BRIEF HISTORY As a national political consultant in the pre‐presidential palace, Mr. San‐lian Wu

responded to the government’s encouragement to private representatives to

establish a school to help develop professionals for industry and business. He invited

enthusiastic local academics, Wen‐Ping Hsin, Xiu‐qi Wu, and Li‐tang Chang, to donate

funds in order to establish a first‐class school. Since our humble beginnings, STUST

has grown from a junior college of engineering to an institute of technology to our

current standing as a university of technology.

Founded in 1969 as Nan Tai Junior College of Engineering, STUST is located in

the north‐eastern suburb of Tainan City. In March 1972, the Ministry of Education

approved the establishment of the five‐year junior college. Several business

departments were added, and our school was renamed “Nan‐Tai Junior College of

Engineering and Business.” In 1996, with its excellence in education, STUST was

upgraded from a junior college to institute of technology. In August 1999, STUST

became a university emphasizing both academic and technological advancement.

The growth of STUST has been prosperous and rapid. We will work towards the goal

of turning to a university excellent in humanization, informationalization,

industrialization, innovation and globalization.

Our institute was founded by a private organization and has a strong ambition to

become a distinguished school. Today, with its aim of whole‐person education, the

school is continuing its immense efforts to promote the position of vocational

education and to cultivate young minds with great talents for development of our

industrial and business society.

University Achievements The University has many outstanding achievements and is regarded as one of

the best universities in Taiwan. Some of its remarkable accomplishments are

highlighted below.

In 2012‐2014, STUST was evaluated as one of the top six Paradigm Technological Universities by Taiwan’s Ministry of Education (MOE).

Taiwan’s well‐known leading career magazine, Cheers, has rated STUST as the top private technical and vocational university favored by enterprises for the

past six consecutive years.

Both our Master’s Programs and Doctoral Programs in Electrical Engineering, Mechanical Engineering as well as our Global MBA program are taught in English

and have been highly recommended by Taiwan’s MOE.

STUST was granted the highest amount awarded due to the prominent performance in the execution of the Teaching and Learning Excellence Project

among private technical and vocational universities by Taiwan’s MOE from

2006‐2014.

All STUST’s programs in the College of Engineering are IEET accredited, the Taiwanese counterpart of ABET, which is also a Provisional Signatory of the

Washington Accord.

STUST’s College of Business is a full member of AACSB and is now in the Pre‐accreditation phase.

STUST has the 7th largest student population in Taiwan.

STUST Shines on the World Stage in 2013:

The IFIA Special Award and 2 gold, 3 silver, and 1 bronze medal at the 41st “Geneva International Exhibition of Inventions”.

Design Concept Award with “Lightening at Will” at the “iF Design Talents” in Hamburg, Germany.

2 gold and 2 silver medals at the 28th “Invention and New Product Exposition (INPEX)”, America’s largest invention show, in Pittsburgh, PA, USA.

2 gold and 2 silver medals at the 24th “International Invention, Innovation & Technology Exhibition (ITEX)”, Kuala Lumpur, Malaysia.

1 diamond, 1 gold, 1 silver, and 1 bronze medal at the 65th “iENA”, Nuremberg, Germany.

Introduction to Office of International Affairs (OIA)

Facing the internationalized trend in the 21st century, the ones who have the

International mentality, language competence, and communication ability will be the

important talents demanded by the future global market. Southern Taiwan University

of Science and Technology (STUST) endeavors to cultivate talents with the

perspective of internationalization. The internationalization disposition of “having a

foothold in Taiwan and broad vision to manage International disposition” is exactly

our idea.

For advances to the internationalization in accordance to this school’s goal, in

January, 2009, the International Exchange Division originally subordinating under the

“Office of Research and Development” becomes an independent office, named

“Office of International Affairs (OIA).” The responsibility of this office is that it takes

charge of International strategy alliance, creates internationalized environment,

arranges the overall affairs concerning International students and assists

departments to conduct International activities.

Welcome to study at Southern Taiwan University of Science and Technology, one of

the six Paradigm Technology Universities in Taiwan. Globalization‐oriented

Education is one of the objectives of STUST, so that STUST tries its best to provide

foreign students a good and friendly environment for studying and experiencing a

different culture. When you have any questions or suggestion, you are cordially

CHAPTER 3 ‐ VISA & ALIEN RESIDENT CERTIFICATE

VISA & ALIEN RESIDENT CERTIFICATE There are two types of visas (Visitor Visa & Resident Visa) for International student.

