Central Indiana Tennis Association has once again published the Jr. Competition Handbook to assist you in finding Central Indiana Jr. Tennis information quickly and easily. Please note a few changes in the format this year. You will want to read about the new application process for Cup Team Consideration and the USTA/Midwest changes to our CITA/Midwest Qualifier Quota and Endorsement Policy. Also new to the Jr. Competition Handbook this year is the listing of the top 10 ranked players in the District for each age division. Additionally, you will find more information about USTA Jr. Team Tennis programming and the 10 & Under Earned Advancement Rookie Satellite Tour.

INTRODUCTION TO JR. COMPETITION

INTRODUCTION TO JR. COMPETITIONJunior tennis players often take lessons and participate in clinics but soon feel they want more out of the game. One way to enrich a junior player’s experience is to add the element of competition. Central Indiana Tennis Association (CITA) schedules District Level USTA Tournaments, coordinates the Level 3 CITA/Midwest Qualifier, selects top junior players to play on the prestigious Central Indiana Cup Teams, and promotes Jr. Team Tennis League competition. CITA is the governing body for junior competition in Central Indiana and is dedicated to promoting professionally run USTA Tournaments and leagues with a strong emphasis on good sportsmanship.Local teaching professionals often recommend a junior player begin playing in tournaments when they feel the time is right. A good way to determine whether a junior player is ready for tournament competition is to consult the list below:• Player can consistently serve into the service box• Player can rally a ball using forehands and backhands in a point• Player can keep score• Player can maintain a good attitude even when losing

DISTRICT LEVEL TOURNAMENTSDistrict Level Tournaments are often called Local Tournaments or CITA Level 5 Tournaments. This means that most of the competitors will be local players. CITA Level 5 refers to the USTA/Midwest Points Per Round (PPR) system. Players in a District Tournament will earn USTA/Midwest Level 5 points (See the Midwest Point Per Round (PPR) charts on page 9).

SECTIONAL LEVEL TOURNAMENTSUSTA/Midwest Sectional Level Tournaments are open to players residing in the Midwest Section (Indiana, Illinois, Michigan, Ohio and Wisconsin). Sectional Tournaments often have specific criteria to be eligible to participate, and these criteria are noted on the tournament page in Tennislink. Sectional Level Tournaments may be Level 1 through Level 4. Please consult the Midwest PPR charts for more information.

NATIONAL LEVEL TOURNAMENTSNational Level Tournaments are for high performance junior players who have successfully built a high sectional ranking by playing District and Sectional Level Tournaments. The National Level tournaments often have specific criteria for eligibility as well.

FREQUENTLY ASKED QUESTIONSAs you and your player enter the world of competitive tennis, whether tournaments or Jr. Team Tennis Leagues, it is highly recommended you familiarize yourselves with the basic rules and regulations. The USTA Friend At Court is a publication produced every year with updated rules and regulations for all tournament play. This is the ‘official’ rulebook tournament directors and officials use in making rulings and assessing point penalties. You can view the USTA Friend At Court by following this link: http://assets.usta.com/assets/1/15/2014FAC_final.2.pdf USTA Jr. Team Tennis Leagues have a separate listing of rules and regulations specific to Jr. Team Tennis league play. You can view the USTA 2015 Jr. Team Tennis Rules and Regulations by following this link: www.centralindiana.usta.comWhat is a sanctioned tournament?A sanctioned tournament has been approved by the USTA. The club, organization, or person running the tournament has paid a sanction fee to the USTA and agrees to run the tournament following USTA tournament rules and regulations.How do we find a listing of junior tournaments?To find a list of District Level and upper level tournaments in Central Indiana, go to www.centralindiana.usta.com and go to the Juniors page. Select USTA Jr. Tournaments and then click on the link to view the USTA Jr. Tournament Schedule.Which age division should my son or daughter play in?Junior tournament age divisions are as follows: 10’s, 12’s, 14’s, 16’s and 18’s.A junior is eligible to play in an age division up to the first day of the month in which they were born. For example, if a junior player turns 13 years old on December 10th, the junior may play in 12’s tournaments until December 1. At that point, the player must begin playing in the 14’s. Although it is allowed, USTA does not recommend that players play ‘up’ an age division unless the player consistently wins tournaments in his or her age division. Players may never play in a younger age division.How do I enter my child in a tournament?USTA uses TennisLink Registration System (tennislink.usta.com) to accept on-line registrations for tournaments. To register for a tournament, a player must have a USTA Membership # and a valid credit card. What is meant by an “open” tournament or a “closed” tournament?An ‘open’ tournament is open to any USTA member that meets the age and gender requirements for that tournament. Registration for ‘closed’ tournaments are restricted by some type of requirement or criteria. A club membership, residency, or player ranking are all possible restrictions for a closed tournament.

