Welcome to the Township of West Lincoln 2016 Municipal & Recreation Guide. On behalf of Council & Staff, I encourage

all residents to use this guide as it is an excellent resource tool that benefits everyone in West Lincoln. The Township offers a broad range of high quality recreational programming, excellent parks, accessible walking trails, and a growing number of cultural and heritage events throughout the year. There are a number of Special Events such as Family Day, Earth Day, Harvest Routes Arts & Culture Event, and an Easter Egg Hunt on Good Friday. West Lincoln is also home to many community & church groups, associations and many minor sports programs to offer you and your children. Our Recreation & Muncipal Guide will provide you with the necessary contacts to obtain detailed information about available local programs. Our local volunteers devote many hours to provide programs in our community and help out with our annual West Niagara Fair, PoultryFest Niagara & Canada Day festivities, Evan’s Ride for Autism (ASD), and Smithville Santa Claus Parade. If you are looking to the Municipality of West Lincoln as a potential future home and/or business location, this Guide showcases many of our high quality recreation & cultural events that we have to offer your family and your future employees. The Township of West Lincoln came into being on January 1, 1970 with the formation of the Regional Municipality of Niagara. At this time the former Townships of Caistor, Gainsborough, and South

Grimsby became Wards 1, 2 and 3 in the Township of West Lincoln.

Council for the Township of West Lincoln is made up of six Councillors, two from each Ward and a Mayor who is elected at large. A term of Council is four years. Council meetings are held in the Council Chambers 318 Canborough Street in the Village of Smithville.

West Lincoln is mainly a rural municipality, the most westerly Municipality within Regional Niagara, and covers the largest land area. Watered by the Twenty Mile Creek, the Welland River, and their tributaries, it is a rich agricultural area with industry primarily located in the Village of Smithville.

Recreation Services strives to ensure that the residents of the Township of West Lincoln have as many opportunities as possible to develop healthy lifestyles through the pursuit of positive leisure time activities and the development of new skills.

“Niagara’s Challenge – Healthy Kids” WEST LINCOLN, March 17, 2016 – In September 2014, the Government of Ontario announced that 45 communities across Ontario had been chosen to participate in the Healthy Kids Community Challenge (HKCC). Niagara, along with its 12 local area municipalities was selected as one of the 45 communities. Over a three year period, Niagara will receive up to $1.125 million from the Government of Ontario to implement their HKCC plan.

Daily physical activity is the first of three themes in the Healthy Kids Community Challenge program encourages children to participate in daily physical activity. The Healthy Kids Community Challenge is a key component in the Ontario Government’s Healthy Kids Strategy – a cross-government initiative that aims to improve children’s health and well-being by focusing on a healthy start in life, healthy food and healthy active communities. Niagara’s Action Plan for Theme 1 – Run. Jump. Play. Every day. – has been approved by the Ministry and this includes the “West Lincoln Community Centre Playground Area Enhancement Project”.

The Township of West Lincoln will complete enhancements to the playground at the West Lincoln Community Centre. Funds will be used to plant trees, replace pea gravel with accessible mulch, install lighting and install West Lincoln Parks’ signage. The project will begin in spring 2016 and carry into the summer with a ribbon cutting event at completion.

Township of West Lincoln to receiveNiagara Investment in Culture funding

WEST LINCOLN, April 28, 2016 – The Township of West Lincoln will receive $14,000 of funding through the Region of Niagara’s Niagara Investment in Culture (NIC) program for the 2016 Harvest Routes event.

The Niagara Investment in Culture (NIC) program aims to celebrate Niagara’s history and identity, promote the culture sector and increase access to quality cultural experiences for residents and visitors throughout the region by providing financial incentives. In July 2014, the Region announced the initiative with an approved budget of $300,000. The Region recently announced that twenty-eight (28) projects have been approved for funding across the Niagara Region in 2016.

The Township of West Lincoln will use the NIC funding for the continuation of the expanded Harvest Routes event in 2016. The funding will allow the event to expand to include event sites in Wellandport and Abingdon in addition to the original site in Smithville. Harvest Routes will be October 1, 2016.

