EXECUTIVE SUMMARY
CREDENTIALS EARNED BY SECONDARY NC CTE STUDENTS EXCEED GOALS Credentials earned by secondary North Carolina Career and Technical Education (CTE) students
have increased steadily since 2010-2011, the first-year data were collected in the state. Students
earned 160,224 credentials, making this the first year the total number of credentials earned by
CTE students has exceeded the State Board of Education’s goal of 144,700.
Credentials are endorsed by business and industry and document student mastery of skills required
for employment and advancement in a career. The 160,224 credentials earned by NC CTE students
this year represents a one year growth of 14% from the previous school year, and a five-year
growth of 53% from the 104,375 credentials reported in 2012-2013. In 2016-2017, student results
were collected for 96 different credentials that include all NC CTE program areas and career clusters.
Individual students may report more than one credential earned.
TOP CREDENTIALS Career Readiness Certificates, which are available in four different levels, were earned by 39,614
students. Microsoft Office Specialist PowerPoint (22,628) and Word (21,221) were also among the
most frequently earned credentials.
Students in Wake County report the highest number of credentials earned at 10,063. The school
systems with the highest percentage of credentials earned based on enrollment in CTE courses that
offered a credential were Bladen County Schools, Montgomery County Schools, and Perquimans.
Harnett County Schools is the only system who appeared in the top rankings for number of student
credentials met and percentage of students who passed a credential for the CTE course offerings
that offered a credential. As such, 81% of students who were enrolled in a CTE course that offered
an industry recognized credential earned the credential.
HOW THE DATA WAS COLLECTED Educators and business and industry representatives recommend credentials each year that are
aligned to the CTE curriculum and valued by employers. Proposed credentials are investigated to
ensure they meet requirements for reporting.
Credentials earned data is collected for each student and matched to enrollment information. The
majority of the NC CTE credentials earned data was collected directly from the credentialing agency.
Additional results were collected from students using third-party software. Care was taken to
protect the confidentiality of student information during the collection and analysis process.
MORE INFORMATION The 2016-2017 NC CTE Credentialing Data report provides a more detailed analysis of credentials
earned by secondary NC CTE students. It includes statewide, regional, and individual school district
information disaggregated by student demographic information when available.

INTRODUCTION Since 2010-2011, when North Carolina Career and Technical Education (CTE) began
collecting data on credential attainment by secondary students, 766,723 credentials have
been earned – 160,224 in 2016-2017 alone!
For the purpose of this report, credentials are defined as certifications issued by
professional associations, vendors, or employers. Credentials demonstrate that the
student or employee “has acquired the designated knowledge, skills and abilities to
perform a specific job” (Bielick, Cronen, Stone, Montaquila & Roth, 2013). A credential can
be based on a written, oral or performance-based examination, or some combination of
the three, and may require a prescribed period of supervised practice after successfully
passing the exam.
Credentials differ from licenses, which are generally issued by a governmental entity.
Licenses frequently are required for a practitioner to enter a field, while credentials help
potential employees get hired or qualify them for a higher pay level but are not legally
mandated.

A 2014 report from the U.S. Census Bureau found nearly a quarter of adults, 11.2 million
people, had some sort of non-degree credential, and these workers were more likely to be
employed and earned more than their counterparts without credentials (Ewert &
Kominski, 2014). Writing about the Census Bureau findings, Massie (2014) reported that
credentials often give employees a leg up on the competition. “In this shifting economy,
one way that job seekers, students and workers may improve their opportunities is by
earning credentials.”
Earnings of workers with credentials can outpace those of workers who have degrees. In
fact, “17% of people with post-secondary licenses or certificates – credentials short of an
associate’s degree – earn more than the average bachelor’s degree recipient” (Austin,
Mellow, Rosin & Seltzer, 2012). The best long-term scenario is expansion of credentials
that are portable, meaning they are accepted anywhere around the country, and
stackable, meaning they can be combined with other, related credentials to create a
portfolio of workers’ skills, they wrote.
Secondary students benefit from earning credentials in a number of ways, including the
following:
• Credentials provide an advantage to students seeking entry-level employment as
they document student proficiency in required skills against a state or national
standard.
• Employees with credentials may start at a higher pay rate or be eligible for a pay
raise or promotion more quickly than employees without a credential.
• Because the cost of the credential is usually covered by local or state sources,
students can save considerable money as they prepare for their future careers.
• As credentialed employees, students can earn money for postsecondary education
through employment that is well paid and often provides experience in their
chosen field.
• Preparing for the credential examination educates students about what it takes to
be successful in their field and exposes them to networking opportunities that can
smooth their transition to the world of work.
This document provides further details on credentials earned by NC CTE students.

