I. INTRODUCTION The joys of P.E.O. are not only found in the close friendships of one’s own chapter, but also in seeing how much P.E.O.’s brighten our star through education. There is no single profile of a scholarship recipient—she may be young, not so young, in professional courses, vocational programs or graduate school. What recipients share in common is a seriousness of purpose, excellent character, exemplary citizenship, good scholarship and true need of financial assistance while pursuing their educational goals. II. APPLICATIONS Chapters should stay in contact through cards, e-mail, and phone calls. Chapters must contact the state vice president if the student drops out, changes schools or does not complete the term. TIPS ON LETTERS OF RECOMMENDATION Your chapter’s letter of recommendation for a scholarship applicant is of crucial importance to the State Scholarship Committee. Write a comprehensive recommendation. Your enthusiasm for an applicant alone is not enough to influence the committee. Your letter should include relevant matters not readily available to the Scholarship Committee. The committee will draw its own conclusions from what you tell about the applicant, not from what you feel about her. Avoid repetition of information available elsewhere in the application or on the transcript unless it deserves special attention. Be specific. Give concrete examples. If you say the student is involved with her church or community, list some examples of what she does. In your letter, be certain to speak to the candidate’s; 1) Academics 2) Vocational Potential 3) Economic Responsibility 4) Character/Work Ethic 5) Community Engagement, 6) Seriousness of Purpose, and 7) Financial Need. These are the criteria by which the candidates are judged.

Important qualities to consider when writing a recommendation for a candidate: • Determination to overcome obstacles • Knowledgeable • Ability to take initiative • Seriousness of purpose • Concern for others • Responsibility • Strength of character • Unusual enthusiasm and energy • Physical and emotional health • Outstanding achievements over unusual challenges • Personality • Perseverance • Sense of humor • Motivation • Community involvement

The candidate’s letter of recommendation must be:

• On letterhead from the institution • Signed and dated • If the candidate is currently or recently a student, the letter must be from an instructor or

academic at her most recent institution • The letter should speak to the student’s seriousness of purpose and ability to achieve her

requires a signature • If recently a student, the letter of recommendation needs to be from a current instructor/professor

III. OVERVIEW P.E.O. PHILANTHROPIES—our projects

Oregon State Chapter is always available to lend you help and support.

• Vice President Sonia Lamoreaux, Scholarship Committee Chairman, supervises all Oregon State Chapter Educational Philanthropic Projects and the International Philanthropic Projects. The State Education Committee was added in 2014 to assist the vice president. This committee assumed the day-to-day responsibilities of the International projects. Refer to page 6 for contact information.

• The Cottey Recruitment Committee is a vital link between Oregon State Chapter and the local chapters throughout Oregon. This committee is also responsible for the promotion and recruitment of students for Cottey College. Refer to page 5 for contact information.

INTERNATIONAL P.E.O. FOUNDATION—a service

The foundation is a service to P.E.O.s and chapters. The P.E.O. Foundation is not a project but is a service to the P.E.O. Sisterhood that benefits all of the projects.

• Annual Income Transfer—income transfers to P.E.O. education projects (International or Oregon)

• Scholarship Funds—transfers are made directly to the school/institution chosen by the chapter • Undesignated Funds—income is transferred to International projects as designated by the

V. OREGON COTTEY SCHOLARSHIP

In 1951, Oregon State Chapter instituted the "Cottey Composite Scholarship Fund”. Ten Oregon women attended Cottey that year. The next year, Chapters I and AO were instrumental in the beginning of a fund to assist Oregon women attending Cottey. The fund was made up then, as it is now, of contributions from chapters, individual P.E.O.s and friends of Cottey.

In 1968, Oregon State Chapter Convention adopted an amendment creating two named Oregon Cottey scholarships: the Veda Jones Scholarship for $500 and the Mary McFadden Scholarship, also for $500.

