The mission of the Kentucky Petroleum Marketers Association is to sustain and enrich relationships among members and with legislative/regulatory entities, to advance the industry and to enhance the consumer experience.

Government Affairs Committee - pg. 5The KPMA stayed busy in 2015 with state and national legislative and government affairs. The development of the KPM PAC and KPMA members participation in the PMAA Day on the Hill were top priorities.

Regulatory & Technical Advisory Committee (RTAC) - pg. 6The RTAC has found a strong and valuable foothold in the KPMA. Fuel School, discussions on Fire Marshal permitting and the 2nd Annual Tank & Technical Conference were just a few activities that committee members dedicated their time to.

Marketing Committee - pg. 72015 ushered in many new changes for the KPMA led by the Marketing Committee. The introduction of new marketing materials, events, and support continues to advance the association.

Fueling KentuckyRefi ning Tomorrow

Measuring the success of a non-profi t organization can be challenging – but when we refl ect on the numerous successes we count in 2015, it’s clear to see that the Kentucky Petroleum Marketers Association has been fi ring on all cylinders and fueling our industry in more ways than one throughout the year.

The KPMA enjoyed continued membership growth in 2015 as we grew to 169 members at the close of the year. This achievement refl ects the many benefi ts of membership and the value our association brings its members, including:• Connecting with fellow members• Becoming educated on technical issues and best practices• Being informed on key issues and trends in the petroleum

industry• Having a collective voice with lawmakers on issues that

impact our businesses every day

We have much to be proud of. Each of our committees has worked diligently this year to advance our industry in key areas for continued growth. The Government Affairs Committee worked on the front lines to repeal unfavorable legislation, advocating for our industry with state and federal legislators, and – most notably – formed the KPM Political Action Committee (PAC).

Meanwhile, the Regulatory & Technical Advisory Committees focused their efforts on offering timely education and training on the latest issues regarding proper tank maintenance as well as keeping members informed on new EPA regulations.

Capitalizing on the design background of the KPMA Marketing Manager, Andrew Pulliam, the Marketing Committee generated a portfolio of innovative new digital and print material for the association. The Membership Committee launched

a SuccessFUEL new recruitment campaign and intro-duced new membership brochures emphasizing the reasons why “You Belong” to the KPMA. Identifying a need for the KPMA to target key issues relating to the operations inside c-stores in Kentucky, we launched a new committee in 2015: the Retail Committee. Finally, the Finance Committee completed its third year in a row with a clean, unqualifi ed audit and also directed an effort to reinvest the association’s capital reserves and preservation funds.

Connecting with one another continues to be one of the hallmarks of our association (and industry’s) success. Whether you dipped your toes in the sand with us in Key West at the Winter Seminar, joined us at M-PACT in Indianapolis for the midwest’s only energy and convenience industry trade show, learned with us a KPMA Fuel School or the 2nd Annual Tank & Technical Conference in Lexington, traveled with us as we visited uniquely Kentucky tourist spots on the KPMA Road Trip, or golfed with us at the Fall Outing, we hope you made meaningful connections that improved your business. If you missed one of KPMA’s signature events, be sure to mark your calendar for 2016!

It’s important to recognize the role that each of our members has played in the success of our association. We would like to take this opportunity to thank each of you for your continued support. GovernmentAffairs Committee

KPMA Supports Repeal of Training Requirements for Motor CarriersIn 2014, the General Assembly passed a measure to establish annual training requirements for large motor carriers. Such requirements would have placed a signifi cant burden on petroleum marketers as well as many other industries in the Commonwealth. The KPMA and its Government Affairs Committee (GAC) were successful in helping to repeal this law.

Creating A PACWhile the idea of creating a Political Action Committee (PAC) had been much discussed throughout recent years, in 2015, the KPMA made this a reality. Thank you to the founding contributors for the KPM PAC:

There’s Nothing Routine About LegislationOne of the primary focuses of the GAC in 2015 was centered on the term “routine maintenance” for tank

owners and operators. Differences in interpretation of this language in the law dominated much of our time in Frankfort in 2015 and will continue to be addressed in the year ahead as we work towards a positive resolu-tion for the petroleum industry.

