A. Pre-Emptive Evacuation
1. A total of 14,383 families / 56,346 persons were pre-emptively evacuated in Regions I, II, III, CALABARZON, and CAR.
B. Flight Cancellation
1. The flights 5J 101 and 5J 102 going to and from Manila – Guam – Manila were cancelled on 11 September 2018 due to bad weather.
2. Flight M8 711 and 712 bound to Manila-Busuanga-Manila was cancelled on 12 September 2018.
C. National Disaster Risk Reduction and Management Council
1. NDRRM Operations Center (NDRRMOC)
a. The alert status at the NDRRMOC was rasied from WHITE to BLUE ALERT effective 5:00 PM, 10 September 2018, and from BLUE to RED ALERT effective 8:00 AM, 11 September 2018.
b. Conducted Pre-Disaster Risk Assessment (PDRA) Core Group Meeting for TY “MANGKHUT” (I.N.):
On 3:00 PM, 10 September 2018 with NDRRMC member agencies and stakeholders (DOST-PAGASA, DILG, NEDA, NAMRIA, DOTr, DICT, DPWH, DOH, DepEd, NEA, DENR-MGB, BFP, PNP, PCG, AFP, PIA, PRC, NTC, SMART, GLOBE, ABS-CBN, PDRF, and OCD NCR) and RDRRMCs I, II, III, CALABARZON, MIMAROPA, VIII, X, XI, and XII (via video-conference).

Continuous monitoring and dissemination of Severe Weather Bulletins, Weather Advisories, 24-hour Public Weather Forecasts, Gale Warning, and other advisories to all RDRRMCs/OCDROs through SMS, facsimile, and official social media websites for further dissemination to their respective Local Disaster Risk Reduction and Management Councils (LDRRMCs).

2. Office of Civil Defense (OCD)
a. Established three (3) teams composed of six (6) personnel equipped with Satellite Phones, BGAN and Fly Away VSAT on standby for deployment to support voice and internet requirements of possible areas that may be affected.
b. Coordinated with OCDRO’s 1, 2, 3, CAR, CALABARZON and MIMAROPA to ensure that all of their emergency communication equipment (Satellite Phones, BGAN and VSAT) are operational.
c. Coordinated with Satellite Service Provider to provide one (1) technical support engineer to assist the ETC Deployment Team and ensure operational readiness of all VSAT equipment installed at OCD Regional Offices.
d. Prepositioned Rapid Deployment Team (RDT) composed of SRR, Emergency Telecoms, IMT, and RDANA in Air Force City Inn Clark Air Base, Mabalacat City, Pampanga. SRR Air Operations is also prepositioned in Villamor Air Base, Pasay City:

3. Philippine Atmospheric, Geophysical and Astronomical Service
Administration (DOST-PAGASA)
a. Provided updates on the possible track of the said weather disturbance during the meeting on 10 September 2018, 12 September 2018, and 13 September 2018.
b. Continuously disseminating Weather Forecasts, Thunderstorms Advisories, Flood Bulletins, General Flood Advisories, and Tropical Cyclone Advisories.
4. Department of Interior and Local Government (DILG)
a. Continuous dissemination of information/advisories to all concerned DILG Regional Offices (ROs) regarding the weather disturbance thru text and email.
b. Directed all concerned DILG ROs to take proactive measures in the impending disaster.
c. Continuous monitoring of reports from affected DILG Regional Offices and LGUs of preparedness actions based on Operation L!STO protocols.
d. Continuous dissemination of the MGB list to the DILG provincial and city offices with identified barangays which have high to very high susceptibility to floods and rain-induced landslide within the next 72 hours based on PAGASA GSM forecast.
e. Activated Disaster Monitoring and Reporting Systems effective 8:00 AM, 11 September 2018 of 11 DILG Regional Offices for TY “MANGKHUT” (I.N.) with enhanced Southwest Monsoon.
f. Established critical preparedness actions based on the Operation L!STO protocols, and prioritized prepositioning of supplies and equipment or response.
g. Issued additional advisory to all DILG Regional Offices for the activation of the Disaster Monitoring and Reporting System of DILG Regional Office NCR, CALABARZON, Regions VI and VIII.
h. Disseminated Critical Cyclone Track Chart (CCTC) for TY “OMPONG” to all DILG Regional Offices and other concerned.
i. Assigned DILG Designated Duty Officer at the NDRRMOC. j. Coordinated with DILG Regional Offices for the updates on the status of
pre-emptive evacuation and preparedness of LGUs.
5. Department of Social Welfare and Development (DSWD)
a. Operations Center is on Red Alert. b. The DSWD Central Office (CO), concerned Field Offices (FOs), and
National Resource Operations Center (NROC) have stockpiles and standby funds amounting to ₱1,579,599,449.33 with breakdown as follows:
Standby Funds A total of ₱816,513,280.10 standby funds in the CO and FOs. Of the said amount, ₱644,496,987.05 is the available Quick Response Fund in the CO.
Stockpiles A total of 360,455 Family Food Packs (FFPs) amounting to ₱644,496,987.05 and available Food and Non-food Items (FNIs) amounting to ₱710,825,555.00.

