5. RULES The Championships will be conducted in accordance with the current Laws of Table Tennis, the Regulations for International Competitions and the Special Regulations for World Junior Championships, as modified or complemented by this prospectus.

7. ELIGIBILITY

The 2016 World Junior Table Tennis Championships are open to athletes satisfying the following three conditions:

a) being born in 1998 or later b) being eligible to represent their national association according to the rules 3.8 and 4.2.3 of the ITTF Handbook 2016. c) selected (by team participation) or qualified for individuals according to this prospectus.

11. PARTICIPATION QUOTAS Team Events 20 teams will enter the boys’ and girls’ competition with a maximum of 4 players per team. Continental quotas:

Africa: 3 Boys’ Teams 3 Girls’ Teams Asia: 5 Boys’ Teams 5 Girls’ Teams Europe: 5 Boys’ Teams 5 Girls’ Teams Pan America: 4 Boys’ Teams 4 Girls’ Teams Oceania: 2 Boys’ Teams 2 Girls’ Teams

In addition to these 19 teams, the Host Association (South Africa) is entitled to one team in each of the boys’ and girls’ team events. Individual Events

Boys’ and Girls’ Singles Up to 96 boys and 96 girls may enter the singles with a maximum of 4 boys and 4 girls per association and with the exception of the Host Association (South Africa) which is entitled to enter up to six boys and six girls. The positions for the SINGLES events will be distributed as follows:

A total of fourteen (14 JB and 14 JG) are selected based on their position on the 2016 September ITTF U18 ranking lists.

Boys’ and Girls’ Doubles Up to 48 pairs of boys and girls may enter the World Championships with a maximum of 2 boys’ pairs and 2 girls’ pairs per Association and with the exception of the Host Association (South Africa), which is entitled to enter up to 3 boys’ pairs and 3 girls’ pairs. These 48 pairs will be composed from the players entered for the teams and singles events. In boys’ and girls’ doubles events both players of a pair shall be from the same association. Each Association may enter a maximum of 4 players (if entitled by team selection or ranking selection in singles) but it is not permitted to enter different players in the team event and in the individual events.

Mixed Doubles Up to 96 mixed pairs may enter the mixed doubles. They will be selected out of the players entered for the teams and singles events. Associations may form a mixed doubles pair consisting of players from different Associations.

Coaches/Officials/Accompanying persons According to the ITTF policy for World Junior Table Tennis Championships, the number of persons that can join the teams in the “Official Party” is limited as follows: For an Association with two teams participating, the maximum is:

Ø 8 Athletes (4 boys and 4 girls) Ø Two coaches Ø One Medical Staff Ø Two delegates

For Associations with one or no team participating and from 5 to 8 players in total participating in the individual events, the maximum is:

Ø 8 Athletes (4 boys and 4 girls up to the limit of qualified/selected players)

Ø Two coaches Ø One Medical Staff Ø One delegate

For Associations with 1 to 4 players participating, the maximum is:

Ø 4 Athletes (up to the limit of qualified/selected players) Ø One coach for each three players participating (maximum two coaches) Ø One Medical Staff Ø One delegate

All other persons wishing to accompany the teams are subject to special charges, as mentioned above if they wish to use the “accompanying person’s hospitality packages”. These packages are limited and subject to availability of places in the official hotels. Priority will be given to the Official Party of all the delegations.

12. ENTRIES

Note that following the decision of the 2008 ITTF AGM, all players participating at the 2016 World Junior Championships must provide proof of their eligibility to compete in this World Title Event; and it is the responsibility of the National Association to provide such a document to the ITTF. At the time of the entry all the players’ passports have to be submitted (scanned copies) if not available on the ITTF players’ database. Any player whose valid passport is not available on the ITTF database will be considered as NOT ENTERED. The deadline for confirmation of participation for the team events is Friday 7th October 2016.

The deadline for applying to participate in singles / doubles events is Monday 17 October 2016.

Associations are requested to confirm their participation as soon as possible. Preferably, final entries should be submitted by electronic methods (e-mail attachment).

In order to secure full participation, national associations failing to confirm their participation according to deadlines will be removed from the list of participants and replaced by another association.

If a confirmed team fails to arrive in Cape Town, its place will not be replaced by another team. NO REPLACEMENTS WILL BE DONE AFTER THE DRAW IS MADE.

