The InitiativeThe University of Nicosia becomes the �rst accredited university in the world to accept Bitcoin payments, launches an MSc Degree in Digital Currency and proposes initiation of a Comprehensive Framework for developing Cyprus into a hub for Bitcoin trading, process-ing and banking.

The University of Nicosia, the largest private university in Cyprus and one of the largest English language universities in the Mediterranean region, is the �rst accredited University in the world to accept Bitcoin for payment of tuition and other fees.

Additionally, UNic will be launching in Spring 2014 the �rst MSc program in Digital Curren-cy in an online format addressed to students worldwide.

As part of this path breaking initiative, UNic will propose to the Cyprus Government and the relevant stakeholders that Cyprus initiate the creation of a comprehensive framework for developing Cyprus into a hub for Bitcoin trading, processing and banking.

University of Nicosia in Cyprus to be the First University in the World to Accept Bitcoin; O�ers Master’s Degree in Digital Currency

Largest private university in Cyprus also proposes a policy framework for developing Cyprus into a hub for Bitcoin trading, processing and banking

Nicosia, Cyprus (November 21, 2013) – The University of Nicosia (“UNic”), the largest private university in Cyprus and one of the largest English language universities in the Euro-Mediterranean region, announced today that it is now accepting Bitcoin for payment of tuition and other fees, making it the �rst accredited university in the world to accept the increasingly popular digital currency.

Additionally, UNic is also launching in Spring 2014 the �rst Master of Science Degree in Digital Currency, which is designed to help �nancial services and business professionals, entrepreneurs, government o�cials and public administrators better understand the technical underpinnings of digital currency, how it will likely interact with existing monetary and �nancial systems, and what opportunities exist for innova-tion in digital currency systems.

“We are acutely aware that digital currency is an inevitable technical development that will lead to signi�-cant innovation in online commerce, �nancial systems, international payments and remittances and global economic development. First Tuition Payment ReceivedOn the 27th of November, 2013, at 2:00 pm EET, the University of Nicosia received its �rst payment in Bitcoin, from an international student attending online courses for the UNic Distance Learning MBA degree.

Francois Rossouw, a UNic student in South Africa, made a payment of 1 BTC, the equivalent of €670, towards his Master of Business Administration Online degree tuition.

Master in Digital Currency

Pro�le of the ProgrammeThe University of Nicosia Master of Science in Digital Currency degree program is designed to help �nan-cial services and business professionals, entrepreneurs, government o�cials and public administrators better understand the technical underpinnings of digital currency, how it will likely interact with existing monetary and �nancial systems and what opportunities exist for innovation in digital currency systems.

It’s been a hyperkinetic week for bitcoin. �e virtual currency’s value shot through the digital roof amid a Senate hearing on crypto currencies that was generally supportive. On some exchanges, bitcoin’s value brie�y touched $900. If that isn’t high enough, Richard Branson is talking about taking bitcoin as payment for trips to space.

But one rather mundane news story might be the most signi�cant of all: �e University of Nicosia in Cyprus announced it will accept bitcoin as payment, for everything from tuition to rent to books at the bookstore and meals in the cafeteria. �e school also announced a master’s level course of study in digital currency, one that is aimed not at bitcoiners themselves, but at business professionals, government o�cials and anybody seeking to learn about the �eld.

“We might be seeing the advent of the Internet of money right before our eyes,” Dr. Christos Vlachos, the univer-sity’s chief �nancial o�cer, told MoneyBeat in a phone interview from Nicosia. “We are possibly at the commence-ment of a new era.”

What’s most interesting about this announcement, to anybody concerned with the long-term prospects for bitcoin, is that the move didn’t come as a result of Cyprus’s banking crisis this year. Rather, it was simply in response to students, many of them overseas, asking for it. �is speaks not to bitcoin’s potential as a end-run around the much derided “�at currencies,” or as a source of a Pets.com-like boom and bust, but simply to its utility as a way for people to conduct their day-to-day routines.

