Dear Residents,On behalf of the South Orangetown Central School District Board of Education and staff, we welcome you to the 2017-2018 school year. Our school district is a central hub of importance to this entire community. Whether you are a student, family member, district employee, or a community member, our school district represents all that we are and all that we aspire to be. We hope that you will use this calendar to get involved and stay involved with all of the activities and events
that we have to offer. Our calendar is a valuable tool to this end. It is also available digitally on our website at www.socsd.org. One of the greatest measures of the success of our public school system is our willingness and capacity to strengthen the many partnerships with the stakeholders that we serve. It takes the collective efforts of many caring community members to ensure the success of our students.
A signifi cant factor that has contributed to that success is our ability to work collaboratively with our parents and community members. Last year, we administered a community-wide survey that assisted us in developing the districtwide strategic plan. The districtwide strategic plan of action is a roadmap for student success. During the 2017-2018 school year, the SOCSD Board of Education and staff will use the feedback collected from the community to guide our actions and ensure positive student outcomes. The common aim of our community, families, and staff is refl ected in this plan and will guide the work that we do for our students.
Another critical component of a high-quality education is an ability to adapt to the changing needs of modern society. We must embrace teaching strategies that foster innovation and risk-taking so that our children may realize happy and productive futures. We must also encourage an approach
to student learning that transcends the boundaries of the physical classroom. This is yet another reason why our community’s participation in the growth and development of our young learners is invaluable.
The start of the new school year brings a great deal of enthusiasm and energy. Let us take this opportunity to rededicate our commitment to provide the very best academic experience for our students. As we work together to ensure that each child enrolled in the South Orangetown Central School District receives the best education possible, we value your cooperation and support. One of the most important challenges that our community must embrace is the building of partnerships that are responsive to the needs of our children and their families. As such, I look forward to serving the South Orangetown Central School District and am excited at the prospects that the new school year brings!

THE ROLE OF YOUR SCHOOL BOARD
★ Guides the accomplishments of the school district’s purpose, focusing particularly on the education of the district’s children. It guides the fundamental change in goals, program and structure
★ Screens and supports key projects identified to improve existing programs and operations and monitors progress to these ends
★ Directs and evaluates the Superintendent
★ Oversees the planning and deployment of material and human resources
★ Serves as a bridge between the district and the community in reflecting community desires as well as promoting understanding and support. The Board leads the coalescing of disparate community views while building and maintaining partnerships and collaborative relationships with other organizations
★ Ensures fiscal, legal and programmatic accountability
TERMS OF OFFICEBoard members are elected to office for a term of three years. Each Board trustee represents ALL of the children of South Orangetown.
DUTIES OF THE BOARD
★ Establish, review, revise and update policies
★ Voice concerns, suggestions and opinions of constituents
★ Report to constituents on important issues and decisions
★ Monitor finances and put forth the best possible budget each year
★ Maintain and update long-range plans
★ Plan for future needs concerning growth, facilities and funds for mandated programs
★ Ensure children receive a quality education
★ Ask questions, review best practices, disseminate data to the community
★ Hire and evaluate the Superintendent
HOW DECISIONS ARE MADE
★ Identifies areas in need of improvement and/or review
★ Addresses critical issues
★ Accesses all relevant data and information
★ Discusses issues deliberately and openly
★ Considers alternative actions
★ Seeks public input
★ Communicates with staff, administration and parents
★ Works toward consensus
INDIVIDUAL BOARD MEMBERS
★ Attend all Board meetings, retreats and committee meetings as assigned
★ Show commitment to all Board activities
★ Are well informed on issues and agenda items in advance of meetings
★ Contribute skills, knowledge and experience when appropriate
★ Are accessible to the community as a whole

A voter registration card may be picked up from the U.S. Post Offi ce and mailed directly to the Rockland County Board of Elections OR you may register through the District Clerk’s Offi ce, Administration Building, Blauvelt NY from 8am - 4pm on school days from September through June and from 9am - 3pm Monday - Thursday during July and August.

VOTER REGISTRATIONA voter registration card may be picked up from the U.S. Post Offi ce and mailed directly to the Rockland County Board of Elections OR you may register through the District Clerk’s Offi ce, Administration Building, Blauvelt NY from 8am - 4pm on school days from September through June and from 9am - 3pm Monday - Thursday during July and August.
To be eligible to vote, you must be:• A District resident for 30 days
• A U.S. Citizen
• 18 years of age or older
• Registered to vote in either a general or school election
If you have NOT voted in a school election in the past 4 years, or if you are not registered to vote in general elections, you must register to vote.
ABSENTEE VOTINGIf a resident is unable to vote in person on May 15, 2018, and wishes to vote, they may do so by absentee ballot. This is a two-step process.
To vote by absentee ballot, the resident must fi rst request an application form for an absentee ballot. Once the application form is fi led with the District Clerk, the resident will receive the absentee ballot.
To fi le for an application: Contact the District Clerk at 680-1012. A resident may apply in person or receive the application by mail.
Submit application form: The District Clerk must receive the application form at least 7 days before the election (May 8) if the absentee ballot is to be mailed to the resident, or the day before the election if the absentee ballot is to be picked up by the resident.
Submit absentee ballot: Absentee ballots must be received by the District Clerk no later than 5:00 p.m. on election day, May 15, 2018.

Parent’s Right to Certain InformationAs the parent of a student attending our School District, you have the right to receive, upon request to the District, certain information as authorized by Federal law regarding the professional qualifications of your child’s classroom teachers. Upon the District’s receipt of your request, we will provide you, in a timely manner, the information listed below.
You have the right to request the following information about each of your child’s classroom teachers:
1. Whether the teacher has met New York State Education Department qualifications and licensing criteria for the grade levels and subject areas he/she teaches.
2. Whether the teacher is teaching under emergency or other provisional status through which New York State Education Department qualifications or licensing criteria have been waived due to special circumstances.
3. The teacher’s college major (undergraduate level); whether the teacher has any graduate certifications or degrees and, if so, the field of discipline of the certification or degree.
4. Whether your child is provided services by any Teaching Assistants and, if so, their qualifications.

The School District shall provide parents/guardians with notification, at least annually, at the beginning of school year, of the specific or approximate dates during the school year when the above activities are scheduled or expected to be scheduled.
The School District shall provide notification to parents/guardian and offer them the opportunity to opt their child out of participation in the following activities:
1. Activities involving the collection, disclosure or use of personal information collected from students for the purpose of marketing or selling that information;
2. The administration of any survey containing one or more of the items listed above.
3. Any non-emergency, invasive physical examination or screening that is required as a condition of attendance, administered by the School and scheduled by the School in advance, and not necessary to protect the immediate health and safety of the student and/or other students.

SOCSD Educational RecordsThe Family Education Rights and Privacy Act grants parents of students under 18 or eligible students (18 years or older) the right to review all official records, files and data incorporated into a student’s cumulative record folder. Students’ records are confidential and will not be made available to persons other than parents or students without prior written consent except as permitted by law. These persons may request a hearing to challenge the contents of such records. You may direct any questions in this regard to the building principal.
