Minutes of the SAGM Semi Annual General Meeting

April 27 – 2014 U de Moncton - CEPS room 252 - 1:05PM

Present: Camilla McDougall; Colm McGrath; Gabe Leblanc; Germain Landry; Jennifer Butler; Sandy Leland; Scott Anderson; Jason Reindl, Carl Cummings, Dan Brown, Gib Anderson, Scott Anderson. Stephanie Doiron. Alex Coffin, Bill McMackin (Pres) Marc Lalonde, Lynn Seymour Lalonde (2:15 pm on). 1.0 Call to Order / Welcome / Apologies for Absence

Brandon LeBlanc apologized for his absence. 2.0 Adoption of the Agenda by Camilla, seconded by Colm - All in favour. 3.0 Minutes of the previous meeting – Review of the minutes of the Sept. 29, 2013. Motion to approve the minutes of Sept. 29, 2013 – Proposed by Gib Seconded by Sandy. All in favour. During the review of the minutes, Bill announced that the Hershey Company recently announced that 2014 will be the last year for its North American Hershey program. This program has been in existence since 1978. Hershey has decided to shift its involvement in Track & Field from the competition model for 9 to 14 year olds to one of participation targeting the 7 to 12 years old in RJT. Hershey has so far teamed up with USATF in the US. It is not sure if or how AC will engage in this new Hershey program since RJT programs are already well implemented across Canada. This loss of the Hershey competition is viewed sadly as it has been a pillar program in the development of youth in track & field across Canada. 4.0 Reports related from Executive & Staff

4.1 President’s Report – As filed. Summary: One of the key focus of late has been to secure Steve LeBlanc’s position; it took effect on April 1, 2014 is for 2 years plus one additional as an option (subject to ongoing financing). With the help of Bill Keene (a parent of a Saint John Track athlete) standard contracts were established for the staff. The funding for Steve’s job came from a variety of sources including the Cdn Sports Atlantic (through them the Prov. of NB), U of M. AC, ANB, ASEA and Canadian Sports Center (Atlantic). Bill also mentioned that with authorized electronic registration, we are eliminating the ANB card. Regarding the Website; After an extensive review Bill also announced that ANB is moving to a website that includes advertising. The arrangement being proposed allows the organization, Multi-View to utilize the ANB website as a posting of advertising from marketers of choice. ANB will retain the right to refuse any marketer where there might be conflict with the sport. Motion: Approval of the President`s Report: Moved by Gib and Seconded by Carl – All in favour.

4.2 Treasurer’s Report Bill informed the assembly that the new treasurer (Darlene McNeil) did volunteer to the position and the work on the condition that her presence not be compulsory as this would involve more time than could be given. Bill therefore presented the Treasurer’s report. Bill mentioned the last audit was a “review engagement” (for the fiscal year 2012). While he hoped the 2013 audit would have been completed for this meeting, there were still some items to be completed. There were no issues raised by the auditors.

Motion to Accept the financial statements to December 31, 2012 was moved by Gib and Seconded by Germain, All in favour. Bill asked if there was any question regarding the preliminary financial statements to Dec. 31, 2013. One question concerned ANB’s inventory of equipment and was this sufficient and what might be the replacement costs. Bill indicated that in fact the inventory of equipment owned by ANB is small and that much of the inventory used at track and field meets belongs to local clubs/organizations. Because access to equipment is a matter that is out of ANB’s direct control it is therefore one to certainly one to keep close track of in order to ensure we are able to have the proper equipment at our meets. The net loss in 2013 was largely the costs associated with implementing new programs. Bill felt confident that ANB is in a good financial position with a surplus planned for in 2014. Motion to accept the treasurer’s report as presented by Bill including the 2013 financial statements was moved by Sandy and seconded by Carl. All in favour. On a follow up matter it was noted that the cost to replace equipment owned by ANB is accounted for through the depreciation expenses. 4.3 Technical Director’s Report – Gabe – As filed Summary: Gabe provided an update on the First Nation program in NB. Track in Neguac will be a significant positive. Organizational capabilities remain the main challenge for this group. In other ANB matters, Steve also has the mandate to track new coaches and ensure they integrate well into their responsibilities. One of the focus sectors concerns university students and recent graduates who we are trying to encourage staying involved as coaches. Gabe also wished to highlight the appointments of the late Harold Nicholson and of Leo Washburn at the Athletics Canada Hall of Fame on Thursday June 26th in Moncton. Motion to accept the Technical Director’s report was moved by Marc and Seconded by Alex All in favour. 4.4 High Performance Program Coach – As filed Motion to accept the HP report. Moved by Jennifer and seconded by Scot; All in favour. 4.5 High Performance Coach - Jason – Report – As filed NS (Halifast Club in Dartmouth) will be hosting the Atlantic Championships this year. We are planning on organizing two buses in order to ensure a strong delegation and participation. Motion to accept the H.P. Report moved by Jenn and seconded by Germain All in favour. 5.0 Strategic Plan Presentation - Bill

Input on getting RJT into the K to 5 schools. Bill reviewed the making of the Strategic Plan and the primary focus. Growing our membership count by equally encouraging the growth of our coaching resources as well as those of volunteers and officials are key priorities. Marc added that the design process for arriving at our 2014-2018 strategic plan was comprehensive and that the next phase would see the executive working with the staff towards their action plan as well as towards easy to follow Dashboard for all concerned to follow our progress. Favourable comments from a number of the members present. Bill closed off by stating we are looking to get well ahead on our SP over the next 12 months.

6.0 Reports from Teams / Programs / Clubs / Committees (1 hour)

6.1 Canadian Senior Championships - Update Building some throwing areas. Did a presentation with the group. NBIAA regional will be in Rexton. 6 lane will mean multi heats. Top 16 based on time. Not that much more time. Hershey’s will be on the last day of the Nationals.

