T he Federal Planning Division is delighted to welcome you to the 22nd annual American Planning Association Federal Planning Division Workshop!

We’ve all heard the maxim that “the only constant is change,” and as planners, our role is to anticipate and analyze change and translate it into clear, practical guidance for the decision-makers we support. We must embrace change, and in order to embrace and understand the political, technological, and physical changes happening around us, we have to stay constantly in motion. We can’t afford to let our practice or knowledge get too stale or static, and we also can’t continue to do our job well if we stay too far in our comfort zone. In support of that notion, this year’s theme is “Federal Planning on the Move.”

We hope this workshop provides ample opportunity for participants to test ourselves, to learn about new changes and practices, and to keep our approach to federal planning fresh and relevant. We also hope that the program, packed full of presentations, mobile workshops, panel discussions, and engaging speakers, will inspire you to ponder and discuss questions like “Where are we going?” and “What’s next?”

We are looking forward to continuing to build relationships, furthering our understanding of critical issues, and recognizing the value and quality of the work that federal planners produce. We have a great opportunity in NYC to learn from and experience a great city, and with a workshop that is split between Manhattan and Brooklyn, we’re going to be quite literally “on the move” this week. We hope it’s rewarding and exciting for all.

TRACK 1: MAKING GREAT SPACES & PLACES

We are all doing great work out there, and this track allows us to present and discuss the latest in physical Federal facility planning. Presentations on new techniques and trends in facility planning at all scales – region, installation, area, site – are included from government and consulting planners working as a team. Innovation in planning ideas and new technology solutions to produce and communicate successful plans are included in these presentations. The geography of presentations is wide-ranging, but given the FPD Workshop location in NYC, we’ve encouraged sessions that address Federal facilities in urban environments.

TRACK 2: ENVIRONMENT, ENERGY & RESILIENCY

Environmental issues including renewable energy, natural resource protection, water quality and conservation, climate change, and sea level rise are predominant topics affecting today’s Federal plans. These issues are not going away despite possible changing priorities in the new administration. This track encourages presenters working on any of these issues to share their current planning ideas and work, as well as ideas on how to best address the environmental issues of the future. New York City has undergone significant recovery work after “Super Storm” Sandy that we can learn from, as well as other cities and Federal sites across the country affected by environmental change. Examples of effective environmental planning at any of these locations are included in this track.

ABOUT THE WORKSHOP

The 2017 Annual Federal Planning Workshop includes three session tracks to share information about Federal planning and allow opportunities to discuss new ideas and directions for Federal agencies and departments, as follows:

TRACK 3: TRANSPORT AND INFRASTRUCTURE

A major investment in infrastructure is potentially on the horizon. In addition, government at all levels is involved with encouraging alternative forms of transport in our plans and proposed development. This track provides opportunities to discuss these issues, and what we’re doing and expect to do in addressing the latest in infrastructure planning affecting Federal facilities and lands. In addition, how can we come to New York City and not get out and see some of what this great city has to offer? Reflecting our theme – Federal Planning on the Move – and associated with this track, we are including walking tours in Lower Manhattan and Brooklyn with group discussions on not just mobility topics but others such as historic preservation, security, resiliency, and current techniques in architecture, engineering and design.

Appointed in 2014 by Mayor Bill de Blasio, Commissioner Polly Trottenberg leads one of the nation’s largest and most diverse municipal transportation agencies, with 5,000 employees and a $14.5 billion 10-year capital plan.

Responsible for overseeing New York City’s roads, bridges, traffic and lighting operations, parking, passenger ferry service and bicycle and pedestrian infrastructure, Commissioner Trottenberg has maintained the agency’s strong focus on safety, equity, sustainability and economic growth. She has helped lead New York City’s Vision Zero traffic safety initiative to reduce roadway fatalities and injuries, with a focus on redesigning hundreds of city streets. Trottenberg has over 24 years of experience in the public sector, including most recently at USDOT, where she served as the

Under Secretary of Transportation for Policy and developed key initiatives for the Obama Administration, including the groundbreaking TIGER discretionary grant program.

