INSIDE‘A total change of philosophy’Transit plan increases WEGO linkage but doesn’t increase bus frequencyBY RICHARD HUTTONSTAFF
Council approved a plan Tuesday to revitalize public transit doesn’t include increased frequency of service, and that’s something one councillor said she would have preferred “more than anything.”
Coun. Carolynn Ioannoni, who is chair of the Transit Routing Ad Hoc Advisory Committee, said that 30-min-ute service was needed in order for residents who don’t own a car to be able to get to work and school in a timely fashion.
“Half-hour headway service was something people told us they needed more than anything else,” she said. “Thousands of people depend on the service every day.”
Niagara Falls Transit general manager Dave Stuart said the frequency could be increased as the transit budget permits. In the meantime, redesigned routes are linear, running north south along major arteries like Dorchester and Kalar roads and east-west along Lundy’s Lane and McLeod Road.
“This will make us ready for it,” he said of the action plan he referred to as “a total change of philosophy for Niagara Falls Transit.”
The plan, to be implemented Jan. 5, 2014, at a cost of $900,000, will result in Niagara Falls Transit being further integrated with the WEGO visitor transportation system, adding the WEGO Red Line service along Lundy’s Lane for single-fare users. Previously, only 30-day pass holders could transfer to the service. To take advantage of the single fare arrangement, riders will have to provide proof of residency such as a health card, student card or senior identification card.

Community demands release of Ruzycki
Katie Berger made the trip down from Niagara Falls to show her support for Paul Ruzycki, a Port Colborne native and Greenpeace activist who is facing piracy charges from the Russian government. Roughly 150 people came out last Saturday to a rally in support of Ruzycki. LUKE EDWARDS/STAFF PHOTO

Arctic Sunrise, who have been detained and charged with piracy by Russian authorities.
“I’m not changing what I’m doing politi-cally, and through social media, until Paul’s home and sharing his stories with us,” said Patti Stirling, Ruzycki’s sister.
Three weeks ago the Russian Coast Guard boarded the Arctic Sunrise, which was protesting an oil rig in the Barents Sea off the north coast of Russia. The Russian coast guard took control of the ship and detained the 30 crew members. A judge then announced the crew would be detained for two months as an investigation unfolded.
Last week authorities charged the entire crew with piracy, which carries a maximum sentence of 15 years.
“I don’t know Paul personally, but I’m a defender of the land and earth,” said Katie Berger, a Niagara Falls resident who came to the rally.
“The corporations are the pirates. The community should do everything it can to

MTO LOOKS AT SKYWAY TWINNINGOption preferred over widening, rehabilitating existing bridgeBY SCOTT ROSTSSTAFF
A new bridge could span the Welland Canal over the next decade.
The Ministry of Transportation has announced twinning the Garden City Skyway is its technically pre-ferred alternative in its work to determine a long-term strategy to address the structural, traffic safety, and operational needs of the QEW crossing of the Welland Canal. The study is being conducted as the province says in the coming years, the Skyway will require sig-nificant rehabilitation, including replacement of the bridge deck, in order to remain serviceable.
During a visit to St. Catharines City Council on Monday night, Brett Gotts, a consultant with McCormick Rankin, said a new skyway, built north of the current bridge, was selected over widening and rehabilitating the existing bridge, replacing the Skyway with a new bridge, and replacing the Skyway with a tunnel. The existing Skyway would be rehabilitated and the bridges would accommodate four lanes of traffic in each direction — including lanes being rein-stated for truck climbing.
“We think it has a fair bit of life to it,” said Gotts of the existing structure. The bridge deck of the existing
