Thank you to all who attended the Semi Annual General Meeting at the Hilton Chicago during WEFTEC 2014. It was nice to see so many of you who took time to learn what is happening at NASSCO. There were several new attendees and some people we hadn’t seen for quite awhile. The reception was very well attended. Thank you to the companies who sponsored the event.

The Memorandum of Understanding (MOU) with the Water Environment Federation has been signed and Keith McCormick, WEF Collection Systems Committee Chair spoke at our meeting. NASSCO has been asked to assist WEF with the 2014 Collection Systems Conference in Baltimore in March by promoting the event with our members and providing a link to it on our website. In return, booth space and a complimentary registration for NASSCO will be provided. NASSCO’s logo will also be used on event literature which will make our organization known to more people.

The NASSCO training classes including PACP and ITCP are all doing well. The incomes from both are currently over budget and we are anticipating another good year for NASSCO. Some of you may be wondering where the budget comes from. Every December, the Executive Board gets together for two days to discuss the budget numbers for the coming

year that Ted and Heather have prepared. This year we will be going to the Westin Savannah Harbor in Savannah GA. It may sound like fun, but is actually hard work. We are also looking forward to checking out the location for the 2015 Annual Meeting.

The 2014 Annual Meeting will be held in San Diego in February. Don’t forget to make your hotel reservations early. Let Heather or Dawn know if you haven’t already received your information email about this event.

It’s hard to believe I have already reached the ½ way point in my presidential year. It’s been fun so far.I hope you all have a wonderful holiday season and look forward to seeing you in San Diego.

It’s a small world. One of the newest NASSCO members happens to be my old employer, New Castle County. We’re excited to see all of the new members

that have recently joined NASSCO. Welcome! We want to be sure that you take full advantage of your membership by getting involved in an active committee that is relevant to you.

We are extremely proud of the accomplishments of NASSCO’s Committees and Divisions over the past year. Our website has information about each of the committees, as well as contact information for the chairmen and supporting members. Please don’t hesitate to call a committee chair or me, to find out how you can get involved and how to make the most of NASSCO membership.

Speaking of Committees and Divisions, I really appreciate seeing so many of you at our semi-annual meeting at WEFTEC. Our committees are so busy throughout the year I’m sure it was difficult to keep their reports brief, but please review the great work they are doing in this (and every) issue of NASSCO Times.

Thank you to Keith McCormack (pictured right), Chair of the WEF Collection System Committee for attending the semi-annual meeting and addressing our membership about the NASSCO/WEF partnership. I also spoke at the WEF Collection System Committee meeting about upcoming changes to PACP, the ITCP program, our specifications available online, and our committees. NASSCO and the Collection Systems Committee clearly have overlapping goals, and we can serve the industry much better as colleagues then as competitors, which was the impetus for the Memorandum of Understanding between NASSCO and WEF, which was signed by our organizations’ Presidents (Joan Stone and Cordell Samuels, pictured below) and Executive Directors.

Right before WEFTEC, the Infiltration Grouting Control Association (ICGA), a division of NASSCO, participated in one of the most successful WEF Webinars ever! Among all the knowledgeable and experienced individuals that participated, I’d like to especially recognize Dick Schantz for providing the most clear and comprehensive explanation about infiltration within pipe trenches that I have ever seen. In the coming year, Dick will be submitting abstracts about infiltration to several local WEF Member Associations to help educate people about infiltration. In case you missed this webinar or the Inspection webinar, both are available on the home page of NASSCO’s website (www.nassco.org).

Speaking of nassco.org, we hope to launch NASSCO’s new website before the next edition of the NASSCO Times, which is scheduled to print in February. We’re keeping our fingers crossed that we have a little more success then the DHHS Healthcare website, but it is a monumental job for this office. The full-time staff has worked extremely hard to make sure that the new NASSCO website is working the way it should, and that our data is effectively transferred into the new databases. I know many of you have done this within your own organizations, and can appreciate the work required to make everything work correctly. In particular, we have made it easier to find trainers, as well as find and register for training. We will also be streamlining processes for setting up classes, registering for existing classes, and other processes. In regards to membership services on the new website, you will be able to upload your specifications, download presentations, update your company information, post jobs and much more! We hope you will find the new NASSCO website useful and easy to navigate, and we will always be available by phone or email with any questions, problems or suggestions.