6.2 Legion program – Clayton The 2019-20 it will be held in Cape Breton. The Memorandum of understanding with AC is now clear with no issues. New is that the coaches’ eligibility allow for one development coach to participate. The selection committee is Clayton, Scott, Germain, Gib. Motion to approve the Legion Program report moved by Gib, Seconded by Camilla – All in favour. 6.3 Hershey program – Dave Thomas (presented by Gabe L.) We will be speaking to each community about their involvements. Provincials in Moncton and Atlantic in Saint John’s. 6.4 Masters Athletics – Ross B (Presented by Gabe) – Membership down a bit but number participating is up. 6.5 Club Reports – Jennifer: Positives: 7 parents in the committee doing a lot of the administration and registration – hugely supportive. On Facebook – new Gmail account. Bridget Yard (24) joined as a new female coach. She is a former X-Country runner and currently CBC reporter. Carl Lepage has also been helping while Carl’s wife is also looking to get involved in RJT. Gib: Lost Harold who was a major force, Challenge is to convince basketball and hockey players to participate in X-Country. Germain: 30 athletes training with their Club, though they are struggling with an 8pm practice at the base. The hope is to bring them back…. 3 new parents taking care of the younger athletes (15 or so at 6pm on Tuesday and Thursday). Yvon’s recent retirement has added welcomed new capacity. Jason: Everybody out. Club Excellence Standard has been sent to AC. The challenge has been board management and now it has the full organization structure. Bill suggests that the Saint John certification template can be used by others. Saint John Track did incorporate with the Province as a not for profit. Facilities in Saint John: Discussions with the City towards an indoor facility – early days it is a $20 million facilities. Fredericton: Focus is on an outdoor facility. Old cottage field area – plan is to draw up what it would look like. Looking to start fundraising (through pledges) with a goal of $500,000 towards the total estimated costs of $2.5 million. Scott and Yvon are leading this effort. Committee has been established towards this end with a number of local community members. 6.6 Officials: (Dawn McIven). Carl is the new official’s chair: 5 or 6 ANB officials were in Ste Thérèse in 2013. About the same number are expected to attend in 2014. Official`s clinic – One was held in Moncton and another is planned for Saint John. Dawn`s report moved by Carl and seconded by Gib. 7.0 Other –No other business to report. 8.0 Next AGM Oromocto –fall of 2014 Date to TBD. Adjournment Moved by Sandy at 15:30. Presidents Report 

Dear ANB Members,

Thank you for coming to the 2014 Annual General Meeting. Thank you as well for your hard work and dedication to our sport over the past year. It is my pleasure to provide this report to you as President of Athletics New Brunswick. It is fairly brief as we will cover things in much more detail throughout the meeting.

Once again our sport and our organization completed a strong year.

We saw increased support by the current sport ministry. Hosted some outstanding events Adopted a new strategic plan Had a successful financial audit Won some medals at championships

Congratulations to the athletes and coaches involved. Thank you to our staff, Gabe, Steve and Jason who have again worked very hard along with our numerous summer staff. Thanks as well to our coaching staffs for Legions and Francophone.

A few key highlights of the year:

- NB athletes on the podium at CIS Track Champs - Again - Our third High Performance Program Florida Training Camp - Senior Champs – 2 medals - Canadian Indoor Medals - National Teams - Hosting of Senior Championships - Increased funding from the province. - Completed our second application for funding from the 2010 Moncton Legacy

My personal focus for the past year has been

- Ensuring our staff is on track and supported to get their jobs done. o Day to day supervision/advice o Performance reviews and work plans o Renewal of funding agreement of Moncton Coaching position o Transition of Steve to our employment o Ensuring the development of our new strategic plan along with the

executive & Staff - Working with our accountant and treasurer to complete our required audit - Attending most competitions - Identifying ways for our programs to strengthen and improve

It has been a busy and exciting year for all of us. I want to express my thanks to all the board members and the staff for their support and hard work.

For 2015 our road map is very clear and I would sum up the priorities quite simply…

- Delivering on the actions outlined in our strategic plan - Help our athletes improve their performances. - Improving key programs like HPP and Podium including additional athlete

funding - Cultivating more strong skilled coaches - Building a tighter relationship with Run NB - Increasing participation/membership in our sport The reports you will hear today should demonstrate that we are actively doing this and are on a path for further success in 2014-2015. We will need to work hard to make the most of these opportunities to further strengthen Athletics NB and continue the success we saw this year.

Treasurers Report  Bank balances (reconciled) as at September 30th are $69,271.23 in the Chequing

account, and $21,729.51 in the Savings account.

Bank Balance as at October 10th is $63,783.84.

Accounts Receivable of $1,300.00 represents the remaining funds due from HRDC for

the Summer Student Grant.

Payroll Taxes of $13,525.16 were remitted on October 15th. All remittances are current.

Prepaid Expense of $14,545.39 is made up of various medals, ribbons and uniforms and

will be drawn down at year end when a physical inventory is performed and recorded.

Current year depreciation of assets will be recorded at year end.

Net Income as of September 30th is $37,013.59.

A complete audit of our financial statements for 2013 was performed by Teed Saunders

& Doyle & Co. We are required to have an audit performed every four years. The audit

went well and was deemed clean and the results of our operations and cash flows were

in accordance with Canadian accounting standards for Not‐For‐Profit organizations.

In 2013 we streamlined some of our processes and tightened controls regarding

payments of invoices, expenses etc. Stricter guidelines were implemented and no

payments are made without proper documentation and backup.

Currently, all accounting processes are kept completely up to date, all payroll matters

are handled by the Treasurer, all expense runs through the Treasurer and all cheques

are posted by the Treasurer. Proper signing procedures are followed.

Technical Director Report The past 12 months have been very successful for our organization. Looking at my last year’s

report I said that 2014 would be a bit quieter for ANB, I am happy to report that it was not!

New projects are being launched with incredible results and on‐going programs are continuously

being improved.