“It has nothing to do with the banking crisis,” Dr. Vlachos said. “We have a university that has students all over the world, Africa, Asia, Europe. We’ve been getting requests for the last couple of months to take bitcoins.” He noted a large number of the requests came countries like Kenya, Nigeria, Zimbabwe, China, Vietnam, and Bangladesh, where some students have less access to, and higher costs from, traditional banking systems.

�e university, the largest private school in Cyprus, has about 8,500 students, strung across its Nicosia campus, a�liated schools like the medical program it runs with St. George’s University of London, and an online program. �e university dug into bitcoin, and studied it – “we did undertake a very serious study,” he said – and came to the conclusion it would be something that could help its students, that it would be quicker and more convenient. “We said, why not?”

�e school expects initially that several hundred students may take advantage of bitcoin, Dr. Vlachos said, but in the years to come he thinks it will become a mainstream form of payment. �e university itself is working with a Cypriot company that will handle the transactions on its behalf, converting any payments in bitcoin into euros at prevailing rates. �e school isn’t looking to pro�t o� this, he stressed.

“We believe the program we’re launching will be of great interest, not just to consumers, but to bankers, regulators, government o�cials, reporters,” he said. “�is will a�ect the society at large. �is will a�ect the society as a whole.”

�e University of Nicosia, a private school in Cyprus, says it is now the �rst university that lets you pay tuition and other fees in bitcoin, the world’s most popular digital currency.

�e 5,000-student university made the move as it seeks publicity for a new master’s program in digital currency, set to launch next spring. �e program is designed to appeal to everyone from government administrators to entrepre-neurs.

�e program, apparently the world’s �rst “Master of Science Degree in Digital Currency,” covers both the technical underpinnings of systems like Bitcoin as well as how such systems will evolve and change society. “Digital currency is an inevitable technical development that will lead to signi�cant innovation,” Christos Vlachos, the university’s chief �nancial o�cer, said in a press release.

�e program’s �rst course, Introduction to Digital Currency, will be made available for free enrollment online. Classes at University of Nicosia are taught in English.

Bitcoin’s move into the registrar’s o�ce underscores growing mainstream acceptance of a currency born among digital cryptography geeks. Such acceptance is no doubt made easier by the fact that bitcoin prices have generally marched upward over the past year, �nally surging from $100 per bitcoin in July to more than $600 today.

Depending on price trends, and on how it converts bitcoin to Euros, the University of Nicosia could end up pocketing well north of its normal tuition (€8,190 for an international undergraduate degree) when students pay with the currency.

But the university’s goals go well beyond collecting fees. Administrators say they will come up with a plan to turn the Republic of Cyrpus into a bitcoin trading hub — the Wall Street of cryptocurrency, if you will. Even some Bitcoin experts, it seems, believe that physical locations will remain vital in the world of entirely virtual currencies.

Bitcoin got a double endorsement overnight form the University of Nicosia. According to an announcement posted on its site www.unic.ac.cy/digitalcurrency, the largest private university in Cyprus is now accepting Bitcoin for payment of tuition and other fees, making it the �rst accredited university in the world to accept the increas-ingly popular digital currency.

Bitcoin Payments: Bitcoin will be accepted throughout the whole University of Nicosia system, including a�liat-ed institutions such as:

• St. George’s University of London/UNic Medical School, a partnership between St. George’s University of London and UNic• Globaltraining, a professional training division with campuses in Cyprus, Greece and Romania8 Erasmus and Global Semesters exchange and study abroad programs• UNic Online Degree Divisions, o�ering online programs to students worldwide.

In addition, the University is planning to introduce a MOOC on Digital Currency, which will lead to a Master of Science Degree in Digital Currency.

Why accept Bitcoins? Why now?

