High quality child care continues to positively predict children's performance
well into their school careers. That is why FGV Smart Start spends 70% of its
funds to improve affordable, accessible, high quality child care and other child
care related activities.
Child Care
Franklin-Granville-Vance Smart Start
Child Care Resource and Referral provides suppor t and information to parents and child
care providers. It maintains a Lending Library of educational and training materials, which can
be borrowed by the various childcare facilities, and a database of community resources, including
local childcare program information. This program provided referral services to 176 parents/
guardians, provided 334 technical assistance site visits to child care facilities, as well as 79
environmental rating scale assessments.
The Quality Enhancement program provides childcare providers with on-site technical
assistance to increase program and education standards, compliance reviews, and with review of
the Division of Child Development and Early Education (DCDEE) assessments. Participating
facilities are eligible for grants to address needs identified in their reviews and, as funds permit,
incentive awards for increasing their licensure. In fiscal year 2015-2016, this program served 22
facilities, 101 teachers and directors, affecting 690 children.
Franklin-Granville-Vance Smart Start
The Professional Development program develops plans geared towards helping childcare
professionals attain their Early Childhood degrees by continuing their education. The program
provided trainings, laptop computers for distance learning, and/or textbooks via a lending
library to approximately 32 lead teachers enrolled in credit bearing courses. The program also
held director forums to provide additional training for childcare facility directors.
The Kindergarten Readiness/Transition activity leads kindergarten readiness and transition
activities that are designed to increase teacher knowledge and strengthen the transition process
from pre-school to kindergarten. Fifteen (15) individuals, representing diverse interests in the
community participated in a Kindergarten Readiness Roundtable. Five (5) centers/schools
participated in a Kindergarten Readiness Showcase.
The WAGE$ program provides monetary supplements to teachers, directors, and family child
care providers in licensed centers and homes who continue their education while remaining at
that program. The program rewards providers for furthering their education as well as reducing
the turnover rate in the child care profession. 131 child care workers participated in WAGE$
this year. Turnover rates for teachers in the FGV WAGE$ program was 14% for the 2015-2016
fiscal year. The average supplement for six months was $860. Ninety seven percent (97%) of
survey respondents in the WAGE$ program indicated that the program either encourages them
to stay in their current program or to pursue further education.
Child Care Subsidy provides funds for those families needing assistance with child care.
During the 2015-2016 fiscal year, 417 children in the FGV area received subsidized child care
through Smart Start assistance. The total amount spent for child care subsidy was over
$854,401, allowing numerous parents to attain employment with peace of mind knowing that
a trained provider was caring for their child.

Family Support
All families, regardless of income or ethnic background, need support to best
nurture their children's intellectual, physical, social, and emotional development.
Family support programs are designed to help children by working with families to
prevent problems with a focus on family and community strengths.
The Cradle to Class/Parent As Teachers program provides parenting suppor t and instruction
to families with children from birth to age five. Project activities include home visits to help parents
understand their children’s development and to encourage learning, group meetings, hearing, vision,
and general developmental screenings, and a referral network to link families with community
services. There were 50 families with a total of 65 children enrolled in the program.
Incredible Years, a Parenting Education/Coordination Initiative, provides parenting
education to families of children 0-5 years of age. The target population includes parents referred
by school counselors, Department of Social Services or mandated by the courts and others living in
underserved communities. There were three (3) series offered consisting of 15 consecutive weeks.
The Service Promotion and Outreach activity supports ongoing community awareness of services
through brochures, newsletters, news stories, radio, web-based info, and participation in
community events. Over 79% reported increase in knowledge of child development and brain
research and 83% reported increase in knowledge of school readiness.
The Adolescent Parenting Program provides direct case management services to teen parents and
their children ages 0-5. Teen participants receive support in their efforts to complete high school
or an equivalent educational program while avoiding a second pregnancy. In the fiscal year 2015-
2016, 100% of the program participants had no reported repeat pregnancies; 100% of the
adolescents have continued in the program towards their perspective graduation dates with 100%
of this year’s graduates enrolling in post-secondary education programs with one teen receiving a
full four year scholarship to Fayetteville State University. Others are enrolled in vocational train-
ing or are employed at a livable wage and are living within safe and stable housing.