Annual PMAA Day on the HillKPMA staff, PMAA Director Michael Smith II (Mid-west Terminal), Treasurer Michael Hardy (Hardy Oil), and Vice Chairman Tom Eveland (Rocket Oil) visited all of Kentucky’s congressional representatives in Wash-ington D.C. on May 14th. Key issues discussed includ-ed RFS Reform, Ozone Standards, and the 40 Hour Work Week.

EPA Issues Final RFS RulingThe EPA issued a fi nal rule which sets the Renewable Fuel Standard (RFS) blending mandates for years 2014, 2015 and 2016. KPMA closely monitored the status of this rule change and kept members informed on the EPA’s ruling with swift communication as possi-ble industry-altering changes were announced.

Regulatory & Technical Advisory Committee (RTAC)Inspecting Regulations with the Fire MarshalMembers of the RTAC have been working through-out the year with Kentucky state fi re marshal Bill Swope and leadership from the Department of Hous-ing, Buildings and Construction to discuss licensure, permitting and other regulatory issues affecting Kentucky’s petroleum marketers. The KPMA will continue to work towards a resolution on these issues by building positive relationships with regulators and ensuring that our members’ voices are heard by key decision makers.

A First Class Education: KPMA Fuel SchoolBuilding on the success from 2014, the RTAC provid-ed KPMA members and non-members alike several opportunities throughout 2015 to sharpen their technical skills, earn Professional Development Hours (PDH), and have their questions answered from highly respected leaders on the latest issues impacting the Kentucky petroleum industry at KPMA Fuel School.

The 2nd Annual Tank & Technical ConferenceOnce again, the RTAC continued to impress us with their defi ning event, the 2nd Annual Tank & Technical Conference, held in Lexington on Nov. 4. This year, a new Tank & Technical subcommittee was formed to guide and shape the conference to better meet attendee needs. Special thanks to:

Nearly 120 attendees learned about new Federal UST regulations from EPA speaker Linda Gerber and heard keynote speaker Rick Long of PEI discuss the future of UST systems and the effects of ethanol on these systems. Conference attendees also received a sum-mary of the KPMA’s research study about the state of the petroleum industry in Kentucky, presented by researchers from the University of Kentucky Trans-portation Center.

Tank Excellence in Compliance (TEC) Awards Presented at the Tank & Technical ConferenceThe KPMA partnered with the Kentucky Underground Storage Tank Branch (USTB) to create a program with the purpose of recognizing Kentucky businesses that have shown excellence in compliance. The USTB selected the 2015 winners. Congratulations to:

Marketing Committee

Marketing Matters2015 ushered in many new changes for the KPMA led by the Marketing Committee. The introduction of new marketing materials, events, and support continues to move the KPMA forward.

kpma.orgWorking to advance the association with updated marketing, the KPMA also launched a new website, kpma.org. The new website not only has an updated, contemporary feel, but also effi ciently communicates timely information and event photos.

March Madness at M-PACTThe new website was heavily featured in the KPMA’s booth design at M-PACT and had the exhibit fl oor buzzing throughout the show. The KPMA booth was a runaway hit and included a pop-a-shot challenge to celebrate March Madness and the Commonwealth’s rich tradition in college basketball.

KPMA Road TripThe Marketing Committee intro-duced a new networking event in May, the KPMA Road Trip. The new event offered opportunities for members to see and enjoy some local Kentucky treasures. 2015’s road trip featured a tour and sampling of Four Roses Distillery and lunch catered by Lexington’s Bourbon and Toulouse restau-rant. During lunch, Ed Winner, Kentucky’s UST Branch Manager, updated the group on activities in Frankfort. Next, the group traveled to Equus Run Vineyards in Midway for a private tour and sampling. The after-noon ended at West 6th Brewery in Lexington where attendees socialized over local craft beer selections.

KPMA/IPCA Fall Meeting2015 also marked the continuation of the KPMA/IPCA Fall Meeting as the event drew a record number of attendees for Kentucky. Between the two states, more than 150 members were in attendance. Members experienced beautiful weather and live music performed by KPMA’s own band, The Fuel Brothers. The KPMA and IPCA gave out over $3,000 worth of prizes following the golf tournament and sporting clays shoot.

KPMA Day at the RacesIn the fall, the KPMA hosted its annual Day at the Races at the famed Keeneland racetrack in Lexington. Members in attendance enjoyed a full buffet and private dining experience in the Phoenix Room. Members shared betting strategies for the races and several walked away with winnings!