Finally, I recently had an opportunity to talk to a gentleman who has been in the industry for a very long time. I was extremely encouraged to hear that he believes in NASSCO, and that we are headed in the right direction, but was concerned that he perceived that NASSCO’s Annual Conference is just a party. I realize that the Annual Conference Committee selects locations that are attractive to members to encourage participation, but as Executive Director, I want to be sure that our members know that the work and business of NASSCO happens at the Annual Conference. Yes, we have a Welcome Reception and an Awards Banquet, and we do offer activities for guests, but our board members, committee chairs, and members do extraordinary work at our conferences. I hope each of you has an opportunity to be a part of the great work that gets done in San Diego in February 2014!

Member Service- Technical InquiriesOne of the services provided by NASSCO, to its membership and students completing the Inspector

Training and Certification Program, includes technical support for pipeline rehabilitation. NASSCO routinely receives e-mails from member engineers, contractors and municipal officials asking questions about the many different technologies used in the industry today. By accessing its membership and acknowledged experts NASSCO responds to these inquiries. Look for “Frequently Asked Questions” on www.nassco.org, which includes many technical responses previously provided by NASSCO.

Technical questions regarding pipeline rehabilitation can be directed to [email protected], [email protected] or [email protected]. The NASSCO Technical staff will review the request and provide a written recommendation.

Inspector Training & Certification Program for CIPPOver 1100 inspectors have been trained as CIPP inspectors in the U.S and Canada. Many cities are recognizing the importance of specifying that a NASSCO trained and certified inspector be on the job site during CIPP installations. The program includes: A day and a half of interactive learning about - CIPP; Interactive discussion of project issues during the program; Field experienced CIPP trainer professionals; Training at sponsor sites if requested; Fully illustrated technology training manual (this manual cannot be purchased separately); 1.35 Continuing Education Units; Certificates of completion and personal photo ID cards; Report, entitled: Guidelines For The Use and Handling of Styrenated Resins in Cured-In-Place Pipe”; (TAG-R) – A technology decision tree software program; Updates on new products and technology advancements; Food and refreshments; and Technical advice on CIPP related issues.

The EPA document entitled “Quality Assurance and Quality Control Practices for Rehabilitation of Sewer

and Water Mains” states, “Better trained construction observers and the proper allocation of their time to monitor the installation process are key elements of a good QA/QC program”.

Training programs for 2013/2014 are being scheduled in select areas of the U.S. and Canada when we become aware of an interest for the program. In order to educate municipalities of the importance and need for CIPP inspection we routinely schedule programs for engineering companies, utility agencies and municipalities, to learn about the importance of a trained and certified inspector on the project site. When the program is scheduled it is listed on the NASSCO website www.nassco.org

Inspector Training & Certification Program for Pipe Bursting SewersThis program is still in the development stages. With several other programs having a priority, this program is scheduled to be completed later in the Fall of 2013 or early 2014. We are looking for some additional pipe bursting professionals that would be available to become trainers after the program is launched. Once the draft program is complete, a peer review group will be selected, consisting of IPBA members and any other NASSCO members who wish to participate in the review process. Then a BETA presentation will be scheduled sometime later in 2014, before the program is launched.