There are many projects that we should be proud of and I truly believe we are not only a leader

among athletics branches in Canada but also a leader for in sports in New Brunswick.

Partnerships 

This year we have focused on creating and improving partnerships among our various partners.

I am extremely proud of the achievements we have been able to accomplish with groups such

as:

‐ Aboriginal Communities

‐ Various municipalities (Run jump throw projects in many new communities)

‐ Jeux de la Francophonie

‐ Jeux de l’Acadie

‐ Para NB

‐ School programs

These projects insure growth in our province and also brings awareness to our sport

High Performance 

Our Athletes keep on progressing and many are among the best in Canada. I am

extremely proud of the fact that during the 2014 National Senior Championships our athletes

captured 9 medals, a record for our province. Athletes such as Caleb Jones, Genevieve Lalonde,

Christel Robichaud, Barry Britt, Shayne Dobson (just to name a few) are showing the rest of

Canada what New Brunswick can do! I am also very proud of the fact that we offer many

opportunities for developing high performers to help them achieve their full potential.

Competition 

Our 2014 schedule was indeed busy! With Nationals in Moncton, and our own domestic

meets it seems like there was not a free weekend to be had ! In total ANB organized or

assisted in over 80 (yes 80 ) events!!! I am confident to say that our officials and volunteers

were able to offer some of the best competitions in the country. I am extremely proud of the

fact that ALL of the ANB competitions ran on time, with very little issues. We also offer many

perks that cannot be found in other locations. Things such as PB Boards, Personalize bibs , and

medals insure that athletes have a great experience in our sport!

While our numbers are a bit down from last year I am extremely happy to report that

our coaches memberships have never been higher! Also we are seeing great numbers in Junior

and senior Athletes. We are already working on new initiative to capture more members in 2015

in the younger age groups.

Marketing & Awareness 

One other aspect I personally very proud of is are growing awareness. Our social media

for example is quite impressive

For example: we now have over 1110 likes on Facebook! Only Athletics Quebec has more among

branches in Canada. To put this in perspective Hockey New Brunswick only has 200 more ‘likes’

then us

We are attending more and more tradeshow/displays opportunities for example, PE

conferences, and I am very excited that we will have a booth and presentation during the Legs

for Literacy event this month.

Our new professional displays will insure that we are viewed in a way that promotes

professionalism of our sport.

Staff and Summer Students 

Once again ANB is very fortunate to have 2 SUPERBE support staff in Jason and Steve. In

addition to these 2 hardworking individuals we were able to hire 5 summer students who

contributed in offering many services to our various partners.

Opportunities in 2015 

Although we are losing the great Hershey Track and field program we have a unique

opportunity to develop a new initiative in regards to athletes programming. We are hoping to

release this exciting program in the New Year.

We have many great events already planned including coaching development

opportunities, performance practices and summits. This will insure that we have a great 2015!

Finally, I would like to thank all of you for an incredible year. Thank you for making our

association what it is! A special thank you to Dave, Bill, Steve , Jason and Brandon for their

continuous support and help . It is an honor to work for such an amazing organization,

High Performance coordinator Report As previously noted in my report for the SAGM, the new position of Director of HP has several

components incorporating duties for athlete and program development with ANB as well as

coach education/certification. I also serve as the head coach of Université de Moncton for track

& field, and as a staff coach within ASEA. Below is a brief list of the activities I have been

working on over the past several months:

Manager for facilities and equipment during the Canadian Track & Field Championships in Moncton, NB.

Provided officiating and/or technical support at many track & field competitions, including the ASEA Spring Open, Essaies de la JDLFC, Triple H meet, NBIAA‐NE Regionals, NBIAA Championships, AESD Elementary & Middle School Championships, Canadian Transplant Games, and the NB Legion Selection meet.

Attended the Ian Hume Invitational in Sherbrooke QC with ANB HPP team.

Attended the Canadian Junior Track & Field Championships in Sainte‐Thérèse QC.

Worked on updates to HP Program as well as naming the teams from the 2014 outdoor track season.

HPP. The High Performance Program teams were announced from the 2014 outdoor season,

with 21 athletes being named to the A team and 28 athletes being named to the B team. The

change of standard for the B team reduced the overall numbers somewhat (moved from 75% of

criterion to 80% of criterion), but we still maintained a healthy representation across all events,

and of male and female athletes. As usual, there were many “renewals” of athletes on the

teams as well as some additions and removals from the overall program. At present, we have a

total of 35 A team members and 38 B team members in the HPP. The outdoor teams included 4

AWD athletes (3 A and 1 B), consisting of both ambulatory (2) and wheelchair (2) class athletes,

from the track (1) and the throws events (3). In fact, a breakdown of the HPP from the 2014

outdoor season shows a very healthy distribution of athletes across all event groups. From the

outdoor season, the distribution looked like this:

Other projects related to the HPP include:

Ongoing coaching of HP athletes, and consultations with athletes and coaches. At present I am the personal coach of 6 HPP athletes (2 A and 4 B) from the outdoor teams, and I co‐coach or consult with several other team members.

HPP warm weather camp in Florida, planned for Apr 22 to May 3 2015, is in full planning mode. We will be returning to the National Training Center in Clermont FL for this year’s camp. Registration will go online by mid‐October for HPP members and then be opened up for others at a later date. We are hoping to have 30 athletes and 6 staff (5 coaches and 1 therapist) in place at the camp.

The new method of calculating HPP standards was used for the outdoor season, and worked well. We will be introducing some changes to the HP Program with respect to standards and levels of membership.

Looking at an out‐of‐province competition for the HPP teams, we are hoping to send a bus to Montreal for the Canadian Indoor Championships in February. We will also be looking at returning to the Ian Hume meet in the spring. There may also be a trip to Boston in the spring, aimed at the distance athletes.

We have expanded the Performance Practice series for this winter, with three workshops planned. These will include a 2 hour open practice time (10am‐12), a series of event‐specific clinics (12‐2pm), and an educational session with sport science experts (2pm‐3:30). Details will be coming out shortly.