A variety of arts and cultural experiences will be presented to the West Lincoln community. Local artists will be showcased and celebrated and access to arts and culture in West Lincoln will be increased as the Harvest Routes event is expanded.

The Region of Niagara’s NIC funding also provides an opportunity for new community partnerships and cultural capacity building here in West Lincoln. West Lincoln community groups, organizations and businesses are encouraged to contact Recreation Services to discuss involvement in Harvest Routes.

The Township will issue a “Call for Artists” in the coming months, where local artists will have the opportunity to submit an application to be a participant at Harvest Routes. Currently, local artists are asked to contact Recreation Services for further information and to get on the contact list.

Summer Camp - Ages 4 to 12 years oldThe Summer Camp Program operates from the West Lincoln Arena in Smithville. Camp will run from July 4, 2016 to August 26, 2016. Regular Camp hours are 9:00am to 3:30pm. Extended hours are also available. Each week will be a fun and exciting theme. Participants can register daily or weekly. Little LeapersLittle Leapers is a non-competitive, recreational skipping program for children aged 5 to 14 years of age. The program is taught by members of the Lincoln Leapers Competitive Jump Rope Team and helps kids learn to skip in a fun, non-competitive class. Kids are given the opportunity to learn some skipping “skills/tricks” with their own jump rope as well as learning to skip Double Dutch. The Little Leaper program is a fun way for children to stay active. Our recreation program “Little Leapers” runs weekly on Wednesdays for 24 weeks from mid September to April with the same breaks as the regular school year. The registration fee for the 2016-17 year is $200.00 and includes a T-Shirt & a skipping rope. We run 2 one hour classes each Wednesday in Beamsville. There are a total of 80 spots in our program (40 per class). We normally hold registration dates during April – June. Smithville Minor FootballSmithville Minor Football is open to both boys and girls aged 8 through 14. Atom are ages 8-10. Pee Wee ages are 11-12. Bantam ages are 13-14 with no weight restrictions. Players who are over their weight limit for their age group will have restricted play at their age group. The cost to all players for regular football is $240 for the first child in the family and discount rates for additional children with an extra $110 per family for equipment deposit that is 100% refunded when the league’s equipment is returned at the end of the season. Player fees include up to three – two hour practices and one game a week, a game jersey for each player to keep. Helmets, mouth guard, shoulder pads, pants and leg pads are provided for players to use and all must be returned, with the exception of mouth guards and pants at the conclusion of the season… all you need to buy is footwear. The season commences with training camp at the beginning of May and includes “SUPER SUNDAY” which takes place in late August. Registration takes place in February. All practices are held at South Lincoln High School located on Colver Street in Smithville. All home games are played at the West Lincoln Leisureplex. Make sure to watch in local papers and flyers in January for registration dates. West Lincoln Co-op NurseryThe West Lincoln Co-operative Nursery is a non-profit cooperative pre-school for children ages 2 1/2 to 5 years of age. The nursery school provides an opportunity for children to experience happy, imaginative play with other children in a loving, sharing atmosphere. The Co-op will also allow you, as a parent, to participate in school activities and gain confidence in your own abilities. The Co-op is supervised and taught by a qualified teacher. All donations of food, funds, furniture, household goods etc. may be made at this location during regular business hours. The Furniture Warehouse is also located at 2660 Industrial Park Road. Meals on WheelsHot and frozen meals can be delivered to the homes of elderly persons with disabilities and convalescent persons. Hot meals are delivered Monday to Friday and frozen meals once a week. Volunteers can provide a social contact for persons living alone, a safety check for their well-being, friendly visiting, in-home visits to help with daily tasks and some errand assistance. Transportation services are also available to and from appointments. Home Making Program provides light house keeping, laundry & shopping for a fee. West Lincoln Employment Help CentreJob seekers and busi nesses with positions to offer have a friend in the EHC. With locations in Grimsby, Beamsville and the Township of West Lincoln, EHC has been connecting people to jobs since 2010.The major focus of EHC is to provide em ployment programs and services (funded by the Ministry of Training, Col leges and Universities) for any job seekers. The free services we offer for job seekers, include: the use of the Resource Centers where one can use our computers, phones, fax machines and research material for education, training and job postings. The EHC also pro vides free services to assist employers with their recruiting needs. This includes job postings at our sites and on our website, facilitation of job fairs, and in some cases, training subsidies and incentives for hiring. West Lincoln Fire and Emergency is comprised of two stations: Station One at 344 Canborough Street, Box 400, Smithville, and Station Two at 8635 Reg. Rd. 65, Caistor Centre. The Department is under the command of a full-time Fire Chief, Dennis Fisher, and a full-time Deputy Fire Chief/Fire Prevention Officer, Kevin McIntyre with a complement of 31 volunteer firefighters at Station One and 16 volunteers at Station Two. These firefighters volunteer their services to the community through fire and accident response, resuscitation services, extrication from motor vehicle accidents, fire safety inspections, education and a commitment to maintain and enforce safety standards in accordance with the regulations of the Ontario Fire Marshal, to better protect the community.

