Orhan Altanis nominatedfor HonoraryM e m b e r s h i pof ISPRS inrecognition of his
long and distinguished services to ISPRSanditsaims.OrhanAltanfirstmadehismarkonISPRSasCongressDirectorin2004andhassinceheldmanyrolesandresponsibilitieswithin the Society including President from2008-2012.Theyear2010wasthecentennialanniversaryofISPRSandOrhanAltanplayedamajor role inorganising thecelebrationofthisevent.
Orhan Altan has introduced a number ofimportant initiatives into ISPRSincludingtheestablishment of the Student Consortiumwhich laid the basis for attracting moreyoung scientists into the society; he wasinstrumental in setting up an agreement tohave the ISPRSproceedingspublished inaprofessionalwayandhas thusprovided thenecessaryqualityoftheseproceedingstobeincludedintomajorindexingdatabasessuchastheWebofScienceandSCOPUS;hehasworked with the Joint Board of GeospatialSocieties(JBGIS)andtheUNOfficeofOuter
Space Affairs to produce booklets on thevalue of geospatial information for disastermanagement.
OrhanAltanhasrepresentedISPRSonmanyinternationalbodiesincludingtheInternationalCouncil for Science (ICSU) and has servedon the Executive board of ICSU which hasraisedtherecognitionandstandingofISPRSinternationally.
Orhan Altan’s contribution has been notonlyasanofficeroftheSociety,hehasalsomade a significant research contribution toISPRS Commissions and Working Groupsthroughout his career, which has coveredmajordevelopmentsinbothphotogrammetryandremotesensing.
Outside of ISPRS, Orhan Altan has had adistinguishedacademiccareerasaprofessorofphotogrammetryat the IstanbulTechnicalUniversityandhasanextensivelistofrefereedpublications and conference papers. OrhanAltanisfluentinEnglishandGerman,aswellasTurkishandthishasenabledhimtobuildbridgesacrossEuropeandAsia.
His contribution to the development andlong term sustainability of ISPRS and hisdistinguished academic achievementscombined with his diplomacy and charm,makeOrhanAltanaverydeservingcandidateforelectionasanISPRSHonoraryMember.

Alain Baudoin (France)
Educated at ÉcoleP o l y t e c h n i q u e(1966-1969)andattheÉcoleNationaledes SciencesG é o g r a p h i q i e s(ENSG,1969-1971)Alain Baudoinwasa GeographicalEngineer servingon the FrenchMapping Agency(IGN, 1971-1989)
then on the French Space Agency (CNES,1989-2005)andlastlyontheFrenchMinistryofEnvironmentandSustainableDevelopment(CGEDD,2006-2010).
Since1972hehasbeeninvolvedinresearchand development of remote sensingapplications, using either airborne sensorsor satellite imagery. From 1978 to 1985he was the IGN Spot project manager,ensuring that the SPOT satellite, with itsstereoscopic capabilities, could be usedfor mapping purposes. When joining CNEShe participated, as “Mission Manager”,then “Program Manager” to CNES EarthObservationprograms,especiallyforSPOT5andPléaides.ParalleltotheseactivitiesAlainBaudoinwasateacheronimageprocessingatENSG.
Since1980,hehasbeen involved in ISPRSactivities, participating at all Congress fromHamburg to Melbourne. During the 1980
to 1984 period, he was the Secretary ofCommission VII, before acting as PresidentofCommissionIfrom2004to2008.HewasalsoChairmanofthe“MappingfromSpace”Working Group (1984-1988) and after thelaunchofSPOT-5, in2002,heproposed toISPRS,acooperationwithCNESforassessingthe quality and accuracy of DEM derivedfromthenewHRSinstrument.ResultswerepresentedattheIstanbulCongressin2004.
Alain Baudoin has been a member of theFrench Society of Photogrammetry andRemoteSensing(SFPT)since1972andwasits General Secretary from 1985 to 1993.At the European level he was the FrenchdelegateofEuroSDR(1993-1999).
Beforehis retirement in2010AlainBaudoincontributed to elaborate the SpaceApplications Plan of the French Ministry ofEnvironment and Sustainable Development,adoptedin2012atgovernmentallevel.
Jiang Jie (China)
JiangJiereceivedherB.Sc.andM.Sc.degreesin applied geophysics from the ChangchunGeology University,China,in1985and1988, respectively.In 2000 shereceived herPh.D. in surveyingengineering fromChina Universityof Mining andT e c h n o l o g y(Beijing). Shes u b s e q u e n t l yworked as a GISspecialist in the Municipal Urban Planningand Management Information Center ofChangzhou during 1989 to 1999, and tookcharge of the establishment of Changzhouurbangeodatabaseandapplicationsystem.ShejoinedtheNationalGeomaticsCenterofChinaintheendof1999andiscurrentlychief

