Dr. Eugenio Duarte General Superintendent, Church of the Nazarene

Duarte was elected at the 27th General Assembly held in Orlando, Florida, USA, in 2009. At the time of his election, Dr. Duarte was serving as the Africa regional director for the denomination.

Prior to that assignment, he was the Africa West and French Equatorial field strategy coordinator, where he facilitated the expansion on the church into Sierra Leonw and the Réunion Islands and developed a strategy to enter Guinea Bissau. Duarte has also served as strategy coordinator for the Africa Lusophone Field, directing the

start of Nazarene work in Equatorial Guinea, and as strategy coordinator for Central Africa. Before this, he was a teacher and the director of the Seminario Nazareno de Cabo Verde (SNCV), superintendent of the Cabo Verde District, and pastor of the Porto Novo and Mindelo Churches of the Nazarene.

Duarte was born in Brava, Cape Verde, and accepted Christ under the ministry of the Church of the Nazarene at the age of 12. He received his call to preach shortly after his conversion, was mentored by his pastor, and was ordained by Orville Jenkins Sr. in 1981. He studied at SNCV and received his Master of Arts degree from Azusa Pacific University, California, USA. In 2012 he received his master’s degree in business administration from Northwest Nazarene University, Nampa, Idaho, USA. He was bestowed an honorary Doctor of Divinity by Africa Nazarene University in May 2006.

Dr. Duarte and his wife, Maria Teresa, moved from Johannesburg, South Africa, to the Kansas City area in the fall of 2009. They have three sons, Sergio, Francisco, and Richard, and two grandsons, Gabriel and Ben Amar.

Rev. Rollie & Julie Miller District Superintendent, Anaheim District

Rollie and Julie Miller have lived in Southern California for 15 years. They came to the Anaheim district from Oregon. Both Rollie and Julie grew up in Christian homes and became Christians as children. They spent their teenage years living just a few miles apart, but since they attended different churches, they didn’t meet each other until they were in college. They both graduated from Northwest Nazarene University—Rollie with a degree in theology and Julie with a degree in early childhood education.

After graduation, they moved to Kansas City where Rollie attended Nazarene Theological Seminary. Three years later, when Rollie completed his education, they packed up the U-Haul and headed back to the Northwest. They spent the next six years in Central Washington, where their daughter, Diandra, was born. Pastorates in Southern Oregon and the South Oregon coast were followed by a 10-year ministry in Cerritos, California. Rollie has been the Anaheim District Superintendent since February 2011.

While the Millers enjoy the California sunshine, they like a lot of other things too. Rollie loves basketball—especially when he gets to play. To the dismay of the rest of his family, who continue to be Portland Trailblazer fans, Rollie has become an avid Laker fan. He would like to go to more games—although Julie says he will have to go alone as she will never, ever, ever go. Ever. Fortunately they can agree on a baseball team, and Angels Stadium is their happy place...usually! Rollie enjoys SCUBA diving and has a Master Diver’s certification. He has earned his black belt in Tae Keuk Won. They also enjoy reading, playing with their dog, riding Segways, and playing Pokémon Go together.

In December 2012, with the birth of Julisabel Violet to their daughter and son-in-law, Rollie and Julie became enthusiastic "picture-showing, can't get enough of her" grandparents. When Noah Emmanuel came along in July 2015, well, let's just say their iPhones suddenly needed more memory for even more photos! And then, Jesse Rolland arrived in 2017, which means grandparenting has suddenly become a team sport!

Rollie and Julie love Jesus, each other, their families, and the people of the Anaheim District. They feel blessed and honored that God has called them to serve in this place. Every year, it is exciting to see how God has been working all across this district, and we can hardly wait to see what new things are coming!