For Visitor Visa If you are permitted to enter Taiwan with “Visitor Visa” and you will plan to stay in

Taiwan over half year. After arriving in Taiwan, International students must change

status from Visitor Visa to Resident Visa. After getting Resident Visa, students must

apply for “Alien Resident Certificate (ARC)” at the Tainan City Immigration Office.

For Resident Visa If you are permitted to enter Taiwan with ”Resident Visa”, you must prepare the

following document for STUST staff in order to apply for “Alien Resident Certificate”

within 15 days upon your arrival. You will have to pay the fine if you fail to do so.

Documents Required for Resident Visa Application 1. A passport valid for at least six months. 2. A duly completed application from with one photo. 3. The original and one photocopy of the Student I.D. card (The original will be

returned after verification).

4. Application fees: 3,000NTD. 5. Working days: 5 to 7 days.

Documents Required for Alien Resident Certificate 1. Application form. 2. Two photos (1” X1.5”) within the past six months. 3. The original and one photocopy of the passport, including the resident visa (The

original will be returned after verification).

4. The original and one photocopy of the student ID card (The original will be returned after verification).

NOTE:

Failure to extend the ARC before the expiration date will result in automatic

cancellation of the ARC and mandatory deportation.

The Tainan city government has built a complete bus service network around the

greater Tainan area, including Yongkang District. Currently there are three bus

routes to downtown Tainan from STUST. Two of the bus stops are set at the Chi Mei

From the Taoyuan International Airport If you plan to visit STUST from Taoyuan International Airport, you have two options:

BUS: These buses can transport you directly from the airport to downtown Tainan.

They will leave the Freeway at Sinshih Interchange and Lioujiading might be a

good place to get off the bus and then you can take an eight‐minute walk to

STUST. The total duration of transportation is around three and half hours.

Taiwan High Speed Rail: Taiwan High Speed Rail Corporation (THSRC) has been operational since 2007.

From the Tainan Railway Station Once you are at Tainan Railway Station, you can choose to take a taxi or the

commuter train to STUST.

Taxi: The taxi fare from the Tainan Railway Station to STUST is around NT120 dollars,

but it might be much more expensive if you take it late at night or during rush

hours.

Commuter Train: After arriving at the Tainan Railway Station, you can transfer to a northbound

commuter train and get off at Daciao Station. STUST is a five‐minute walk from

there. After you arrive at Daciao Station, you have to cross the bridge inside the Daciao Station to go to the other side (PLATFORM 1) to go out from the station. If you need walking direction, place call us at 886‐6‐2533121#1601

CHAPTER 5 ‐ STUDYING at STUST

Registration 1. Report to Office of International Affairs located in L Building, Room 001, fill out a

Student Status Form. The office hour is 8:30 to 17:30 from Monday through

Friday; and will subject to change during summer and winter breaks.

2. Submit one copy of passport. 3. Submit copy of graduation diploma & transcripts certified at Taiwan Consulate if

not enclosed during application.

4. Pick up Student I.D. card at Office of International Affairs.

Class Time At STUST, the duration of each daytime class is 50 minutes. Class times are denoted

using a sequence of numbers. For example, Period One refers to classes held from

Chinese Language Center (CLC) Chinese Mandarin, the ever‐growing language in the globe is being considered

one of the most complicated and important languages in the world.

Here, in the southern Taiwan, Tainan, where is rich in food and remains is the

best place for learning Chinese with diverse environment and creative teachers who

are passionate and professionally trained. Apart from the normal inside classes for

CHAPTER 6 ‐ INSURANCE

Student Safety Insurance

All International students must join Student Safety Insurance. This cost comes as

part of their miscellaneous fees. This insurance provides minimal coverage for

students, and the fee is 246 NTD each semester (subject to change every year).

Once covered under the plan, you may receive compensation if you are

hospitalized, or undergo an operation in the event of illness or accidental injury.

Compensation must be claimed within two years of the accident or illness.

Personal Accident Insurance (PAI) Before coming to Taiwan, International students have to obtain this insurance

from any independent carrier in their native countries for their first six months in

Taiwan. This scheme will cover hospital stay, medical operation, physical

disability, and death.

National Health Insurance (NHI) Taiwanese law states that six months after receiving their ARCs, foreign students

must join the National Health Insurance scheme. In the first six months, however,

foreigners are not allowed to gain coverage under NHI. NHI monthly premiums

amount to 749 NTD. For International students, this cost will form part of the

miscellaneous fees that you pay before the start of each semester.