Inspector Training & Certification Program for Manhole Rehabilitation TechnologiesEffective manhole rehabilitation may include a variety of different technologies. The expected life and effectiveness of the applied product is directly related to correct product selection by the owner/engineer and inspection of the host structure before, during and after application of the specified material by a trained inspector. The NASSCO Inspector Training & Certification Program for Manhole Rehabilitation (ITCP-MR) includes detailed chapters such as: Manhole Defects - Rehabilitation Requirements, Manhole Preparation, Quality Assurance and Testing Methods, Replacement and Rehabilitation Technologies and a chapter on specifications (continued on next page)

CIPP Committee Dave Kozman, Chair Person

StyreneIn 2011, the 12th Report on Carcinogens (RoC) was released by the U.S. Department of Health and Human Services (HHS). This report listed styrene as a “reasonably anticipated” carcinogen and bumped formaldehyde from “reasonably anticipated” to “known to be a human carcinogen” based on evidence it can trigger leukemia. In June 2013, the U.S. District Court for the District of Columbia upheld HHS’s styrene listing. With this decision, the Styrene Information and Research Center’s (SIRC) legal challenge of HHS’s listing was terminated.

Lawmakers recently attached a rider to a 2012 appropriations bill setting aside $1 million for reviews

of the styrene and formaldehyde listings by two National Academy of Sciences (NAS) panels. Results of the NAS reviews are expected by August 2014.

CIPP DesignA new manual of practice (MOP) is currently under development by an ASCE task group that addresses a new CIPP design approach for gravity flow applications. These new design methods address circular and non-circular shapes with no limitations on ovality, analyze the soil-pipe structure as a whole and consider local and global pipe imperfections. This MOP will define the design parameters, how they are to be interpreted, and the formulas for making the wall thickness design analysis; the target publication date is mid-2014. entitled “The Inspector’s Project Instructions”. The program is intended to provide an owner, engineer or inspector with sufficient knowledge to inspect and verify when a product has been applied correctly. There are a number of excellent products available for manhole rehabilitation. The trained and certified inspector will be able to understand product application and what is important to ensure product quality.

2014 Annual Conference Technical DayEach year, at the annual meeting of NASSCO, we reserve Friday for technical discussions and

presentations that are of interest to our members and focus on potential business opportunities. Topics that are considered include advances in existing technologies or new technologies and equipment. The 2014 program is scheduled on February 14, 2014. Topics included: Pressure Pipe investigation and rehabilitation, a Municipal Forum Panel to discuss industry needs for the rehabilitation industry, updates on the acoustic sewer tools, and a discussion on the elimination of potential cross-bores. Any NASSCO member that has an interest in presenting at Technical Day in 2014 should contact Diego [email protected] or me at [email protected]. We will review and consider all requests. Other NASSCO Sponsored ProgramsSeveral other NASSCO educational programs that may be of interest are scheduled for January 28-30, 2014, at the Underground Construction Technology (UCT) Conference in Houston, TX. Presentation tracks at UCT include Pressure Pipe, UV Technologies, Manholes and the Rehabzone that will provide a variety of learning opportunities.

NASSCO Education Day, at the Pumper and Cleaner Show in Indianapolis, also includes a number of interesting topics by NASSCO members and is scheduled for Monday February 24, 2014.

NASSCO is evaluating the possibilities of making the new design equations available on its website.

Standards developmentAn increased emphasis on QA/QC is being realized at the ASTM level. A new standard for mobile CIPP wet out systems is now available (F2994) and a separate standard addressing fixed and over-the-hole wet outs is currently in development.

A new AWWA Pipe Rehabilitation Standards Subcommittee is currently being formed to define structural classifications for pressure pipe lining technologies (Class I, II, III and IV) in M28.

Industry Standards CommitteeJerry Weimer, Chair Person

The Industry Standards Committee has been meeting monthly, working on the Cleaning Specification. We have completed the Steps to a Successful Project, detailing the steps needed to plan and execute a cleaning project. We have completed specifications for Assumptions and Liabilities for the Contractor and Municipality involved in a cleaning project.

We also defined Pre cleaning inspection and also the final CCTV inspection to verify completion of the project .Descriptions of lateral cuts and deposit cuts, to only include materials normally encountered in the sewers were written and reviewed. We finished the Introduction to the specification as well as the requirements for mandatory Pre-bid and Pre-Construction meetings.