Scholarship funds are available to Oregon women officially accepted for admission to Cottey College. OREGON COTTEY SCHOLARSHIP FAST FACTS

• Oregon Cottey Scholarship provides grants for tuition to selected Oregon students accepted for admittance to Cottey College

• Awards are based on number of applications and amount of donations • Applicant must have been officially accepted to Cottey College by March 1 • Applicant must be a U.S. citizen and resident of Oregon • Cottey Recruitment Committee chair notifies sponsoring chapters of the need to apply for the

next academic year • Chapters are required to have a majority voice vote at a regular or special meeting • Grant awards are renewable with yearly application (award amounts may vary based on number

of applicants and funds available) Forms

• Chapter Education Chairman oversees completion of application with the assistance of the chapter education committee

• Complete application packet is sent to the state vice president by March 1

Chapters should maintain contact through cards letters, gift certificates and care packages.

VI. COTTEY TRAVEL FUND Chapters may contribute to the Cottey Travel Fund to provide the opportunity for prospective students to visit Cottey. The contribution is not tax deductible. Applications are managed by the state vice president with the assistance of the Cottey Recruitment Chairman and advice of the Cottey Admissions Representative.

VII. OREGON NAMED SCHOLARSHIPS A named scholarship in honor or memory of an Oregon P.E.O. may be requested by a local chapter. The named scholarship may be granted when total contributions equal at least $500 and the request meets the following parameters: The scholarship request will be:

• In writing using the form available on the Oregon website, to the Vice President of the Executive Board of Oregon State Chapter

• Designated for one Oregon Scholarship Fund (Oregon Scholarship, Oregon Marguerite or Oregon Cottey Scholarship)

• Developed from funds received during one Oregon State Chapter fiscal year (April 1 - March 31) and awarded the following year

• Accompanied by a brief history of the person who is being honored or memorialized

Students will be notified of the named award and the chapter sponsoring (when applicable) and the named awards will be posted to the OSC website. Chapters will be notified of the recipient, area of study and career goals. Applicants do not apply for named scholarships; they are awarded on merit or to match interests of the person for whom the scholarship is named. Annually Oregon State Chapter receives interest allocations from the International Foundation. Four named scholarships are funded from a portion of this allocation:

• Winnifred A. Tebbets $1,000 Marguerite or Oregon Scholar • Amy O. Welch $ 500 Oregon Scholar • Mary Porter McFadden $ 500 Oregon Cottey • Veda Jones $ 500 Oregon Cottey

VIII. OREGON MARGUERITE SCHOLARSHIP

Chapter CA of Eugene planted the seed that started the birth of the Marguerite Fund. They originally were interested in a scholarship that would be used for P.E.O.s and their daughters or granddaughters. However, they discovered the Internal Revenue Service would not allow them to limit the fund to just women with P.E.O. connections. They proposed the term "selected women" who were legal residents of Oregon. A "selected woman" could be a widowed or divorced woman who needed to go back to college or other institution for a short term brush-up course, or a fulltime student who had financial need. Remember, the Marguerite Scholarship encompasses freshmen to graduate level women, whereas, the Oregon Scholarship is limited to ONLY juniors, seniors or students of more advanced standing at the college level. Marguerites are awarded in the spring for the full academic year including summer. The committee looks for need and ability to be successful in the chosen field of study. OREGON MARGUERITE FAST FACTS Purpose

• Oregon Marguerite Scholarships provide grants for tuition, fees, books, and other expenses such as childcare and transportation

• Funds are sent directly to the student’s institution. If the institution fees and tuition have been paid then the funds may be released to the student for other needs (tax implications occur if funds are released)

• These awards can be applied toward a degree, certificate, workshop, vocational or technical course, or specialized training at any post-secondary level of an accredited institution in Oregon

Amount of Grant

• Awards are based on number and quality of applicants and amount of donations in the previous P.E.O. fiscal year

Eligibility

• Applicant must be a United States citizen, legal resident of Oregon, and attending an Oregon accredited institution

• Preference is given to a woman re-entering school after significant break in education, especially one with dependents

• Preference is given to a woman already successfully enrolled in school, rather than entering freshman. Extenuating circumstances are considered. Students may be full or part-time. Students enrolled for the full academic year must maintain 6 credit hours minimum