�ere are three main reasons behind this decision, according to Dr. Christos Vlachos, member of the Council of the University of Nicosia and the University’s Chief Financial O�cer:

(1) It will ease certain practical payment di�culties the university has encountered with students in certain markets. ‘We expect that initial adoption will occur from students who are attending our online degree programs from certain countries in Africa,” notes Vlachos. “In certain countries, international payments are extremely cumbersome and given that certain students pay on a monthly installment plan, the transmission fees end up reaching 5-10 percent of their payments and can be highly inconvenient. Furthermore, there are examples of non-traditional digital currencies in Africa, such as m-Pesa in Kenya that have reached wide adoption.

�is student base will be the early adopters.

(2) It is a potential growth area for the Cyprus economy. Given that we are investing signi�cant intellectual capital to build our capabilities in digital currency and be a resource for the country in this regard, we thought it was important and natural that we engage with the topic on a practical basis as well,” noted te university’s CFO.

(3) Currently, the country has limited export capabilities. Tourism is one. Private universities is another. However, these are not enough to re-build our economy and return to an avenue of growth and prosperity,” notes Vlachos. “�e country needs to develop new industries with export capabilities. By creating a framework that will render Cyprus a hub for Bitcoin trading, processing and banking, we can create an entirely new industry that will create thousands of jobs and help in the economic recovery of the country.”

But how can the University protect itself against rapid �uctuations in the virtual currency?

“We do not anticipate keeping student funds denominated in Bitcoin and instead plan to convert them regularly to Euros, which is the currency that most of our costs are denominated in,” continues Dr. Vlachos. “�e intention of this initiative is to ease transmission di�culties for certain students and to build our own practical knowledge about this �eld, not to engage in currency speculation.”

Will other universities follow suit? We cannot say. But the buzz seems to be on, at least for the time being.

�e University of Nicosia in the island nation of Cyprus will accept the virtual currency Bitcoin as payment for tuition and other school fees.

�e largest university in Cyprus said it will also o�er a master's degree in digital currency next spring designed to increase understanding of "the technical underpinnings of digital currency."

"While digital currency is a relatively new concept, currency is one of the oldest human inventions," Andreas Polemitis, senior vice rector at the university, said in a statement. "What we aim to explore in this program is the likely development pathway of digital currency."

�e innovations come at a time when the economy of Cyprus is reeling from austerity measures imposed after the country accepted a bailout from the European Union.

�e deal forced many bank depositors to accept heavy losses. Unemployment has soared, and even those with jobs are seeing drastic pay cuts. Many economists predict that the Eurozone's third smallest country will continue to face years of �nancial hardship.

�at may be a big reason why the university will begin accepting Bitcoin as payment on all of its campuses and a�liate institutions, including St. George's University of London and its study abroad programs.�e university also plans to encourage the Cyprus government to develop the country into a hub for Bitcoin trading, processing and banking.

"Digital currency will create more e�cient services and will serve as a mechanism for spreading services to under-banked regions of the world," Christos Vlachos, chief executive of the university, said in a statement.

Bitcoins are facing increased scrutiny after the recent arrest of Ross Ulbricht, a 29-year-old from San Francisco who allegedly masterminded the online drug emporium Silk Road.

�e fast-growing virtual currency has been championed most prominently by the twins Cameron and Tyler Win-klevoss, who are best-known for their years-long battle with Mark Zuckerberg over Facebook. Fans say it is a form of money that is not connected to any nation or government, while critics say it is used often for buying illegal substances online.

Today marks another notch in the belt for Bitcoin believers.

�e University of Nicosia in Cyprus has become the �rst accredited university to accept Bitcoin for payment of tuition and associated fees, it announced in a statement today.

It’s been a good week for Bitcoin. Earlier this week, a Subway franchisee started accepting Bitcoin as payment for sandwiches. And last week, Silicon Valley entrepreneurs and investors launched an accelerator focusing speci�cally on the digital currency.

�e English-language University of Nicosia, which across all of its a�liated institutions has more than 8,500 students from across the globe, says that the trend toward Bitcoin is inescapable.