Since2008,shehastakentheleadingpositionforconstructionthenationalgeo-informationservice platform “MapWorld”. The platformhas integrated distributed datasets fromnational, provincial and municipal agenciesand made them easy access for users viainternetandintranet.
She was the secretary of ISPRS WG IV/3during 1998-2000, secretary of ISPRSCommission II from 2000-2004, chair ofISPRSWGIV/1from2004-2012,amemberof the International Scientific AdvisoryCommittee of ISPRS from 2008-2012,president of ISPRS TC IV from 2012-2016.ShewasExecutiveViceChairoftheScientificProgram Committee of the ISPRS 2008Congress.
She received the Eduard Doležal Award atthe ISPRS 2004 Congress, the President’sCitation at the 2012 Congress. She is thechairofWG3oftheRegionalCommitteeofUnitedNationsGlobalGeospatialInformationManagement for Asia and the Pacific, andchair of theTechnicalCommissiononGeo-informationServiceinChinaGISAssociation.Shehaspublishedmorethan80papers.
Franz Leberl (Austria)
Franz Leberl wasborn in Germanyin 1945 and fromthe age of 2, haslived inAustria.Hegraduated highschool in Graz,in 1963. In 1967,
he received his Diplom in engineering fromtheViennaUniversityofTechnology,andhisDr. technicae in1972. In1976,he receivedhis Habilitation at the Graz University ofTechnology.
Franz worked as a researcher and teacherfrom 1969-1974, at the InternationalInstitute for Geo-Information and EarthSciences (ITC) in Delft, and later in En-schede, Netherlands. From 1974-76, hewas a research associate at NASA’s JetPropulsion Laboratory (Pasadena, CA). Hisfirstprofessorship,inphotogrammetry(1976-1984)andhis second, incomputer science(1992-2013),werebothattheGrazUniversityof Technology, Austria. He was the founderof the Institute for Digital Image ProcessingandGraphicsatJoanneumResearch,1980,and of the Institute for Computer Graphics&VisionatGrazUniversityofTechnology in1992.Since2013heisProfessoremeritus.
UnderaleaveofabsencefromGrazUniversity,heservedasCEOoftheAustrianInstituteofTechnology,thenAustrianResearchCenters,Vienna,Austria,from1996-1998.
Franz Leberl was the founder of VexcelCorporation [1985,Colorado] andofVexcelImaging GmbH [1993, Graz, Austria]. Hewithdrewfrombusinesswiththe2006-saleofVexceltoMicrosoftandworkedatMicrosoftas Director of Virtual Earth and Bing-Mapsevangelistfrom2006-2007.
He has 377 publications and 15 patents,and has served as 1st doctoral referee to48 graduates. His honours include IEEE-Fellow 1996; Grand Decoration of Honourin Silver for Services to the Republic ofAustria [2006]; Outstanding TechnicalAchievement Award from the AmericanSociety of Photogrammetry and RemoteSensing [2012];BrockGoldMedal from theInternationalSocietyforPhotogrammetryandRemote Sensing [2012]; Friedrich-HopfnerGold Medal from the Austrian GeodeticCommission[2014];HonorarySenatoroftheUniversityofLjubljana,Slovenia[2015].

Ammatzia Peled (Israel)
Ammatzia Peled is a Professor for GIS&RSand the Director of the Center for SpatialInformationSystemsResearch(CSISR)attheUniversity of Haifa,Israel.
AmmatziaservedasPresidentofISPRSCommissionVIIIon“Remote SensingApplications andPolicies” (2004-2008) and servedon ISPRS Councilas the Treasurer(2000-2004) and2ndVicepresident(2008-2012). Inaddition,he served for two years (2004-2006) asa Member of the TIF Board of trustees. Heserved as co-chair and chair of relatedworkinggroups in ISPRSCommissionsIV, IIandVIII.
Also affiliated with the InternationalCartographic Association (ICA), he was amember and chair of ICA working groupsand also the Chair of ICA Commission on“Incremental Updating and Versioning ofSpatialDataBases”(2003-2007).

At a National level, Ammatzia had a majorroleinthedecisiontakentoremapIsraelandtheestablishment&updatingoftheNationalSpatialDataBaseinIsrael.Thisprojectwaslaunched,underhissupervision,attheSurveyofIsrael,alreadyin1991anditservesasthebaseforalle-Govprojectsinthecountry.
Author of over 160 publications in Journalsand proceedings papers, and books withover260technicalreports,organizerofover60 sessions and workshops, Ammatzia isinterested in GIS, Remote Sensing, DigitalCartographyandMapping,focusingmainlyinautomaticChangeDetectionandAutomaticUpdating of Core Spatial Data Bases andissues of National GIS maintenance. Latelyhe is involved in projects dealing withautonomousspatialdecisionmaking.
In2010,Ammatzia PeledwasawardedtheEduard K. Tsiolkovsky 150 Years MemorialGOLD Medal by the Russian Academy forCosmonauticsfor:“OutstandingcontributiontoCosmonautics”.In2013,hewasawardedasaProfessorHonorisCausabytheSiberiaStateAcademyforGeodesy&Cartography,Novosibirsk.

