    “Explore the exciting world of STEM” (Science, Technology,Engineering and Math) with thrilling, hands-on

    experiments. Make a STEM themed project at daycare andbring it to the fair.

     The children will have the opportunity to display anddiscuss their craft with 4-H Junior Leaders. In return, thechildren will receive a participation ribbon and othergoodies (free malts, milk and treats).

    Also available to the daycare groups will be guided tours ofthe various livestock barns by the 4-H Junior Leaders.

    Please complete and mail the registration formby July 20.

    OPEN CLASS GENERAL RULES 

    & REGULATIONS 1. Rules and regulations will be strictly adhered to.2. Non Livestock entries will not be received later than 11

    a.m. on Thursday except those listed. Absolutely no premium

    paid except those listed. A written livestock entry list must besent to the Open Class Entry Superintendent by July 20: PatLoxtercamp, 33375 U.S. Hwy. 71, Sauk Centre, MN 56378. Allwritten non-livestock entries should also be sent by July 20 toJodie Deschene, 425 Pine Street, Sauk Centre, MN 56378.

    3. No exhibitor shall be allowed to make more than oneentry in any one lot, except poultry - two per lot.

    4. All Open Class exhibitors must enter by July 20 toreserve a stall for livestock. Entry forms on page 19 and 51.

    5. Entries for premiums in the individual lots of grain, fieldseed and fruits, shall not be permitted to appear as parts ofcollections.

    6. No article or animals shall compete for more than one

    premium except livestock.7. Every article in competition must correspond in

    number and description of the premium list, and be in itsproper class, in order to obtain premiums. No change oralteration will be permitted after the books are placed in thehands of the judges.

    8. Stock and articles must be entered in the name ofbonafide owners; grains, vegetables, fruits, dairy productsand domestic manufacture must have been raised or madeby the exhibitors thereof during the past year.

    9. No animals or articles will be assigned a place on thegrounds until entries have been made.

    10. Each entry tag shall be securely attached to theentry itself or the stall, pen or receptacle in which it isshown. When showing cattle, the exhibitor must displayhis number on his back visible to judges.

    11. All articles entered are to remain on exhibition until6:00 p.m. on the final day of the fair, except where noted.

    12. All livestock entries other than draft horses, mustbe in by 9:00 p.m. Wednesday. Draft Horses must beregistered by noon on Friday. All livestock must remain

    in place until Sunday evening at 6 p.m., the final day of thefair, except where noted. Pickup of non-livestock open classentries between 6 and 7:30 p.m. Failure to comply with this

    rule will cause forfeiture of premium money and awards.  13. Premium money to be picked up after 4 p.m. Sundayfor livestock and 6 p.m. for non-livestock.  14. Those in charge of the different divisions shalconveniently group each lot in the various classes.  15. The fair will take every precaution to preserve alarticles and stock on exhibition, but will not be responsiblefor the loss or damage that may occur in the deliveryexhibition or removal of exhibits.  16. The management will do their best to arrange spacefor all exhibitors, but after the present facilities are exhaustedthe board reserves the right to close entries at any time.  17. The Superintendent of the division or some othe

    person appointed shall assist the awarding committee asclerk and shall keep a record of the awards made. This recordwhen completed, shall be signed by the awarding committeeand returned to the secretary.  18. When ribbons are awarded they shall be as followsfirst premium blue, second red, third white.  19. All awards shall be made by comparison of theindividual merits of the entry.  20. Any interference by exhibitors to influence odictate the decision of the judges will be sufficient cause forexcluding his or her entry from competition and should bereported to the secretary.  21. No appeal from the decision of the awardingcommittee shall be allowed. An exhibitor may make protestto the superintendent of the division at the time of the awardwho may then require the judges to give reason for suchplacing.  22. Premiums shall not be awarded on articles or animalsof inferior merit. Regardless of the numbers in competitionfor a premium, second premium as merit may warrantstating the reason in writing when requested.

    23. Special premiums may be offered by interestedpersons for entries which conform to the general classificationof the Fair Association.

    24. All exhibits not called for within three days after thelast day of the Fair will be forfeited to the Association.

    25. If the receipts should prove insufficient to meet alldemands, the secretary reserves the right to first pay allbonafide expenses of the Fair and pay premiums pro ratawith balance on hand.

    26. No person will be permitted to distribute advertisingmatter on the grounds except from their place of businessor exhibit. The  tacking or posting of any advertisementbills, cards, etc. other than within the space occupied byexhibitors, is prohibited unless a request is made in writingand approved by the Stearns County Fair Association. Thedistribution of the hand bills, flyers, etc. will not be permitted.  27. Only livestock entered in a division, class or lot may beexhibited at the fair.

    LIVESTOCK DEPARTMENT All Open Class Entries must be made by mail by July 20

      1. No exhibitor of livestock shall be allowed to make more

    than one entry in any one lot.  2. Exhibitor of livestock may be required by the secretaryto make affidavits that such livestock has not been exposedto contagious or infectious disease within the last threemonths.  3. Exhibitors must keep their stock, stall and pens in goodneat condition and open for inspection from 9 a.m. to 9 p.m.

      4. Exhibitors of livestock are responsible for knowingwhen their stock will be judged. Stock must be in the showring promptly after being called. An exhibitor failing tocomply with this order will be ruled out of competition.  5. All classes must be taken out and judged in the showring pending weather conditions and safety unless specifiedby superintendents.  6. Initial bedding and ample sheds and pens for livestockon exhibition and competing for premiums will be furnished

      7. All animals under exhibition shall be shown to the judgesunder the supervision of the respective superintendents.  8. Each exhibitor must pay the appropriate entry fee$3.00 per lot for cattle, sheep, goats and horses. In horsesan additional $3.00 will be charged for those needing ordesiring a box stall.  9. Exercising livestock exhibits. All exhibitors must getpermission from the barn superintendent prior to exercisinganimals.  10. No Open Class entry forms will be accepted at the fair

    Health Requirements for Livestock Originating from Minnesota:

    Livestock known by the exhibitor to have an infectious,communicable disease or to have been exposed to aninfectious, communicable disease or to be from a quarantinedherd may not be entered in an exhibition.

    • All livestock will be inspected by the official veterinarian onthe opening date of the exhibition. The official veterinarian

    will order the immediate removal to a quarantine facility orremoval from the exhibition premises of any livestock withsymptoms of infectious or communicable disease. Animalsplaced in a quarantine facility must remain there untilremoved from the exhibition premises. They may not entera show ring. This includes livestock with warts or ringwormor abscess. A statement from a veterinarian that an animal isbeing treated for these diseases is not acceptable.• All testing must be conducted prior to the exhibition and arecord of the test results on a test chart or Intrastate HealthCertificate must accompany the tested animals.

    Cattle:  The Minnesota Board of Animal Health is requiring

    that ALL cattle being exhibited be identified with an “official”form of ID. This is a new expectation brought about by the

     TB outbreak Minnesota experienced a few years back. Thissystem is designed to track the basic premise or origin of asaid animal. The official information for these expectationscan be viewed at the following website: http://mn.gov/bah/cattle.html

     This will take you to the Board of Animal Health Website –the page is entitled “Exhibition of Livestock in Minnesota.”Next, click on Cattle Show. This click will bring up a pop‐up that says “Cattle must be officially identified.” Click oncattle identified. This will bring up a fact sheet titled “OfficialIdentification for Cattle and Bison.” It includes pictures and

    supporting wording indicating the kinds of ID’s that areacceptable for the Board of Animal Health ID expectations.

     They will be in place for all cattle that will move from one siteto another, such as to the county or state fair.

    Goats, Sheep: Sheep and goats must have an officialScrapie ID or have a registered tattoo along with a breedregistry number. No sheep or goat that is within 30 days of

    giving birth may be exhibited without prior approval fromthe Board.

    Swine:  Swine must be officially identified and must:• have had a negative official pseudorabies test conductedwithin 30 days prior to the opening date of the exhibitionsor• originate directly from a qualified pseudorabies - negativeherd; or

    • originate directly from a Stage IV or V county or area. Al50 states are currently pseudorabies Stage V (PseudorabiesFree Status).

    Horses:  All horses must be negative to an official test foEquine Infectious Anemia (EIA) within 12 months prior tothe opening date of the exhibition. A test is not required fosucking foals accompanying a negative dam. Note: 4-H alsorequires a negative Coggins test.

    Rabbits:  Rabbits will be checked upon arrival for snufflesear mites, and general health. Rabbits found with any of theabove health concerns will be sent home.

    Exhibitions of Birds Cancelled for 2015 SeasonFairs, swap meets, exotic sales and petting zoos will not include birds

      ST. PAUL — The Minnesota Board of Animal Health today announced its directive to cancel all bird exhibitions at county fairs,the State Fair, and other gatherings of birds. The Board’s directive is effective through the end of 2015 and also prohibits birds frombeing included in swap meets, exotic sales, and petting zoos.

    Since March 5, 2015, nearly 90 Minnesota farms have been impacted by H5N2 highly-pathogenic avian influenza (HPAI). Thepurpose of the Board’s directive is to minimize the risk of potential further spread of the virus. The risk to the public related to H5N2

    HPAI is very low and there is no food safety concern.  “Taking this step makes sense,” said Dr. Beth Thompson, assistant director of the Minnesota Board of Animal Health. “We needto do everything possible to get rid of this virus and preventing the commingling of birds from different farms is one way to do that.”  Animal health officials met with leadership of the Minnesota State Fair and University of Minnesota Extension earlier this weekto discuss the situation.  “This is a critical time for Minnesota’s poultry industry, and we’ll do whatever it takes to help,” said State Fair General ManagerJerry Hammer. “The Board of Animal Health has absolutely made the right decision. We’ll use this as an opportunity to furthereducate people about the challenges of food production.”  “University of Minnesota Extension 4-H’s priority is youth and their learning experiences,” said Brad Rugg, Extension 4-H andState Fair and Animal Science program director. “Some 4-H’ers will be disappointed that they won’t be able to show their poultryprojects at fairs this summer, but we’re exploring alternate learning opportunities to offer them at fairs and will share more detailsas plans develop. Part of our job developing the next generation of agriculture leaders includes teaching youth best practices toensure the health and safety of the animals they raise, and this is that learning being put into action in the real world.”  Minnesota’s poultry industry has experienced the largest impact as a result of HPAI. Steve Olson, executive director of theMinnesota Turkey Growers Association and Chicken and Egg Association of Minnesota said, “We know the decision to halt poultryexhibitions at our county fairs and the Minnesota State Fair was not an easy one to make. This certainly affects the 4-H kids whoplan for their projects all year long, and also means fewer opportunities for fairgoers across the state to learn about raising poultry.However, this is the right decision because what’s most important at this point is protecting the health and well-being of the birdsthat are being raised by 4-H’ers, FFA members, and Minnesota’s poultry farmers.”
