01 In today’s world, globalization is here to stay with networking established

beyond national boundaries in every facet of our lives.

 In addition, we need to address many issues and challenges, such as

environmental problems, population explosion, poverty and hunger, ethnic

conflicts, and regional conflicts.

 In order to effectively manage and resolve these and other issues and

challenges, the Faculty of International Studies aims to create a new

academic discipline of International Studies in collaboration with other

sciences by going beyond the boundary of the traditional academic

framework.

Managing Globalization

 With internationalization and the advances in informatization in recent

years, globalization is moving ahead rapidly. Globalization produces many

benefits, no doubt, but it causes an even larger disparity in wealth among

nations, immigration problems, and regional conflicts in some cases.

Culturally, globalization is standardizing many different cultural values all

over the world.

 At the Faculty of International Studies, we will help students analyze

social and cultural issues and challenges that stem from globalization and

help students research different ways that the issues can be effectively

managed and resolved.

Promoting Mutual Understanding and Harmonious Coexistence

 Globalization aims to realize harmonious coexistence and co-prosperity

among different nations, ethnic groups, and regions.

 In reality, globalization is the cause of many conflicts around the world

today. Underlying this unfortunate state of affairs is lack of understanding

and prejudice towards different cultures and societies.

 The Faculty of International Studies aims at the realization of mutual

understanding and harmonious coexistence through international studies

that will be pursued in an organic linkage between a variety of other

academic disciplines.

We envision students who:

-are seriously concerned about social issues on a global scale as well as

the present and future state of world society.

-are interested in different cultures in the world and wish for the

harmonious coexistence of diverse cultures.

-understand human diversity and desire to think about a society where

people learn from each other and learn to harmoniously live together.

-desire to learn foreign languages and develop communication skills, and

thus to be engaged in communicating with people around the world.

-are highly motivated to explore problems in depth, want to further their

education, and have the competency and passion to logically think

through a variety of problems and events in order to explore solutions to

those problems.

Department of International Social Studies

 Students will study social issues and challenges that stem from

globalization in terms of international cooperation, environmental

problems, and informatization, among others.

 Students will learn to understand the structure of international society

from the viewpoints of history, human rights, law, politics, economy and

other systems, and acquire basic and expert knowledge required for

international interaction.

Department of International Cultural Studies

 Students wil l study cultural issues and challenges that stem

from globalization in terms of cross-cultural understanding and

communicat ion, cross-cul tura l compar ison, languages, and

literature. Students will study the structure of international society in

terms of history, cultural traditions, religions, art, and other areas related

to the human mind, and acquire basic and expert knowledge required

for cross-cultural understanding and communication.

Utsunomiya University has "University to University" exchange agreements with 32 schools. The faculty of

International Studies has "Faculty/Institute to Faculty/Institute" exchange agreements with 27 schools. We have

After 9/11, ethnic and regional conflicts of the world have become more complicated, and the crisis of Global-Terrorism and American Unilateralism has become more conspicuous so the role of the United Nations is now being under review.

We, as citizens, should actively join in International Exchange and International Cooperation in order to contribute to a rich and diverse global society and contribute to the creation of a Global Culture. We should pursue our own theme by ourselves, and solve these problems theoretically and practically.

In this course, we have 3 special studies and through educational research and their generalization, we make much effort to train highly specialized international professionals in government, nongovernment and non-profit organizations.

International Social Studies: This program offers courses for study and research on global social issues such as ethnic problems, political strife, and environmental pollution. This program analyzes economic, political, and social systems involved in these problems and explores both theoretical and practical solutions. This program focuses on local areas in relation to the international community. Students improve their abilities in researching social events, data processing, and formulating theoretical approaches.International Cultural Studies: This program offers courses for study and research on cultural issues such as religious strife and intercultural communication barriers throughout the world. This program analyzes the influence of cultural systems and explores theoretical and practical solutions to such issues. Students in this program can improve their research abilities to interpret cultures with breadth and depth of knowledge that includes diverse cultural traditions and histories.International Exchange Studies Program: This program offers courses for study and research on international exchange at the global and local levels. This program aims at logically and empirically analyzing local and global issues by using interdisciplinary approaches. By focusing attention on practical international exchange activities originating from civil society in Japan, students in this program are expected to contribute to the formation of diverse global societies and cultures.