OPENING PLENARYINTRODUCTIONJoshua Laird, CommissionerNew York Harbor National Parks, National Park Service

Joshua Laird is Commissioner of the National Parks of New York Harbor (NPNH), where he is responsible for the 10 national parks that surround New York City. Under his leadership, the Commissioner’s office enhances the identity, visibility and public support for these national park sites and promotes partnerships such as the groundbreaking Cooperative Management Agreement between the National Park Service (NPS) and City of New York. Other recent initiatives include the creation of a CUNY-led Science and Resiliency Institute for Jamaica Bay, and a partnership with the NYC Department of Education to establish the Stephen T. Mather High School for Building Arts and Craftsmanship. Prior to starting with the NPS, Commissioner Laird served for 21 years with the NYC Department of Parks & Recreation. As Assistant Commissioner for Planning & Parklands, he oversaw the Parks Department’s planning, land use, environmental, and real estate functions. During this time, Joshua was associated with a variety of significant park initiatives including the reclamation of the Bronx River, PlaNYC, and the creation of Hudson River Park, Brooklyn Bridge Park, the High Line, and Freshkills Park.

KEYNOTE SPEAKERMitchell Silver, CommissionerNYC Department of Parks and Recreation

Mitchell Silver became Commissioner of the New York City Department of Parks in May 2014. Commissioner Silver is also the immediate past president of the American Planning Association (APA). Mitchell is an award-winning planner with over 30 years of experience. He is internationally recognized for his leadership in the planning profession and his contributions to contemporary planning issues. As Parks Commissioner, Mitchell oversees management, planning and operations of nearly 30,000 acres of parkland, which includes parks, playgrounds, beaches, marinas, recreation centers, wilderness areas and other assets. Prior to returning to his native New York City, he served as the Chief Planning & Development Officer and Planning Director for Raleigh, NC. In Raleigh, he led the comprehensive plan update process and a rewriting of the development code to create a vibrant 21st century city. He was the Dunlop Lecturer in Housing and Urbanization at Harvard University, and in 2014 he was inducted into the College of Fellows of the American Planning Association.

Mitchell received a Bachelor’s Degree in Architecture from Pratt Institute in Brooklyn and a Master’s Degree in Urban Planning from Hunter College in NYC.

Burns & McDonnell and John Gallup & Associates, contracted through USACE-Louisville District, are currently updating the Eglin AFB Installation Development Plan and Downtown District Area Development Plan. Both efforts are driven by the vision of transforming the mid-20th century installation into a 21st century “NexGen” installation enabling cutting-edge Research Development Test & Evaluation (RDT&E) programs and Team Eglin missions to produce war-winning capabilities for the warfighter.

UNMANNED AIRCRAFT SYSTEMS: CHALLENGES AND OPPORTUNITIES FOR STATES AND LOCAL GOVERNMENTSSESSION 2.1 - GSA ROOM HMike Branum, NAVFAC SoutheastDaniel Friedenzohn, Embry Riddle Aeronautical UniversityIan Joyce, Ecology and Environment

Prevalent availability and use of unmanned aircraft systems (UAS) have placed this technology at the forefront of policy discussions. In 2016 FAA released Part 107 for civilian and commercial use of UAS. States and local governments have since enacted regulations (many subject to preemption) of their own to protect citizens and infrastructure, including airports. Unauthorized UAS activity is on the rise. Operations around aircraft and airports is dangerous and illegal. A planning approach is needed to identity practical state and local policy solutions to address unauthorized UAS activity.

Franklin Park, an urban park within the National Park Service (NPS), occupies an entire city block of about 5 acres along the K Street corridor in downtown Washington, DC. NPS, with its partners, the District of Columbia Office of Planning (DCOP) and the District of Columbia Downtown Business Improvement District, successfully completed a vision and transformation plan for Franklin Park. The plan was developed to transform Franklin Park into a premier active, flexible and sustainable urban park connected to its community while enhancing the historic and urban qualities of the park.

JB MDL has a long history of providing military training space for a variety of units from throughout the DoD. These missions rely on cooperation, communication, and compatible land use to ensure public health, safety, and welfare, as well as enable military training and readiness. To support these goals the Air Force’s ICEMAP program includes the development of a Compatible Land Use Strategy (CLUS). This session will discuss the GIS analysis used to inform the JBMDL CLUS, which is expected to be used to expand the base’s Readiness and Environmental Protection Integration (REPI) program. By expanding on JBMDL’s REPI planning efforts, a GIS multi-criteria evaluation model was developed for the CLUS to innovatively evaluate over 96,000 parcels surrounding the installation. This comprehensive and efficient planning level analysis successfully assessed mission priorities and identified high-priority parcels and associated land use strategies for compatibility. The results were used to identify real estate and non-real estate opportunities, as well as potential encroachment partnering actions. The CLUS approach is flexible to various planning level scenarios and is suitable for initial land use compatibility assessments at a local and regional scale.