New Carbon Monoxide LegislationAs of April 15, 2015 Carbon monoxide detectors are now required by law outside of sleeping areas in all homes with fuel-burning appliances, fireplaces or an attached garage. In rental units that have fuel-burning appliances or an attached garage, landlords are required to provide carbon monoxide detectors in service rooms and apartments that share a common wall, floor or ceiling with the service room or attached garage. Please contact us for more information regarding this new life-safety requirement.

Carbon Monoxide DetectorsCarbon Monoxide is a colourless, odourless, deadly gas which can kill you before you know it’s there. Energy efficient airtight homes contribute to the problem by trapping CO inside the home. CO can displace enough oxygen in your body to suffocate you from the inside out resulting in brain damage or death. CO is a common by-product of appliances that run on flammable fuel such as gas or oil furnaces, water heaters, fireplaces, wood stoves and space heaters CO poisoning can produce symptoms similar to flu with fatigue, nausea, dizzy spells, headaches and confusion. Carbon monoxide detectors provide an early warning of CO problems. Please contact us for more information regarding carbon monoxide safety.

Smoke AlarmsWorking Smoke Alarms: It’s The Law!The Ontario Fire Code requires working smoke alarms on every level and outside of sleeping areas in all homes and apartments. Failure to do so could result in a fine of $355 per violation. Landlords must make sure their rental properties comply with the law. Individual landlords who fail to comply with the Fire Code's smoke alarm requirements can face penalties of up to $50,000. Tenants of rental properties are encouraged to contact their landlords immediately if they do not have the required number of smoke alarms. Once smoke alarms are installed, tenants cannot remove the batteries or tamper with the alarm in any way. If they do so,the tenant could receive a $355 fine. If a fire occurs in your home or apartment, you have very little time to escape safely and if you are asleep,

the smell of smoke will probably not wake you. Working smoke alarms are a simple and inexpensive way to give you and your family the warning you need to escape a fire.

Plan Your EscapeIf you should wake up tonight to find your home on fire and your normal exit blocked, how would you escape? If you cannot answer that question, then now is the time to prepare a family escape plan! Plan two ways out of every room and be sure that all windows open easily. If you have to leave your home beacause of a fire, remember to stay low to the floor and feel doors before opening. If the door is hot, use your alternate exit. Arrange a family meeting place outside and call the Fire Department by dialing 911. Never go back into a burning home.

Program Changesand Cancellation -Recreation Services reserves the right to cancel or alter any class time, fee, instructor or location if required. Each class requires a minimum number of participants to run. Recreation Services will happily attempt to accommadate participants in another class or issue a full refund for any class that is cancelled.

User Group InsuranceTownship Facility User Groups/Renters are required to provide proof of insurance listing the Township as an additional insured. The Township participates in a Facility User Group Insurance Program and can provide insurance coverage through this program for events and activities. For more information on rates and coverage please contact Recreation Services.