We will be hosting the first‐ever Atlantic Sprints/Hurdles Summit in Moncton on Nov 21‐23. I am working on the final details and organizing the clinics.

Coaching Development.    I continue to work as a member of the national committee to help

implement the evolving NCCP for athletics. With access to the CAC online database, I have

managed to clear most of the backlog of courses and evaluations that have not made their way

into the system. Gabriel delivered several RJT clinics this past spring, which had a total of 44

participants. I recently delivered a Sport Coach course in Miramichi, which had 8 participants.

We are planning on offering the Club Coach courses this spring using the new method of

delivery wherein we offer the event‐specific technical components separately from the generic

units – we will offer all 5 of the Club Coach specializations in 2015.

Université de Moncton. The program is back in full swing with many new recruits coming into

the program, including several from the NB Jeux de la Francophonie canadienne team. The

growth in the number of experienced athletes coming into the program from NB teams (Legions

and JDLFC in particular) is very encouraging. We hope to be able follow up the success of the

last 2 seasons, in which we qualified a total of 4 athletes to CIS Championships and won 5 major

awards at the UdeM athletic Gala.

High Performance Coach Report My role as HP Coach in the province continues to evolve and keep me extremely busy. Having

duties with ANB, UNB, and SJTC offers a variety of tasks and roles to fill. Over the last six

months I have seen my training group in Saint John grow incorporating new athletes. These

athletes continue to work hard, set PB’s, break records, win medals, and push themselves to

achieving their goals.

Podium Program Updates: 

Website (French and English) has been updated with overview and Q&A docs that are a better reflection of the current state of the program (completed in September)

Looking at creating a Podium Program camp and merging it with the Mentor Coach Camp in the summer of 2015 with a focus on specific event areas (starting off small).

 

Mentor Coach Program 

From March to September 2014 three coaches took part in the first NB Mentor Coach Program. This

program involved Jennifer Butler, Kathleen Kiely, and Wendy Randell in a variety of coaching

development activities. They took part in five web based assignments where they were provided with a

written piece by myself, some directed learning activities (articles, pod casts, etc), and then asked to

provide back a written piece answering questions relating to the monthly theme as it related to their

coaching group/athletes.

Topics included coaching situation and philosophy, planning and training, event analysis and role of

competition, seasonal reviews and planning for the future. We exchanged numerous emails on these

and other topics as well as several phone calls. I went to each of their practices in June and July. They

also participated in a two‐night/three‐day coach camp held in Saint John where the coaches were able

to view and interact with the athletes that I work with in my daily coaching environment. Of note is that

the coach camp was viewed as the most valuable part of the program.

 

Given that this program was viewed as an overwhelming success by the participants feedback and the

program manager (myself) it my full intention to see this program continue. Growth opportunity is also

being discussed.

Mentor Coach Program 2015 (March 2015‐August/September 2015) 

Program announcement mid February with call for applications due no later than Sunday March 15th 8:00pm – 3 to 5 coaches.

Program will run through the months of March‐August with 5‐6 monthly topics, coach camp in Saint John, and local site visits.

Bringing the mentor coaches athletes into the Coach Camp (merging with Podium)

Incorporate competition aspect – Need to find meet where I am coach focused

Potential areas for improvement are to bring on another mentor coach who can offer the same things in their centre. Thereby increasing the dispersion of knowledge, experience, and positively impacting a greater number of coaches in the province who will have a greater impact on the athlete members of ANB.

 

UNB Varsity Reds Track & Field and Cross‐Country 

The UNB programs continue to grow and achieve unprecedented levels of success. Current projections

for athletes involved in the program are around 85 this 2014‐2015 academic year. Coming off our third

place finishes at the AUS track championships back in February and with the addition of several high

profile recruits we have set our sights on winning AUS championships in 2015 and qualifying even more

athletes to the CIS national championships (5 last year – 1 relay team and 1 individual). The cross‐

country programs also continue to grow and improve. The women’s team was recently ranked #11 in

the country in the CIS coach’s poll and is excited at the prospects of qualifying a team for the CIS

championships. Our men’s team has finished on the podium at several AUS invitational events and

looking at securing a podium finish at the AUS Champs next week in Halifax.

The goal of the UNB programs is still to be the #1 destination in Atlantic Canada for committed athletes

looking to pursue their athletics while at the same time getting an education.

Run NB Report 

Our year-end is December 31, which means this report is missing the last three months of 2014.

A number of good things happened in RunNB this year, and probably the most important was the continuation of the NB Medical Society stepping to the plate with the sponsorship of the Kids Run. This is truly a win-win partnership for us and the physicians in our province. We couldn’t be in better company.

The joint project “Small Strides, Healthy Lives enabled us to purchase over 3100 medals, up from 2640 last year. Each child under the age of 14 was given a medal for completing specific races around the province.

I would never have dreamed that a year in which we had a gain of almost 5,000 runners from 2012, it would be possible to surpass the previous year of 10,900. In terms of the comparison that represents an increase of just over 45%. Wow! We are on track to surpass 2013 with our biggest race of the year, Legs 4 Literacy already over 4500 runners registered.

One thing of which you can be certain, we are going in the right direction. We’re confident that we will be moving forward with the number of races that reached just over 100 last year. Our 2014 budget is healthy with an operation in the black.

We do better when the wind is in our face. Our total budget is healthy enough to enable us to bring back prize money in all five Provincial Championships in 2014, after striking it from our budget in 2013. We are increasing our education awards to three students and I’m happy to announce Dr. Paula Keating will be awarding an additional education award to a worthy female runner.

Now for some more good news this past year:

We are working with a budget income of $47,700 with a healthy bottom line.

We did produce our annual 30-page running booklet with all the race information for the year.

The Running Room Super Series is flourishing with 29 races.

Our five-race Timex series were a hit.

Our 7th annual Hall of Fame and Awards night will be in Beresford next month.

