A MESSAGE FROM OUR EXECUTIVE DIRECTOR AND BOARD PRESIDENT

Greetings from EOTC!

It is sometimes difficult to grasp how quickly time passes. Year after year, EOTC’s board, staff, and program participants are challenged to work towards addressing community and family struggles that would otherwise be insurmountable without the support and generosity of countless donors and grantors who afford the opportunity to channel hope.

For the 4,000 children and adults that EOTC served in Program Year 2015-2016, there is “belief,” a sense that personal growth and success are achievable.

As a contributor to EOTC’s mission, you walk with us on the journey toward hope and change.... “With respect for the individual and with the highest professional standards, EOTC offers a variety of programs that promote family stability and economic self-sufficiency.”

Mission Statement

With respect for the individual and with the highest professional standards,

EOTC offers a variety of programs that promote

family stability and economic self-sufficiency.

PARENT-CHILD PROGRAMS Parents as Teachers/Early Head Start – Evidence-based early child development programming for families with children ages 0 – 5. EOTC served over 160 families in multi-year services emphasizing positive parent-child interaction, school readiness and overall family well-being. Activities include home visits, a weekly center-based early learning group and case management. EOTC is honored to partner with Scranton School District in Pennsylvania's pre-natal – Grade 3 Race to the Top effort to promote student success.

96% of parents demonstrated new parenting skills; 97% of children improved early development and school readiness.

Incredible Years® – Evidenced-based parenting series for families with children 2 – 12 years of age. Programs are available to address typical child behavior concerns as well as specialized needs such as autism and attention-deficit/hyperactivity disorder (ADHD).

For the 98 families who completed pre/post-evaluations:

85% of the parents who completed the Basic course improved knowledge and skills.

76% of the children who completed “Dinosaur” small group

therapy increased their social- emotional competence; 70% demonstrated a decrease in aggressive behaviors.

Matthew participated in EOTC programs since birth. He has a smile that can light up a room, despite the many difficult situations he endured. His custodial aunt credits EOTC with being the “one constant” in Matthew’s life.

CHANNELING HOPE COURT-RELATED PROGRAMS Time Limited Family Reunification – Case management of families with children in out-of-home placement provides emotional and practical support for families referred by the Office of Youth & Family Services. The goal is to move children toward safe, stable home environments. 81% of families completed more than half of required goals;

14 of the 33 children were reunited within prescribed time limits.

Access & Visitation – EOTC's center offers a secure, family-friendly setting and expert staff for supported visits between children and non-custodial parents who warrant professionally supervised visits. 79% of the noncustodial parents developed co-parenting plans and showed

increased understanding of their parental roles and responsibilities.

Specialized Services – As part of the collaborative Lackawanna County Treatment Court team, EOTC helps eligible individuals achieve healthy life goals through a rigorous four-phase program. Case management and mentoring assisted approximately 100 women and military veterans and their families.

80% of the participating women advanced towards sobriety and other meaningful goals.

Workforce Development

Job Group – This weekly complimentary community service offers career advice, customized resumes and other job search assistance.

EOTC provided over 2,219 job postings and referrals; 70 individuals received customized resumes along with sequenced job search/career sessions; 43 participants received education and skills training.

Veterans Services • 54 enrolled • 39 children benefitted • 96% of veterans

complied with all aspects of Treatment Court.

At EOTC's spring fashion show, Toni was honored to share her story of being a single mom. She and her two daughters feel that EOTC parent-child programs truly made a difference in their lives. Her older daughter now excels in school, makes the honor roll every marking period, and has received several effort & conduct awards.

Responsible Fatherhood – EOTC offers the area's only fatherhood initiative. Group and individual programming promotes job readiness, healthy relationships and responsible parenting. Services include the evidence-based Inside/Out Dad™ curriculum for fathers returning home from incarceration.

84% of fathers increased opportunities to improve income; 50% maintained employment for the 3-6 month post-program period.

Life Skills/Reintegration Training – Last year, approximately 2,226 children were impacted by their parents' incarceration at Lackawanna County Prison. EOTC prepares men and women leaving the prison for a productive return to our community. Services include: personal assessments, education in life-change topics, job readiness, reentry planning and support.

Total personal assessments completed for the one-year period: 1,759 incoming prisoners

Total number of EOTC program enrollees evaluated: 689 prisoners

97% of the 689 Life Skills program participants demonstrated progress in knowledge/skills.

Men’s Reentry Initiative – Intensive 45 day program drawing from evidenced-based practices and cognitive behavioral training. Classes in a dedicated jail unit integrate life and addiction recovery skills focusing on positive family and community reintegration. During the one-year period, 153 men participated in the pre-release services, affecting 149 minor children. For the 123 incarcerated men who completed

the program: 98% increased knowledge/skills for positive family/community reintegration; 75% demonstrated significant progress in all reentry goals.

For the 76 Men's Reentry participants served

after prison release: 97% actively participated in 3-12 months case management and transitional services; 71% made significant progress in reentry goal areas such as maintaining employment and a drug-free, crime-free lifestyle.

Tyson spoke at EOTC’s 2016 Mighty Oak Award reception. He told his story, crediting EOTC’s Fatherhood and Workforce Development services for helping to turn his life around.

Women’s Reentry Services – Gender-specific reintegration services for targeted women before and after their release from Lackawanna County Prison. Participants minimize the risks of re-incarceration through evidence-based education, support for addictions recovery, employment, mentoring and other meaningful activities. During the year, 169 women participated in the pre-release services, affecting 227 minor children. 99% of the women in pre-release services

increased knowledge and skills for positive family/community reintegration; 86% demonstrated significant progress in their reentry goals.

For the 62 women served after prison release, 99% actively participated in 3-12 months of case management and accepted assistance pertaining to successful transition back into the local community; 79% made significant progress towards reentry goals related to self-sufficiency.

Women’s Mentoring received the region’s 2016 Volunteer Group of the Year Award.

Men’s Reentry Initiative received an award from the statewide County Commissioners Association.

Unless otherwise noted, this report pertains to EOTC's Fiscal Year beginning July 1, 2015 and ending June 30, 2016. Outcomes are reported for individuals who participated in a program for sufficient duration to complete pre- and post evaluation, not necessarily all the people that were served.