10. National Telecommunications Commission (NTC)
a. Directed all Regional Directors to prepare and test all their available HF and VHF radio communications equipment (operational status) and conduct a radio check to NTC-Central Office and other Regional Offices.

11. National Grid Corporation of the Philippines (NGCP)
a. Implemented the necessary preparations and precautions to minimize the impact of Typhoon “OMPONG” on transmission operations and facilities.
b. Ensures the reliability of communications equipment, availability of hardware materials and supplies necessary for the repair of damages to facilities, as well as the positioning of line crews in strategic areas, to facilitate immediate restoration work

12. National Electrification Administration (NEA)

13. National Power Corporation (NPC)
a. Activated all action plans and / or contingency plans; b. Stationed personnel of the flood operation team at various dam offices
and respective areas for the expected discharge warning operation. c. Continuous coordination with local officials and other concerned
agencies. d. Continuous dissemination of pertinent dam discharge warning
information / notices to the public and to concerned agencies. e. Conducted inspection of equipment and facilities required for the
operation of spill gates; power supply system including auxiliary generator, telecommunication systems, telemetering and warning systems including patrol vehicles, and stock materials including fuel.
f. Continuous intensive basin monitoring and analysis of hydrometeorological data from a variety of sources relative to the flood operation for efficient assessment of the current and forecasted situation affecting basin
g. Implemented the necessary measures to manage dam inflow and regulate outflow from the dam in order to avoid dam overtopping which might endanger lives and properties downstream.
14. Armed Forces of the Philippines (AFP)
a. Directed North Luzon Command (NOLCOM) and other units to prepare communications for Command and Control and SRR to assist RDRRMC/PDRRMC.

16. Philippine Coast Guard (PCG)
a. PCG Districts alerted all available Deployable Response Group (DRG), floating assets and prepared logistical requirements as necessary.
b. Coordinated with fishing industries/ local fishermen groups/ associations to advise their members/ fishermen not to go out at sea anymore or recall their members/ fishermen still out at sea.
c. Advised shipping lines to direct their ships to take shelter. d. PCG SAR Units are on standby for possible dispatch in affected areas. e. Headquarters Support Group (HSG) provided mobility to support any
emergency dispatch as necessary. f. Attended coordinating meeting with PPA and MARINA presided by DOTr

17. Philippine National Police – Communications and Electronics Service (PNP-CES)
a. Monitors all circuits/network to ensure continuous operation of communication system.
b. Placed communications van equipped with Emergency Telecommunications System such as Portable UHF Repeater, handheld radios, portable generator sets, satellite phones (if any) on standby ready for dispatch whenever needed;