“We are acutely aware that digital currency is an inevitable technical development that will lead to signi�cant innovation in online commerce, �nancial systems, international payments and remittances and global economic development,” said Dr. Christos Vlachos, member of the Council of the University of Nicosia and the University’s chief �nancial o�cer, in a written statement. “In this light, we consider it appropriate that we implement digital currency as a method of payment across all our institutions in all cities and countries of our operations.”

�e University of Nicosia (UNic) in Cyprus is the �rst educational institution worldwide to accept tuition fees payment in bitcoins.

Speaking exclusively in euronews, Christos Vlachos, CFO of UNic said transactions in bitcoins will be available for students from November 22, 2013.Bitcoin-mania has been expanding during the last months. On October 30th, outside a cafe in Vancouver, the world’s �rst virtual ATM can swap your bitcoins.

Bitcoins provide a safe, quick and convenient way for students attending online university courses to pay their tuitions fees, according to Vlachos.

Euronews interviewed Vlachos about the new use of bitcoins and the future of the e-currency market.

Euronews: How did you come up with the idea of getting tuitions paid with bitcoins?

Christos Vlachos: UNic is a rather multifaceted organisation. �ree years ago, in collaboration with the Saint George University of London, we launched the �rst medical school in Cyprus. Simultaneously, the global training programmes of UNic o�ered training for investment bankers and accountants in various campuses in Cyprus, Greece and Romania. Finally, UNic o�ers online education programmes around the world. We have over 2,000 registered students from Europe, Africa and Asia. Lately, several students, especially from countries where the population either do not have easy access to banks, for example in Kenya, or traditional banking is highly expen-sive, asked us if they could pay in bitcoins. We searched information about the electronic currency and found it has quite a few advantages.

Euronews: What are those advantages?

Christos Vlachos: First, it is much faster than traditional bank transactions. For example, in Africa, there are countries where it can take up to weeks for a bank to transfer money. With bitcoins, it is just a matter of seconds. Second, the transaction is cheaper. Actually, it costs nothing. �ird, it is easier because the process can be done on a 24-hours-per-day, seven-days-a-week basis. Fourth, it is convenient for the user because he can send bitcoins using his laptop, his mobile or his tablet. Fifth, instead of going to the bank and wait in the queue, the transaction takes place peer to peer. Sixth, it is safer to pay in bitcoins than register your bank account and credit card number in any other webpage.

Euronews: Bitcoin’s exchange value is high at this time. Do you intend to exchange your future bitcoin income from tuitions fees to euros or keep them?

Christos Vlachos: UNic as an educational organisation has no intension of gambling with the market price of bitcoins. When we receive a tuition fee payment in bitcoins, we will exchange the electronic currency into euros right away. We o�er this king of payment as an extra service to our online students so that they can pay their tuition fees faster and safer.

Euronews: When is the new method of tuitions fees payment launched?

Christos Vlachos: We will be ready to accept payment in bitcoins from November 22, 2013. Roght now, we are having our �nal tests to make sure that all transactions that will take place are 100% safe. We received our �rst requests for payments via bitcoins several months ago. Students, mainly from Africa and Asia and some from Greece, asked us if they can pay their tuition fees in bitcoins.

Euronews: Apart from the introduction of this new and rather innovative way of fees’ payment, you plan to launch a Master of Science Degree in Digital Currency. Would you care to share some information about this programme?

Christos Vlachos: De�nitely. During the period that we studied thoroughly the possibility of getting paid in bitcoins, we actually realized that electronic currency might be the beginning of a new era, a life-changing instrument.

Euronews: Do you suggest that electronic currency could change everyday life as we know it?

Christos Vlachos: Actually, yes. �e bitcoin phenomenon can create a great need for training so that ordinary people, entrepreneurs, local authorities as well as the state itself can deal with the electronic currency. �is brand new market will have a tremendous impact economically and socially. For this reason, we decided to create a Master of Science Degree in Digital Currency which will be launched in spring 2014.