NMI President’s Report 2016-2017

Reverend Miller, delegates and friends of this Assembly; This is an exciting year. The Nazarene Church is officially in 162 world areas. This year our church entered Singapore (Asia-Pacific), Mongolia (Asia-Pacific), and Curaçao (Mesoamerica). This would not have been possible except for districts like OURS who have consistently over-paid their World Evangelism Fund (WEF). Ireland Work & Witness

Our District W & W Team traveled to Ireland where they participated in ministry in three locations. At the Greystones Church of the Nazarene they aided with a “Cookery and Crafts Camp”. In Wicklow, where missionaries Stephen and Annette Morley reside, they helped operate a café for adults while their children played in a safe venue, learning about Jesus. In the newest targeted location - Walkinstown, a suburb of Dublin - they hit the pavement getting the word out about a community ministry in a new, stylish cafe.

Sex Trafficking January’s event was both educational and eye opening as Oree Freeman supported by Jim Carson from Orangewood Foundation shared about her life being trafficked in Orange County as a child from 12 – 15 years of age. I pray each church continues their support of anti-trafficking through the resources dispersed.

Level Up! In October NMI teamed with SDMI and NYI for LEVEL UP! at Long Beach First Church. Our small groups concentrated on how people could get involved in local and international missions with participants walking away with step-by-step instructions.

Involvement Highlights • We shipped 432 Crisis Care Kits or 72 boxes. • In 2015-2016 the Anaheim District paid its World Evangelism Fund in full. • We raised about $11,200 for our District Project which went to furnish the expanded district office in

Cuba.

Coming Events • May 17-28 — Coming to a church near you! Missionaries Stephen and Annette Morley, Ireland • September 24 – Freedom Sunday – For more information go to ncm.org and search Freedom

Sunday School and Discipleship Ministries Report 2016-217

Dear Dr. Duarte, Rev. Rollie Miller and the Anaheim District, The Sunday School/ Discipleship Ministries Board (S.D.M.I.) exists ‘to carry out the Great Commission to children, youth, and adults in preparation for a lifetime of Christian holiness.’ Here on the Anaheim District, we strive to ‘equip, empower and encourage the Local Church to make Christlike Disciples.’ I believe that we have taken great strides this year in accomplishing our Mission and I am excited to share the steps we’ve taken to do this. First , we worked with Righnowmedia.org (an online discipleship training resource) to get a group rate for all the Churches on the Anaheim District. In September, we were able to set up 11 Local Churches (those who were interested) with a full years subscription for everyone in their Local Church. This is in addition to the phenomenal online resource put out through the Church of the Nazarene - thediscipleshipplace.org - which we introduced and trained people to use at our Annual ‘Level Up’ Event in October. Next, we hosted a Resource/Training Event that we called “Level Up”. Dr. Stan Toler was scheduled to be our Keynote Speaker, but due to health concerns, he was forced to reschedule with us for 2017. Dr. Scott Daniels (of College Church in Nampa, Idaho) graciously came in Dr. Toler’s place and spoke profoundly on the Church in Exile. In addition, we partnered with N.Y.I. and N.M.I. to facilitate workshops focusing on Children’s Workers, Youth Workers, CLT Training, Small Group Ministries, Parenting Classes, Men’s & Women’s Ministries and Missions. This was a great day as we equipped our lay leaders in the areas of their local ministries. Next, we re-launched District-led Men’s & Women’s Ministries. The women of our District led the way in early March under the leadership of Rev. Christina Karanick by hosting a District-Wide Women’s Retreat at the Ayres Hotel in Manhattan Beach. With 108 women in attendance, Rev. Tara Beth Leach (of Pasadena First Church) poured words of life and encouragement into their lives! The men followed just 2 weeks later under the leadership of Rev. Brad Paradee by hosting a District-Wide Men’s Retreat at Forrest Home Campgrounds. With just under 50 men, Rev. Will Hathaway (of the Arizona S.W.A.T. Team) spoke into their lives, encouraging men to rise up and lead. The men also enjoyed a great afternoon of shooting and blowing things up thanks to Rev. Jim Yelvington. Both of these events are meant to help launch Men’s & Women’s Ministries across our District and we look forward to our 2nd Annual Men’s & Women’s Retreats! Finally, we held our Annual Sunday School/Discipleship Ministries Teacher/Leader Banquet. This was a “Titanic” themed event led by Jack White (an expert on The Titanic) who shared 10 Leadership Lessons learned from the Titanic. With over 175 Sunday School & Small Group Leaders in attendance, it was one of our best Banquets ever. We look forward to celebrating the work of our teachers every year. A big thank you to our S.D.M.I. Council: Rev. Karen Wood, Kimber McNamara, Rev. Angie Hancock, Bethany Hancock, Susan Pollard, Teresa Jones, Holleigh Reimer, Brad Pollard, Christina Karanick and Kathy Whittall for all their hard work and preparation for each of these events. This next year, we look forward to partnering with the Local Churches to help make Christ like Disciples across our District. We will continue to provide excellent resources, training and opportunities for young and old to grow in their faith journey and cannot wait to see what God has for this next generation of leaders that God is rising up!