E. Emergency Telecommunications
1. OCD
a. Organized three (3) teams composed of six (6) personnel on standby for deployment at Clark, Pampanga to support voice and internet requirements of possible areas that may be affected. The ETC team is equipped with the following equipment: • Two (2) – BGAN • One (1) - Fly Away (Very Small Aperture Terminal) VSAT • Three (3) - Satellite Phones • One (1) – Printer, 3 Laptops • Three (3) – Generator Sets (3KVA)
b. Coordinated with Satellite Service Provider to provide one (1) technical support engineer to assist the ETC Deployment Team and ensure operational readiness of all VSAT equipment installed at OCD Regional Offices.
c. Coordinated with all OCD Regional Offices and RDRRMCs to ensure that all of their emergency communication equipment (Satellite Phones, BGAN and VSAT) have sufficient balance and operational.
d. Activated videoconferencing capability at the NDRRMOC and RDRRMOCs for online collaboration.
e. Developed Emergency Telecommunications Cluster Communications Plan to provide strategic direction in establishing rapid communications between the NDRRMOC, Rapid Deployment Team, and OCD Regional Offices I, II, III and CAR.
f. Provided essential ICT technical support to the Incident Management Team for continuity of operations.
g. Secured all communications equipment to NDRRMC Humanitarian Resource Depot located at Haribon Clark Airbase.
2. Department of Information and Communications Technology (DICT
a. Provided emergency communications equipment at the NDRRMC-COC on standby deployment: • 1 pair of IP Radios • 10 units of Broadband Global Area Network (BGAN) • 10 units of VHF / UHF Dual Band FM Transceiver • 1 Unit Raytheon interconnect system • Installed HF radio at the NDRRM Operations Center with 2 personnel

4. AFP - CEISSAFP
a. Directed NOLCOM and other units to prepare communications for C2 and SRR to assist RDRRMC/PDRRMC.
b. Established HF radio communications at the NDRRM Operations Center. c. Ongoing installation of HF radio at NDRRM Operations Center.
5. National Telecommunication Commission (NTC)
a. Directed its Regional Offices to prepare and test all available HF and VHF radio communications equipment (operational status) and conduct a radio check to NTC-Central Office and other Regional Offices.
b. Directed Regional Offices to coordinate with all civic action and amateur groups in their area of responsibility relative to their Implementation Plan (Implan) and Operational Plan (Oplan) on the impending typhoon.
c. Directed to ensure that there are sufficient number of technical and support personnel and standby generators with extra fuel, tools and spare equipment in the areas forecast to be affected.
d. Directed to preposition mobile cell sites in the affected regions and these should be made ready for deployment anytime.
e. Directed to deploy “libreng-tawag” and free charging stations in the affected areas.
6. DSWD
a. DSWD RETT teams deployed: • Manual BGAN and GX Terminal - Tuguegarao City • Satellite Phone and Manual BGAN – Tabuk, Kalinga CAR • Satellite Phone, GX Terminal and Auto pointing BGAN – Luna, Apayao

a. Prepositioned technical teams for the restoration efforts for the facilities that might be affected.
b. Placed engineers on standby to perform on-site damage assessment of cell sites once safe.
c. Placed Emergency communication equipment on standby and ready for deployment upon request.
d. Prepositioned Communication on Wheels (COW) at Cauayan, Isabela.
F. Education
1. Department of Education (DepEd)
a. Coordinated with Regional and Division DRRM coordinators for the validated report on schools used as Evacuation Centers.
b. A total of 39 schools are being used as evacuation center. c. A total of 7,472 families with 27,048 individuals are staying in these schools. d. Continuous monitoring of class suspensions e. Coordination with SDO DRRM Coordinators. f. Released IEC materials to schools and divisions. g. Coordinated with DSWD, OCD, and other concerned agencies for the
potential use of schools as evacuation centers. h. Deployed two (2) staff in the 24/7 NDRRMC Operation Center. i. Deployed DepEd DRRMS staff in Clark, Pampanga for the conduct of
RDANA.
G. Search, Rescue and Retrieval
1. AFP
a. On Red Alert ready for deployment. b. Placed 8 SRR teams from PA and PAF on standby. c. Unified Commands to coordinate with local DRRM and other government
agencies. d. Directed UC and Major Services to report updates every six (6) hours. e. NOLCOM directed all DRTs of subordinate units to be placed on RED
ALERT. f. Alerted GHQ Mobile Kitchen teams to be ready for dispatch.

5. PCG
a. All Coast Guard District made coordination with their respective RDRRMC/PDRRMC and alerted available DRG for possible dispatched in affected areas.
b. Ongoing conduct of coastal patrol to warn and advise local fishing community and groups.
6. PNP
a. Activated all Disaster Response Team for possible deployment. b. Deployed 842 SAR personnel. c. Placed 12,231 SAR personnel on standby.
