Summary: I was privileged to serve in the Chicago Police Department for 29 years, with over 20 of those as a supervisor. As I rose through the ranks I became among the most highly trained police officers in the department with advanced training in HazMat/WMD (Tec-A and Ops Instructor), medical (EMT-B), and Tactics (Taser Instructor; OC Instructor; Firearms Instructor). In my various rolls, I designed and/or delivered training to hundreds of officers and fire fighters. I was fortunate to hold a variety of positions including Watch Commander, Critical Incident Response Program Coordinator, Safe City Program Commanding Officer and TRU company commander with responsibility for up to 170 officers and supervisors. Responsible for the Departments response to Haz Mat incidents, weapons of mass destruction, and clandestine drug labs as both first and secondary responders. This included program development, training design and delivery, equipment acquisition, joint operations with other departments (CFD, OEMC, FBI) and deployments into real or potential hot zones. HazMat Tec A; Operations Instructor Operations; Clan Lab Certified; Clan Lab Sight Safety Certified; EMB-B; Deployed on Katrina relief mission.

Patrol Sergeant, 018th District East Chicago and 0177th District, Albany Park, March 1996 - March 2002Preformed all aspects and duties of a Patrol Division supervisor on all three watches. Responsible for developing and implementing district level training in areas including HIV-AIDS, arson investigation, preparing for cold weather details, Y2K response, and implementation of the original CAPS program. Skills, Certifications and Specialized Training:In addition to the traditional academic work leading to my masters degree, I have participated in over 3,000 hours of extra departmental training. The focus of this training has been mainly in the following areas: Haz Mat (Tec A; Ops Instructor) WMD and Emergency Management (nationally recognized subject matter expert); Tactical and Weapons Training (Firearms Instructor); Less Lethal Training; Medical EMS training (EMT-B); and other training including SCUBA to the level of rescue diver. A listing of specific courses and certifications is available in a training summery, and for most copies of certificates are available on request.

Education: Master of Science degree in Criminal/Social Justice, Lewis University, Awarded Dec. 2010.

Bachelor of Science degree in Law Enforcement Management from Calumet College of St. Joseph, Whiting, Indiana.

Training Experience:

I have functioned as a trainer for over 20 years instructing thousands of hours in the classroom and in practical hands on delivery. Classes I have delivered ranged from Haz Mat Awareness for First Responders (IEMA and IFSI) to “Haz Mat Ops for Cops” delivered with the Chicago Fire Department Academy to various tactical classes. I have written various blocks including SCBA and Officer Down rescue blocks as well as Donning and Doffing of PPE and firearms considerations and training while wearing PPE. Copies of lesson plans, power points and streaming videos developed and delivered are available on request.

Relevant previous or part time employment

National Institute of Justice TWG (Technical Work Group) member 2006 to 2013. In part, this work group sets National standards and recommendations in the area of personal protective equipment for law enforcement.

Security Supervisor for the Chicago Bulls, Blackhawks, White Sox and United Center events – part time employment through At Your Service Inc. 2003-2004.

Campus Security Officer, Loyola University – Full time employment 1985-87.