The Brock Gold Medal Award
TheBrockGoldMedalAward,donatedbytheAmerican Societyfor Photogram-metry andRemote Sensing,is awarded foran outstandingl a n d m a r kcontribution in theevolution of thephotogrammetry,remotesensingandspatial informationsciences, which
is a proven contribution to these sciencesandtechnologiesofwhateverform,whetheramajorcompletedprojectorprogram,somefundamentally new equipment, system orfundamentally new technique, or other newdeparture.
The 2016 awardee is Wolfgang Förstner,forhisoutstandingscientificachievementsinthe fieldsofphotogrammetryandcomputervision.Heisaninternationallyleadingexpertinphotogrammetry,computervision,patternrecognitionandmachinelearning.
After obtaining a degree in geodesy hestartedhiscareerat the Institute forPhoto-grammetry, University of Stuttgart. At thispoint of time, the institute, headed by Prof.Ackermann, was a renowned internationalcentre for photogrammetry, in particular inaerial triangulation. Inhisdissertation,whichhecompletedin1976,Förstnerconcentratedon blunder detection in photogrammetricblocks;hisresultsstillprevail.
Förstner then devoted his research to theproblem of image matching which washighly topical with the first-time availabilityof digital images. His work was pioneer indigital photogrammetry worldwide. Papers
onLeastSquaresMatchingpresentedatthe1984 ISPRS Congress and on an Interest-Operator,laternamedtheFörstnerOperator,at the1986 ISPRSSymposiumare, to thisday, recognizedasgroundbreaking.Almostallsystems,whichhaveproventhemselvesinthepracticalworld,arebasedoneitherLSM,the Förstner-Operator or variants thereof.AfterhisappointmenttotheprofessorshipofphotogrammetryatBonnUniversityin1990Förstner became interested also in patternrecognition and computer vision. Work onbuilding reconstruction from aerial imagesformedhis scientific focus for the followingyearsresultinginmanyscientificpublicationsbutalsointhecommercialprogramsysteminJect.
Many other areas of interest of WolfgangFörstnerandmanymoreofhisachievementscould be mentioned. Suffice it to say thatthroughout his exemplary career of nearly40yearsasaresearcher,inventor,innovatorand educator, he has made exceptionallysignificant scientific contributions inmany areas of Information from Imageryand mentored generations of mappingscientists and engineers. Although nowformally retired since 2012, he continueshisscientificactivities.

The Otto von Gruber Award
TheOttovonGruberAward,whichisdonatedby the Netherlands Center of Geodesy andGeo-information (NCG),consistsofamedaland a monetary grant, and is presented totheauthor,under40yearsofage,ofapaperofoutstandingmerit in thephotogrammetry,remote sensing and spatial informationsciences published during the 4 yearsprior to the Congress. The recipient of theaward isWai Yeung Yanwith regard tohisgroundbreakingdevelopmentofradiometriccorrectionandnormalizationofLiDARsensordatapublishedinaseriesofpapers.

pursue his Ph.D. in the Department of CivilEngineering, Ryerson University in 2008.Withhisexceptionalacademicandresearchachievements, he was presented with theprestigious Governor’s General AcademicGoldMedalduringhisgraduationin2012.HeiscurrentlyapostdoctoralfellowatRyerson,andcontinuestocarriesonresearchinLiDARremotesensing.
WaiYeungYanhasproposedanddevelopedradiometric correction and normalizationmodels to improve the quality of airborneLiDAR intensity data. His models considervarious system and environmental induced
distortions, and adjust the radiometricmisalignmentfoundintheoverlappingLiDARdata strips. His proposed algorithms cansignificantly improvethesignal-to-noiseratioandreducestripingnoiseswhenmosaickingmultipleLiDARdatastrips.Hehasalsodemon-strated how the corrected and normalizedLiDAR intensity data can aid in improvingthe classification accuracy in different landcover scenarios. His contribution, beinginterdisciplinary and of practical relevance,haslaidafoundationforthenextgenerationgloballandcovermapping,andcanbeseenasanessentialpre-processingstepprior toLiDARdataclassification.

