We at the State Legislative Leaders Foundation seek to educate our nation’s top political leaders by giving them regular opportunities to take part in university-based educational programs that focus on many of the critical issues of the day.

We also endeavor to inspire these men and women to be the best they can be in all their pursuits. Our pro-grams are designed to give them a sense of the high value of public service and the vital role they, as elected representatives of the people, play in democracy.

We do all this with a dedication to being impartial arbiters on important public policy issues, harboring no preconceived notions based on party identification, political ideology, or the often harsh glint of politics.

The Markkula Center for Applied Ethics at Santa Clara University is the most active university-based center on ethics in the world.

The Center:

• addresses the practical ethical dilemmas professionals and individuals face in their daily lives• hosts on- and off-campus speeches and events of all kinds• conducts practical research to produce articles, cases, best practice reports, podcasts, and videos• maintains a website of ethical resources visited by more than 2 million unique visitors a year• sponsors online communities of professionals to discuss ethical dilemmas• offers free massive open online courses (MOOCs) to a global audience• offers a rich on-campus program of internships and research grants

Welcome

Let’s get down to business.

We’re going to begin this morning with a session on how new media and technology is reshaping the politi-cal landscape and creating a situation in which everything you do, say and write is instantaneously a per-manent part of the public record. This session will take a closer look at how the new media is reshaping the political landscape and what you can do to effectively manage these powerful new communications tools.

We’re going to follow that by hearing a first-hand account from a prominent former legislative leader whose political career was cut short because he simply couldn’t handle the power that went with the job.

Later today, in a roundtable discussion, we’ll look into the best ways to prepare for and prevent ethical chal-lenges. We’re going to break into small groups to identify and discuss potential pitfalls of power in order to develop specific strategies to avoid falling victim to them.

Following these discussions, we will hear from a former legislator whose insignificant mistake, and his not so insignificant effort to hide it, landed him in federal prison. Then we’ll take a look from another perspective in a session led by a former federal prosecutor who will examine real-life cases of illegal and unethical behav-ior and talk about what you need to do to protect yourself, your colleagues, and the public from these serious ethical lapses.

The first day of this program will wrap up with an exercise on making quick judgment calls on a variety of real world ethical dilemmas and then we will discuss how and why certain decisions were made.

On day two, we’ll look more deeply into the lessons we can learn from our discussions and case studies with the goal of coming up with a clear set of guidelines and practical strategies on how we can strengthen ethi-cal leadership and create a culture where ethical behavior is not only expected, but demanded.

11:00 am Roundtable Discussions: The Pitfalls of Power in Your Office

It is often said that “forewarned is forearmed.” Perhaps the best way to prepare for and prevent ethical challenges is to be aware of the potential temptations that exist. In this session, program participants, gathering in small groups, will identify and discuss specific potential pitfalls of power in their own offices in order to develop specific strategies to avoid falling victim to them.

Very few, if any, public officials embark on their path to public service with the intent of deceiving others or intentionally violating the law. And most people who get caught in a scandal didn’t get up one morning and decide to commit a crime or deceive the public. Instead, many scandals begin innocently enough with what was thought to be a minor or unintentional violation, or with a self-rationalization that goes something like this, “I needed to do this small thing to stay in office so I can do really good things.”

Despite being constantly in the public eye, many public officials are convinced that their indiscretions will go unnoticed or undiscovered. They rationalize that their predecessor did it for years and never got caught or that no one will notice this “one little thing.”

In this session we will examine real-life cases of illegal and unethical behavior and

talk about what you need to do to protect yourself, your colleagues, and the public from these serious ethical lapses.

In this session, we will discuss the lessons gleaned from the “Red Light, Green Light” exercises and the previous day’s discussions. Our goal will be to come up with a clear set of guidelines on how we can strengthen ethical leadership and create a culture of ethical behavior in the state legislature.

10:15 am Practical Strategies for Encouraging Ethical Behavior In this session, program faculty will offer specific steps and strategies for program

participants to establish a culture in which ethical behavior is not only practiced but expected and demanded. For example, ethical leaders set an example that others in their office must follow. Ethical leaders set very specific ground rules for everybody who works in the legislature as to what is and what is not acceptable.