13. SYSTEM OF PLAY TEAM EVENTS

There will be three stages. Stage 1 and 2 will be played in a round robin basis (groups of three teams). Stage 3 will be played in a progressive knock out basis, dividing the teams in three groups based on the results on Stage 1 and Stage 2. Stage 1 (teams seeded 1 to 8 are exempt from Stage 1): Teams seeded 9 to 12 will be placed in groups A to D following the order of ranking. Seed 9 goes to Group A, Seed 10 to group B, Seed 11 to group C and Seed 12 to group D. Teams seeded 13 to 16 will be drawn to position 2 in groups A to D using the modified snake system two by two: teams seeded 13th and 14th will be draw among the groups C & D. Teams seeded 15th and 16th will be draw among the groups A & B. Teams seeded 17 to 20 will be drawn to position 3 in groups A to D using the modified snake system two by two: Teams seeded 17th and 18th will be drawn among the groups A & B. Teams seeded 19th and 20th will be draw among the groups C & D. Stage 2 (from the teams competing in Stage 1 only group winners play Stage 2): Teams seeded 1 to 4 will be placed in groups E to H following the order of ranking. Seed 1 goes to group E, Seed 2 to group F, Seed 3 to group G and Seed 4 to group H. Teams seeded 5 to 8 will be drawn to position 2 in groups E to H using the modified snake system two by two: teams seeded 5th and 6th will be draw among the groups G & H. Teams seeded 7th and 8th will be draw among the groups E & F. Teams’ winners of the groups A, B, C, D will be drawn to position 3 in groups E to H.

Stage 3 will be played in a progressive knockout basis, playing for all the positions with the exception of the match for the positions 3rd and 4th. The two losing teams in the semifinals will be awarded the third position and bronze medals. Stage 3A Winner and runner up of Stage 2 advance to Stage 3A to determine positions 1 to 8. The winner of group E will be placed into position 1. The winner of group F will be placed into position 8. The winners of groups G & H will be drawn into positions 4 & 5. Runners-up in groups E-H will be drawn into the opposite half of their group winners. Stage 3B Teams finishing in third position in groups E-H advance to Stage 3B to determine positions 9 to 12. The four teams will be drawn into positions 1 to 4 of Stage 3B. Winners of the first round will play for positions 9th-10th and losers for positions 11th-12th. Stage 3C Teams finishing in second or third position in groups A-D advance to Stage 3C to determine positions 13 to 20. The eight teams will be drawn into positions 1 to 8 of Stage 3C as follows: Runners up in groups A-D will be drawn into positions 1, 4, 5 & 8 of Stage 3C. Third position teams in groups A-D will be drawn into the opposite halves of the teams that finished runner-up in the same groups. All matches will be played to determine positions from 13th to 20th. Matches will be played in best of 5 singles matches (A v X, B v Y, C v Z, A v Y & B v X) All matches in the team events to be the best of five games. INDIVIDUAL EVENTS Boys’ and Girls’ Singles The first stage will be played in a round robin basis in groups of 4 and 3 players. Two players advance from each group to the second stage. The top 16 seeded players advance directly to the second stage, which will be a knockout draw of 64 players. All singles matches will be the best of 7 games. Boys’ Doubles, Girls’ Doubles and Mixed Doubles All events will be played on a knock-out basis. Matches will be the best of five games with the exception that Quarter-Finals, Semi-Finals and Finals, these will be best of seven games.

* Besides the 14 first reserves listed above, any player among the top 200 in the 2016 September Junior World Ranking may be entered by his or her National Association until 7th October (subject to a maximum of four players per National Association). These players will be accepted in ranking order if places are available after filling those participating from teams, singles qualifiers and reserves. DEADLINE IS 17th OCTOBER. REMINDER/IMPORTANT NOTES:

1) No more than 4 players are entitled to participate from the same Association at the WJTTC.

2) Note that the selection is to be made in order of ranking, but if by the deadline of 17th October the parent association of a player has not confirmed his/her entry, that player will lose the right to participate and the ITTF will automatically confirm the invitation to the next player entered according to the World Ranking.

3) In the exceptional case of an association not confirming a qualified team to compete at the WJTTC, still their players will be entitled to participate if their association make their entry on time and they are eligible to be selected according to world ranking.

15. SEEDING

Seeding for all the events will be done according to the November ITTF U18 Team and Individual World Rankings, with the possible input of the ITTF Results & Ranking Manager. Seeding for the doubles will be done according to the addition of the ranking points of the players, again with the possible input of the ITTF Results & Ranking Manager.

16. DELEGATES MEETING Will be held on 29 November 2016 on the GRANDARENA, GrandWest at a time to be announced later.

17. DRAWS For the Team Events will be performed on 28 November 2016 at the Grand Arena at a time to be announced later. For the Singles (First Stage) and Doubles Events the draws will be performed on 1 December at the Grand Arena at a time to be announced later.

18. PERSONS ON THE BENCH - In singles events and doubles events there would be 1 seat for a coach on

the playing field (behind the surrounds). 2 in case of Mixed Doubles pairs with players from different Associations.

- In the team events, 5 seats would be made available, for one (1) coach and 4 players.

- No other players or personnel would have access to the area behind the surrounds or the playing area. Special provisions and seating areas would be made for the medical personnel.