We have a sample Contract Template, incorporating all of the pieces that we have completed, being circulated for review and comment. We will discuss the Template at the November meeting.

I would like to thank all of the members of the Industry Standards Committee for their dedication to the committee. Our turn out for Teleconferences and the meeting at WEFTEC have been exceptional, with everyone contributing their time and experience freely, to make this a Standard that will improve the industry.

Lateral Committee Jacob Trapani, Chair Person

The NASSCO Lateral Committee met in Chicago during the WEFTEC Conference this past month and discussed several initiatives. One initiative is to support and work with the WEF Collection System Committee on the Private Property Virtual Library(PPVL). Another initiative is for the committee to turn out an article every other month for the Trenchless Technology Magazine. The Committee also participated in preparing some of the Tech Tips articles for Underground Construction Magazine.

As the committee continues to advance its deliverable called the “Overview of Lateral and Main/Lateral Connection Lining and Sealing Technologies” with updated information and new processes in the market place, this document will be used for presentation and references on the NASSCO web site. This document offers a complete overview of all Lateral and Main/Lateral Connection Rehabilitation Technologies available in the market today. In an effort to seek a viable, cost-effective solution to one of the most significant contributors to our ailing sewer infrastructure, technology providers have developed several methods to structurally repair and/or seal lateral pipes and their connection to the main sewer. Individual lateral pipes often have multiple bends, diameter changes, shifted joints, cracks, deposits, and roots which create considerable challenges to repair or seal. The lateral pipe connection to the sewer main poses problems due to leaks, cracks and poor alignment. Accessibility of lateral pipe is another issue since one end is located in the sewer main and the other in a building. In some cases a clean-out exists either in the building or outside of the building. It is critical that rehabilitation methods cope with the existing conditions to provide an effective product and installation method that can be installed efficiently. RehabZone Committee Daniel Magill, Chair Person

The RehabZone Committee activity is in full swing! Our dedicated group is looking into how to make the 2014 RehabZone the best yet. Some plans include changing the layout to make the entrance a little more centralized

in relation to the UCT exhibitor layout. We will also be using a large egg-shaped liner as the entrance! Sponsors of the zone will have floor decals in front of their booths as well as personal invitations to the RehabZone to hand out at their booths. The “Skills Challenge” area has been changed to promote a new “Technology Test Drive” opportunity for sponsors. This will allow attendees to get hands-on experience with a variety of technologies. The sponsors will have the option to give either a technology presentation, offer a hands-on experience, or both! Same great “no-sell” zone for education. Gerry Muenchmeyer will be contacting various companies to update the well-produce Technology Guide. The RehabZone is the only industry event of its kind, with over 10,000 SF of dedicated, purely educational and interactive exhibits this year (starting with the sewer history exhibit) with absolutely “no sales”. The zone is staffed and set-up by volunteers who are converted from competitors to colleagues with education the common goal. I join NASSCO in their sincere appreciation of those on the Rehab Zone Committee, the Sponsors, and the industry leaders that give their time and resources to make the RehabZone better every year. Ji Hyeon. nominated by Kay Doheny of Jack Doheny Supplies, was the recipient of this award. She is a civil engineering graduate research student from South Korea studying at Purdue University. Her research includes trenchless technologies, asset management, and sewer master planning. Did we ever think a dozen years ago we’d be getting exposure as far away as South Korea?

Jeffrey D. Ralston ScholarshipThis scholarship is typically awarded at our Annual Meeting in February. NASSCO’s objective is to encourage and provide incentive for capable and motivated individuals to continue their studies for the advancement of the water environment industry.

From the Infiltration Control Grouting Association

ICGA & NASSCO sponsored a WEF webinar on September 18, 2013. This two hour live power point presentation entitled “Control Infiltration and Sustain Existing Sewer Collection System Assets with Chemical Grouting “ was a great success ! Over 1100 registrations and approximately 500 sites tuned in live to learn more on this great technology. Approximately 58% (290) of the live audience were either consulting or city engineers wanting to learn more on how to control infiltration and get the biggest bang for their buck !