We introducing a new Elite running program to recognize runners with cash awards. There were 9 races that gave the top three runners cash. Paul Gallant and Dr. Paula Keating won the series that concluded last weekend.

Continue to watch the 70+ group as they set record after record.

Mike Doyle has again stepped forward with the help of Paul Lavoie and Marie Wilson to

present the NB Challenge 2014. This is a series of four races that now include the Miramichi for the first time.

All 4 organizers of the Fredericton Scotia Bank Marathon, Miramichi Rock n Run, Marathon by the Sea in Saint John and Moncton’s Legs for Literacy joined forces to offer a unique 4 race series. Race organizers of each event collaborated on a medal design for each of their respective events.

We now have three areas in the province, one each in Miramichi, Tracadie-Sheila and Fredericton where runners are putting on monthly races in their communities. Miramichi has 18 races scheduled, while Tracadie-Sheila and the BS runs in Fredericton have 12 each.

Our Hall of Fame welcomed Olympian Joel Bourgeois and his father Paul-Pierre to the shrine that has expanded to 12 members in this prestigious honour. We will be inducting two more in Beresford in November.

Many thanks go to each of our committee members, who continue to devote many volunteer hours to help RunNB better serve the NB running population. Also, at the heart of running in New Brunswick are the many race directors and numerous volunteers who make each race possible. RunNB acknowledges and expresses our appreciation to all of these volunteers, who make it possible for road racing to thrive in New Brunswick.

Strategic planning in Athletics Canada and the 2014 SAGM 

Status of “Athletics Canada” as proposed by the planning committee

Strategic planning now reflects Athletics in Canada including the integrated disciplines of the sport and the collective and collaborative approach to program delivery

The Vision, Mission and Core Values have been updated and were presented to the branches and approved in principle at the May 2014 planning meetings

The planning framework is built on three areas of strategic focus: Participation, Performance and Positive Experience. Athletics Canada’s organizational structure has been revised to align with these three areas of focus (pillars) and assigns responsibility to a senior staff member (Director/ Head Coach) for each pillar.

For each area of strategic focus:

Success measures have been defined and targets have been (are being) set. Initiatives have been identified that will enable success targets to be met and initiative specific performance indicators have been identified

Milestones outlining next steps, key interactions with internal and external stakeholders, and program roll-out timelines have been identified for some initiatives

SAGM Athletics Canada's 2014 Semi-Annual General Meeting took place October 2nd to 4th in Montreal, Que., with a number of rule changes approved including the prestigious honour of naming recognition of Athletics Canada annual awards for Lyle Sanderson, Dr. Doug Clement and Jane and Gerry Swan. Other important decisions included the awarding of National Track League (NTL) designations for five events and hosting confirmation of the 5km Championships for the period of 2015 to 2018. Hosting The Competitions Committee received seven NTL applications, of which five were approved for 2015. 1. Guelph Speed River Inferno - May 30, 2015 2. Vancouver Harry Jerome - June 8, 2015 3. Victoria International Track Classic - June 10, 2015 4. Halifax Aileen Meagher International Track Classic - June 20, 2015 5. Edmonton Track Town Classic Canada - July 12, 2015 The B&O Yorkville Run in Toronto, Ont., was also approved as site for the 2015 to 2018 Canadian 5km Road Race Championships. The 2015 event will take place September 7.

Two other applications were received from London ON and Vancouver BC but did not meet the criteria set down by the competitions committee. The competitions committee also approved the recommendation that the 10,000-metres event be held separately from the Canadian Junior / Senior Championships at an earlier time in the season. A process will be put in place to select the host organization and city for the 2015 Canadian 10,000-metres Championships. Annual Awards Rule 257 - Effective immediately the Outstanding Combined Events Athlete of the Year award is the Lyle Sanderson Award. Rule 262 - The Outstanding Coach of the Year Award is now the Dr. Doug Clement Award. Rule 266 - The Development Coach of the Year Award is now the Jane and Gerry Swan Award. Approved rule changes Rule 152 - Junior Men's Track and Field Championships The 10,000-metres was added as an official event for men at the Canadian Junior Track and Field Championships. Note that the event will be held separately at an earlier time in the season along with the senior 10,000-metres. Rule 153 - Youth Boy's Track and Field Championships The 400-metres hurdles replace the 300-metres hurdles as an event for boys at the Canadian Youth Track and Field Championships The 5,000-metres race walk was added as an official event for boys at the Canadian Youth Track and Field Championships The decathlon will replace the octathlon as a boys event at the Canadian Youth Track and Field Championships Rule 155 - Junior Women's Track and Field Championships The 5,000-metres was added an event for women at the Canadian Junior Track and Field Championships The 3,000-metres steeplechase will replace the 2,000-metres steeplechase for women at the Canadian Junior Track and Field Championships Rule 156 - Youth Girl's Track and Field Championships The 400-metres hurdles replace the 300-metres hurdles as an event for girls at the Canadian Youth Track and Field Championships

