    Message from the President As President of the Connecticut Association of Health Care Facilities (CAHCF), I am proud to introduce the eight edition of the CAHCF Membership Directory and Buyers’ Guide.

    the CAHCF Membership Directory and Buyers’ Guide, an invaluable resource for our members and affiliates, is just one more example of why CAHCF continues to be the leading long-term care organization in our state. CAHCF, our state’s 160-member trade association skilled nursing facilities and rehabilitation centers providing post-acute, transitional and long-term care nursing homes, was founded in 1929 with the sole purpose of bettering long-term care. During these difficult and challenging times, I am very pleased that the CAHCF Board of Directors remains strongly committed to its founding mission.

    We continue to face very challenging issues, with a depressed economy and growing numbers of frail and elderly residents needing the skilled nursing services of long term care. In 2014, our members saw ongoing Medicare reductions, coupled with the ongoing Medicaid shortfalls, as federal and state policies continue to advance home and community based services (HCBs) options for the frail and elderly. Connecticut policy makers also continued on a path to encourage more HCBs in such programs as Money Follows the Person, a new Community First Choice option, and development is still underway for a new no Wrong Door single point of entry for long term care with federal Balancing Incentive Payments (BIP). As well, the state’s long- term care rightsizing, rebalancing and nursing home diversification agenda will continue to create challenges and opportunities for our CAHCF members nursing facilities. now more than ever, we need to find creative, long term solutions that will protect nursing home services for families and individuals.

    our association continues to utilize the highest level of professional services in the areas of legal, regulatory, legislative and industry financial analysis through our longstanding expert consultants and business affiliate members. our members have enjoyed the best and most timely information available on both the state and national fronts and we will strive to achieve that same level of customer service in 2015.

    CAHCF’s education Committee offers high-caliber seminars on a variety of topics that are pertinent to our industry. these seminars and training programs are an important resource for staff development. Annually, CAHCF hosts an educational Conference & trade show exposing the profession to new ideas, products and services oriented to improving efficiency within the long-term care environment. Additionally, our members share information freely, willingly and in a collegial spirit — an invaluable service.

    Along with our staff, consultants and lobbyists, our association continues to work tirelessly on the important long term care issues we face. this is true at both the state and federal levels of government. As the state affiliate of the American Health Care Association (AHCA), CAHCF members benefit from full AHCA membership and participate in the most extensive long term care grassroots advocacy and lobbying activities in our nation. to be sure, CAHCF continues to be a strong partner in the national strategies employed by AHCA and we reap the benefits of the unmatched national leadership provided by AHCA.

    We anticipate that 2015 will again be a year of great challenges. CAHCF is engaged and participating in our state government efforts to further rebalance and right size the long-term care sector toward providing more care outside of the nursing home. In this regard, CAHCF has proposed a responsible voluntary skilled nursing facility bed reduction initiative. CAHCF will continue to fight for a fair and just Medicaid rate setting system at the state level and will participate fully in AHCA driven efforts to influence the Congress and the executive Branch on the pressing issues of our day. Finally, we will continue to advocate for fixing the broken Medicaid rate-setting system with our Governor, Dannel P. Malloy, and through the legislative process with our strong lobbying and grassroots activities.

    We are well-positioned for the tasks at hand with our most important resource — our members. I look forward to working with each and every one of you in 2015 to ensure that CAHCF and its members achieve the highest level of success and growth possible.

    established in 1929, the Connecticut Association of Health Care Facilities, Inc. (CAHCF) is the state’s largest not-for-profit member association representing profit and not-for-profit health care facilities providing long-term, subacute, and rehabilitative services to more than 20,000 Connecticut citizens; and allied health-care-related businesses and organizations.

    CAHCF is the leader in providing services to, and advocating for, the state’s providers of long-term, subacute, and rehabilitative care. Additionally, CAHCF serves as a clearing house for information advancing consumer knowledge about the nursing home providers in Connecticut.

    Vera P. Arterburn, one of the founders of the Connecticut Association of Health Care Facilities, Inc, and its predecessor organization, was a pioneer and a leader for over 40 years among geriatric health-care professionals. Her years of service to CAHCF were characterized by her dedication to nursing education which was of primary focus to her, as both an LPn and as a nursing home owner, in assisting the Association and its members to promote and improve the delivery of quality patient care to its patients.

    therefore, it seemed appropriate shortly after Vera’s death in 1987, for the Association to create the Vera Arterburn Memorial scholarship Fund, Inc, as a tax-exempt section 501(c)(3) organization, and to use charitable donations made by CAHCF members to award nursing educational scholarships to deserving applicants who qualify as employees of CAHCF member institutions and who wish to advance their long-term-care provider education.

    the American Health Care Association (AHCA) is a non-profit federation of affiliated state health organizations, together representing more than 10,000 non-profit and for-profit assisted living, nursing facility, developmentally-disabled, and subacute care providers that care for more than 1.5 million elderly and disabled individuals nationally.

    AHCA represents the long term care community to the nation at large – to government, business leaders, and the general public. It also serves as a force for change within the long term care field, providing information, education, and administrative tools that enhance quality at every level.

    At its Washington, DC headquarters, the association maintains legislative, regulatory and public affairs, as well as member services staffs which work both internally and externally to assist the interests of government and the general public, as well as member providers. In that respect, AHCA represents its membership to all publics, and national leadership to its members.

    At its second conference as an organization, in 1949, AHCA established tenets which still stand today, though somewhat expanded and particularized: the object of this association shall be:• Toimprovethestandardsofserviceandadministrationofmembernursinghomes.• Tosecureandmeritpublicandofficialrecognitionandapprovaloftheworkofnursinghomes.• Toadoptandpromoteprogramsofeducation,legislation,betterunderstandingand

    mutual cooperation.

    the ultimate focus is on providing quality care to the nation’s frail, elderly and disabled, who are served by the long term care professionals who comprise AHCA’s membership. these providers believe that the individuals whom they serve are entitled to a supportive environment in which professional and compassionate care is delivered. this belief compels AHCA, its affiliates and member providers to advocate for individuals who – because of social needs, disability, trauma or illness – require services provided in a long term care setting, while also advocating for the continuing vitality of long term care provider community.

    AHCA believes this necessitates their commitment to developing necessary and reasonable public policies which balance economic and regulatory principles to support quality care and quality of life, and is dedicated to professionalism and ethical behavior among all who provide long term care.

    Connecticut’s Legislative Commission on Aging is a non-partisan state agency of the Connecticut General Assembly.

    We are devoted to preparing our state for the burgeoning aging populations while promoting policies that enhance the lives of the present and future generations of older adults.

    the Legislative Commission is comprised of a resourceful team of 21 voting (unpaid) members, 4 part-time professional staff, and volunteers.

    since its creation by the Ct General Assembly in 1993, Connecticut’s Legislative Commission on Aging has served as an effective leader in statewide efforts to promote choice, independence and dignity for Connecticut’s older adults.

    Mandated by the Federal older American’s Act and Connecticut General statute 17b-400, the Connecticut Long term Care ombudsman Program protects and promotes the rights and quality of life for residents of skilled nursing facilities, residential care homes and managed residential care communities (also known as assisted living facilities). the Regional ombudsman, along with the Volunteer Resident Advocate, provides a voice to residents’ concerns and, as importantly, empowers residents to have a voice in ensuring their rights. this is accomplished through individual consultation and complaint resolution and also through work with other state agencies and advocacy organizations. the state ombudsman also works with policy makers, legislators and stakeholders to advance and improve systems and protections at the state level.