Rod JettonFormer Speaker of the House, Missouri House of Representatives

Rod Jetton owns Targeted Communications, a boutique content marketing company help-ing businesses build better relationships with their customers by delivering content that connects. He is also a partner in Second Act Strategies, a bipartisan group of former public servants who share their stories of overcoming crisis with corporations, elected officials and not-for-profit organizations.

Rod served as the marketing director for Schultz Surveying and Engineering Inc. from 2010 to 2013 where he helped double the company’s revenues allowing SSE to make the Inc. 500/5000 list in 2010, 2011 and 2012. He was recognized by the Springfield Business Journal as the top Marketing Director in Southwest Missouri in 2011.

Rod joined SSE after serving eight years in the Missouri House of Representatives - includ-ing four years as the Speaker of the House before term limits required him to leave the legislature in 2009.

Rod worked tirelessly to create a more bi-partisan environment where issues could be de-bated fairly. After he was elected Speaker in 2005 he proposed and passed sweeping rule changes despite opposition within his own party. The new rules gave the minority equal time for debate, and made other far-reaching changes that distributed power more evenly throughout the body.

Rod is a veteran of the United States Marine Corps where he was promoted to the rank of Captain before receiving an honorable discharge in 2001. Rod has a history and political science degree from Southwest Baptist University.

Rod is also the father of three wonderful children Callie, Emily and Will.

Stephen G. LakisPresident, State Legislative Leaders Foundation

Stephen joined SLLF in 1972 just after it was established, and through the following dec-ade honed his political skills by working directly with state legislative leaders across the country on a series of legislative reform studies. In 1981, the Board of Directors appointed him President and Chief Executive Officer. From the outset, Stephen’s goal was to create an independent, nonpartisan organization that would serve as an educational resource for state legislative leaders, informing the debate on critical public policy issues and aspects of leadership. Over the course of his tenure the SLLF has grown into the preeminent nonpartisan legislative leadership organization in the land reaching Senate Presidents, Speakers of the House, Majority and Minority leaders, and future leaders, with its unrivaled university-based educational programs.

Dr. Thomas LittleDirector, Curriculum Development and Research, State Legislative Leaders Foundation

Thom Little joined the SLLF team in 1995 immediately assuming responsibility for the curriculum development of the Foundation’s educational programs. Thom’s core re-sponsibilities focus on helping to conceptualize the subject matter for the Foundation’s several annual educational programs and then assisting university partners in recruiting expert faculty. His work with the Foundation’s educational programs is unparalleled and is a major reason why these programs enjoy broad bi-partisan support from legislative leaders across the nation. In addition to his work with SLLF, Thom is a lecturer at the University of North Carolina at Greensboro where he teaches courses in state govern-ment, American politics, leadership and elections. He earned his Doctorate from The Ohio State University in 1991 and taught at the University of Texas at Arlington from 1992 to 1999.

Kirk O. HansonExecutive Director of the Markkula Center for Applied Ethics

Kirk O. Hanson is executive director of the Markkula Center for Applied Ethics at Santa Clara University and John Courtney Murray S.J. University Professor of Social Ethics. The Center has extensive programs in business ethics, bioethics, government ethics, internet ethics and character education, and works closely with groups of business corporations, hospitals, city councils and school districts on professional ethics. He taught business ethics at the Stanford Graduate School of Business for 23 years, served as faculty direc-tor of the Stanford Sloan Program, and is now Senior Lecturer Emeritus there.

He has written extensively on the ethical and public behavior of corporations, including co-editing a four volume series in 2006 entitled The Accountable Corporation. Hanson has consulted with over 100 organizations on managing ethics. Hanson currently serves on the board of the Skoll Community Fund and is chair of the Center for International Business Ethics in Beijing, China’s first business ethics center. In 2007 he received the Lifetime Achievement Award from the Aspen Institute’s Center for Business Education for contributions to business and society, and in 2013 an honorary doctorate from the University of Portland.