Financially Responsible2015 was another fi nancially successful year for the KPMA with net income once again fi nishing the year positive and better than budget. With the addition of the Tech Conference and the Alabama TOOLS Book project, the KPMA was able to achieve over $100k in Net Income which was added to the Net Asset (Equity) balance to start 2016. Buoyed by several new mem-bers, overall dues revenue also fi nished better than budget and 2014. The net asset balance remains over 100% of annual operating expenses (Note: An average for associations of like size is approximately 64% per the American Society of Association Executives). For the third year in a row, the KPMA received a clean, un-qualifi ed audit from the accounting fi rm Dean Dorton.

Contract Extension with Associations International , LLCPursuant to a management agreement, Associations International, LLC (AI) provides management, adminis-trative and promotional services and facilities that are appropriate and necessary to carry out the KPMA’s non-profi t operations, objectives and goals. Based on AI’s performance, the KPMA Board approved the extension of the management contract with AI for fi ve additional years. The new contract end date is June 30, 2020.

Investment ManagementOne of the major initiatives over the course of 2015 for the Finance Committee included a restructuring of the KPMA investment accounts. The committee made the recommendation to the Board of Directors to move our investments from a discretionary to a non-discretionary option. The change in strategy included a reduction of fees paid by the KPMA to our investment fi rm, UBS. The board passed the motion to change investment strategies in the fourth quarter of 2015.

2016 BudgetThe 2016 Budget was reviewed by the fi nance com-mittee and submitted for Board approval in the De-cember 2015 board meeting.

SuccessFUEL2015 was a SuccessFUEL year for the Membership Committee! A new recruiting campaign, “Success-FUEL” lead the charge to a banner year for recent enrollment efforts.

An initiative of the Membership Committee, the SuccessFUEL recruitment contest was launched in early 2015. The winner, Tom Eveland of Rocket Oil Company, was awarded the fi rst annual SuccessFUEL trophy for his outstanding recruitment efforts. Jay Hall of Thoroughbred Energy placed second in the competition.

NORA & Bioheat2015 NORA Reauthorized with a 5-Year Extension A highpoint of 2015 included the PMAA legislative priority to reauthorize the National Oilheat Research Alliance (NORA) program with a 5 year extension. In 2015, the checkoff program contributed over $100,000 to the KPMA with the purpose of supporting the Oilheat industry in Kentucky. The funds were used in a vari-ety of ways such as:

• Outreach • Education• Research• Administration

The State of Our Industry: An Impactful StudyThe KPMA commissioned the Kentucky Transporta-tion Center at the University of Kentucky to conduct a research study with a focus on two primary activities: 1) gathering and synthesizing petroleum related data and 2) developing a database of convenience stores and fuel wholesalers in Kentucky. The data showed that the petroleum industry in Kentucky employed 41,936 workers in 2012 and had over 2,800 establish-ments across the Commonwealth. Total payrolls for the industry in 2012 were over $831 million, repre-senting a signifi cant employment and economic impact in Kentucky. In fact, our industry’s employees were responsible for over $40 million in state income tax. Follow up research will use this study as a benchmark to forecast trends in our industry.

NORA Heats Up the Central Kentucky Home & Garden ShowIn April, the KPMA used NORA funding to educate the public on the entry of BioHeat as an alternative home heating option at the 40th Annual Central Kentucky Home and Garden Show in Lexington. Scott Hacker from Woodford Oil was on hand to answer consumer questions about the benefi ts of BioHeat. Consumers were eager to learn about a new home heating option and were encouraged to learn more by visiting www.heatingkentucky.com.

Educating MembersFunding from the NORA checkoff program provid-ed several speakers throughout the year to update members on new products and trends in the Oilheat industry, including:• Rich Sweetser of Exergy Partners on “Winning the

Future of Biofuels” at the Winter Seminar in Key West, FL

• Aron Patrick of the Kentucky Energy and Environ-ment Cabinet on the Energy Market in Kentucky at the Fall Meeting at Belterra in Indiana

• Dr. Bryan Gibson and Dr. Andrew Martin, both of the Kentucky Transportation Center at the Uni-versity of Kentucky presenting the results of the research study at the Tank & Technical Conference in Lexington