How can we help non-planners weigh these factors, too, in more than 500 decisions each year?

GSA, the Federal Government’s landlord, needed data to inform location decisions nationwide. From this need, and through a partnership with the EPA’s Office of Sustainable Communities, a new tool, the Smart Location Calculator (SLC), was born. The tool is fully operational and available for use by federal agencies and the public, alike.

In this session, attendees will learn how public real estate agencies (federal and state) are using the SLC to evaluate the performance of their facility locations to inform their site decisions, and why that matters to regional economic development, the environment, and social equity. They’ll also learn how the SLC is being used to change behavior regarding facility site selection, track improvements over time, and incentivize fully-informed decisions.

The DoD Facility Business Governance Board has authorized the transition from the desktop application to a Web-Based System that integrates use and control of enterprise GIS, real property, and explosives safety data with geospatial analysis of criteria and automated workflow for project review and approval. This effort will transition the explosives safety planning process from reliance on installation level desktop analytics and manual update of the data to a Joint Service Planning Tool using enterprise data and automatically routing review and approval of proposed work to the appropriate officials across the Services. The increased reliance on enterprise data improves the accuracy of the reviews, but increases the requirement to integrate explosives safety requirements into all aspects of facility engineering processes, data gathering requirements, and enterprise system designs. This transition will require partnering with the Services Facility Engineering community to design the new system. This approach also shows promise as a wider planning tool that can automate any geospatial based procedural planning process.

There is no question that our National Park Service units are extraordinary places. NPS manages more than 400 units, including nearly 13,000 miles of roads, 1,500 bridges, 130 transit systems, and countless miles of trails. Visitation to NPS units has been rising dramatically in recent years, leading to a series of transportation challenges. Creative transportation solutions, often outside of NPS properties, are needed to ensure safe and sustainable visitation to the Parks.

This session will provide an overview of how the NPS is approaching transportation planning and infrastructure management in light of limited funding. We will examine current NPS transportation planning projects in the Northeast Region, such as:

• Improved public transit and non-motorized access to Gateway National Recreation Area, an underutilized urban park in New York City;

• Regional-scale assessment of transportation asset exposure to sea-level rise and storm surge, including climate change impacts; and

• Parking Data Sharing System for the Cape Cod National Seashore to reduce congestion and illegal parking/beach erosion, and increase visitor enjoyment of the Park.

To close the session, community planners from the NPS and U.S. Department of Transportation will share transferable lessons learned and best practices for transportation planning on federally-owned lands.

The nearly 200 million acres of public lands managed by the U.S. Forest Service (FS) are susceptible to wide-ranging climate change impacts in every region of the country. In addition to impacts that directly affect its lands, such as an increase in wildfires and tree mortality due to drought and higher temperatures, climate change also poses impacts to the roads, bridges, and other transportation infrastructure needed to access and travel within FS lands. Although much work has been done to characterize climate change impacts to the forests themselves, less has been done to analyze impacts to transportation infrastructure in the forests.

FS and U.S. DOT Volpe Center staff have developed a guidebook to provide FS field staff with a process to assess and address climate change impacts on FS transportation assets in National Forests. The guidebook provides guidance relative to:

• Identifying vulnerabilities within the FS transportation network;

• Reducing transportation vulnerability to climate change; and

• Linking implementation opportunities to FS plans and programs.

This presentation will provide an overview of the guidebook, and a discussion about the field testing of the guidebook, which is scheduled for spring/summer 2017.

With an evolving federal landscape and increasing need to create safe secure environments, significant changes are taking place and the most effective plans succeed beyond these transitions.

Since 1988, the Administrative Office of the U.S. Courts has maintained a long-range facilities planning program for its 491 courthouses located nationwide; these courthouses and the additional facilities that support them total over 29 million usable square feet. The success of the 29 year old program and its qualitative and quantifiable methodology resulted in the 2016 Omnibus Bill for 10 courthouse projects totaling $1 billion. This panel discussion provides an overview of the program and instructs planners on how to develop a facility planning process for a large federal program, prioritizing capital projects, and the strategies used to get funding for our nation’s federal courthouses.