The 5,000-metres race walk replaces the 3,000-metres race walk as an event for girls at the Canadian Youth Track and Field Championships Rule 086e Athletes may compete a maximum of one age-category older than their age-category as determined by their date of birth at Athletics Canada Championships. For example, youth aged athletes may compete in the Junior Championships; Junior athletes may compete in the Senior Championships. The following exceptions apply: Male youth aged competitors may not compete in the Junior 10,000-metres track event. The rule does not apply to Masters competitors / events. Athlete Rep Report  With the 2014 track and field season having come to a close and our cross country season well underway, comes our Annual General Meeting. Records: This year ANB athletes have achieved 19 outdoor records, 14 indoor records (with still a few more expected to fall at the Gagetown Invitational and Last Chance Meet in November and December, respectively), 11 paralympic records, 11 NBIAA records, 35 masters outdoor records, 28 masters indoor records (with once again, a few more expected to fall towards the end of this year), and 5 Canadian records, for a grand total of 123 records broken. Officials: I thank each and every one of you personally, and on behalf of all the athletes, on the job you do. Without officials, our sport would be nothing, athletes would not know when to start without a gun being fired by an official, would not have a finishing time without an official on the photo-finish camera, and athletes would not have the confidence knowing that all rules are being enforced in a stadium with fair play. Whether you fire the starting gun, give out hip numbers, bring an athlete to the start line, watch the photo-finish camera, keep your eyes on the curves, read a wind-gauge, raise a high jump bar, or lay tape out across a field or sandpit to mark an athlete’s performance, THANK YOU! I would also like to give a big thank you to Dawn McNiven, official’s chair for as far as I can remember. It is truly amazing how well Dawn co-ordinated the competitions and the officials. As well, a thank you to Carl Cummings who stepped up as the new official chair and has done a great job since. Steve LeBlanc and Jason Reindl: Thank you for leading our high performance program in the province, it is an honor to work with each of you, as well as receive numerous pieces of advice in my own training from each of you. I know from the mouths of our own athletes that your work makes a huge difference in their performance! Gabriel LeBlanc: Thank you for leading the organizations para-sport program. It is easy to see that para athletics had developed a great deal in our province since you came in, with the number of para athletes competing being much larger, and the success that they have had being much greater. Colm McGrath: It is certainly sad to see you leave the board, but I certainly know you will continue to contribute in your community, wherever that may be. It has been a pleasure working with you! Board of Directors: Thank you for always being speedy on email responses. Throughout the past year and a half on the board of directors, I have learned a great deal from each and every one of you. It is truly a pleasure to work alongside such a great group of individuals. Harold Nicholson: In less than 3 weeks time, it will be one year since Harold’s passing. As Harold’s passing had taken place after last year’s Annual General Meeting, I had never had the opportunity to give thanks to him in any report, so I would like to do that here. Harold spent much of his life building the sport and the organization, including as a club coach, a Legion coach, a Canada Games coach, and President of the organization. It is certainly fair to say that this organization wouldn’t have become what is has today without Harold’s hard work over the

past decades. On behalf of every athlete in our province, and every former athlete who competed through Harold’s time, I say thank you Harold Nicholson. In conclusion, it has once again been a great year for Athletics New Brunswick. There has certainly been some ups and downs throughout this year, but nonetheless I feel we have succeeded in our goal of growing the sport in our province and helping athletes reach their goals. I would also like to thank all the Legion coaches and those that once again came together to make the Canadian Track and Field Championships happen!

Legion Report By Carl MaCintosh

Trip to Langley BC Legion Youth Championships 

The flight to BC went well.

Accommodations were good.

The meals at the University were all good; some were great (one comment was one supper only fish was served with no alternative). The Idea of the meal trucks at the track was a good idea.

Guest speakers at the clinic were good (former Canadian Olympic Medalist) and related to athletes.

Practice day at they Track use of the equipment was hindered by the home province controlling access to only their own athletes. Had to be pushy (assumed I was an Official, white shirt) so all others could practice as well. There were a limited number implements signed out to individuals and not to the event site for everyone. Note: when we were in Ottawa then Ontario (home province) did the same thing using up most of the practice time for them.

Morning buses to the track for athletes and coaches with early events seemed to be forgotten and when asked for a bus for everyone that had to go early we were told no early buses then yes there would be one bus but when we got there in the morning to catch the bus there were buses for full Ontario team and then next bus was for full Quebec team we finally manage to get a bus for the other provinces. The second early day, we managed to get the buses to leave 15 minutes earlier this was manageable for this day.

The Beach Ceremony was memorable and the Peace Arch was nice time.

Visiting the local Legion was a highlight for both the coaches and Chaperones.

Trip home was also good. I was the only one that my luggage was delayed a couple of days.

Suggestions at the meet

There were comments about having opening ceremonies right after Thursday practice or earlier Friday

as we had to wait 3‐4 hrs at the track.‐An official “all coaches lounge” at the campus for interaction and

discussion would have been great.‐(as it was never saw the other coaches, only in passing)‐Suggested

that there were a few more activities for the athletes when at the campus during down time.

Overall

The Coaches and chaperones worked well together and got along well with the athletes. All expressed that they really enjoyed themselves and hoped we could all work together again.

A more transparent approach to data collection. Having the athletes declare their events at or by the (if this is still not mandatory) NB Outdoors [could be done online and published there also] and having the Atlantics should be mandatory, need this event for relay practice and because it would also allowed coaches/athletes to have some rapport prior to the legions. I knew most of the athletes because I officiate but athletes don’t know us coaches and vice a versa. It was suggested to have a camp for the athlete’s team building and practice relay those years that Atlantics isn’t feasible.

It was suggested that some work be done regarding a definition of what is expect coaches Finally 

It was young team, they did the best that they could do and hopefully this experience will encourage

them to train hard and purse their dreams. It was a joy coaching all around. Thank you.

Hershey Report 

Athletics NB Hershey Program

The Provincial Hershey meet was organized in conjunction with the Canadian Track and Field Championships on the last day of the meet with 450 athletes taking part. The National Championships featured many past Olympians and Canadian Recorder holders and it gave our New Brunswick’s young athletes an opportunity to not only view the Championship events but also chance to collect the autographs of many of the Canadian Championship medal winners.

This event was followed by the “ Hershey Maritime championships” held on July 6th following Hurricane Arthur where 240+ athletes participated in these championships. Following is competition 8 athletes qualified to represent our area at the North American championships in Hershey Pennsylvania.

In the first weekend in August, Athletics New Brunswick sent a group of eight young athletes to the Hershey North American Final in Hershey, Pennsylvania.