Office of International Affairs (OIA) is the substitute office for collecting the

money. Students pay for September to February at the beginning of the 1st

semester (NT$749*6=NT$4,494); for March to August at the beginning of the 2nd

semester.

1. Applying for Coverage Foreign students who have been in Taiwan for six months since receiving

their ARCs must apply for coverage under NHI. To do so, go to the STUST

Office of International Affairs at L001 and bring the following documents

with you:

One 2” photo Photocopies of both sides of you ARC Signature

2. Canceling Coverage If you graduate, defer studies, discontinue studies, or are suspended from

studying at STUST, please go to the OIA to cancel your NHI coverage, return

your NHI card, and receive refunds for payment of NHI premiums.

3. Suspending Coverage If you graduate, defer studies, or discontinue studies, please go to the OIA

to suspend your NHI coverage. Foreign students who plan on going abroad

for over 6 months should also suspend their NHI coverage for the amount

of time which they intend to stay abroad. During this time, you will not be

required to pay premiums. However, please note that if you return to

Taiwan and continue studies before 6 months expire, you will be required to

back pay the monthly premiums for the amount of time you were abroad.

4. Resuming Coverage To resume coverage after deferring or discontinuing studies, go to the OIA

and apply for resumption of NHI coverage.

5. What To Do if You Lose Your Card If you lose your NHI card, you can apply for a new one at any post office

branch or at the Bureau of National Health Insurance for a fee of 200 NTD.

6. Remember to Bring Your IC Card when Visiting a Doctor Whether you are visiting a doctor, picking up medicine or undergoing

medical examination, you can bring your IC card to any contracted health

care institution ( identified by the National Health Insurance logo in their

doorways) to be treated under the health insurance program. You will be

required, however, to pay a registration fee and copayment.

If you don’t have your IC card with you when visiting the doctor, you must

first pay all medical expenses out of your own pocket. But you can have the

expenses, minus the required copayment, refunded if you bring your IC

card and receipt to the health care institution where you were treated

within seven days.

For International students who study at graduate program, when the part‐time income exceeds 5,000 NTD, they should be deducted 2% tax rate.

STUST Health Care Center

In order to take care of the health of students and faculty, the Health Care

Center (HCC) is staffed with two nurses. The HCC also has a consultation room, a

data room, and 10 beds to provide the following health services to students and

faculty:

In accordance with the regulations of the National Health Administration

and to answer the needs of students, the HCC promotes health care

programs each month through Student Affairs Announcements such as

posters, school publications, leaflets, handbooks, lectures and more.

Medical Services After successfully applying for coverage under NHI, you will receive an NHI card.

This card can be used at the vast majority of hospitals and medical clinics

around Taiwan to receive a significant discount on the price of medical fees.

CHAPTER 7 ‐ LIVING

Food Court & Cafeteria on Campus

7‐Eleven Convenience Stores ─ Two 7‐eleven convenience stores are on campus, one in Dorm 6 and the other in the S building.

Starbucks Coffee ─ A Starbucks Coffee shop is located in the S Building across from the 7‐Eleven.

Banking Service ─ In order for STUST to wire stipend for your scholarship, you must open a Post office account. Taiwan’s Post Office also provides banking

services. Office ATMs can be found throughout the island. Two bank ATM

machines are located outside the L Building for convenience of withdrawing

cash, and one Post Office ATM is in the C Building and in Dorm 6.

Open Post Office /Bank Account To open a post office or bank account in Taiwan, simply take your passport and ARC

to the post office or bank at which you wish to open an account.

You need the following documents to open an account:

1. Valid passport, 2. Alien Resident Certificate (ARC), and 3. Chinese name chop. (If you need one made, ask us for directions to a chop store.)

Work Permit Before you can work in Taiwan, you must first apply for a work permit. If you want to

apply it, please hand in the documents to Office of International Affairs (L001). We

will help you to apply it.

Part‐time job Without working permit on campus and off‐campus, jobs are not allowed for

Electricity Taiwan uses 110 voltages with electrical sockets similar to that of the United States.

Currency The unit of currency is New Taiwan dollars (NTD) and 30 NTD = 1 USD. Most

currencies can be exchanged at banks, airports and major hotels. Credit cards are

accepted in Taiwan at major shopping centers and restaurants.

