    Communication Research and Planning

    Good communication is associated with higher levels of parental involvement. Parental involvement is correlated with better school attendance, higher student achievement, higher graduation rates, and a host of other positive factors that help students succeed at school and in life.     Communications planning follows a formula: Research, Action/Plan, Communicate, and Evaluate, RACE. In August, 2009, the Blaine County School District Board of Trustees approved a Communication Audit (conducted by the National School Public Relations Association).

    The audit represented an investment of taxpayer dollars and staff resources in the most important element of a communication plan: research. As a result of the audit and the research conducted, BCSD received 55 recommendations for improving communication. The communications plan is based on that research. The 55 recommendations can be summarized by three main goals: 1) promote the accomplishments of students and staff, 2) provide access to accurate and timely information, 3) be the first to tell our own bad news.

    Dear Blaine County Community,

    The ultimate goal and sacred trust of the Blaine County School District is to ensure all students graduate prepared for college and/or careers.

    Blaine County School District is very fortunate to be part of a community that places a high value on excellence in education and has provided the resources to match their high expectations. These include smaller classroom sizes of 20 or 25 students, (as called for by BCSD Policy 602.12), Dual Immersion, World Languages, and Special Education services such as the Autism Spectrum Disorder Program (ASD) and Vocational Occupational Independent Career Education (VOICE II) programs. Due to the generosity of our community and their expectations for excellence in education, District resources are greater than the states allocation of funds as outlined in the chart below.

    Please allow me to share my thoughts on what this means as a District in a longer than normal letter. As a community, as a District (a system of schools), as individual schools, and as individual educators we are all charged with providing equity to ensure all of our students are highly successful. When we think about our resources of time, personnel, energy, materials, etc. we have to ensure we are allocating them based on equity so that all of our students succeed at high levels. An illustration of equity is found below.

    BCSD Weekly Update

    Between July, 2014 and July, 2015, the BCSD Communications Department sent 39 issues of the BCSD Weekly Update to 3960 community subscribers and 540 employees.

    Recommended Goal: Develop ways to promote BCSD Weekly Update to increase readership. Consider print version distributed to schools weekly. Translate content for FB page in Spanish. Link newsletter on Mt. Express website.

    BCSD WebsiteThe BCSD website is currently hosted on an external server through Edline, which was recently purchased by Blackboard. Referred to as Edline, the website includes district, department, school, group and teacher pages. All certified employees have logins to manage their own content. BCSD Communications oversees the district page and supports district department pages, while also supporting school website coordinators with graphic design and content. Monthly onsite meetings with each school website coordinator and principal are aimed toward continuous improvement and consistency of school websites.

    Google analytics: Does not include requests from internal users. BCSD district and school pages are used as the default home page for many of the computers used by staff and students.

    Recommendations: The Data and Communications Committee met several times last year to identify both barriers and solutions to Skyward, Edline and Mileposts. The new Technology Director and Communications Director recommended that Skyward be isolated from Edline in order to improve the reliability and functionality of the website. As a result, parents will no longer be required to login to view class and teacher websites. The staff directory will no longer by automatically updated by Skyward, but will be manually maintained by Technology. A simplified teacher or class website will be implemented this year. Efforts will continue to be made to gauge the effectiveness of the website, particularly for parents who want access to teacher and class information. By February, 2016, a recommendation for an improved website based on staff, student, parent and patron feedback will be finalized.

    BCSD Social MediaBCSD Communications uses several social media tools to share news, information, announcements and more with parents, staff and the community. Prior to the formation of the Communications Department in spring of 2011, a district Facebook page was nominally used. Today, Facebook has grown to 930 likes, and a much larger reach. Twitter, Pinterest, Google+ and Vimeo round out the social media tools regularly used by BCSD Communications.

    Between July, 2014 and July, 2015, BCSD Communications wrote and distributed 29 press releases, which can be found on the Communications department page at www.blaineschools.org. In the same time frame, the department wrote 195 short news articles for the BCSD Weekly Update and website. An average of 2-3 media inquiries per week and over 180 print, online and broadcast stories. Coverage included local and state outlets such as the Idaho Mountain Express, the Times News, KMVT, KECH/KSKI, the Weekly Sun, Sun Valley Magazine, Sun Valley Property News, Eye on Sun Valley and Idaho Ed News.

    Skyward is the primary resource for students, parents and staff. Accurate and timely information is critical to students success. Assignment and test grades are normally posted one to two weeks after due date.

