The fact that traffic has nearly doubled over the last ten years has increased the immediate need for highway reconstruction works. We urge parliament to approve project implementation via PPP, especially as the government has a positive view on such projects. In addition, we already have experience of such ventures – this (PPP) method was adopted in the construction of the Palanga bypass”, says Mr. Rimantas Sinkevicius, the minister of transport and communications. The Project has recently been approved by the Ministry of Finance, although it has still to be endorsed by government and parliament before public procurement procedures can begin. “PPP is a priority at the governmental level in Lithuania. Hence, approval by government and parliament should be prompt”, says Mr. Tadas Jagminas, Director of Project Management department of Invest Lithuania. The project’s scope encompasses the design and reconstruction of VilniusUtena highway sections ranging between 21.50 and 93.65 kilometres. Following completion of the works, periodic and regular maintenance of the highway must be carried out to ensure the proper functioning and effectiveness of the transport infrastructure. “Although Lithuania has never executed a highway reconstruction PPP project of this size, procedures are expected to run smoothly.” says Mr. T. Jagminas. “We anticipate attracting investors with proven experience of implementing projects of such size and that we will be able to ensure adequate competition for the tender.” The overall project value, in terms of future availability payments, is constrained to the budget of 175 mln. EUR. Reconstruction works are expected to commence in 2016.