We hope that our initiative will eventually evolve into a broader e�ort under the auspices of the state, so that we could create an entire economic industry around bitcoins. During the seventies, Cyprus became a centre for o�shore companies. Now, our goal is to create the appropriate legal framework and background basis, so that in the next decade the bitcoin industry can blossom in Cyprus soil.

Today, the most common way for someone to get his hands on bitcoins – except of course mining then which is to complex and requires the use of supercomputers – is to purchase them from special online stock exchanges. How-ever, these online exchange centres are not subject to any control by any authority or �nancial market. People that trade with these online markets take are willing to take the risk. In fact, there were cases where online bitcoin exchange markets closed all of the sudden and people ended up losing their electronic money.

For that, we suggest that the Republic of Cyprus or the Cypriot Stock Exchange should o�er a platform as well as the necessary safeguards, setting out all the relative laws and regulations for the transactions of bitcoins. In such a case, you can easily imagine the size of foreign exchange that will �ow into the Cypriot economy as well as the thousands of jobs that will be created over the next years.

�e country was one of the �rst to embrace Bitcoins after people moved their savings to the online currency following its controversial bailout.

WITH BITCOINS NOW trading at €406 per coin, the list of things you can spend them on continues to grow. If you’re based in Cyprus, you can now use them to pay for your education.

�e University of Nicosia announced that it will be accepting Bitcoins as payment for tuition and other fees, making it the �rst accredited university in the world to accept it.

Cyprus was one of the �rst countries to embrace Bitcoins thanks to a controversial bailout agreed earlier this year. �ose who were angry with the terms began putting their savings into Bitcoins instead away from the reach of the banks. �is investment kicked o� the surge in price which saw it increase 5,000 per cent since the start of the year.

�e university is also launching a Masters in Digital Currency in Spring 2014, which will be taught both online and on-campus. �e course will deal with how digital currency will interact with existing �nancial systems and how it will evolve.

�e university is also proposing to the Cyprus government a framework for developing the country into a hub for Bitcoin trading.

�e university’s Chief Financial O�cer Dr. Christos Vlachos said in a statement:

�e University of Nicosia (UNic), one of the major English language universities in the Mediterranean, will become the world’s �rst to accept bitcoins for tuition. �e university will also begin a new Master of Science course in Digital Currency.

According to the university those who wish to pay tuition fees in bitcoins, will be able to use an online merchant processing service or by paying directly to the university’s �nance o�ce.

“�e intention of this initiative is to ease transmission di�culties for certain students and to build our own practi-cal knowledge about this �eld, not to engage in currency speculation,” the University spokesperson told GeekWire.

Following the rising popularity of online commerce the University of Nicosia is starting the �rst Master of Science degree in Digital Currency. �e idea is to give a whole variety of students from entrepreneurs to government o�cials with a better understanding of the technical underpinning of digital currency.

“While digital currency is a relatively new concept, currency is one of the oldest human inventions. What we aim to explore in this program is the likely development pathway of digital currency and give our students insights that they can bring to bear in their professional careers”, said Dr. Andreas Polemitis, the senior vice Rector.

�e new Master’s programme will be taught in English, distributing both on-campus and online to distant students, and should begin in the spring of next year.

�e virtual currency has recently been attracting a lot of attention from both users and policymakers. On November 18 bitcoin skyrocketed to an all-time high of $900 per unit on the Mt.Gox exchange. �is is seen by some as people around the world increasingly betting on the crypto currency. �e jump came during a hearing in the US where the Senate Homeland Security and Government A�airs Committee is scrutinizing the virtual currency. O�cials called bitcoins a “legitimate” �nancial service, despite past focus on the currency as a prime target for money launderers.

Cyprus is out of "the danger zone," Finance Minister Harris Georgiades told CNBC ahead of his meeting Tuesday with U.S. Treasury Secretary Jack Lew.