How many matches will my child play in a tournament?The number of matches your child will play depends on how many players are entered in the tournament, how well your child plays, and what type of consolation draw has been selected.• Compass Draw: A tournament format in which players are guaranteed to play 4

or more matches even if they lose all their matches.• Feed-in Consolation Draw (FIC): A draw in which the losers from the main draw

are fed into a back draw to compete against other players who lost in earlier rounds of the tournament.

• First Match Loser Consolation (FMLC): A draw in which only the losers in the first round are fed into the consolation or back draw.

How do I find out when my child’s first match is scheduled?Go to tennislink.usta.com, click on tournaments, and enter the tournament number. On the tournament page, you will have the option to view the draw sheets and/or a list of the scheduled first matches. Arrive 20 minutes prior to your first match to check in at the tournament desk.Should my child bring anything special to a tennis tournament?In addition to racquets, your player should bring water/hydrating drinks, sunscreen, a towel, and extra t-shirts and socks. If you think your player will play more than one match in a day, your player should bring extra snacks, meals, and sports drinks. (Note: Some tournaments require players to adhere to a certain dress code. The tournament page should list these requirements in the Notes Section.)We recently moved to the Central Indiana District. Do we need to complete any paperwork to be eligible to play in the District Tournaments?There are a few requirements for junior players new to the CIN District to be eligible to play in the CITA Midwest Qualifier Tournament (Level 3). Please review the complete USTA Proof of Domicile Rules listed at www.centralindiana.usta.com on the Jr. Tournament page. By submitting the proof of domicile paperwork to the CITA Jr. Tennis District League Coordinator, players new to the District will be approved to register for the CITA Midwest Qualifier. When moving to a new District, players must also contact USTA Membership to update their change of address and contact information. (USTA Member Services 1-800-990-8782). IMPORTANT NOTE: For the USTA/Midwest Section Closed Outdoor Junior Championship sectional tournament, players may only qualify in the District where their parents are domiciled. A player may attempt to qualify from only one District.You may contact the USTA Midwest office if you have questions regarding this matter (317-577-5130).

MIDWEST POINTS PER ROUND TABLES

MIDWEST POINTS PER ROUND TABLESTournament points are accrued each time a player participates and wins matches in a tournament. The charts show how many points are awarded to players based on the tournament level and how far a player advances in the draws. The USTA/Midwest rankings program runs on a rolling 12-month basis (December to December), and a player’s ranking is based on the best 6 tournaments played within that time frame. The year-end rankings are posted in mid-January every year on tennislink.usta.com.

MIDWEST POINTS PER ROUND TABLES (CONT’D)

(As of 12/22/2014) CITA JUNIOR RANKINGSCITA follows the lead of the USTA and Midwest Section by adopting the PPR Ranking Program for Juniors. To find your players’ CITA ranking, follow the steps listed below:• Go to tennislink.usta.com and go to the Tournaments page• Click on ‘Rankings Advanced Search’• Select Midwest, your player’s Division, and Standings List from the drop down

menus and click FIND IT• Select the most recently posted standing list• Select ‘District’ and Central Indiana from the dropdown menu• This is the list Tournament Directors should use when seeding for District Level

Tournaments, and this list is one tool CITA uses when determining eligibility for Cup Teams and Midwest Closed endorsement

Each player’s singles ranking will be based on the accumulation of points for winning rounds at tournaments during the calendar year in the boys’ and girls’ 18, 16, 14, 12 and 10 (Green Ball only) age divisions. Players must accumulate at least 100 points during the calendar year in order to earn a Central Indiana District year-end ranking. This ranking will be based on points a player earns at a player’s best five (5) tournaments during the calendar year (the best three (3) tournaments for the 10’s age division).Additional Regulations for CITA PPR Rankings and Standing Lists• A player must win a round to receive any points• Byes do not qualify as wins• Defaults, retirements, walkovers and withdrawals qualify as wins for the

advancing player and earn PPR• A player who is defaulted from a tournament for code violations under the Point

Penalty System forfeits any points accumulated during the tournament for singles and/or doubles

• The final rankings for a junior age division shall include all players who have been age eligible for play in the division at any time during the calendar year and who have accumulated at least 100 points in the division

• Players may be ranked in more than one age division if they have been age eligible in more than one division during the calendar year and have met the minimum point requirements for each age division

• All matches played in the CITA Midwest Qualifier will be counted toward rankings

• Draws of four or more players must use a standard tournament format. Draws of three players will qualify to use Round Robin formats

• All matches played in the USTA/Midwest Section Team Cup and Marion Wood Baird Cup will count toward a ranking in the appropriate age division