Cathilea RobinettExecutive Vice President of e.Republic

Cathilea Robinett is Executive Vice President of e.Republic where she is responsible for Governing, Government Technology, Public CIO, and Emergency Management magazines, websites, conferences and events as well as three research divisions, the Center for Digi-tal Government, the Center for Digital Education and the Governing Institute. Cathilea is a frequent speaker and advisor for worldwide government and education organizations, including Harvard University, the United Nations, the State Legislative Leaders Foundation, the National Conference of State Legislatures, the Council of State

Governments, the National Lt. Governors’ Association, the World Congress on Information Tech-nology and many more.

She was the recipient of the National Association of State Chief Information Officers’ National Technology Champion Award in recognition of her outstanding contributions to advance public sector information technology initiatives. She has also received the Sacramento Outstanding Woman Leadership Award from the National Association of Women Business Owners and the Junior Achievement Business Hall of Fame Award.

Henry (Hank) J. SheaUniversity of St. Thomas School of Law, Minneapolis, MN

Hank Shea is a Senior Distinguished Fellow at the University of St. Thomas School of Law in Minneapolis and a Visiting Professor and University Associate at the James E. Rogers College of Law at the University of Arizona in Tucson. Hank also is a Fellow at the Holloran Center for Ethical Leadership in the Professions. He administers a unique ethics program that he founded which involves joint presentations with white collar offenders, some of whom he prosecuted. They appear at law schools, business schools, colleges, high schools, and other locations. He also teaches courses in ethical leadership, white collar crime, and crime and punishment. He speaks frequently throughout the United States on ethics and how to best prevent and address white collar crime.

Mr. Shea served as an Assistant U.S. Attorney for the District of Minnesota for 20 years, where he prosecuted a wide range of corporate and other economic crimes. During his tenure, the U.S. Attorney’s office collected more than $50 million in restitution, fines, and forfeitures from crimes that he prosecuted.

Mr. Shea also worked for brief periods of time as an associate and later as a shareholder with a Minneapolis law firm. Hank also served four years of active duty and seven years of reserve duty in the Army’s Office of General Counsel in the Pentagon. He was awarded the Army’s Meritorious Service Medal.

Hank graduated with highest honors from Georgetown University’s School of Foreign Service in 1978 and with honors from Harvard Law School in 1981. He is married to Chris Shea, former Executive Vice President of External Relations for General Mills, Inc. and former President of the General Mills Foundation. They have four children.

Jeffrey SmithAssistant Professor of Politics and Advocacy, Urban PolicyThe New School for Public Engagement

Jeff Smith is Assistant Professor of Politics and Advocacy at the Milano Graduate School of Inter-national Affairs, Management, and Urban Policy. Jeff teaches and researches political campaigns, urban political economy, public policy, incarceration, and the legislative process. At Washington University, he received the Dean’s Award for Teaching Excellence. Trading Places, his Ph.D. thesis on U.S. partisan realignment from 1975-2004, was published as a book, and he is currently com-pleting a book manuscript about the politics of prison reform as well as an e-book about the unrest in Ferguson, Missouri. In addition to writing for political science journals, he is a column-ist for New York political publication City and State.

Jeff represented St. Louis City in the Missouri Senate from 2006-2009 before pleading guilty to obstruction of justice charges stemming from a 2004 campaign finance violation. He frequently addresses audiences of public officials on ethics in politics.

Jeff appears on various MSNBC shows and has been profiled by NPR’s This American Life, Harper’s, The New Republic, and other periodicals. He recently gave a TED talk on prison entrepreneurship, and has written essays and op-eds for The New York Times, CNN, Reuters, The New Republic, The Atlantic, Inc., National Journal, Salon, Politico, New York Magazine, the Chicago Tribune, Chicago Sun-Times, Washington Examiner, and St. Louis Post-Dispatch. His youth-powered grass-roots congres-sional campaign was chronicled in the film Can Mr. Smith Get to Washington Anymore?, which was short-listed for an Academy Award. Before pursuing politics, Jeff co-founded a group of successful charter schools called the Confluence Academies.