Sincerely, Rev. Jason Tippitt Anaheim District S.D.M.I. Chair

Anaheim District NYI Report 2016-2017

Dr. Duarte, Rev. Miller, and Anaheim District Assembly Delegates, This year was an incredible year for NYI. The ADNYI Council and I had an awesome time working to help make our District's youth ministry the best it can possibly be. More specifically, this was a year of laying solid foundations when it comes to Leadership, Relationship Building, Finances and Events. Leadership - One of the most incredible parts of ADNYI this year is how the leadership has come to work together. A common goal of seeing the youth of the Anaheim District come to know Jesus and grow in Him led all efforts. This could be seen everywhere from communication of events by youth leaders across the district to NYI Council meetings to small group leaders and host churches stepping up for “Collide” events to event coordinators. Every youth worker became a leader and helped solidify our district youth ministry. One of the most notable results of this leadership development was NYI Convention. Students, Youth Workers, and Pastors gathered together to do the business of the Church. Students were introduced to the polity of our denomination in a fun and engaging way. Truly, we desperately want to raise up future board members, lay leaders, small group leaders, assembly delegates and pastors. This was a step in that direction. Relationship Building - We knew early on that ADNYI would not gain traction if leaders and students didn't connect in mission. “Collide” became our focal point for these efforts. We had 8 “Collide” events. Each event was geared to help youth workers connect and pray with each other, students to connect between churches, and for everyone to connect to Jesus Christ. Small groups were laid out by gender and age for the youth. Youth worker meetings began happening during the worship service. And, the youth workers also connected in mission by setting up, tearing down and serving together at these events. Over the past year, our individual church lines were blurred as we became one youth ministry, and one youth ministry team. Finances - This year, the ADNYI Council concentrated on establishing a financial stability beyond this year. We researched income from the district over the past few years to understand actual income in order to have a workable budget. We put a deposit on camp, had each event submit a budget before the event and a report including finances after each event, and resolved to come in under budget for the year as a council. As you can see from our financial report, we had some unexpected expenses, but due to the diligent work of our event leaders, we were able to come in under budget. We were so excited to submit this report to the District NYI Convention this year. We also resolved to have a transparency to our budgeting and reporting. We want our district to know where every penny goes. This transparency, we believe, will establish a foundation of stewardship that will help ADNYI earn credibility with the local churches that help fund ADNYI. We also want to say thank you to the churches who pay their budgets and we hope that you will see that the finances you commit to ADNYI is money that has eternal implications.

Events - The events for this year were incredibly well done and we are getting even better with each event we plan.

• “Collide” - This is our foundational event that earns us trust with the students and gives us the opportunity to promote other events. Each month, one of the churches on our district hosts this event and it has been incredible every time. We averaged over 100 at these events. It didn't matter where we were - students, youth workers and pastors showed up. We know this has an impact on every other event we do.

