    People buy their homes based on their ability to pay. A frontage levy is unfair to lower income residents than a property tax based on the value of a home/property. This 2015 proposal to increase the frontage levy by $0.60 is equivalent to a 1.37% property tax increase over a propertys 2014 property tax. So, 1.37% times the City of Winnipegs 2014 property tax revenue equals $6.7 million. The problem with the $0.60 frontage levy is the fact lower value properties would be paying less money with the extra 1.37% property tax increase.

    The table above demonstrates this problem for lower income families. For example one can see that a home valued at $94,900.00 on Disraeli Street in North Point Douglas is going to pay the equivalent of a 5.77% property tax increase. If the Mayors budget people increased the proposed 2015 property tax increase of 2.3% by 1.37%, this property on Disraeli would be paying a $7.82 increase instead of a frontage levy increase of $19.80. Therefore, I submit to the Mayor: he should ignore his untenable election promise of a 2.3% property tax increase, and have his budget people support a 3.67% property tax increase to uphold tax fairness.