At WEFTEC I actually had people that I had never met before come up to my booth to tell me that we (ICGA/NASSCO) had put together a great

presentation for that webinar.

From the International Pipe Bursting Association

NASSCO’s International Pipe Bursting Association (IPBA) continues its mission of advancing the acceptance of Pipe Bursting through education, training, standards, marketing and governmental support to replace aging and undersized pipeline infrastructure with the most cost effective trenchless method.

Our membership did a great job recently at ICUEE’s “The Demo Expo” in Louisville, KY presenting two sessions. The first on “Utility Pipe Bursting – How To Increase Job Site Productivity, Reduce Costs And Improve Community Relations” and the second on “Lateral Pipe Bursting Can Save (Or Earn) Big Dollars”. How did you end up in this industry?I “grew up” in the industry. I joke with people that as a kid I didn’t have “Nerf” footballs like most kids, I had Avanti urethane foams with which I could make my own footballs! In 1992 I started running the forklift, packaging chemicals and processing orders and continued through college. After graduate school I went into sales for Avanti full-time and became President of the company in 2008. Currently I’m in the process of buying the company and working with an excellent team of people to research, develop and perfect new sustainable solutions to control groundwater and restore our aging infrastructure.

Tell us about your company.Avanti International was started in 1978 and built by my father David Magill. He started with one chemical grout, called AV-100, which was used primarily for sealing mainline sewers and laterals. Today, we are the only company in the U.S. to

provide a complete line of injection resins (including acrylamide, acrylic, acrylate, urethane, hydrophilic, hydrophobic, gels, foams, microfine and ultrafine cements) used all over the world to stop leaks, stabilize soils, and control groundwater. In addition to stopping infiltration in municipal applications our products are used to encapsulate radioactive and hazardous waste, waterproof cold joints in new construction, aid in the advancement of underground tunnel boring machines, fill voids, and control groundwater in any underground structure/space like mines, tunnels, and subways. Most importantly, we have a very dedicated staff committed to adding value and helping our clients finish projects successfully.

Why did you join NASSCO?We’ve been NASSCO members since 1978. Back then, industry leaders like Cues, Avanti, Visu-Sewer and others recognized the importance of a trade association to set standards on a national level, create synergy between contractors and engineers, provide consistency among contractors, and help differentiate between good/bad products, contractors and techniques. The industry couldn’t progress until standards were set. Now, NASSCO seems to be growing more than ever. Though its leaders remain passionate about making a difference in our industry and quality of life, there is new life/energy in the organization – and in good time too. If we ever needed an advocate for extending the life of our infrastructure – it’s now!

How has being a NASSCO member helped your career or business?Just as they have supported the lining industry of late with concerns about chemicals used for curing

liners, NASSCO was instrumental in supporting Avanti 22 years ago when there was a concern about grouts containing acrylamide. It took a considerable amount of effort to show that, based on their LD-50 values, acrylamide is less toxic than products we use every day like aspirin and caffeine! (LD-50 is a standard measurement of acute toxicity of a substance.) That fact is obviously a simplistic view of witch-hunt-type chemical studies that have hurt the industry over the years, but NASSCO stays on top of what is going on and remains a proactive voice. NASSCO is an excellent source for information, training, and networking with others who are passionate about making a difference.

What else should we know about your business?If you are ever in the Houston area come by and meet Alpha the Avanti Beta fish. She swims around in an aquarium with dry sand under a gallon of water. We made her tank over three years ago by pouring a cup of acrylamide grout into the sand. We made it with a 10-second cure time, so the grout permeated about 2” into the sand before becoming a solid. Shirley and Rhonda in our office take care of her every day and

the sand stays dry at the bottom of the aquarium.