• ELEV8 - We had a small contingency at ELEV8 this past year and we are hoping to build

on it. ELEV8 is an incredible event put on by the Southwest NYI Field at Point Loma Nazarene University. Our partnership with both the school and the field are a top priority as we join together to create better events than we can alone and give our students every opportunity to learn about and grow in their relationship with Jesus Christ.

• Fall Retreat - We had two fall retreats that were split by gender. Our fall retreats were

one of the best “bang for the buck” events we have done. Students giving their lives to Christ and making new connections with youth workers and new friends were the highlights.

• Winter Retreat - This was one of our best events of the year. Our weekend was full of

worship, a special speaker, fun games snow and an endless nacho bar! The highlight of the event was that one of the workers at the camp ground gave their heart to Jesus during one of the services. God is not only moving in ADNYI but through us!

I want to especially thank the ADNYI Council for the tireless hours they volunteered to make this year such a huge success. I know I speak for them as well as myself when I say it is our honor to serve our great district and we cannot wait to see what God is going to do next through ADNYI. Respectfully Submitted, Doug Gunsalus ADNYI President

PLNU Education Report 2016-2017

Point Loma Nazarene University: A Christian Community, Committed to Pursuing Truth, where Life is Lived Deeply Staying true to its Mission, under the Godly leadership of President Brower and the highly-gifted Cabinet and Administration, the quality of a Point Loma education continues to increase, as it educates, shapes, and trains adults of every age, but most specifically young adults during the traditional college years. Interesting current data:

• 2,658 students are enrolled on campus • 1103 more students are working toward a graduate degree • Only in its second year, the Adult Degree Completion program is serving 416 students • This Freshman class entered with an incoming (weighted) average GPA of 3.81 • 86.1% of last year’s freshmen returned to become sophomores this year • 39% of our undergraduates are diverse • 3,256 first-time freshman applicants are vying for acceptance for this fall • 2,435 undergraduate students are receiving financial aid • Over time, foundations, corporations, and individuals are providing an increasing

proportion of PLNU’s gifts, while giving through our churches has decreased. • 1 in 5 students participates in inner-city ministries, Study Abroad, LoveWorks, and/or

Mexico Ministry. Many staff and faculty are joining students in these efforts. PLNU considers our strong academic reputation as stewardship: Ranked in the Top 20 among all universities in Regional Universities (West) by U.S. News & World Report. The Economist ranked PLNU at #52 out of 1,275 colleges in their first ever university rankings. Rankings reflect the reality of how much the University pursues academic excellence. Students and professors experience more than ranking numbers, though. PLNU has created a learning community passionate about applying learning to the most important questions people ask. Please remember to pray for our university, our beloved and respected president, and the influence we are making around the world. There is no greater gift you can offer a high school student in your church than an introduction to PLNU. It is a privilege to be able to support an enterprise that continues to uphold the values that we as a denomination hold so dearly. Respectfully submitted, Jan Stone Chair, Education Committee

District Children’s Ministries Report 2016-2017

It is a great honor and privilege to serve as the Children’s Ministry Director for the Anaheim District. Children’s Ministry is my passion and I am blessed to have the opportunity to serve alongside others who are just as passionate!

We have had a busy year getting to know each other and setting goals for our local ministries. It is always exciting to see how God works in the lives of our children! We had a wonderful time at the PineWood Derby! Thank you to Kathy Childs for her efforts in hosting this annual event. There were several new participants this year and a wide variety of “cars”! Kids’ Kamp returned this last summer and we had an awesome week! Our theme was GLOW – Go Light Our World. It brought great joy to watch as the children opened their hearts in worship to God. I am still hearing testimonies of how individual kids took the message to heart and are lighting the world around them with the love of God. This year, we are returning to Oak Glen as we learn to Edify one another. I personally want to thank the Kids’ Kamp Board for their relentless effort and hard work putting on this event every year. I have spent the year getting to know various children’s leaders across the district. The biggest hurdle is finding the best way to communicate with everyone. We do have a FaceBook group for all children’s workers- find us at Adnaz Kidmin. I also send out a monthly e-newsletter containing information, upcoming events, and encouragement. If you would like to receive the e-newsletter, please let me know! ([email protected]) As we move into this next year, I look forward to new events, new friends, and new opportunities to further His Kingdom! We are always #bettertogether!

