WELCOME

Kia Ora

On behalf of Bowls New Zealand a very warm welcome to Palmerston North for the 2015 National

Interclub Championship Finals. This event is designed to further encourage the growth,

development, and participation of players nationally. Every club in New Zealand is encouraged to

enter sides in either the Division 1 or Division 2 categories. It is so exciting to think you are in the

running for national honours.

We always say it, but it must be repeated again – like all major tournaments they would not be

possible without the efforts of the hosting centre and the amazing work done by all those wonderful

volunteers. We thank you for your contribution and dedication to our sport.

While striving to perform at your best, remember to enjoy your games, for you will be playing the

best players in New Zealand. To those who experience success, congratulations. Being able to say

you are a national champion does so much for you, your Club and your Centre.

Bowls is truly a game for life. Our bowls community is a very close one and we are all privileged to be

part of it. I look forward to meeting as many of you as possible during this event.

Bowls Manawatu would like to extend a warm welcome to all competing bowlers,

managers, and supporters to the Interclub Finals, our wish is that your stay in

Palmerston North will be a pleasant one.

The Manawatu Centre has a proud record of hosting the Interclub Finals, and we are certain this year will

follow the same pattern.

Bowls Manawatu would like to congratulate all the regional winners, having progressed to the finals is an

achievement to be proud of.

We look forward to seeing you all in Palmy on the weekend of the 21 – 22 March. So travel safe, and we

will greet you all on your arrival.

officials and administrators at the 2015 Interclub Finals here in Palmerston North.

I must say that we were surprised to get the opportunity to host this prestigious event as we consider

ourselves a normal run of the mill club trying to “stay afloat” while providing the best greens and facilities

for our members.

Having said that, I’m sure that you will enjoy the facilities and hospitality on offer here at the Terrace End

Bowling Club, so please enjoy your time while here.

CONDITIONS OF PLAY

1. STATUS

1.1 These Conditions of Play are supplementary to Bowls New Zealand Regulation 10 – National Events.

1.2 These Conditions of Play are also made in accordance with Law 17.2 of the Laws of the Sport, which

permits Bowls New Zealand as a Controlling Body to establish conditions of play to cover certain

aspects of the sport. These Conditions of Play set out the conditions of play for the Bowls New Zealand

National Interclub Competition Event and applies to all players, Clubs and Centre’s participating in the

Event. These Conditions of Play do not apply to International Competition which must be played

strictly in accordance with the Laws of the Sport.

1.3 These Conditions of Play have been developed and issued by the Bowls New Zealand Chief Executive in accordance with Regulation 10 – National Events.

2. NAME, DATES, and VENUES

2.1 The name of the Event is: Bowls New Zealand National Interclub Competition

2.2 DATES: Saturday 21st – Sunday 22nd March 2015

2.3 VENUES: Division One Men and Women at Terrace End Bowling Club, Palmerston North

Division Two Men and Women at Palmerston North Bowling Club, Palmerston North

3. CONTROLLING BODY

3.1 The Controlling Body is Bowls New Zealand

3.2 Tournament Director: Bowls New Zealand Tournament Director, Helen Stallard

4. DEFINITIONS

4.1 The words and phrases used in these Conditions of Play shall have the same meaning as defined in

Regulation 10 – National Events and the Constitution of Bowls New Zealand, unless otherwise

specified in these Conditions of Play. For avoidance of doubt, the conventions used in the Laws of the

Sport shall not apply to these Conditions of Play unless expressly stated.

Bowls New Zealand Tournament Director means the person appointed by Bowls New Zealand for the

National Finals on such terms and conditions as Bowls New Zealand determines.

Event means the Bowls New Zealand National Interclub Competition.

Laws of the Sport means the World Bowls Laws of the Sport of Bowls (Crystal Mark Second Edition)

and includes the domestic regulations of Bowls New Zealand.

Open Tournament means a competition, tournament or event for the game of Bowls which is open for entry to any member of any Club or Centre.

Season is the period of competition for the game of Bowls which for the purposes of these Conditions

of Play shall commence on 1st July and end on 30th June the following year.

5. ENTRY

5.1 An Entry Fee, as determined by Bowls New Zealand, shall be charged for each Club team competing

in each division at Centre level. The Entry Fee is $110.00 plus GST

5.2 The Event Entry Form (attached as Appendix A must be filled in by regional qualifiers and returned to

Bowls New Zealand

5.3 Categories and Criteria for Event

The Event is divided into two categories, Division 1 and Division 2.

(a) Each Centre must hold preliminary Centre Qualifying Competitions for this Event.

5.4 Event Format

(a) A Centre may conduct two competitions (Division 1 and Division 2) that allow all Clubs within their Centre to enter a side in the Event. The Division that the side is entered in shall be determined by the Centre Match or Operations Committee.

(b) Any Club dissatisfied with the decision of the Centre Match or Operations Committee decision to place their side in a Division shall have the right to appeal to the Centre Board/Executive whose decision shall be final.

(c) Clubs with 20 or less financial members of the same gender will be allowed to enter a combined side with another Club of similar size and gender for the Event. Certificates will be presented to both Clubs and all players if they are successful.

(d) A Club is allowed to enter more than one side in a Division.

5.5 Elevation, Regression and Movement of Players between Divisions

(a) Where a Club has more than one side in a Division, movement of players between teams in that Division is not permitted, after playing three games in one of the teams in that Division.

(b) A player may not move back to a lower Division following completion of two thirds (66%) of the scheduled rounds in the Event. In the case of a player only having played once in this Division, they may move to a lower Division at any time.