19. ENTRY FEES According to the ITTF Handbook, 4.4.4.1:

The entry fees shall be 50 USD for each entry in a team event, 30 USD for each pair in a doubles event and 15 USD for each entry in a singles event. These entry fees have to be submitted together with the accommodation fees and paid in USD $ to the organizing committee.

21. TRANSPORTATION Organizers will provide transportation to the participants from and to Cape Town International Airport free of charge.

22. HOSPITALITY

Hospitality will be provided by the Local Organizing Committee to all entitled to free hospitality from lunch on the 29th November to breakfast on the 8th December 2016.

An association qualifying with a team, comprising four (4) athletes & one (1) coach, is entitled to free hospitality for a maximum of three (3) persons (double occupancy basis). If less than four (4) athletes are nominated the association is entitled to free hospitality for two (2) persons only.

An association qualifying with two teams comprising eight (8) athletes & two (2) coaches is entitled to free hospitality for a maximum of five (5) persons (double occupancy basis). If less than eight (8) athletes are entering the association is entitled to free hospitality for four (4) persons only.

Athletes qualified to participate in the Individual events only: No free hospitality.

Rates for extra persons and those not entitled to free hospitality

The Organizing Committee will charge a daily rate per person: USD $155 in single occupancy, USD $125 in double occupancy including breakfast, lunch, dinner, accreditation and local transport. The rates will be available for a fixed number of extra persons on the “List of Official Party” as described in the point 11 “PARTICIPATION QUOTAS” and in the Entry Form.

Additional persons to those allowed below may get the “accompanying person’s package” with the rate per person: USD $165 in single occupancy, USD $135 in double occupancy BASED ON AVAILABILITY.

23. OBLIGATIONS

All players nominated are willing to compete against any other participating player and accept to be under ITTF Anti-doping, Racket control and Anti-harassment policies and procedures during the Championships. The entry forms will contain a statement about the above points to be signed by a responsible official of the nominating Association and no entry form will be accepted unless such an undertaking has been given.

24. DOPING CONTROL

Doping tests will be conducted during the event in accordance with ITTF anti/doping rules. Please see:

Should any player require a therapeutic use exemption, the application form is available at:

http://www.ittf.com/ittf_science/TUE_final_A.doc and should be submitted to the ITTF Headquarters (Ms. Françoise Dagouret [email protected]) at least 30 days before the ITTF World Junior Table Tennis Championships.

25. RACKET CONTROL

Racket controls will be conducted during the event in accordance with latest ITTF regulations.

26. TELEVISION, MOTION PICTURE AND INTERNET COVERAGE CONDITIONS

By entering the Championships, participants agree to abide by all ITTF rules and by the rules and regulations of the Organizing Committee. All entered associations, teams and individual players agree to be under the auspices of the ITTF and its agents in all matters concerning television coverage, video, internet web casting, motion picture coverage and photographic coverage of any kind. Participants release all rights, or rights held by their agents or sponsors, in all matters relating to television and web casting coverage, video and motion picture coverage and photographic coverage of any kind; and hence accept such coverage during the World Junior Championships. A participant’s refusal of above listed coverage may be subject to suspension or dismissal from the competition. Any participant, when called upon, must appear promptly to press conferences or medal presentations and follow the procedures set by the ITTF and the Organizing Committee.

27. PAYMENTS Associations are requested to pay their entry fees, extra hospitality costs and hospitality costs for those persons not entitled to free accommodation and meals either in US Dollars (USD) or with a credit card on site upon arrival. Associations that need to pay in advance by bank transfer are requested to notify to the Organizing Committee, which will provide with the bank details for the electronic transfer. Payment by electronic Bank Transfer should be completed before 31 October 2016 to the bank account specified in the invoice received from the Organizing Committee. Transfer has to be made so that the net amount is received on the Organizers’ Bank Account.

28. CANCELLATION POLICY

Cancellation policy applies as follows: - Cancellations before 15th November: No cancellation fee - Cancellations between 15th and 25th November: Flat fee of 112 USD / person

for each person not entitled to free hospitality - Cancellations on or after 25th November: Flat fee of 235 USD / person for

each person not entitled to free hospitality 29. VISAS

If you need a visa to enter South Africa, and in order to succeed and avoid any problems, please follow these steps:

1. Fill all the fields included in the VISA FORM for those persons requiring VISA.

2. Scan the page of the photo of the passports of all persons requiring VISA.

3. Submit your entry form FILLED WITH ALL THE REQUIRED DETAILS to the Organizing Committee together with the passports scanned: [email protected] with a copy to Mohamed Dawlatly: [email protected] as soon as possible in order to expedite your visa application.

4. Ensure that the unabridged birth certificate for players under the age of 18 has been duly completed and signed by a commissioner of oaths