Application Deadline

• Applications must be postmarked by March 1st for full academic year or portion thereof, and for summer term. A separate summer application and income & expense statement is required

Reapplications

• Reapplications are not automatic; previous recipients must apply and compete with the current set of candidates

• Previously unsuccessful applicants may reapply Chapter Action Required

• Chapter sponsorship requires a majority voice vote at a regular or special meeting • The chapter education chairman oversees completion of application with the help of the local

chapter education committee • Chapter must contact the state vice president if student drops out, changes schools or does

not complete the term. Forms

• The chapter education chairman obtains updated forms from the state website (available by September 1)

• Completed application is mailed by regular mail to the state vice president postmarked no later than March 1st. Do not send delivery confirmation with signature required; it will be refused

IX. OREGON SCHOLARSHIP

In 1942, Chapter AN in Portland recommended that Oregon State Chapter establish a scholarship for Oregon women selected by a state scholarship committee on the basis of character, scholarship and need. In 1943, $250 was allocated for the first Oregon Scholarship. In 1944 Oregon State Chapter began setting aside $500 from the General Fund for the Oregon Scholarship. Fifty applications were received in 1946 for the Oregon Scholarship, and the allotted $500 was divided into four $125 awards. In 1955 the bylaws were again amended to read "two $250 scholarships to girls at either junior or senior year." From 1954 to 1959, two scholarships were awarded each year with applications varying from eleven to twenty-four. In the 1960s, chapters started contributing to augment the $500 amount. OREGON SCHOLARSHIP QUICK FACTS Purpose

• Oregon Scholarships provide grants for tuition and fees for selected women, who are junior, senior or graduate students and are or will be attending Oregon colleges or universities

• Awards are based on number and quality of applicants and amount of donations • Awards are given annually for the next school year • Summer awards are remitted separately to the institution • The institution returns any unused portion to Oregon State Chapter

X. P.E.O. EDUCATIONAL LOAN FUND (ELF)

In 1907 Convention of Supreme Grand Chapter authorized the first P.E.O. educational project, a revolving fund "to be loaned for educational purposes." The first applicant in 1908 received $300.00 at 4% interest. Throughout the years, funds have been lent to qualified women and have been repaid by them to be lent again. The interest rate is currently 2%. Since 1907, ELF has loaned $185.8 million to assist 46,132 women in the United States and Canada. P.E.O. EDUCATIONAL LOAN FUND FAST FACTS Purpose

• ELF makes loans available to qualified women who desire higher education and are in need of financial assistance

Amount

• $12,000 – associate & bachelor degree programs, technical or professional training, and post-graduate certifications

• $15,000 – master’s degree programs • $20,000 – doctoral degree programs

Interest • The current interest rate is 2% • Monthly payments begin upon the earliest of 6 months following stated graduation date or

withdrawal from school • 8-year payback on loans up to $15,000 and 10-year payback on loans over $15,000

Eligibility A woman is eligible to receive consideration for an ELF loan if she:

• is recommended by a local chapter of the P.E.O. Sisterhood • is a citizen or legal permanent resident of United States or Canada & resides in the

United States or Canada

• a high school graduate or equivalent • meets the minimum credit score of 625 • does not exceed indebtedness level for her degree level • has two qualified co-signers for the loan (minimum credit score 650) • at the same time the loan is drawn, she must be enrolled full or part time in an accredited

school and be within two years, but not less than four months, of completing her course of study Chapter Action Required:

XI. P.E.O. INTERNATIONAL PEACE SCHOLARSHIP (IPS)

An International scholarship program was initiated by P.E.O. in 1949 with the belief that education is fundamental to peace and understanding. IPS recipients are all top students from countries who will leave the United States and Canada with advanced degrees to help improve lives of people in countries outside the united States or Canada. They will be well positioned to take leadership roles in their countries, helping to advance fields such as health care, technology, development, education, arts and sciences, law and conflict resolution around the world. IPS continues to help foster Peace through Education. IPS provides scholarships for selected women from other countries for graduate study in the United States and Canada or for undergraduate study at Cottey College. P.E.O. International Peace Scholarships of $36 million have been awarded since the program was initiated in 1949. IPS Partners in Peace Chapters may participate in the “Partners in Peace” program with a gift of at least $500. The gift must be accompanied by the “Partners in Peace” program form and must be received in the P.E.O. Executive Office by March 1.

