Presidio Open Space Projects July 2016 - June 2017
Natural Resources
Tennessee Hollow Watershed Restoration – Crissy Marsh ExpansionCrissy Marsh is being expanded at a site known as Quartermaster Reach. The work is being constructed in phases, including: digging out fill soils that have been in place for decades; grading the tidally-influenced marsh plane; connecting to the upstream riparian section; and installing a pair of concrete culverts under Mason Street in spring 2017. When the work is complete, the Tennessee Hollow Watershed will be connected to San Francisco Bay at this site.
Tennessee Hollow Watershed Restoration – MacArthur Meadow Wetland This area is named for Lieutenant General MacArthur who commanded U.S. Army forces during the 1898 Philippine-American War. This was once a naturally wet meadow, where all three streams of the watershed came together. It was filled in by the Army so it could build here on dry land. Through this project, that seasonal wetland is being recreated from summer to fall 2016, along with associated interpretive and visitor improvements including an elevated boardwalk at Lovers’ Lane with a wildlife viewing area. In winter 2016, 23,000 freshwater wetland plants representing 60 native species will be planted.
Lobos Reforestation (Phase 4)In August 2016, 25 declining trees, mostly Monterey pines from around the Brooks Court Playground just east of the South Baker Beach apartments, will be removed. Next, compost will be applied and irrigation installed. In late December 2016, 100 seedlings, both Monterey cypress and Monterey pine, will be planted. Temporary closures of the Brooks Court Playground will be necessary during the project.
Park Boulevard Key Historic Stand Reforestation (2016 – 2022)The phased reforestation of the Key Historic Park Boulevard Stand will begin in summer 2016 and continue through 2022. This character defining monoculture of Monterey cypress located near the corner of Kobbe Avenue and Park Boulevard has been in decline for a number of years.
The Phase 1 site is located on the south side of the stand adjacent to the Park Trail near a clearing where trees have either fallen or died. Beginning in late August 2016, 35 to 40 Monterey cypress trees will be removed. Some additional tree removals may be necessary to increase the size of the opening so enough sunlight is available to support growth of the planted seedlings. Temporary closures of the Park Trail will occur during tree removal. Compost will be incorporated in the sandy soils to increase their fertility, and drip irrigation systems will be installed. In December 2016, 200 Monterey cypress seedlings will be planted.
Replanting of Mountain Lake West ShoreIn November 2016, 36 Sargent’s cypress and Bishop pine trees will be planted on the west shore of Mountain Lake adjacent to the north-bound lanes of Highway 1. The trees will replace the failed Shore pine planting that occurred three years ago, and will create a buffer between the highway and the lake.

Environmental Remediation
Lendrum Court Remediation in the North Fort Scott NeighborhoodArmy-era debris fill and incinerator ash was discovered in the area around Lendrum Court. The Presidio Trust installed temporary measures to reduce the potential for residents to come in contact with the debris fill while additional site investigation and cleanup documents were completed. Remediation at Lendrum Court is underway and will be complete in fall 2016. The remediation work is being coordinated with landscape upgrades (see item 8).4

Playfields
Paul Goode FieldConstruction is underway at Paul Goode Field and will be completed before the fall 2017 season. The Trust partnered with University High School to renovate, lease, and operate Paul Goode Field as a community athletic facility for youth sports. Improvements include the renovation of the existing field, as well as the construction of a smaller practice field, a new restroom structure, a new parking area, connections to area trails, and a community picnic area. The existing turf is being replaced with synthetic turf that uses an organic infill system which will reduce water usage.
Pop Hicks FieldA former landfill site, Pop Hicks Field was remediated and capped in 2012. The cover system was designed with the intent of constructing an athletic field. The Trust is now in negotiations with a prospective licensee to renovate, lease, and operate Pop Hicks Field as a community athletic facility for youth sports. Improvements are expected to include the renovation of the field, as well as construction of a new restroom structure, a new parking area, connections to area trails, and a community picnic area. The existing surface will be replaced with synthetic turf that uses an organic infill system which allows for less water usage.
California is in its fifth year of severe drought and the Presidio Trust is taking an active role in conserving water by implementing a new system for managing turf areas that focuses irrigation only in areas of high public use. New signs indicating “Brown is the New Green” have been installed around areas no longer being regularly irrigated. Over time, these areas with little public use will be redesigned as drought-tolerant landscapes, and the Trust will continue to improve standards in water conservation and sustainability.
Water Conservation in the Presidio

Lendrum Court in the North Fort Scott NeighborhoodLandscape improvements will follow the remediation project now underway (see item 13) and will include plantings, enhanced patios, and a small community garden.
Korean War MemorialLocated opposite the entry to San Francisco National Cemetery, this memorial honors the service of Korean War veterans and educates visitors about the war in a restful garden setting. It opens on August 1, 2016.
Presidio/Lincoln LandscapeLandscape improvements are being undertaken along Lincoln Boulevard from Presidio Boulevard to Funston Avenue. These improvements include plantings, an enhanced pedestrian connection between the parking area and the sidewalks, parking lot lighting, and new signage.
Sanches Neighborhood PlaygroundThis project will remove and replace the play equipment, install a new play area surface, dedicate or construct an accessible parking stall in a nearby parking lot, and provide an accessible route from the parking stall to the play area. Landscaped areas and accessible walks will surround the playground.
Presidio Tunnel Tops ProjectA portion of the elevated highway that cut through the Presidio for nearly eight decades has been replaced with an at-grade roadway hidden from public view by discrete tunnels. This has created a singular opportunity to establish a magnificent 14-acre landscape that integrates the waterfront with the Presidio’s historic core. The design phase for this work is underway, with design development expected to be complete in spring 2017. The project will open to the public in 2019. The work is led by the Presidio Trust, the National Park Service, and the Golden Gate National Parks Conservancy. For more, visit www.PresidioTunnelTops.org.

Doyle Drive Replacement
Presidio ParkwayCivil construction for the new Presidio Parkway was mostly complete at the end of 2015. The entire highway corridor will be landscaped by Caltrans and their contractor. The area immediately above the Main Post tunnels is being improved through the Presidio Tunnel Tops Project (www.PresidioTunnelTops.org - see item 12).

Tennessee Hollow TrailA key section of the Tennessee Hollow Trail will be completed in coordination with restoration activities at Quartermaster Reach (see item 4). This trail segment will further the long-envisioned corridor connecting Crissy Field/San Francisco Bay with the City of San Francisco through the Presidio’s largest watershed. The trail will include a new elevated bridge crossing a section of restored marsh and will take trail users under the Presidio Parkway bridges to Mason Street.
Liggett Connector Trail A connector pedestrian trail is planned along or adjacent to Liggett Avenue. It will connect Presidio Boulevard to Clarke Street near Lovers’ Lane.