With this being the 37th and final North American Championships of the Hershey track and field Games there was a feeling that there certainly would be a grand final, however this was certainly downplayed and emphasis was placed on the “New Program” proposed by the Hershey company of promoting track and field for young people through USATF and Athletics Canada—this is summarized at the end of this report

Not to take anything away from our athletes good performances were recorded by all our competitors---On the girl's side:

1. Hannah Trites of Fredericton finished 5th in the 13-14 1600m with a time of 5:18.75. 2. Danielle Alexander of Jacksontown finished 8th in the 9-10 standing long jump with a jump of 6

feet, 3.50 inches. 3. Robyn Davis of Fredericton finished 11th in the 13-14 800m with a time of 2:29.90. 4. The girl's 4x100m team (comprised of Julia Dickinson of Beaver Dam, Laura Duffley of Grand

Bay, Lexie Shannon of Richibucto Road, Johanna McGuigan of Fredericton) placed 6th with a time of 54.53.

On the boy's side:

1. Guillaume Savoie of Neguac finished 4th in the 13-14 softball throw with a best throw of 207 feet, 7 inches.

This is the statement that can now be found on the Hershey web site indicating where they are placing their money and emphasis with regards to athletics in the future in North America.

Hershey is excited to partner with USA Track & Field (USATF) and Athletics Canada (AC) to expand access to youth physical activity through a new program called Run Jump Throw.

Run Jump Throw, is a hands-on learning program that introduces kids ages 7 through 12 to the basic skills of running, jumping and throwing through track and field. Hershey's Track & Field Games, a youth track and field program launched in the 1970s, will transition to the national Run Jump Throw program in 2015.

Local track meets will remain; however the program will focus on skill development and improvement of fundamentals –running, jumping and throwing, instead of competitive advancement. Hershey will also sponsor the U.S. and Canadian National Youth Championships for youth seeking the experience of national competition.

I know athletics NB are in discussions with Athletics Canada to see how our province can benefit in the

future from this Hershey sponsorship.

As Athletics Canada will be increasing their fees by $10 I recommend that we raise our Membership fee

to $50 for Club Athletes and 65$ to Non Club Athletes. In both cases this would be an increase of $10 to

 HPP Elite Athlete fund raising program

FacilitatingthePathtotheOlympicsANBtodayhasanumberofathleteswhohavemadetheirmarknationallyandrequireadditionalsupporttocompeteatthehighestlevelinternationally.SUMMARY Over the past 10 years, the Province of New Brunswick has seen an emergence of world class Track and Field athletes who with the support of ANB have established themselves at some of the best in Canada and are today serious contenders for qualification at the 2016 and 2020 Olympics. The number of such athletes may well be up to 6 at this point and in time could rise to up to 12. This is forcing us to think well beyond what has largely been a New Brunswick Canada Games focus including our own funding capacity/plan. The pathway to the Olympics is expensive for these athletes who often have special training needs, equipment needs and/or who must attend international competitions on their own dime. These costs are high and largely beyond the budget scope of Sports NB and of ANB. While a number of these athletes enjoy some support whether it be from sponsors (shoe/clothing companies), various foundations and government program, there remains a serious shortfall to the needs. As a consequence, ANB wishes to fundraise in order to facilitate financial support for these “international elites”. To this end ANB will invite corporate and individual supporters to contribute through a mediatized fund raising campaign. Details include: � Launch will announce this program to our regular media network.

� Corporate sponsors will be invited to donate directly to a newly established ANB International Elite Fund.

� Individual donations may be made online with tax receipts (likely from Sports NB). An online solicitation campaign is under consideration.

� Leveraging donations: Provincial Sports programs (TBD), the AC Foundation, Private foundations.

� ANB will have the responsibility to identify the eligible athletes as well as determine a proper allocation of the funds (based on pre-established criteria - TBD). The intent is for this fund to have a significant impact on these Olympic hopeful elite athletes (in contrast to smaller donations over a wider base of athletes).

� Athletes who benefit from this program will have to agree to certain obligations towards ANB (TBD with the athletes) in the local promotion of our sport.

� Launch of this campaign could begin as early as November 2014 (in order to capture 2015 corporate allocations). TBD

Policy Changes POLICY STATEMENT 2.0: PROVINCIAL TEAMS

2.1 Athletics New Brunswick (ANB) has the responsibility to name provincial teams to represent the

province when appropriate.

2.2 The size and composition of the team shall be dependent on criteria put forth by the games,

host committees, and/or technical packages.

2.3 Responsibility for operating the provincial teams shall be carried out through their respective

programs.

a) CSG Team – Jeux du Canada Games Program

b) JDLF Team – Jeux de la Francophonie Program

c) Legion Team – Royal Canadian Legion Program*

*ANB works with New Brunswick Command, Royal Canadian Legion, to field a team of

athletes from Midget and Youth age categories to represent NB at the National Legion

Track & Field Camp.

2.4 The above named programs should be put in place within the following time frames prior to the

events being held.

a) Jeux du Canada Games Program – 3 years prior

b) Jeux de la Francophonie Program – 2 years prior

c) Royal Canadian Legion Program – Continuous (year of)

2.5 The Head Coach (and Manager) for the Canada Games shall be named from applicants not less

than 30 months prior to the Canada Games and the Head Coach (and Manager) for the Jeux de

la Francophonie shall be named not less than 24 months prior to les Jeux de la Francophonie.

Other staff may be named, as required, at a later date.

2.6.1 Head Coaches for the CSG and JDLF teams shall be certified at NCCP Performance Coach

(previously Level 3) minimum. Assistant coaches, except where specified by governing bodies,

shall be required to have a minimum certification of Club Coach (previously Level 2).

2.6.2 Head Coach for the Legion Team shall be certified at NCCP Club Coach level (previously level 2).

2.8 Selection of athletes to provincial teams shall be subject to all adopted rules and regulations

covering selection procedures (i.e. performance standards, program selection criteria, ANB

policy statements on selection of athletes).

2.9 ANB retains the right to name other provincial teams such as various age class teams.

2.9.1 Naming of age class teams not listed under 2.3 shall be done through the following programs

when appropriate.

a) High performance Program – Junior age class and above

b) Podium Program – Midget and Youth age classes.