(IPS) FAST FACTS Amount

• Maximum amount awarded to a graduate student is $12,500

Eligibility

• Applicant may not be a citizen or permanent resident of the United States or Canada • Applicant must be qualified for admission to fulltime graduate study or to Cottey College • A recipient is eligible to apply for one renewal of her scholarship

(Eligibility forms may be requested anytime, but must be returned to IPS, P.E.O. Executive Office, electronically between September 15th and December 15. If eligibility material is satisfactory, application paperwork is sent to the candidate.)

XII. P.E.O. PROGRAM FOR CONTINUING EDUCATION (PCE)

The idea of a P.E.O. Scholarship for women in the United States and Canada came in 1970, at a time when returning women students were recognized as a special constituency in higher education. A committee was appointed to research the issue. Local chapters, individual P.E.O.s and professionals in the field of education responded. By April 1, 1973, a total of $7,736 in voluntary gifts was received from local chapters and P.E.O.s. Local chapters had recommended and sponsored about 30 women for pilot grants totaling $4,979. At the 1973 Convention of Supreme Chapter, the P.E.O. Program for Continuing Education (PCE) was approved and the maximum grant was set at $500. Grants awarded total $52.6 million since 1973. The maximum one-time PCE grant is currently $3,000. Lesser amounts may be awarded according to individual needs and available funds. The money is intended as a grant-in-aid for expenses such as tuition, books, transportation or childcare necessary to enable the applicant to achieve her educational goals. Grants may be awarded for academic or technical courses. P.E.O. PROGRAM FOR CONTINUING EDUCATION FAST FACTS (PCE) Purpose

• PCE provides grants to women whose education has been interrupted for at least 24 consecutive months and who find it necessary to resume studies due to changing demands in their lives.

• There must be a need for financial assistance with educational expenses to improve candidate’s marketable skills.

Amount

• Maximum one-time amount awarded to a student is $3,000 • The number of awards is determined each year in accordance with the funds available

Eligibility A woman is eligible for nomination by a local chapter if she:

• is a citizen or legal permanent resident of the of United States or Canada at the time of her nomination

• is studying in the United States or Canada • has had at least 24 consecutive months as a nonstudent sometime in her adult life • is within 24 consecutive months of completing her educational program • is not enrolled in a doctoral degree program • is enrolled in an educational program leading to employment or job advancement

Chapter Action Required • Interview the prospective applicant • Obtain chapter approval • A chapter recommendation may not be submitted more than four months prior, but must be

submitted at least ten weeks prior to the beginning of the term for which the grant is requested

• Each applicant is given 30 days from the date she receives the email from the PCE Supervisor to complete and submit her forms

• When a grant is approved, the check is mailed to the sponsoring chapter to be presented personally to the recipient

Note: International recommends that local chapters sponsor no more than four applicants per year.

XIV. P.E.O. SCHOLAR AWARDS (PSA)

Established in 1991, the P.E.O. Scholar Awards was the fifth project of the International P.E.O. Sisterhood. This one-time, competitive, merit-based award ($15,000 currently) is for women of the United States and Canada who are pursuing a doctoral level degree at an accredited college or university. This award recognizes excellence in higher education, providing partial support to women well established in their program, study or research with the potential to make significant contributions in their varied fields of endeavor. Awards are announced by May 1 each year, with Certificates of Award sent to the P.E.O. Scholars following formal acceptance of the award. P.E.O. Scholar Awards of $23 million have been awarded since the project was established in 1991. The P.E.O. Scholar Awards Laureate Chapter Program is designed to encourage local chapters to promote and support the Scholar Awards project. There are currently two ways to become a Laureate Chapter:

• A chapter that has nominated a successful Scholar will automatically be designated as a Laureate Chapter for the year of selection

• A chapter that makes a lump sum contribution of $500 or more through the normal process will be identified by the Scholar Awards office for designation as a Laureate Chapter. Recognition will be based on contributions received March 1 through February 28/29 each year

Eligibility requirements • Is a citizen or legal permanent resident of the United States or Canada at the time of her

nomination • Is within two years of her graduation date and has at least one full academic year remaining to

complete her doctoral level degree at the time the award payment is made (August 1). Those in a “Medical Scholars Program” pursuing both an M.D. and a Ph.D. must be within two years of completing the entire program

• Is enrolled in her program at an accredited college or university. She can be part-time at the time of nomination, but must devote full-time during the year of the award

• Chapter approval of a nominee must be granted by a majority voice vote at a regular or special meeting before the nomination can be made

• Nominations are accepted from August 20 through November 20 • The online nomination form and submission instructions are available on the P.E.O. website:

www.peointernational.org • The local chapter completes the online nomination form and electronically attaches a one-page

letter detailing their knowledge of the nominee • The nominating chapter receives an email notification when the application materials are sent to

the nominee

Nominee’s Application Process • The nominee is responsible for completing the application and submitting it electronically by her

individually designated due date. The P.E.O. Scholar Awards office notifies the nominee when the application is complete and ready for review by the Board of Trustees

• Each nominee is given forty-five (45) days to complete the application

XV. P.E.O. STAR SCHOLARSHIP The P.E.O. STAR Scholarship began as a pilot project initiated and ratified in 2008 to recognize graduating high school women for their academics, leadership and service. The 2009 International Convention ratified the resolution to establish the STAR project as the sixth International philanthropic project. To date $6.6 million has been awarded to exceptional high school seniors. P.E.O STAR SCHOLARSHIP FAST FACTS

• STAR scholarships are one-time competitive awards for exceptional high school senior women in the amount of $2,500

• Awards are for attending an accredited post-secondary educational institution in the United States or Canada in the academic year immediately following high school graduation

• The number of annual awards is determined in accordance with the funds available • A local chapter may only recommend one applicant per year • Chapter recommendation form and letter are submitted online between September 1 and

November 1 • The student is emailed a link with instructions to set up an online account to submit application • The student has 30 calendar days from the date the link was emailed to her to submit her

completed application

A woman is eligible to be recommended for the P.E.O. STAR Scholarship provided she: • Exhibits excellence in leadership, extracurricular activities, community service, academics and

potential for future success • Is in the final academic year (senior year) of her secondary education and is 20 years of age or

under at the end of the calendar year • Has a minimum cumulative unweighted GPA of 3.0 on a 4.0 scale • Is a citizen or legal permanent resident of the United States or Canada • Plans to attend an accredited post-secondary educational institution in the United States or

Canada, full-time or part-time, in the fall of the academic year following high school graduation • Receives the vote of a local chapter

Application: • The chapter recommendation form and recommendation letter must be submitted online between

September 1 and November 1 ONLY • The student/applicant’s portion of the online application must be submitted no later than 30

calendar days after the applicant was emailed a link with instructions to set up her online account

WAYS TO SUPPORT RECIPIENTS

All recipients benefit from the loving support of the local chapters. Whether or not your chapter has sponsored a woman for one of the philanthropic projects, your chapter can give loving support to the P.E.O. recipients. Support of Cottey Students:

• Send care packages for holidays, exam times or just for the fun of it • Order a pizza for the girls in the Oregon Suite • Try to do something each month—send a card, email or care package

IPS Students

• Ask a local IPS student to give a program for your chapter • Invite her to your home for a holiday celebration • Invite her to lunch with chapter members • Invite her to a P.E.O. social

Chapter sponsored students

• Let her know you care about her progress • Contact her on a regular basis • Send cards • Assign a chapter “mentor” to take special responsibility for seeing that TLC is given • Invite her to lunch • Send “love gifts” on special occasions • Ask her to give a program • Invite her to social events