BREEZY POINT HOME ELEVATION DESIGN GUIDELINES : MERGING ARCHITECTURE AND URBANISMSESSION 2.7 - GSA ROOM HSusana Arissó, Louis BergerElizabeth Claassen, Goshow Architects

Flood prone communities are beginning to establish “elevation design guidelines”, as a user’s manual on how to raise buildings above base flood elevation, or the elevation to which floodwater is anticipated to rise during a 100-year storm event. The Breezy Point Home Elevation Study employed a novel approach on design guidelines for a unique coastal community, by focusing on urbanism as much as on architecture. Architectural Standards were modeled on the potential urban context of elevated homes, visualizing a set of Study Options to inform homeowners on how their choice of architectural standards will affect their neighborhood character, resulting in the Neighborhood Design Guidelines.

This is the first study of its type to merge architecture and urbanism. Other preceding home elevation guidelines focus primarily on the architecture of the individual home. Although adjoining properties are marginally considered in preceding reports, no consideration is given to the pedestrian experience on the streetscape, examining the potential impact on the street character after elevating homes on both sides of the street. This study provides results from visual exploratory research that informs homeowners on both architectural and urbanist impacting decisions – a study model so far unprecedented in this type of report.

The Department of Homeland Security was formed in 2002 and is currently made up of 22 separate agencies. When the Department formed, those agencies had existing offices and functions which generally remained in the same locations. Now it is time to look at the locations and functions of those agencies and develop a master plan to promote consolidation and efficiency while maintaining mission capability and preparing for future functions.

To do this the Office of Chief Readiness Support embarked on a study of the 12 metropolitan areas where DHS has the most presence to determine not only what to do with facilities, but how to effectively and efficiently address shared services to include facility management, motor pool, training, logistics and environmental. The Department began the study with an initial pilot in the Boston, Massachusetts area, a second in the Seattle area, and then held studies in 10 other cities with a last one currently taking place in Puerto Rico. Come hear how this agency is approaching efficiency to use lessons learned for your organization. We’ll also address what is happening with DHS in New York City.

Including climate considerations into decision processes reduces costs for mitigation and adaptation strategies. This is a two-part presentation that demonstrates the value of graphics as a critical communication tool to advance planning concepts and inform future project designs. Part 1 will explore how USAG Stuttgart Public Works staff needed a tool to help inspire stakeholders and generate discussion on the long-range development potential of Kelley Barracks. They wanted to communicate a variety of unconstrained development ideas to assist in illustrating the range of physical development possibilities with respect to design vernacular

while solving site-design issues. This presentation will demonstrate the value of high quality graphics to communicate complex development scenarios to drive focused discussion and collaboration on critical installation development issues. Part 2 will present how the USAF Global Strike Command, Barksdale AFB, and F.E. Warren AFB collaborated to create updated Installation Planning Standards to provide consistency in the built environment, establish a sense of place, and enhance the quality of life for Airmen, family members, and civilian personnel. The IPS documents were developed in collaboration with base community planners, architects and environmental planning staff. These new standards will apply to all new construction, renovation, maintenance, and repairs at each of the respective installations.

East Side Coastal Resiliency ProjectThe East Side Coastal Resiliency (ESCR) Project evolved from a winning Rebuild By Design (RBD) proposal known as the BIG U. The BIG U called for a protective system of various flood protection measures, including berms, floodwalls, and closure structures that would also provide social and environmental benefits to the community. The BIG U proposal included coordinated plans for three contiguous but separate waterfront regions called “compartments.” Each compartment would work together in a comprehensive resiliency vision to protect lower Manhattan residents, business, and infrastructure from extreme weather events. This mobile workshop includes a walking tour of the project along the East River Park waterfront and a presentation of planned design and resiliency features by project designers and NYC government representatives.

This year we’ve continued to progress our efforts to improve our awards program with an expanded jury, including members of our FPD Executive Committee. This year we’re also announcing a winner for FPD’s Rik Wiant Service and Leadership Award, Mr. Jerry Zekert from Headquarters, U.S. Army Corps of Engineers. This award recognizes an “FPD member or Federal employee who has contributed to federal agency planning in a substantial manner over a sustained period, as well as to the development and mission of FPD in general.” This award nomination has been submitted to and voted on by the FPD Executive Committee, and we’re pleased to recognize Jerry for his remarkable contribution to our profession and Division.