STATEWIDE RESULTS OVERVIEW Over 99,000 students earned the 160,224 statewide credentials in 2016-2017. The 96
different credentials available to students included those that measured workplace
readiness skills (for example, the Career Readiness Credential from ACT WorkKeys),
general job skills applicable to many different careers (for example, Microsoft Office
Specialist certifications in Word, Excel, PowerPoint and Access), and specific job-related
proficiency (for example, Nurse Aide).
CAREER READINESS CREDENTIAL
The ACT WorkKeys examination is administered each year to CTE Concentrators, students
who earned four related technical credits, at least one of which was at the second level.

MICROSOFT OFFICE SPECIALIST CERTIFICATIONS
Through an agreement with Microsoft Corp., Certiport, and NC Department of Public
Instruction, students can take Microsoft Office Specialist (MOS) and other Microsoft
certification examinations at no charge. During 2016-2017, almost 57,000 MOS
credentials were earned by NC CTE students.
As part of the MOS certification process, three North Carolina students from Green Hope
High School were recognized at the Certiport 2017 Microsoft Office Specialist U.S.
National Championship held in Orlando, FL on June 20-22. Dheya Madhani placed first
in Microsoft PowerPoint 2016, Forrest Liu placed first in Microsoft Word 2013 and
Ryan Catalfu placed third in Microsoft Excel 2016. Dheya and Forrest went on to
compete at the worldwide championships in Anaheim, CA on July 30 – August 2, 2017
and placed in their respective divisions as follows: Dheya Madhani placed second in
Microsoft PowerPoint 2016 and Forrest Liu placed fourth in Microsoft Word 2013.
Microsoft Office Specialist is a widely recognized certification that ensures students are
highly skilled in the use of Microsoft Office products. Many North Carolina students and
teachers demonstrated an even deeper level of skills needed to proficiently use Office
programs by earning a Microsoft Office Specialist Master certification. This requires
earning certifications in four or more applications with an expert level in at least one. In
2015-2016, 397 students earned the MOS Master certification. In 2016- 2017, students
earned 438 MOS Master certifications! In addition, 14 teachers from across the state
earned the Master certification, enhancing their personal professional development.
North Carolina’s Certiport partners recognize the state as a pioneer and worldwide leader
for this accomplishment.

In addition to the Career Readiness Credential and the MOS certifications, the
highest number of credentials earned were the following:

STATEWIDE REGIONAL RESULTS Using the State Board of Education regions, the North Central District has the highest number
of credentials – 24,018. The Northeast District held the highest credential earned percentage.
As such, 49% of students in the Northeast District that were enrolled in a CTE course that
offers an industry recognized credential earned the credential.
Using the six CTE service regions, the Central Region has the highest number of credentials
earned –35,009. The Northwest Region held the highest credential earned percentage. As
such, 48% of students in the Northwest Region that were enrolled in a CTE course that offers
an industry recognized credential earned the credential.
LOCAL EDUCATION AGENCY RESULTS OVERVIEW Students in all 115 Local Education Agencies and seven charter and special schools earned
credentials in 2016-2017. The ten Local Education Agencies with the highest number of
credentials earned are shown in the chart below.

Based on the number of credentials earned as a percentage of CTE course enrollment for courses aligned to a credential, the top Local Education Agencies and charters are shown in the chart below. Please note that for some CTE courses, students can earn multiple credentials for the same course. An example is the CTE course ‘BM10: Microsoft Word and Power Point’, which is aligned to the Microsoft Word credential and the Microsoft Power Point credential. Students enrolled in the ‘BM10: Microsoft Word and Power Point’ could earn both credentials and so the counts reflect each credential earned.

CONCLUSIONS Since 2010-2011, secondary North Carolina Career and Technical Education students have
benefitted from the ability to earn business and industry-recognized credentials, often at
no cost to the student. Students have entered the workforce or further education better able
to demonstrate proficiency in skills that are important to employers.
Priorities for the coming year include the following:
• The list of credentials will be further expanded.
• NC CTE will continue to focus on developing better ways to collect and report on
credential data.
• NC CTE will work with other Divisions to list student credentials earned on the
student transcript.
• The state will continue to refine a process to comply with the NC General Assembly’s
law that provides for bonuses for teachers of students who earn selected
credentials.
• NC CTE will begin to develop a mechanism to report on secondary students’
credential attainment to the Office of Career, Technical and Adult Education of the
U.S. Education Department. Reporting directly on credential attainment of
secondary CTE students is anticipated to be required under the upcoming
reauthorization of the Carl Perkins Career and Technical Education Act.
