing their well if their well is affected httpwellownerorggroundwaterdrought

The NM Environment Department also has information on water hauling when things get desperate httpswwwenvnmgovdrinking_waterprivate-wells

If you placed a call to Santa Fe recently for the Well Driller Program you have likely talked with Frank Scott Frank is currently handling everything regarding this program including licensing and complaints while I work on things in other areas Frank is a geologist and his experience in the field allows the agency to make thorough well inspections when needed We have been addressing construction violations sometimes on a daily basis The rule revision did not add many new construction requirements So it is disheartening when violations we are witnessing violate rules that have been in place for 13 years Most violations require a response within 30 days to avoid escalation