In His Service, Angie Hancock

Prime Time Ministries Report 2016-2017

I count it a privilege to serve the Anaheim District as the Prime Time Director during the last decade and look forward to the coming year. We have just returned home from the mountain top experience at the Three-District Prime Time Retreat, April 24-27, 2017, in Murrieta Hot Springs. This was our twentieth time together and a time of renewal, fellowship and food. Seven churches with 41 participants came from the Anaheim District were in attendance and a total of 157 from the three districts for the four-day event. Churches participating were Buena Park Guidestone 5, La Mirada 5, Long Beach 1st 14, Ontario 1st 7, Torrance 7, Santa Ana 1 and San Pedro 2. The speaker this year was Dr. Jim Diehl, Retired General Superintendent for the Church of the Nazarene. Special music was by Scott Anderson and Leslie Garman at the keyboard. Dr. Diehl was his usual dynamic self and his messages were life changing. Steve and Janice Bray, our Three-District Prime Time Leaders, as well as the Three-District Prime Time Board, work very hard to put together this fantastic retreat. I cannot emphasize enough the hospitality, caring and love offered to us by the staff and students of Calvary Chapel. This year was another God-attended experience. If you weren’t there, you missed a great blessing. We’re still trying to reach our goal of 100 from the Anaheim District. As part of the Three-District Committee, we have worked very hard at making this incredible time unforgettable. I keep saying that if you go once, you’ll never miss again. Each year we have a number of people telling us that they have never heard of our retreat. We send at least three letters to the churches with colorful brochures enclosed. Some churches have their packets hand delivered. We are asking your help in getting the advertisements to your members. They need the opportunity to attend. If you have ideas of quarterly functions for our district, I am most anxious to receive them. This is a great experience that your members are missing. Please e-mail me with suggestions or ideas for making this ministry even greater at [email protected] or call me at (562)598-5798. Respectfully submitted, James Miller Anaheim District Prime Time Director

Cambodian Ministry Report 2016-2017

The Cambodian ministry remains vital among Cambodian and Laotian people both in the Anaheim District. Long Beach New Life continued to be motivated and led by the Holy Spirit to proclaim the Gospel of our Lord Jesus Christ through the Church of the Nazarene in its community and in the different areas in the US and in Cambodia. Anong Nhim continues to provide support and encouragement to the pastors of Lao and Cambodian ministry in the Church of the Nazarene in Long Beach and in Modesto and where his support was needed. He continued to be active in the community with different activities both social and spiritual among Christians and non-Christians, Nazarene and different denominations in Long Beach and surrounded cities especially where there are Cambodians and Laotians. Rev. Physa Paimany continued to pastor the English-speaking congregation composed of African, Phillipino, Caucasians, and Cambodians. Thavy and Koom continue leading the young English-speaking people group. Nalon Chaleun continues to minister with his music and worship leader. Christopher Pheng, a young group member, was selected to be in the ELDI program for 2017, from Long Beach New Life church. Rev. Aeron and Hannah Thach are serving as co pastors faithfully at the Cambodian Nazarene at Bixby North church while running the donut shop. They both continue to teach and reach out to the Cambodian community in Long Beach through the Nazarene Church. Rev. Luth Sin and Sokheang Saing are co pastors at Long Beach New Life Khmer while running own beautiful salon and the 99 Cent store. They are both involved in ministry in Cambodia and travel there 2-3 times yearly. Anong continues to support and encourage these pastors to continue serving among the Khmer people around New Life Community. Rev. Ben Well Jr. provides help and support to both Long Beach New Life ministry and the Bixby Knoll Nazarene. He traveled to Cambodia to help teaching English at the Agape International and University where Anong introduced him to the Sr. Minister of the school. Long Beach New Life also continues to keep contact and provide some support to a Nazarene Church in the province of Banteay Meanchey, Cambodia. It is a blessing to hear that there would be first 2 Cambodian Nazarene delegates from Cambodia to attend the General Assembly in Indiana this year. Please pray for our leaders and English-speaking ministry among young people at Long Beach New Life. Pray that the Gospel will continue to be proclaimed among the Cambodians, Laotians and others in Long Beach and in other areas in US and in Cambodia. Respectfully Submitted, Anong Nhim