    What is Mileposts?Mileposts is a progress monitoring and intervention support program that empowers teachers to work together to create individualized learning plans, manage interventions, and monitor achievement for students.

    Mileposts is used to compose a narrative of student growth so the BCSD educators can work together to scaffold and support every students academic, social and emotional growth from one year to the next. A reliable Mileposts record takes the guesswork out of getting to know your students individual needs from one year to the next. Instead, it communicates the responses to intervention that worked for individuals and groups of students the moment they step foot into your classroom.

    What is Edline?Edline is the School District public website. It is used by BCSD schools, staff, teachers, and classes to communicate school activities. Its objective is to effectively share relevant and timely information and access to additional resources and materials for students, parents, prospective staff, students, and the general public.

    Edline can effectively shine the light on questions about district, school, and classroom for both enrolled and prospective parents and students.

    Use Edline to extend your classroom culture beyond the limits of your physical learning space, provide access to relevant information and timely resources, and support parents and students.

    Student Data PrivacyThe Blaine County School District takes the privacy and protection of student data very seriously.

    To ensure that each of us is doing all that we can to safeguard students information and data, it is expected that you take the time to read and understand the terms of use and privacy policies for any online program or tool that you use with your students.

    Questions to ask yourself while learning more about a products terms of use and privacy policy include:

    What information is collected, and is it necessary to be able to use the program?

    Can collected information personally identify a student and how to contact him or her?

    Where is this information stored?

    Who has access to collected information?

    Does the website allow parents to review the information that has been collected about their student(s) and to request that any information about their student(s) be removed?

    Classroom food should emphasize fresh fruits and vegetables; whole grains and low-fat dairy foods.

    Parents and Students - Blaine County School District is on the road to becoming even healthier!

    Here are the changes parents and staff should be aware of:

    Parents are encouraged to speak to their childs teachers about limiting celebrations with food and/or including food that meets the districts nutrition standards. The main ingredient of food consumed for celebrations should be whole grain, fruit, vegetable, protein, or dairy.

    Staff are encouraged to use non-food rewards or limit food as a reward to food with the main ingredient as whole grain, fruit, vegetable, protein or dairy. Staff are encouraged to collaboratively decide as a building when they will have celebrations that include food and communicate that with parents.

    Students will see changes in the la carte items offered at the secondary schools by the end of the school year. There will also be changes in the remaining vending machines at secondary schools. The district Wellness Committee will begin meeting in September to clarify district nutrition standards and more information will be sent throughout the school year.

    Every parent has a voice in Blaine County School Districts ongoing pursuit of educational excellence.

    Today I am asking for your feedback about the individual school your child attends. This survey focuses on critical school issues such as academic preparation, student support, parent engagement, school operations and accessibility of school leaders. Our goal is 100% parent participation.

    This survey will take approximately 15-20 minutes to complete. All responses are strictly confidential.

    PARTICIPANTS 509 Parents 85% of parents who took the survey in 2014 rated the overall quality of their childs school as an A or B, compared to 79% of parents who took the survey in 2013.

    The percentages of favorable responses were relaJvely unchanged from 2013 to 2014 in all dimensions of school climate.

    72% of parents agreed that the principal at their childs school makes decisions in the best interests of the students.

    In the area of parent engagement, agreement rates ranged from 91% (I feel welcome in my childs school) to 85% (Front oce sta members are welcoming and supporJve).

    Similar to the ndings from the 2014 Sta Engagement Survey, close to 90% of par=cipants oWen or always feel good about their job in public educa=on.

    A strong majority of employees are proud to work in the district, feel a sense of accomplishment and believe the district supports opportuni=es for professional growth. More than one-third, however, do not trust the informa=on they receive from district leadership.

    Just shy of 50% of par=cipants do not feel comfortable sharing their ideas and opinions with district leadership and over half said there is not a strong sense of teamwork and coopera=on within the district. Addi=onally, about 40% of sta par=cipants do not believe the district and its administra=on have a clear vision of future goals and educa=onal direc=ons of its schools.

    While 8 out of 10 say district informa=on and decisions are communicated in a =mely manner, almost half of par=cipa=ng sta members feel district leaders do not clearly explain why key decisions are made.

    The communications department is the point of contact for K12 Insight, a vendor that administers surveys for the district. A calendar of surveys is developed each year based on the districts goals and current initiatives. Plans for 2015-16 include a parent/staff/community survey on the budget, a school calendar survey, School Climate, Staff Engagement, and Student Engagement surveys.