The U.V. Helava Award
TheU.V.HelavaAwardisaprestigiousISPRSAward, which was established in 1998 toencourageandstimulatesubmissionofhighqualityscientificpapersbyindividualauthorsorgroupstotheISPRSJournal,topromoteand advertise the Journal, and to honourthe outstanding contributions of Dr. UunoV. Helava to research and development inphotogrammetryandremotesensing.
The Award is presented to authors of thebestpaper,written inEnglishandpublishedexclusively in the ISPRS Journal during thefour-yearperiodfromJanuaryofaCongressyear,toDecemberoftheyearpriortothenextCongress.
The award consists of a monetary grantof 10,000 SFr., certificates and a silverplaque. It issponsoredbyElsevierB.V.andHexagon Geosystems, while the Instituteof Photogrammetry and Remote Sensing,
AaltoUniversity(theUniversitywhereHelavastudied)donateshalf thecosts for thesilverplaque. The plaque was designed by the1980-88 ISPRS Technical Commission IIIPresident,EinariKilpelä,previouslyprofessorattheHelsinkiUniversityofTechnology.

Jury’s rationale for the paper selection
The winning paper addresses the problemof high dimensionality in hyperspectralimage classification. Presenting well theshortcomings of existing approaches, theauthors solve the problem of filter bankselection by choosing only those that con-tributetoimprovinglandcoverclassification.Theirworkfeaturesanumberof innovationsincluding the use of multi-class logisticregression, group-lasso regularization thatallowsinformationsharingbetweenthematicclasses and automatic filter selection. Theirnew approach was tested thoroughly onbothagriculturalandurbanscenes.TheJurywas impressed by the authors’ innovativemethodology,findingtheperformance-basedfeatureselection technique tobeverynovelyet still tractable. They felt this well-writtencontribution represents a genuine scientificadvanceinhyperspectralimageclassificationand, therefore, very deserving of the U.V.HelavaAwardfor2012-2015.

Naser El Sheimyis Professor andformer Head ofthe Departmentof GeomaticsEngineering, the
UniversityofCalgary.HeheldaTierICanadaResearch Chair (CRC) in Geomatics Multi-SensorSystemsandisthescientificdirectorof TECTERRA Centre of Excellence forCommercialization and Research. His re-search expertise includes Geomatics multi-sensor systems, GPS/INS integration, andmobilemappingsystems.
Naser El-Sheimy published two books,6 book chapters and over 450 papers inacademicjournals,conferenceandworkshopproceedings, in which he has receivedover 30 national and international paperawards. He supervised and graduated over65 Masters and Ph.D. students. Ian Dowman From 1964 to1967,IanDowmanwas employed asPhotogrammetristattheHydroelectricC o m m i s s i o nof Tasmania,Australia, and from1967 to 1969,he worked astechnical managerof Mapmakers, inSydney. He then
moved to London where he was Lecturer,Reader and Professor, at the UniversityCollegeLondonfrom1970to2009.

Karsten JacobsenIn 1971, Karsten Jacobsen received hisdiploma in Surveying Engineering, and wasemployed at the University of Hannover,Institute of Photogrammetry and Geo-information, from 1974. In 2009 Karstenretired as Academic Director, but he is stillactiveinthefield.

Wolfgang Wagner is one of the leadingscientists in physical modelling and geo-physical parameter retrieval from remotesensing data, in particular radar and lidarmeasurements. He was coordinator of theAustrian Christian Doppler Laboratory for“Spatial Data from Laser Scanning andRemote Sensing” for 7 years, initiated the
ESA Climate Change Initiative project onsoilmoisturein2011,andservesonvariousadvisory boards of international spaceprojects. He was also a co-founder of theEarth Observation Data Centre for WaterResources Monitoring (EODC), acting asheadofsciencesinceDecember2014.
Within ISPRS, Wolfgang Wagner wasPresident of Technical Commission VIIfrom 2008-2012 and initiated a number ofsignificant reforms and new activities withinthesocietyduringthattime,includingthenewopen source International Journal for Geo-Information, theestablishmentof the ISPRSArchives and Annals as an open accessseries,andtheestablishmentofmanagementfacilitiesfororganisersofscientificmeetings.Wolfgang Wagner was also instrumental inorganising the 100th anniversary of ISPRSwhich took place in Vienna in 2010. The ISPRS Foundation and Congress Travel Grants
TheISPRSFoundationhasallocated$US30,000fortravelgrantstoassiststudentsandyoungscientiststoattendtheISPRSCongress.ThissupportwasgenerouslymatchedbytheCongressHostbywaivingalargenumberofregistrationfees.Thesegrantsrepresentamajorpartofthephilanthropic activities of the Foundation. A total of 187 applicants for the travel grants werereceived.Approximately50%oftheapplicantshavereceivedsomefinancialsupport.