In the Reach Out and Read program, FGV partners with 5 medical care practices to provide pre-
literacy opportunities for children and their parents. During each of the routine visits, parents will
receive a new, culturally and developmentally appropriate book to take home and read to their
children. The 16 medical care providers discuss the importance of reading, model reading a book
aloud to the child, and encourage parent-child interactions as part of pre-literacy and language
development. During fiscal year 2015-2016, 16 medical care providers distributed books to 5080
children.
The Dolly Parton Imagination Library provides age appropriate books to children ages 0-5.
FGV Smart Start raises private donations to meet the matching fund requirement that allows
Franklin, Granville, and Vance counties to participate in the program. During fiscal year
2015-2016, as many as 325 children were served.
The Little Free Library program is a way to promote reading for children, literacy for adults and
libraries around the community. It’s a “take a book, return a book” gathering place where people
share their favorite literature and stories. In its most basic form, a Little Free Library is a box full
of books where anyone may stop by and pick up a book (or two) and bring back another book to
share. Smart Start has set up four of these libraries in Henderson with funding from the Vance
County United Way, through its United We Read, United We Succeed program.
Safe Kids Vance County provides dedicated and car ing staff, operation suppor t and other
resources to assist in achieving a common goal: keeping our kids safe. Based on the needs of the
community, this coalition implements evidence-based programs, such as car-seat checkups, safety
workshops and sports clinics that help parents and caregivers prevent childhood injuries.

Health and Safety
The Assuring Better Child Health and Development (ABCD) project provides on-site training and
technical assistance to medical practices in Franklin, Granville, and Vance counties to support the
integration of validated developmental and autism-specific screening and referrals. The 7 practices
participating in the program include 35 medical providers and serve an estimated 5,582 Medicaid-
enrolled children age 0-5. In 2015-16, 99% of children were screened at their recent well visit and
85% of children received an autism-specific screening. Referrals for early intervention services
have increased 81% and those receiving early intervention services have increased by 31%.
When children are healthy, they learn better. They are more alert, more focused
on learning, and miss fewer days of school. FGV Smart Start helps children
receive comprehensive healthcare in a medical home and helps child care centers
incorporate healthy eating and physical activity practices.
The Shape NC program increases knowledge of nutrition and the importance of physical activity
practices among young children, their families and teachers, with the goal of increasing the number
of young children entering kindergarten at a healthy weight. Participating child care centers enroll
in an eight (8) module on-line course that teaches them how to implement these strategies into their
programs. Each child care center then receives funds through a grant from Triangle North
Healthcare Foundation to implement the goal of making positive changes in the nutrition
environment, coupled with increased physical activities for over 350 children in 9 child care
centers in Franklin, Granville, and Vance counties.

Program Coordination and Evaluation
The Program Coordination/Evaluation activity provides program support, training and technical
assistance to Direct Service Providers and works collaboratively with other organizations to
identify the needs of children and families and explore possible services to meet the needs. The
Program Coordinator also ensures program compliance through programmatic monitoring of
Direct Service Providers and conducts evaluations to measure program effectiveness and
performance.
NC Pre-K
The NC Pre-K Program funds child care slots for four -year-old children at-risk for school
failure. The eligibility criteria and service priority for children to receive service is stipulated
by the NC State Legislature. During the 2015-2016 school year, this program served 125
children at 11 sites in Franklin County, 121 children at 8 sites in Granville County and 140
children at 7 sites in Vance County.

Advocacy and Fundraising
Time Out Tuesday is FGV Smart Start’s signature fundraising event. Local citizens agree to be
put in ‘time-out’ and raise at least $250 each before they are released. Chick-fil-A of Henderson
was the sponsor site again this year for the detention in Vance County. A Time Out site was also
set up in Granville County at the Richard Thornton library. Citizens that answered the call to make
this a great event at Chick-fil-A were: Paul Ross, Henderson Family YMCA; Eddie Ellington,
Mayor, City of Henderson; Kevin Bullock, WIZS Radio; Rix Edwards, Henderson Rotary Club;
Nancy Wykle, The Daily Dispatch, and Tommy Haithcock, Century 21 Country Knolls Realty.
In Oxford, the detainees were: Del Mims, Creedmoor City Commissioner; Brin Wilkins, Granville
County Sheriff; Harry Mills, Granville County Economic Development; and Dawn Marie
Omokunde, Oxford Women’s Club. This years’ event raised over $4,000 in pledges.
Time Out Tuesday & Ducky Derby Festival
FGV Smart Start’s Ducky Derby Festival is an annual fundraiser held in September. Rubber
ducks are sold for a chance to win prizes. Garnett Street in Henderson is flooded with the
assistance of the Henderson Fire Department, and over 2,000 rubber ducks are then “poured” into
the street by a cement mixer, with the race ending at Orange Street. First place is $1,000, 2nd
place $500, 3rd place $250, and the very last duck in the race is awarded $100. Also this year
there was a drawing for all those present for the event for Chick-fil-A for a year (52 meal tickets).
This year was the 7th annual event, with over $6,000 raised for programs.

Smart Start is North Carolina’s comprehensive,
community-based early childhood initiative to help all
North Carolina’s children enter school healthy and ready to
succeed. The Franklin-Granville-Vance Partnership for
Children was incorporated in 1997 and is the regional
agency dedicated to implementing Smart Start services. In
2009, our name changed to Franklin-Granville-Vance
Smart Start, Inc.