Lucian Niemeyer is the founder and owner of the Niemeyer Group, LLC providing strategic advisory and planning services related to federal programs and national security issues. Trained as an architect, Lucian served on the United States Senate Committee on Armed Services professional staff for 11 years providing expertise on a range of national security programs. He managed the military installations portfolio, providing oversight of the Base Realignment and Closure (BRAC) process, local community support programs, and privatization programs for military housing, utilities, and land management. RemarksFor decades, the Army has been faced with the need to address the future of approximately 650 military facilities across the United States. In 2013, the Army Reserve Installation Directorate (ARIMD) was mandated to create an investment strategy for the improvement or disposal of selected facilities, while establishing criteria and strategies for cost savings and efficiencies for existing installations. At the same time, the Army recognizes that there is a long-term need to develop new facilities in “strategic locations” to meet the challenges of changing populations across the country and changing military missions.

This very daunting challenge has been met in an excellent fashion by the establishment of a brand new process called the Facility Investment Strategy (FIS). The Strategy is contained in a written presentation that includes an unusually clear set of goals and objectives. It also outlines a methodological approach that includes a detailed and comprehensive vision plan with a broad array of stakeholders, a step that is perhaps unusual for a military planning process. The Master Planning Process is extensive and intensive and it is intended to result in the creation of a Guide to priorities for modernization of existing facilities as well as criteria for disposal of other facilities. In addition, the submission plan provides a coherent set of action plans within the master planning process which can be used to evaluate individual facilities while recognizing the need for mitigation options to offset the permanent changes in the facilities.

The written presentation for this very long-term and exceptionally complex plan is to be commended for the clarity and high quality of the writing, graphics and comprehensiveness of its recommendations and planning principles.

RemarksWhat stands out most about this plan is the extensive coordination that went into finding the “right” solution that appealed to the extraordinary list of stakeholders involved. Public meetings and presentations were highly effective because of NPS efforts to be all inclusive and cast the widest net possible to obtain input. Stakeholders engaged included about 450 agency representatives, political representatives, individuals and organizations, including six Community Boards, over 30 civic organizations, over 35 natural resource and environmental groups, several historical societies, more than 40 recreation associations, and other interested individuals. Among the Federal, state, regional and local agencies contacted were: Federal Emergency Management Agency; New York State Historic Preservation Office; Tribes /Tribal Historic Preservation Offices; National Oceanic and Atmospheric Administration, National Marine Fisheries Service; U.S. Army Corps of Engineers; U.S. Coast Guard; U.S. Environmental Protection Agency, Region 2; U.S. Fish and Wildlife Service; U.S. Geological Survey; U.S. Natural Resource Conservation Association and over a dozen state agencies. Use of phased implementation is a unique approach transferable to other projects. The importance of this approach is to allow for improved site conditions and ecological resilience as ecosystems recover and for the application of adaptive management measures over time. This approach considers multiple ecosystem and visitor use benefits and solves multiple engineering and community challenges.

RemarksThe U.S. Army Corps of Engineers was determined to fix their “dysfunctional” master planning guidance for lakes. The Whitney Lake Master Plan is a great example of how their new model succeeded and has become a template for future lake master plans around the country. The Corps adopted a new tool from the Texas Parks and Wildlife Department, the Wildlife Habitat Appraisal Procedure (WHAP). The wholesale change of methodology involved a three-day habitat assessment involving park rangers, many of whom are biologists. The process also closely integrated operations and maintenance staff to ensure a viable document. The 2016 Master Plan guides and articulates the Corps’ responsibilities pursuant to Federal laws to preserve, conserve, restore, maintain, manage, and develop the land, water, and associated resources. The 2016 Master Plan focuses on carefully crafted resource specific goals and objectives. It is a dynamic and flexible tool designed to address changing conditions.

RemarksThe National Park Service’s Paved Trails Study aims to enhance the public’s access to natural areas and cultural heritage in the capital region through the development of a regional trail network. The study represents the culmination of a 22-month study and includes 121 recommendations, 94 capital projects and 27 programmatic actions. NPS addressed the unique challenges facing the agency in the Washington DC area, where the trail network is heavily used by both recreational users and daily commuters in the city and crosses state, county and municipal boundaries as it winds its way throughout the region. To address these needs, the NPS planning staff conducted interviews and meetings with both NPS staff from within different park units and external stakeholders working for both local government and advocacy organizations.

The project is recommended for the honor award to recognize the strong long-term agenda for the NPS, the comprehensiveness of the study, the clear and concise report, and the ability to address the challenges that the NPS faces in the DC region.

The study was an 18-month master planning process for Texas and New Mexico facilities. The Corps of Engineers updated both the higher-level mission and vision statements for the JSC and developed specific detailed plans for the area and facilities. The project is commended for its focus and attention to detail in its sustainability and energy plans.