CITA/MIDWEST SUSPENSION POINT SYSTEMAny player who accumulates 10 or more suspension points within a 12 month period will be suspended from competing in any USTA sanctioned events held within the Central Indiana District for eighty-four (84) days. A suspension point is considered active for 366 days beginning from the date the point is assessed. The USTA/Midwest office receives notice from CITA of the assessed suspension points, and they track these points along with points assessed in other Districts. Midwest will also suspend players who accumulate 10 or more suspension points within the Midwest Section. If a player accumulates ten (10) or more active suspension points, the player will be notified in writing sent by mail to the player’s last known address. The player has the right to appeal this suspension by requesting a hearing before the CITA Grievance Committee. Such a request must be made in writing and received at the CITA office within ten (10) days of the delivery of the notice to the player’s last known address.Suspension begins 10 days after the delivery of the written notice unless a hearing is requested, in which case the suspension will be stayed pending the hearing. A hearing will be set no earlier than 3 business days and nor later than 7 business days after the request for the hearing. If a hearing is requested and the committee affirms the suspension, the suspension will begin the next day after the order of the CITA Grievance Committee affirming the suspension.During the effective dates of the suspension period, a player will not be endorsed by CITA for any tournaments or events requiring endorsement by CITA, and any prior endorsement shall be withdrawn by CITA.The 10 suspension points active at the time of the suspension will become inactive at the conclusion of the suspension period.

CITA POINT PENALTY SYSTEMFor each violation under the USTA Point Penalty System, CITA Suspension Points will be assessed if a Code of Conduct Report is submitted by the attending umpire and tournament referee:• 2 suspension points for a Point Penalty• 2 suspension points for a Game Penalty• 2 suspension points for a Default Penalty• 8 suspension points for match defaulted due to unsportsmanlike actions on or

off the court• 5 suspension points for default due to refusal to play, or continue play, for any

reason other than illness, injury, or personal emergency• 5 suspension points for default due to interference from an adult• 5 suspension points for default due to a ‘no-show’• 1 suspension point for default due to a late arrival for match• 3 suspension points for disqualification due to ineligibility and withdrawals• 4 suspension points for entering two or more tournaments scheduled to take

place the same time unless each Tournament Committee involved approves the multiple entries in writing

• 5 suspension points for unsportsmanlike or inappropriate conduct off court at locations such as the tournament site, hotel or housing

• 2 suspension points for not using best efforts to win• 10 suspension points for physical acts of violence against another person on or

off the court by a player• 8 suspension points for a physical act of violence or verbal abuse against

another person on or off the court by a parent, relative, coach, or other person associated with a player

• 8 suspension points for illegal use of drugs or possession of illegal drugs• 8 suspension points for gambling activity (as defined in USTA Regulations I.N.

18)• 10 suspension points for playing while under suspension or competing in any

sanctioned tournament while under suspension by the USTA or one of its Sectional Associations

The following persons are authorized to file Code of Conduct Reports to the tournament referee for offenses personally witnessed:Tournament Committee members, Chief Umpire, Deputy Referees, on-court officials, Court Monitors, club or facility managers, hotel or dormitory managers, families housing players, and members of the CITA Junior Tennis Committee and CITA Executive Director.

10 & UNDER EARNED ADVANCEMENTThe USTA/Midwest Section Junior Competition Committee created a Jr. Competition Pathway for players ages 10 and under. This pathway is called 10 & Under Earned Advancement, and CITA has supported the Midwest Section’s program by scheduling 1 or more Earned Advancement Tournaments per month in the Central Indiana District. Find a complete listing of the 2015 Earned Advancement Tournaments in CIN at www.centralindiana.usta.com on the Jr. Tournament page.The Stages of Earned Advancement• Red Ball Tennis to Orange Ball Tennis

Red Ball Tournaments are a great way for players in the first stage of the Junior Tennis Pathway to start with tournaments. These non‐elimination, single day tournaments are a great introduction for players to become acclimated with the look and feel of a tournament.

• Orange Ball Tennis to Green Dot Ball TennisPlayers must show their competency in Orange Ball Tennis before earning entry to Green Dot Ball Tennis. This can be achieved through results, participation or ultimately age. Players under the age of 10 must either participate in 4 Orange Ball EA Tournaments or win an EA Tournament to earn eligibility play to Green Dot Ball EA Tournaments.

• Green Ball Tennis to Yellow Ball TennisJust as players advance from Orange Ball Tennis to Green Ball Tennis, they must demonstrate their competency in Green Ball Tennis before advancing to Yellow Ball Tennis. This can be achieved through results, participation or ultimately age. Players 10 & Under who have met the criteria to advance to Green Ball must either participate in 4 Green Ball EA Tournaments or win 2 Green Ball EA Tournaments to earn the eligibility to play yellow ball tournaments.