 The type of social space in which citizens discuss freely what society should be and then reach an agreement and express it widely to the people while also having an affect on public systems and policy decisions is called the 'Public Sphere.' Because of cross-national conflicts of interests it is difficult to solve global issues. To cope with that kind of problem, in recent years it has become noticeable to deal with it beyond national borders. Citizens and civic organizations which have diversified cultures act beyond country borders. In this course we especially define public spheres in which citizens and civic organizations are performing as 'Multicultural Public Sphere'. Multicultural Public Sphere: citizens and civic organizations achieve a consensus through free communication in spite of the differences such as ethnic groups, religions and languages and tackle transnational problems. We do educational research on Multicultural Public Sphere from 3 points of view.- Global governance: the system and structure to maintain the Multicultural

Public Sphere. - International Cooperation: an ideal way of distribution of personal and

material resources that is needed to form the Multicultural Public Sphere and how the process should be accomplished.

- Multicultural Exchange: an ideal way for cultures to form the Multicultural Public Sphere.

 In this Doctoral Course and through this educational research we train highly specialized professional leaders who articulate problems, make plans and supervise in order to carry out relations and formations of the Multicultural Public Sphere.

❶ Designed for a person who wants to solve transnational problems by bringing diverse knowledge and opinions of persons concerned thereby forming a consensus.

❷ Designed for a person who wants to research transnational problems related to global governance, international cooperation and multicultural exchange that requires having an advanced understanding and knowledge of specific regions.

❸ Designed for a person who wants to carry out research on transnational problems through joint research with researchers from many fields, and to take advantage of the results for decision-making in and between civil organizations, international organizations, governments, and local governments.

International Students

Utsunomiya University has actively promoted the acceptance of international students from abroad. The Faculty of International Studies has hosted the highest number of international students.A number of international students from different regions of the world are studying a variety of disciplines together with Japanese students at Utsunomiya University. Utsunomiya University international students include four-year undergraduate students; exchange students from universities in China, Thailand, Australia, Canada, Korea, and Germany, among others, under student exchange agreements with Utsunomiya University; exchange students under the Japanese language and culture training program sponsored by the Japanese Ministry of Education, Culture, Sports, Science and Technology; and exchange students under short-term student exchange programs.

Utsunomiya University offers comprehensive Japanese language and culture programs for international students based on their language levels.

Preparatory Education for Government-Sponsored International StudentsThis intensive program is offered for government-sponsored students (research fellows, teacher-training students) before the start of specialized education. This program enables students to enhance basic level Japanese language skills.

Japanese Language and Japanese Culture Training ProgramThis one year long training program is offered for students who are majoring in Japanese language in their own country and have also been accepted for the Ministry of Education, Culture, Sports, Science and Technology’s

“Japanese Language and Japanese Culture Training Program.” This program enables students to develop their Japanese language skills as well as deepening specific knowledge of Japanese language or Japanese culture by conducting their own research.

Intermediate Japanese Language Program for Short-Term Study Abroad This 6 to 12 month-long program is offered for students from partner universities of inter-university/ inter-department student exchange agreements. This program aims to enable students to develop their Japanese language skills as well as to increase their knowledge of Japanese society and culture.

03 Acceptance of International Students

Student Tutor ProgramThe Student Tutor Program will assign a Japanese student as a tutor to assist each international student at Utsunomiya University. A junior or senior student from the Faculty of International Studies or a graduate student from the Graduate School of International Studies will be assigned as a student tutor to each international student for the first one or two years, depending on the length of study at the University. The tutor will assist the student in adjusting to daily and campus life soon after arriving in Japan and in the mastery of the coursework as well as in learning Japanese. International students are expected to deepen international exchange and cross-cultural understanding through interactions with their student tutors.

Center for International ExchangeThe Center for International Exchange provides guidance and advice to international students from overseas as well as to Japanese students who wish to study abroad.

Utsunomiya University International HouseInternational House is located 15 minutes on foot from the Campus. Various activities such as Japanese lessons and cultural exchanges are organized for international students and their families in the lounge or meeting room at International House. -Address: 2980 Ishii Machi, Utsunomiiya City, Tochigi 321-0912 Japan -Room:
