MESSAGE FROM THE CAMPUS RECTOR Welcome to the Queenstown Campus! The primary mandate of the Campus is to prepare and provide: Professionals of the highest calibre in human resource management,

public management, internal auditing, financial information systems and accountancy, inter alia - for the local, regional, national and wider economic environment.

Highly skilled teachers in initial, intermediate, senior and further phase education, and business and natural sciences, inter alia - for the school system in the Eastern Cape, South Africa and neighbouring countries;

Community workers with relevant scientific knowledge and skills. Proficient researchers as a precondition for scholarly development. The information provided in this prospectus is intended to enable students to get a deeper insight into the vision and mission of the Queenstown Campus, its organisational structure and its programme qualification mix. The vision and mission of the Queenstown Campus devolve from, and are located in the contexts of the vision and mission of Walter Sisulu University respectively. The vision of the University namely, to be a leading African comprehensive university focusing on innovative educational, research and community partnership programmes that are responsive to local, regional, national development priorities, and cognisant of continental and international imperatives, resonates appropriately with that of the Campus namely, to be a leading Campus in the preparation and provision of professionals of the highest quality in the fields of business and selected areas of teacher education, as well as finance and human resource management, and in the upliftment of regional, provincial and national communities through appropriate community development interventions. It is that portion of the broad spectrum of the mission of the University - referring to the provision of affordable, appropriate, career-focused and professional programmes that address rural development and urban renewal with primary emphasis on research and development studies - which resonates aptly with the mission of the Campus, namely: Focus on relevant, quality assured and unique programmes in human resource management,

Commitment to excellence in the provision of programmes for the initial professional education of teachers (pre-service), continuing professional teacher development (in-service) which are geared towards equipping both future and serving teachers with relevant knowledge and skills of the highest quality, with emphasis on teachers in the fields of business and mathematics, science and technology, as well as other critical school learning (subject) fields.

In order to deliver on the above-mentioned mandates, the Campus has identified seven programme focus areas for 2015, namely: Human Resource Management (HRM) Public Management (PM) Internal Auditing (IA) Financial Information Systems (FIS) Accountancy (AC) Advanced Certification in Education (ACE) Postgraduate Certificate in Education (PGCE) The Campus organisational structure is reconfigured in line with these programme focus areas. There are, as a result, for 2015 two Departments, namely: The Department of Teachers Education (DTE) The Department of Finance and Management (DFM). The Department of Teacher Education (DTE) comprises selected programmes which are designed for the preparation and provision of teachers for the school system. The Department of Finance and Management (DFM) comprises selected programmes which are designed for the preparation and provision of professionals for the business and public sector environments. Notwithstanding a great demand for research activity and development in all fields of study on Campus, a few priority research niche areas have been identified in terms of short, medium and longer term development. In addition to available research capacity on Campus, especially in continuing professional teacher development, a research fellow have been appointed and has commenced duties at the end of 2014, focusing on the following identified priority research niche areas: A problem-based model for learning and teaching Infusion of HIV/AIDS in teacher education and other programmes Investigation into the nature, scope and significance of community focused education and training Striking a balance between Professional Content Knowledge (PCK) and Academic Content Knowledge (ACK) on

the one hand, and Work Integrated Learning (WIL) and School Based Experience (SBE) in Professional Education and Training teacher education programmes

VISION To be a leading Campus in the preparation and development of teachers of high calibre, highly skilled professionals in human resource management, public management, internal auditing, financial information systems and accountancy, the promotion of research as well as innovative and critical skills required to uplift local, provincial and national communities. 2. MISSION The Campus endeavours to promote excellence in: The preparation of teachers in offering relevant knowledge and skills in learning areas such as Mathematics,

Science, Technology and Business Management. Human resource management, public administration and finance related fields. Formulating pre- and in-service programmes that will enhance critical thinking and entrepreneurship. Provision of practical experience in socio-scientific and developmental initiatives in the region. 3. Development models that are aimed at provision of service delivery in local municipalities through the provision

of financial skills, management controls and practices in compliance with King II and III Codes of governance, ethics, leadership, governance and public policy, project and programme evaluation, public administration theories and comparative studies.

5. SUPPORT SERVICES 5.1 STUDENT AFFAIRS

The Student Affairs unit offers a number of services to the entire student population aimed at supporting the academic enterprise. It seeks to add value to the students’ participation in the University governance and management, provide development opportunities and programmes that will assist students during their life time. By providing extra mural activities for student participation, running projects and campaigns for student participation, creation of partnerships with NGO’s, government agencies and departments, it contributes towards the holistic development of students. It also assists with, and manages access to, private student accommodation. At the core of the function of the unit is the provision of a caring environment to benefit all students for the enhancement of academic success. The following units exist within the Student Affairs Department:

Health and Counselling

This unit deals with the health and hygiene issues of students and staff, assist in curing minor illnesses and injuries, and educate through projects and campaigns. It also provides a student support life line through the counselling unit and peer education programme. Sports

This unit manages, develops and coordinates sporting activities on Campus. Currently there are 13 sporting codes to participate in for recreation and competitions. Residences

Our Campus does not have its own accommodation for students. However, the campus does assist qualifying students to get private accommodation.

Creative Arts

This is a platform where students demonstrate their skills and creativity through participation in the choir, traditional dance, debate, drama, hip-hop and indigenous games. Student Governance and leadership Development

Student representation is through the Student Representation Council (SRC). The SRC has got a number of sub-committees, sub-structures and academic societies. Such committees create a number of activities in which students participate.

Our slogan is: “Team, that’s us!”

5.2 ADMISSIONS AND REGISTRATION

The Student Admission and Registration Office is one of the units in the Registrar’s division which promotes excellence in the admission and registration process of students at the University. It plays an important role in communicating information about the admissions and registration activities that occur in the Institution. The responsibilities of the unit include the following activities:

Customer services, that is, enquiries about the institution. Management of application, admission and registration processes. Reviewing and updating information on the application form and information brochure for each year. Management of students’ records (application & registration forms) and filing of records.

This unit strives to accomplish the following objectives:

To improve the efficiency of admissions and registration processes. To improve the integrity of record management systems. To improve the integrity of learner records. Synchronisation of other processes that affect registration and to be completed prior to registration.

5.3 THE UNIT FOR LEARNING AND TEACHING DEVELOPMENT Under the divisional model organogram for Walter Sisulu University, the Centre for Learning and Teaching Development (CLTD) now assumes another name as the Unit for Learning and Teaching Development (ULT). However, it maintains its main mission of: ‘Promoting excellence in learning and teaching by providing integrated and specialised expertise and services for all faculties towards the institutional learning and teaching culture.’ In its current form the unit operates under six units, all of which work in unison to drive its agenda for excellence in learning and teaching. Five of these units, however, speak directly to specific needs of students by way of direct engagements and the provision of intervention programmes, especially at the Queenstown Campus. The Career Advisory Unit provides students with career education and counselling for personal growth by

offering assistance that enables them to develop appropriate plans towards the achievement of their goal. For example, the Graduate Development Programme (GDP) under the unit offers opportunities for final-year students to engage in discussions with prospective employers.

The Peer Assisted Learning (PAL) programme is an initiative that supports attempts to increase retention and throughput rates in the University. Senior students who have passed a particular subject assist first-year students with academic support through tutorial classes.

The Writing and Reading Centre equips students with knowledge of the conventions of academic writing that

enables them to present their assignments in an academically acceptable form. It is a service that students will be advised to access to make it easier for them to obtain good year marks (DPs) to ensure their admission to exams. There has been positive feedback from students who have made judicious use of this facility as having enabled them to fare very well in their studies.

The Foundation Programme Provisioning opens avenues for students to pursue a course of study that extends the curriculum by a year. In the first year, the students are equipped with skills that facilitate their ability to cope with higher education study, and ultimately to complete their programmes within the stipulated period.

Currently, only Accounting and Human Resources Management offer extended programmes to their students at the Queenstown Campus. However, there are plans to introduce the programme in Public Management and Education from 2016.

The Education Technology and Innovation Unit focuses on the promotion of the ‘innovative and effective use of information and communication technologies (ICTs) for teaching and learning in WSU courses and programmes’. One of its areas of emphasis is E-learning, which allows both lecturers and students to use technology for educational purposes. This includes the use of computers by students not only in and outside the classroom, but also on or off campus. They can also access course and module information, lecture notes, submit assignments as well as engage in discussion forums, everything of which is done on line.

The interests and activities of the Learning and Teaching Development are, thus, deeply rooted in academic development, through academic support programmes that are designed to improve the throughput rate of the institution. Students are therefore encouraged to make optimal use of the opportunities that the department provides, as they set out to pursue their studies at the Queenstown Campus of Walter Sisulu University.

6. CAMPUS DELIVERY SITES The Campus has two delivery sites: 6.1 Masibulele Site in Whittlesea 6.2 56 Grey Street Site in Queenstown 6.1 Masibulele Site

This is the Whittlesea site, 31 km from Queenstown along the R67 on route to Fort Beaufort in the Eastern Cape Province. Situated at the foot of a hill, the aesthetically pleasing structure beckons passer-by’s from afar. The site hosts all the campus administration functions, recreational facilities for students as well as the full-time programme offerings.

5.2 56 Grey Street Site

The site is at the corner of Queens Drive and Grey Streets, not far from the train station, below the bridge to Lady Frere in Queenstown in the Eastern Cape Province. This is the site where part-time programmes in the Department of Finance and Management are offered between 17:30 and 20:30 on Mondays to Fridays daily and 9:00 to 16:30 on Saturdays in the Department of Education. 7. 11. FACULTY OF EDUCATION, FINANCE AND MANAGEMENT This Faculty is composed of the following two Departments:

11.1 Department of Teacher Education Head of Department: Vacant Faculty Secretary: Mrs P. Maseti

11.1.1 Admission into undergraduate programmes For all Bachelor’s degree programmes, only applicants whose National Senior Certificate (NSC) results indicate that the applicant has met the requirements for admission into Bachelor’s degree, that is Bachelors’ endorsement, may be admitted. In the case of the old Senior Certificate, only applicants with a Matriculation Exemption endorsement will be considered for admission.

11.1.2 Admission Point System (APS) The Queenstown Campus endeavours to use a point system for admissions. The achievement levels are then translated into points for each NSC subject. Points will be used to calculate the total Admission Point Score (APS).

The minimum APS required for likely admission into Diploma programmes shall be 20. The minimum APS required for a Bachelor’s degree is 25.

The Queenstown Campus Admissions Committee considered the administration of admission point score as proposed by HESA. The Committee appreciates the breakdown made in the achievement levels as this advantages a student whose performance is better than others. On the basis of the HESA proposal the points will be awarded as in the following example:

The purpose of the above split will assist departments in admitting students according to their performance as opposed to the previous point system where a learner who scores 70% and the one who scores 79% would both attain 6 points. It should be noted that the above scoring system excludes Life Orientation and Mathematical Literacy. Points for these two are allocated as follows:

11.1.3 Admission of FET Colleges students

Diploma: The minimum admission requirement is a National Certificate (Vocational) Level 4 issued by the Council for General and Further Education and Training. A student must have achieved at least 40% in three Fundamental subjects, including English, and at least 50% in three compulsory vocational subjects.

Bachelor’s Degree: The minimum admission requirement is a National Certificate (Vocational) Level 4 issued by the Council for General and Further Education and Training. A student must have achieved at least 50% in three Fundamental subjects, including English, and at least 60% in four compulsory vocational subjects.

In addition to these requirements, prospective students in ACE Mathematics (GET Intermediate & Senior Phase) would be expected to have done Mathematics in any of the above programmes.

The ACE programme shall extend over a period of two years.

Assessment and Evaluation

The students’ performance shall be evaluated by means of continuous assessment and a written formal examination shall be weighted on a 1-1 ratio.

All the prescribed modules for the Advanced Certificate in Education programme must be passed in order to qualify for the award of the Certificate.

ACE is a Continuing Professional Teacher Development Programme. It aims at building, maintaining and recognising the expertise in the initial and continuing preparation of teachers in the specialised subjects like Mathematics, Business Sciences and Technology. The programme will strengthen the content, pedagogical content as well as the research skills of teachers. These skills will keep teachers abreast with new developments in their areas of specialisation, the management of their classrooms and improve prospects for career progression.

11.1.4.2 POSTGRADUATE CERTIFICATE IN EDUCATION (PGCE)

Admission requirements

The minimum qualification requirement for admission to a PGCE is an approved three year (360 credits Level 6 in the former 8 level NQF) university degree or national diploma with courses in at least two appropriate fields of study which will allow the student to do teaching methods or curriculum studies in the school subjects and /or learning areas. One of the teaching subjects should have been done at least in the second year level and the other one on the third year level. A teaching method or curriculum studies in an FET school subject should follow an appropriate academic field of study at second year degree level at least.

Curriculum Studies areas

Except as provided for in Regulation E6.2.1 second bullet (c), no student will be allowed to do the curriculum studies course in an approved school subject unless s/he has already passed the number of modules equivalent to a second year degree course in the corresponding approved subject (for the degree).

No Curriculum Studies will be offered if the number of registered students does not make it viable for that particular year. Students will be advised accordingly.

Duration

The Curriculum for the Postgraduate Certificate in Education shall extend over one academic year of full-time study or two academic years of part-time study.

This is an Initial Professional Education of Teachers (IPET) programme which caters for students with degrees or diplomas not related to education. The training will provide the teacher and aspiring teacher with teaching skills in their areas of specialisation, whilst strengthening the content aspect. The leadership skills of the teachers will also be strengthened. The research component of this programme will develop the love and skill of research that will contribute to finding solutions to challenges facing teaching subjects in general and Mathematics in particular. This training will provide the teacher with skills in the effective use of technology to improve learning and teaching in the schools. The confidence and status of the individual will also improve. Opportunities for progression in the profession will be opened.

11.2.3 Admission of students with a National Certificate (Vocational level 4)

In terms of the Government Gazette of 26 November 2009, WSU accepts applications from prospective students who have a National Certificate (Vocational Level 4) and who wish to register for Higher Certificate, Diploma or Degree programmes.

The minimum entry requirements for admission to WSU with a NVC Level 4 are as follows: Qualification Minimum entry requirements

Rules and regulations

The possession of a National Senior Certificate (NSC) or its equivalent shall serve as the minimum admission requirement at year one level in all programmes offered by the Department.

Entrance requirements

Applicants with a National Senior Certificate (NSC), or its equivalent, rating of 3 or more in 4 recognised subjects, which must include English, Accounting, Mathematics or Mathematical Literacy, will meet the minimum entrance requirements.

Applicants with a National Certificate (Vocational Level 4) must meet the requirements set out in 11.2.2, as well as obtain 50% or more for Mathematics and 70% or more for Mathematical Literacy .

All new first year students who have been accepted in this programme, will be required to write a test to determine entry into: The extended programme, done over three years. The main stream programme, done over two years.

The final placement of students into the NHC: Accountancy or Extended Programme will be made after considering both the results of the assessment test and the Grade 12 results.

The possession of a National Higher Certificate (NHC) shall serve as the minimum admission requirement in Accounting diplomas.

Entrance Requirements

Applicants with a pass in all subjects offered at the Higher Certificate level will meet the entrance requirements.

Recognition of prior learning (RPL)

Offering Type: Full-time & Part-time

Rules and Regulations

The possession of a National Senior Certificate (NSC) or its equivalent shall serve as a general admission requirement for this programme.

Entrance Requirements

A National Senior Certificate (NSC) achievement rating of at least 3 (40-49 %) in the following subjects:

Business Accounting English

Applicants with a National Certificate (Vocational Level 4) must meet the requirements as set under 11.1.3.

Duration

3 years full-time

4 years part-time

All students currently employed full-time will be admitted on a part-time basis only. Instead of doing the maximum of 120 credits per year, the credits will be distributed over two years.

A National Senior Certificate (NSC) or its equivalent shall serve as the general admission requirement in all programmes offered by the Department of Public Management and Local Government.

Entrance Requirements

- Senior Certificate (Grade 12) with a in pass English (E-HG/D-SG)

- NSC with rating of 3 (40-49%) or more in four (4) recognised school subjects

Recognition of Prior Learning (RPL)

Prior learning shall be recognised, subject to the requirement of each programme and as per WSU Recognition of Prior Learning (RPL) Policy.

Duration

A three year diploma full-time or four year diploma part-time.

Exit Points

A diploma after having completed the programme and having obtained a minimum of 360 credits. A total of 18 instructional offerings consisting of 6 offerings per year and experiential training at third-year

level are required to complete the diploma. The purpose of this qualification, in terms of its registration, is that the qualifying student will be able to execute routine administrative activities within the context of public service ethos following the prescribed guidelines and procedures to contribute to effective client service in the operational functioning of public and private institutions. Some of the focus areas are Public Service Delivery, Management of Government Finances, Management of Human Resources, Management of Projects and Programmes in the public and private sectors, Policy Making, Information Management, and Research.

The possession of National Certificate (NSC) or its equivalent shall serve as the general admission requirement in all programmes offered by the Department of Local Governance and Public Finance.

Entrance Requirements

Senior Certificate (Grade 12) with a pass in English and Accounting/Mathematics (E-HG/D-SG)

Applicants with a National Certificate (NSC) with rating of 3 (40-49%) or more in English, Accounting, and Mathematics or Mathematics literacy meet entrance requirements

Applicants with a National Certificate (Vocational Level -4) must meet the requirements set out under 11.1.3 as well as obtain 50% or more for Mathematics or 70 % for Mathematical Literacy.

Recognition of prior learning (RPL)

Prior learning shall be recognised, subject to the requirement of each programme and as per WSU’s Recognition of Prior Learning Policy (RPL).