2.10 Head Coaches for all ANB teams should be bilingual. If this is not possible, at least 1 member of

the team staff shall be bilingual.

2.11 Provincial team athletes travelling to out‐of‐province, funded competitions shall:

a) Have travel arrangements made by team staff, and

b) Travel with the team to/from the competition

c) Exceptions to this policy may be considered in exceptional circumstances and must be done

with prior approval of team Head Coach/staff.

POLICY STATEMENT 5.0: ATHLETE AND COACH FINANCIAL SUPPORT

5.0.1 Financial support to athletes attending competitions or training opportunities outside of New

Brunswick that are not part of a specific provincial team program (i.e., Jeux du Canada Games,

Legion Youth Championships, etc.) will be handled through the Athletics New Brunswick High

Performance Program (HPP).

5.0.2 Applications to ANB for support will be done through the High Performance Program, using the

5.0.3 Financial support to coaches attending out‐of‐province competitions or camps in support of New

Brunswick HPP athletes may be given, based on need and availability of resources, subject to

review by the Technical Director, ANB Executive Committee, and person responsible for coaching

development within ANB (presently, Director of High Performance).

5.0.4 Financial support to coaches attending out‐of‐province educational opportunities, whether NCCP

courses or non‐certification seminars, conferences or workshops, may be given based on need

and availability of resources, subject to review by the Technical Director, ANB Executive

Committee, and person responsible for coaching development within ANB (presently, Director of

High Performance).

5.0.5 Funding provide to coaches under policy 5.0.3 and 5.0.4 may be used towards any or all of the

following on a full or partial basis:

a) travel expenses b) accommodations c) registration fees for meets, seminars, clinics, symposia, or other events of this nature

POLICY STATEMENT 11.0: ANB FINANCES

11.1 Accounting: a) Athletics New Brunswick (ANB) shall maintain a computerized accounting

system through the office of the Treasurer. b) Financial reports shall be generated, as closely as possible, bimonthly for the

Treasurer, President, Technical Director, Executive members, and quarterly for the Board of Directors.

c) An annual financial statement shall be published for the AGM. d) ANB shall, annually, appoint auditors to prepare audited or reviewed financial

statements as stipulated by the Province of New Brunswick or other partners or stakeholders.

11.2 Budget: a) Each committee shall, at its first meeting following the AGM, produce a budget for

its operations for the coming year, and submit it to the Technical Director. b) The Executive, with assistance from the Technical Director, shall produce the

annual budget of the association to be presented to the Board of Directors no later than its January meeting.

11.3 Spending Authority: a) The Technical Director shall have authority to approve spending, within the

budget, up to a level of $1000.00. b) Any committee shall have spending authority to carry out the items included

within its approved budget. c) Any spending beyond approved budgetary levels must be submitted to the,

President or Treasurer who shall submit the request to the Board of Directors.

11.1 Requests for Funding: a) All requests for association funds must be submitted on appropriate forms

through the Treasurer or Technical Director at least two weeks prior to need. b) All expense forms for meetings shall be submitted at the time of the meeting and

dealt with expeditiously. c) All expense forms must include receipts.

11.2 Expense Allowances: a) Expenses for all association (in‐province) meetings shall be paid at the current

rates recommended by Sport Branch. b) Out‐of‐province expenses shall be paid on the basis of a Per Diem of $50.00. c) Reasonable expenses for lodging and transportation and miscellaneous expenses

shall be covered. Receipts must be submitted. d) Expenses for the Technical Director shall be paid at current government rates.

11.3 Cheques: a) All disbursement shall be made by the Treasurer or Technical Director upon

approval of the request for funding. b) All payroll cheques shall be issued by the Treasurer. c) Cheque signing authority shall be given to any two of the following: Treasurer,

President, Vice‐President and or another designated officer of the board. d) Cheque signing authority shall be given to the Technical Director with the

following conditions • Maximum of $1000 • No Cheques payable to himself

11.4 Revenues: a) All revenues collected on behalf of the association at the various events held on

behalf of Athletics New Brunswick shall be turned over to the association for deposit within 10 working days of the close of the event along with an accounting of the sources of revenue.

POLICY STATEMENT 12.0: RECOGNITION AWARDS

12.1 Athletics New Brunswick (ANB) shall, annually, award recognition to those athletes and

Support people who have provided outstanding performances or service.

12.2 Only persons who are members of ANB shall be considered for these annual awards.

12.3 The Administrative Services Committee, or a sub‐committee struck for this purpose, shall receive

nominations from individual clubs or individual members and determine the winners in each category.

12.4 The Administrative Services Committee, or a sub‐committee struck for this purpose, shall have

authority to make such further nominations as felt necessary.

12.5 Nominations shall be received until the end of October of the year for which nominations are being

made.

12.6 Criteria guidelines are outlined in the following document, PS 12.1, Criteria for Awards.

12.7 ANB shall participate annually in the Sport NB Provincial Awards

POLICY STATEMENT 12.1: CRITERIA FOR AWARDS

Purpose:

To highlight the Association's competitive year and performances, as well as outstanding

accomplishments, the Association will annually recognize selected athletes, coaches, officials, and

volunteers. This recognition will serve three purposes:

1) To recognize and reward outstanding accomplishments and contributions within the Association.

2) To provide an opportunity to highlight these achievers and contributors within the media.

3) To increase awareness of these achievers and contributors within the membership.

Definition:

A) Athlete Awards: Will be for the outstanding athlete based on performance throughout the previous

12 months prior to the Awards Presentation. Athletics accomplishments to be considered will be listed

in the criteria

B) Coaching Award: Will be for coaching involvement with the Association over an extended period of

time.

C) Officials/Volunteer Award: Will be for involvement over an extended period of time with the

Association's many levels.

Eligibility:

All award recipients must be members of Athletics New Brunswick and registered within the

appropriate category.