The Purpose of EA TournamentsThe USTA/Midwest Section launched the Earned Advancement Tournaments in 2014 for tournament players under the age of 11. EA Tournaments ensure that players use the appropriate ball, racquet, and court size for their level of play. Within this system, players have the opportunity to experience appropriate levels of competition at each stage of the USTA/Midwest Junior Tennis Pathway. The rules and regulations allow players to progress through the different stages at a pace most suitable to the player based on competency, age, participation and results in competition. • A Retirement, Walkover or Default in the player’s final match (including any FIC matches) of the District Qualifier will cause the player to no longer be eligible to be endorsed to the Midwest Closed.

• Appeal of the Play and Complete Requirement is permitted. Any appeal of the Play and Complete Requirement must be submitted, in writing, to the district qualifier tournament director before the end of the district qualifier tournament or within 24 hours of said match, whichever is sooner. The district qualifier tournament director shall notify the District Executive Director of the appeal. The District, with input from the district qualifier tournament director, will determine the endorsement status of the player.

GLOSSARY OF TERMSAs you and your player enter the competitive world of junior tennis, it is highly recommended that you understand the basic rules of tennis. The USTA Friend at Court is a publication that is produced every year with the rules and regulations for all tournament play. This is the “official” rule book that tournament directors and officials use. You can view the USTA Friend at Court by going to www.usta.comFeed-In Championship. This term refers to a special form of consolation draw in which the losers from the main draw are fed back into another draw against players who lost in earlier rounds of the tournament. This format is very helpful when the Tournament Committee wants to determine an order of finish through 6th place or through 12th place.First Match Losers Consolation. This is a consolation draw in which the losers in the first round and those second round losers who advanced to that round by virtue of a bye or a default are entered into the consolation draw.First Round Losers Consolation. This is a consolation draw in which only the losers in the first round are entered into the consolation draw.Group Seeding. In some cases the Tournament Committee may group seed players together and assign each of them the same seed (for example, in the group 5-8, each player in the group would be assigned the fifth seed).Rules of Tennis. The ITF Rules of Tennis are the rules for the sport of tennis. They are made by the International Tennis Federation (ITF). The USTA, as a member of the ITF, has agreed that the ITF Rules of Tennis apply to all USTA sanctioned tournaments.ITF Tournaments on the National Junior Tournament Schedule. The ITF Tournaments on the National Junior Tournament Schedule are tournaments jointly sanctioned by the ITF and USTA that are placed on the National Junior Tournament Schedule. These tournaments are played under ITF tournament regulations.Main Draw. The main draw is that part of a draw in which the remaining players have not yet lost a match.Match Format. The match format refers to the scoring format used by a tournament.Match Tiebreak. In some tournaments a Match Tiebreak may be played in lieu of the deciding final set. The USTA uses only the 10-Point Match Tiebreak (first to 10 by a margin of 2).Medical Timeout. A Medical Timeout consists of evaluation time as determined by the Referee plus a maximum of three minutes to treat a medical condition that is treatable. A player is not entitled to a Medical Timeout if the condition is not treatable.

National Standings List (Juniors). This is a monthly standings list of junior players in each age division used for selection of:• Some players into the USTA National Championships; • All players into the USTA National Opens; and• Some players into USTA Regional Tournaments.It is also used as a resource in determining seeding.Point Penalty System. This is a system of penalties designed to deter unsportsmanlike behavior during matches. The first penalty results in loss of a point; the second penalty results in loss of the game in progress, and the third penalty results in a default.Points Per Round. Points Per Round are the ranking points that are awarded in a Points Per Round Ranking System.Points Per Round Ranking System. This is a method of ranking players or teams that is based on earning ranking points for the round reached, and in some cases, for wins over highly ranked players or teams.Qualifying Tournament or Qualifying Draw. A qualifying tournament or qualifying draw is a tournament or draw in which those players who advance far enough earn places in the main draw.Ranking. Ranking is a static concept. It is a player’s “final” position at the end of a ranking period. It does not change at the end of the specified period.Sectional Ranking Tournaments. These are sectional tournaments that count for junior national ranking. Each Sectional Association may designate 12 junior tournaments within its section that will count toward national ranking.Seed. This term refers to a player who is given a preferential position in the draw by virtue of the player’s record. The player is positioned in the draw so that the player usually will not play another seed until at least the third round. This player is more likely to receive a bye than players who are not seeded.Single Elimination Format. In this tournament format, once you lose you are out and do not get to play any additional matches.Wild Card. A wild card entry into a USTA National Championship may be granted to a junior player when extenuating circumstances prevent the player from entering through the normal qualifying or endorsement procedure. Wild cards also may be granted based on the recommendation of the national coaching staff to a player who has demonstrated significant potential at the national or international level.Withdrawal. A withdrawal occurs when a player decides not to play all matches in the event because of injury, illness, or personal circumstance. A withdrawal also may occur because of tournament administrative error.