(c) Clubs who qualify for the Division 2 Regional Playoffs and National Finals may re-select their teams for the Regional Playoffs and National Finals but cannot include any players who have played three games or more in the Centre Division 1 Qualifying Competition.

(d) Clubs who qualify for the Division 1 Regional Playoffs may re-select their teams for the Regional Playoffs and National Finals.

(e) Each Club team to comprise a Singles player, a Pair, and a Four.

(f) Centres shall arrange the format and timetable for Event at Centre level.

6. TRIAL ENDS

6.1 Pursuant to Law 18.1 of the Laws of the Sport trial ends will be allowed before competition

commences each day.

6.2 Should players be required to change greens during the day an extra set of trial ends will be allowed.

7. PLAYING FORMAT (Applicable for both Men and Women)

7.1 Playing Format

(a) Singles 25 shots up 4 bowls or 2¾ hours Pairs 18 ends 3 bowls or 2¾ hours Fours 15 ends 2 bowls or 2¾ hours

(b) The time signals for each game shall be as follows:

The commencement of play and the expiry of time shall be signalled by the Technical Official/Umpire by a bell or some other means clearly audible to the players concerned. Where the time limit is not common to all games on any green, the Technical Official/Umpire shall notify the opponents or Skips in individual games when the time limit has expired.

1) If in a time limit game the jack has been delivered before the time signal the end continues and if it is subsequently made dead it should be replayed until it is completed.

2) Ends made dead shall be replayed in accordance with Law 31 of the Laws of the Sport.

(c) In all games two points will be awarded for each game won. One point will be awarded for

each game drawn. Where match points are equal, the winner will be the side with the highest net total of shots.

(d) If the match points and the net total of shots are equal the side with the lowest “total shots against” will be the winner.

7.2 Alterations to the Format & Length of Games

(a) The Controlling Body reserves the right to alter the format, times of play and greens to

suit local unforeseen circumstances, giving as much notice as practical

(b) Where a programme is interrupted or cannot be completed due to inclement weather or

local conditions, the Controlling Body may amend the format and length of games to

achieve a result

7.3 Restricting the Movement of Players

In time limit games as per this Regulation, the movement of players during play shall be restricted as specified in Appendix A. A.4 - Laws of the Sport as follows:

(a) After delivering their first bowl, players will only be allowed to walk up to the head under the following circumstances.

1. Singles Game: The opponents: after delivery after their third and fourth bowls

2. Pairs Games (each player playing three bowls):

the Leads: after delivery of their third bowl; and

the Skips; after delivery of their second and third bowls

3. Fours Game:

the Leads: after the second player in their team has delivered their

second bowl

the Seconds: after delivery of their second bowl

the Thirds: after delivery of their second bowl

the Skips: after delivery of each of their bowls.

(b) In exceptional and limited circumstances, a Singles player can ask the Marker for

permission to walk up to the head, or a Skip can ask that a player walks up to the head earlier than described in Law A.4.1.

(c) If a player does not meet the requirements of Law A.4.1, Law 35 of the Laws of the Sport shall apply.

8. SUBSTITUTES

8.1 Substitutes and changes to original team members will be allowed in terms of Bowls New Zealand

Regulation 4.

9. FOOTWEAR & CLOTHING

9.1 Shoes or sandals may be worn by players when playing on a bowling green. All shoes must be flat

soled and heel-less. Soles may be of a non-slip material with a slightly abrasive surface.

9.2 Any Player with a physical disability may use an appropriate support, wheelchair or bowling aid,

provided that the same is so made that its use causes no damage to the green.

9.3 For any Tournament other than a Club Tournament, players in Singles and members of Teams or Sides

must wear garments of the same colour/design as determined by the Tournament Controlling Body.

This means all members of a Team or Side wearing the same colour trousers/shorts as well as

shirts/tops. Any garment may have logos displayed, but the Controlling Body may impose conditions

relating to sponsors logos to ensure there is no conflict with a Tournament Sponsor.

9.4 Failure to comply with clause 9.3 will result in the offending Team or Side being defaulted for each

round until they comply with clause 9.3.

10. SMOKING AND ALCOHOL

10.1 Subject to any further restrictions in specific Conditions of Play, the following smoking and alcohol

policies apply:

(a) There shall be no smoking anywhere in a Club house or on the greens at a National

Event. Smoking may only occur in designated smoking areas.

(b) The drinking of alcohol at a National Event is restricted to the Club house at each venue

in accordance with the Club’s licence. Drinking outside of the Club house including on

the greens is strictly prohibited.

11. OFFICIALS

11.1 The Tournament Director shall appoint the Chief Technical Official/Umpire after consultation with the

Chair of the Bowls NZ Umpires Committee. All Technical Official/Umpires must be Level 2 or above.

11.2 The Chief Technical Official/Umpire will also be responsible for the appointment of Markers who

should be Level 2 Technical Officials/Umpires or above.

12. JURY OF APPEAL

12.1 A Jury of Appeal shall be appointed by the Bowls NZ CEO on the recommendation of the Bowls NZ

Tournament Director for the purpose of deciding upon any points not provided in the conditions of

play and/or for dealing with any referrals or appeals from decisions made by Technical Officials (Law

52.2.6 of the Laws of the Sport and Rule 14.4 of Regulation 10).

13. PRIZES

13.1 The winning clubs in Division 1 and 2 will receive a Bowls New Zealand certificate, the players and

the managers in both divisions will receive a badge and a certificate from Bowls New Zealand and a

trophy. All entries in Division 1 and 2 will receive Bowls New Zealand certificates.