"We have come a long way since the springtime," Georgiades said, while acknowledging challenges remain. It was in March when Cyprus su�ered a massive banking crisis that spread fear in �nancial markets around the world. �e news delivered to Lew is the story of an earlier-than-expected turnaround.

Cyprus was just upgraded by Standard & Poor's in November, about a year after its crisis erupted. Compare that to Greece, whose debt was also upgraded in November, but more than four years after its crisis started in 2009. While the so-called Troika (the European Commission, European Central Bank and the International Monetary Fund) criticized Greece's extremely slow response to requests for reforms, Cyprus received glowing assessment reports from the get go.

Georgiades suggested the recovery was due to Cyprus' willingness to commit and enact reforms quickly, including the recapitalization of the banking system and budget cuts. "�e problem with Greece, decisions were postponed for a long time," said Georgiades, while commending current Greek Prime Minister Antonis Samaras for his work on that front.

Ultimately Georgiades credits the Cypriots themselves and the structure of the economy that makes it "a good place for business."

In the interview Monday at the Cypriot Embassy in Washington, Georgiades acknowledged one of the biggest remaining hurdles is the �nal elimination of capital controls, imposed during the crisis to prevent the �ight of euros out of the country.

Georgiades recommitted to the elimination of most of the country's capital controls by January—with one key exception: the transfer of money outside of the country. "I'm not speculating" as to when that will happen said Georgiades. "I will obviously be reviewing the situation, but I think the gradual but steady relaxation is the correct one under the circumstances and we shall continue."

He did explain the framework under which it was likely to happen: when the recapitalization of the banking system is complete. "�e stronger the con�dence in the system … the easier and the sooner we shall be able to lift all the restrictions."

If capital controls are lifted before investors believe the bank is strong enough to stand on its own, depositors will �ee, and in a worst-case scenario, cause a bank to collapse. �at's why a complete recapitalization is a key "mile-stone" before the �nal restriction on foreign transfers is lifted, Georgiades said.

�e 'bail-in'

Con�dence in a bank is a psychological game as old as banking itself.

When the history of the euro zone is written, Cyprus will be remembered for a key legacy from its crisis: the bail-in. In exchange for a 10 billion euro bailout from the EU, the country agreed to "bail ins" of its banks. A bank bail-in imposes losses on a banks' shareholders, debt holders and even their large depositors before any outside capital is brought in. Shareholders for the most part lose everything. Debt holders and large depositors are given shares in the new, presumably better capitalized, bank after it receives new capital investments.

�e bail-in is set to be implemented across the European Union in the event of the next crisis. �e goal is to stop the use of taxpayer money for bank bailouts.

�e meeting with Lew went as planned Tuesday. "�e secretary welcomed progress the Cypriot government has made in implementing its reform program and made clear he looked forward to future progress. He also stressed the importance of the ongoing support from Cyprus' European partners in ensuring that the country is put on sound �nancial footing," a Treasury o�cial said.

Bitcoin innovation

Cyprus most recently was in the headlines because a private university there is accepting bitcoin for tuition payments and also o�ering a degree in bitcoin.

"Well, it's a very exciting prospect. I have to say that personally I'm still learning regarding this bitcoin phenomenon because I think it's a very interesting phenomenon on a global scale. And it's very interest-ing and encouraging that a private university in Cyprus has been bold enough to take this step," said Georgiades.

Georgiades said he wasn't informed about the university's decision to accept bitcoin, but rather read it about in the news. He feels the news is emblematic of Cyprus and its economy.

"It was a private initiative and that shows how ahead the private sector, private enterprise and innovation is. And that's how it should be," he said. "I am a strong believer in the ... dynamism of the private sector and especially in Cyprus. ... Because of this entrepreneurial spirit which we have in Cyprus ... I am so con�dent that we shall soon be on track for recovery and growth ."