Suggestion: You should bring cash in the amount of 10,000 NTD to 20,000 NTD in

case you need to buy commodities and your daily meals.

Mobile Phone Mobile phone service provided in Taiwan is mainly based on GSM. One CDMA

provider and one PHS provider are also available. Many International student prefer

to use internet telephone (like Skype), but contracts and pre‐ paid card are still

advised. Most of telecommunication companies will not accept your business until

you acquire your Alien Resident Certificate (ARC).

Medicine For the one who has to take some special medicine, you should prepare medicine or

bring description (include medicine name) to Taiwan.

Climate & Clothing Tainan lies in a sub‐tropical climate zone, with hot summers and cool winters. From

May to Sept., the weather of Tainan is summer like. The hottest weather is in July and

August. The annual average temperature is 24.9℃ last year in Tainan area. The rainy

season is from May to October. You should bring some wear as well as traditional

clothing from your culture for special occasions.

applying parking permit, either bike or scooter, and you will receive one sticker to

place it on your bike or scooter.

CHAPTER 8 ‐ DORMITORY

STUST Student Dormitory Regulations: 1. Boarders should not create disturbance in the dormitory. 2. Boarders should not privatize public facilities in the dormitory for personal use. 3. Boarders are not allowed entry into the opposite gender dorms, nor have

overnight guests.

4. Boarders are not allowed to move or rearrange the furniture in the dorm rooms. 5. Boarders are not allowed to use appliances such as hot pots, electric stoves,

ovens, toasters, microwaves or extension cords in the rooms.

6. Boarders are not allowed to raise any animal in the dormitory. 7. Boarders are not allowed to have alcohol nor gamble in the dormitory. 8. Curfew is 24:00. 9. Apply for leave ahead of time if you plan to stay off‐campus overnight. 10. Boarders should keep quiet and keep the music volume down in the dormitory. It

is also prohibited to yell, scream, make noise, etc.

11. After using the kitchen, boarders should clean it before leaving. 12. Boarders are not allowed to use washing machines, spin dryer and laundry dryer

from 12 AM to 6 AM.

13. Boarders should not leave garbage in public areas, such as the aisles, etc. 14. Boarders should participate in any disaster prevention drills at the dormitory. 15. Boarders should separate garbage correctly and dispose garbage in the correct

place.

16. A fine imposed on any violation stated above, if applicable, shall be enforced in accordance with code of conduct of the dormitory of Southern Taiwan University

of Science and Technology. The severe violators should move from the dormitory

and those who have paid an accommodation fee shall receive no refund.

Dorm reservations are automatically made for International students. Residence halls

have laundry facilities and a TV room. You can rent refrigerators in the room and a

kitchenette is available at the end of the 4th floor. For Type A assistantships you will

ONLY be provided with a 4‐person room, and share the room with other

International students.

CHPATER 9 – CULTURE EXPERIENCES

International Student Orientation In order to help foreign students to adjust to the new environment and be familiar

with the departments and offices on campus, we hold an orientation and invite

department heads, administrators and instructors to meet students. After the

orientation, International students meet their mentors, Taiwanese students who

volunteer to help International students adjust to life and studying at STUST.

Chinese Summer Camp We provide International students with a two‐week Chinese Summer Camp each year.

In addition to Chinese language lessons the camp is comprised of a series of culture

lessons, such as calligraphy, Chinese knot tying, paper cutting, Tai Chi (Chinese

shadow boxing), cooking, and more. Furthermore, learners go on a trip and go

sightseeing around the island on weekends.

Ghost Month Festival Each year STUST holds the Pudu rite, a special time to worship ghosts. All

International students along with STUST faculty and department heads are invited to

participate. We worship departed spirits at the gate of the university and at several

offices and buildings on campus. The students are told the historical significance and

folk customs of this festival. After the ritual, students are able to join the staff and

faculty in enjoying a feast together.

Moon Festival Moon Festival is a time for family reunions. On this day, we give moon cakes and

pomelos to international students, so they are able to taste the traditional Taiwanese

foods for this holiday. In addition, International students have the opportunity to

experience a warm atmosphere with Taiwanese students and discover how this

festival is celebrated in Taiwan. International Art and Culture Festival This is a series of activities held annually to promote International academic

exchange, by encouraging International students to demonstrate their own national

characteristics and various folk customs. By doing so, we create a mutual exchange

between Taiwanese and international students.