Hispanic Ministry Report 2016-2017

I would like to thank the Anaheim District and our Lord Jesus Christ for allowing me to serve as Hispanic coordinator. This year I was not able to serve for 10 months and I would like to thank pastor Ramon Urrutia for covering my position during that time. One of our goals for this year was to open a Hispanic second generation English speaking Church. To fulfill this goal, I decided to start one in the church that I pastor so I can advise other pastors how to take on this challenge with the help of our Lord. The new Hispanic second generation English speaking church, New Life Bell Gardens Church of the Nazarene is now open and I would like to thank pastor Pablo Santos for beginning this new ministry. To God be the glory. Most of the Hispanic Churches are growing and being faithful to our District. We have other events that I believe are essential for the Hispanic churches to grow, not only in number but in spiritual health, such as united prayer services, seminars for Sunday school teachers and uniting Hispanic youth, and pastors and leaders to participate in the District events, such as Collide. I ask for your prayers that for this year we can open another Hispanic second generation English speaking Church. In His service, Orlando Vallejo. Hispanic Coordinator for the Anaheim District.

Korean Ministries 2016-2017

I am grateful for this opportunity to share with you how the Lord has blessed Korean ministries. One of the most recent developments is that Pastor Josh Wicker and his congregation have graciously embraced a brand new Korean ministry under the leadership of Pastor Grace EunHyun Shim. They had a wonderful time of worship and fellowship as they celebrated Grand Opening on March 19 with Rev. and Mrs. Rollie Miller present. Rev. Peter BangSup Shin and his ministry team launched a new home church ministry, New Life Church in the city of Irvine in the middle of the year 2016. They have been successful in forming a fully committed core group with tremendous vision to establish a strong Korean ministry in Orange County. Guidestone Korean Church (Rev. Joanne Noh) has done a wonderful job in many different areas of ministry, especially in raising Nazarene mission funds for Peru when they held a special music concert around Christmas time. It was a huge success. They have also been heavily involved in reaching out to their community by providing them with high quality educational and training opportunities. Jesus Love Mission Church under the leadership of Rev. Tancy JungWon Kang has solidified their ministry with ongoing in-depth Bible Study. The Lord had brought their attention to raising mature and genuine Christians who would obey the Word of God in their daily life, and their ministry has naturally been focused on teaching the Bible at its face value. Anaheim First Korean Church (Rev. Thomas Kim) has also done an outstanding job in reaching out to their community through music events. They hosted a big music concert providing stages for many sought after musicians, and the whole concert blessed us all so much. I am so thrilled that Rev. Jesse Jin at Hawthorne is now being recognized as a Nazarene elder. He has been working hard in pursuing this goal. I am so blessed to witness the loving relationship at Hawthorne Church among pastors and congregations including Rev. Jesus Garcia and Rev. Jerry Liversage. Rev. Paul Yi at Cerritos Korean, Rev. WonKyu Shin at Yorba Linda, and Rev. Young S. Han at La Mirada Korean have been really faithful in building His Church and in making an impact for the Kingdom of God. Anaheim Beautiful Church (Rev. Stephen Lee) has done a couple of major renovation projects for their facilities. They have installed a new iron fence all around the grass area where there is playground and new playground equipment for safety and a fresh new look. May the Lord continue to bless you as you remember and pray for the Korean ministries! Respectfully Submitted, Stephen B. Lee

