    The Census Bureau will send ESAand OMB an annual report at the end ofeach year summarizing the number ofhours used, as well as the nature andresults of the activities completed underthis clearance.

    The information collected in thisprogram of developing and testingquestionnaires will be used by staff from

    the Census Bureau and sponsoringagencies to evaluate and improve thequality of the data in the surveys andcensuses that are ultimately conducted.Because the questionnaires being testedunder this clearance are still in theprocess of development, the data thatresult from these collections are notconsidered official statistics of theCensus Bureau or other Federalagencies. Data will be included inresearch reports prepared for sponsorsinside and outside of the CensusBureau. The results may also beprepared for presentations related to

    survey methodology at professionalmeetings or publications in professionaljournals.

    SUPPLEMENTARY INFORMATION:

    I. Abstract

    This request is for a regularsubmission (new informationcollection).

    NOAA and the U.S. EnvironmentalProtection Agency (EPA) have entered apartnership to estimate the market andnon-market economic values of PuertoRicos coral reef ecosystems. Estimateswill be made for all ecosystem servicesfor the Guanica Bay Watershed and forrecreation-tourism for all of PuertoRicos coral reef ecosystems.

    We will conduct surveys of visitors to

    Puerto Rico and residents of Puerto Ricowho use the coral reef ecosystems toestimate the amount and type of use,their spending while undertaking coralreef use activities, the economic value ofreef attributes (e.g. water clarity/visibility, coral abundance anddiversity, fish and invertebrateabundance and diversity, andopportunity to see large wildlife) andhow economic value changes withchanges in reef attributes.

    II. Method of Collection

    Visitors to the island will be recruited

    into an Internet Panel via stratifiedrandom sampling at the various accessmodes of transportation to the island(e.g. airports, cruise ship docks andferries). The panel recruitment surveyswill use a short-form (5 to 10 minutes)to gather information of place ofpermanent residence, length of stay inPuerto Rico, activities participated inwhile on their stay, and demographicinformation. A tally sheet will be usedto screen survey participants for coralreef use. This will then allow forconnection to air enplanement data,

    cruise ship passenger data, and ferrypassenger data to estimate the totalnumber of reef users. Those who agreeto the Internet Panel will then be askedmore detailed questions on intensity ofcoral reef use (person-days of reefactivity by type of activity), spendingwhile doing reef activities, andeconomic value of reef attributes. For

    those who do not want to join theInternet Panel, they will be offered mail

    back surveys to gather the informationthat would be gathered in the InternetPanels.

    Residents of the island will besurveyed face-to-face in the home.Information on activity participationand use of the coral reefs,demographics, and economic value ofcoral reefs and how those values changewith changes in reef attributes will begathered in the face-to-face in-homesurveys. Additional mail backs will beused for importance-satisfaction ratings

    and spending while recreating on thecoral reefs.