I am usually the first to arrive and the last to leave. For the past forty-three (43) years I have worked at Disneyland. I am the resort Master Candy Maker. I develop recipes, and train new candy makers. We currently operate five (5) candy kitchens and employ one hundred ten (110) candy makers. It is my responsibility to satisfy the sweet tooth of all our guests. I know that being on the District Advisory Board is a BIG responsibility and a commitment of time, and I am willing to serve another term if it is the will of the delegates at this District Assembly. (17) Bill Gunstream - Yorba Linda Faith Community

Bill, along with his wife Karen, has attended Faith Community Church of the Nazarene for almost three years where Karen serves as Associate Pastor. They previously attended Denver First Church where Bill was a member for 53 years. He has served on church boards for over 25 years and has been part of finance committees as well. He finds great joy in serving others, no matter the capacity, working in the parking lot as a greeter, currently as usher at Faith Community Church, along with being secretary of the church board. Bill has worked in the restaurant industry the past 35 years. On the corporate side, he worked consulting franchisees of a national restaurant chain, and became its Regional Director serving the Mountain Region. My parents empowered us to participate in God’s mission. I worked in the children’s department, and also played the piano in the churches of Peru. When I returned back to the states I continued to serve God the last 35 years at Cerritos Crossroads Multination and Faith community Nazarene Church. I have been a Sunday School Teacher, I served on the SDMI, NMI and Woman’s Ministry Boards, I was a Caravan Guide, NMI and Caravan Director, Church Board member, Choir member, worked in VBS, on the Drama, Audio and Tech Teams. DISTRICT POLICY

PASTORAL CARE SALARY

1. Each church should endeavor to employ its pastor on a full-time basis.

2. The salaries of pastor and paid assistants are to be carefully reviewed semiannually as a minimum. It should be recognized that a salary increase would not be an actual increase unless it is above the current cost-of-living index. When a pastor leads a church in growth that is reflected in increased finances, let this be a factor in determining the amount of increase in his or her salary and benefits.

INSURANCE

1. The health insurance for the pastor and associates should be cared for by the local church. Premiums for medical insurance benefits are to be paid by the local church.

2. The consideration of cost for prescription drugs should also be given to the pastor and

associates. REIMBURSED EXPENSES

1. Car expenses are to be reimbursed or a car allowance be set up for each pastor to defray expenses incurred in operation an automobile for pastoral calling, church business, and other necessary church-related travel costs.

2. The church board encourages the pastor to enroll in pastoral continuing education

programs by providing financial remuneration for at least one such continuing education program.

3. Church provides the pastor with a professional expense amount to assist in purchasing

books, tapes, etc. for his/her library, and supplies such as birthday cards, wedding gifts, etc., that are for his/her ministry.

4. The church should make provisions for a comfortable and well-equipped office for its

pastors. This provision should include supplies, postage, telephone, and secretarial help when needed.

5. We encourage each local church to pay their Pensions and Benefits budget in full. Not

only is the pastor’s retirement dependent upon this contribution, but the term life insurance payment is increased.

6. That each church pay the pastor the full amount of Social Security tax based on the total

of his/her salary and housing allowance or parsonage rental value.

Page 38: 2017 DELEGATE HANDBOOK – May 5-6, 20172017 DELEGATE HANDBOOK – May 5-6, 2017 Therefore go and make disciples of all nations, baptizing them in the name of the Father and of the

38

HOUSING 1. The church board should discuss with the pastor the option of purchasing his or her own

home. The church may also wish to consider an interest-free loan to the pastor, assisting with a down payment. At the same time, churches must investigate the long- term value of retaining a church-owned parsonage.

2. Before the church arranges for the pastor to own his/her home, full consultation must be made

with the District Superintendent and cleared by the District Board of Properties. 3. Sale of Church property. The Principal can only be used for capital improvements. That

account needs to be reported to the District Advisory Board at the end of each church year. 4. When the church does not supply a parsonage or the pastor owns his or her own home that, in

addition to basic salary, the pastor should be given a housing allowance. The housing allowance should be established by taking into consideration the current housing and utility cost.

5. When a church does provide a parsonage, the church should pay all expenses such as

mortgage payments, taxes, and utilities. A committee should be assigned the responsibility of inspecting the parsonage semi-annually so that repairs and improvements are cared for properly and adequately.

VACATIONS AND SABBATICAL

1. Each church grant its pastor and full-time staff a paid vacation based on total length of full-time service in the ministry of the Church of the Nazarene in accordance with the following schedule

• 0 to 4 years of service-Two weeks paid vacation (14 days, including 2 Sundays). • 5 to 14 years of service-Three weeks paid vacation (21 days, including 3 Sundays). • 15 to 24 years of service-Four weeks paid vacation (28 days, including 4 Sundays). • 25 years and over of service-Five weeks paid vacation (35 days, including 5 Sundays-

not consecutive)

3. We recommend that the Pastor take vacation time off instead of taking the pay.

4. The Church Board needs to urge the pastor and full-time staff to take off regular scheduled day of each week.

5. The Church Board also needs to consider a recommended sabbatical/study leave for the

pastor after seven years of consecutive service in one congregation in order to encourage the lifelong learning of the pastor in spiritual, emotional and education dimensions. To implement this sabbatical the Church Board is to consult with the District Superintendent.

• Developing lay leaders - We continued to train those who were willing learn and serve, and those dedicated people are now serving either as ministry team members or as small group leaders.

• Upgrading our facility - We put a new iron fence all around the front grass area including the playground to provide the safety our children had needed for a long time. We also installed new set of playground equipment.

• New leadership for Children’s ministry – We just welcomed a new staff member to be our children’s ministry director. She is really committed and passionate about children’s ministry.

• Launching a new choir - The Lord sent us a couple of musicians, one is pianist and the other a choir conductor, and they formed a brand new choir and performed Easter Cantata for the first time in our church history, and it was huge success.

• We have been investing our time and energy on training and equipping the members with the knowledge of the Word of God and also on teaching them how to apply God’s Word into daily life.

• We care for those people connected with us through different channels with God’s love and personal care for the opportunity of evangelism.

• Our prayer with vision is that we would find a church facility where we can have regular meetings and worship services.

• In 2016 we had the privilege of baptizing 13 people. The thing that is especially moving is that 8 of them are young people. God is moving among the youth in our churches.

• We finished remodeling our fellowship room, hall, and our kitchen. We also replaced almost all the windows of our church.

• We are experiencing a moving of the Holy Spirit raising new leaders, women and men willing to invest their lives in the work of the Kingdom. These men and women are rapidly becoming key leaders in our church. It is always a privilege to see new leaders develop and grow to their full potential in Christ

A highlight has been having Rev. Dennis Holmes as our interim pastor. Feeling the loss with the retirement of Pastor Nick Saucedo and Esther as our pastors for almost 28 years, we were so pleased when Pastor Dennis and Barb came to be our pastor the first Sunday of April 2016. Pastor Dennis' spirit-filled preaching, humor, and his kind compassionate manner have helped prepare us to meet our new pastor. We continue in prayer as a Church Board and congregation for "God's pastor for our church," as well as for the ministries of the church. We asked the Holy Spirit to prepare us as well as the new pastor. • Our leadership team has been so faithful in their ministry responsibilities. • Our Praise Team is first class! • VBS and Children's Ministries are top notch! • We have a strong Missions program!
