DEQ Bridge Painting Consent Order Update:
In second year of Consent Order for Bridge Painting Typically CO’s last two years before terminated DEQ attended 2013 Bridge Paint School Over 50 attendees, mix of MDOT, Local Agency and
Consultant groups Currently working with DEQ to update hazardous
management training through DEQ webinars and meetings with Compliance Specialists
Pay special attention to bridge paint project while under order
While the CO is “mild”, noncompliance could still result in major implications and fines.

Bridge Construction Inspection Training Updates:

Below 50 degrees but above 40 degrees per National Weather Service use Ordinary Protection (tarpaulins, straw, other approved methods)
Below 40 degrees for more than 8 consecutive hours apply low temperature protection (insulated forms, heating and housing) to maintain concrete/form temperature of at least 40 degrees
If temp falls below 15 degrees heat and house superstructure concrete Concrete temperature of 40 degrees is critical for curing period

Post Construction critical needs:
23 CFR 650.315 states: (c) For existing bridge modifications that alter previously recorded data and for new bridges, enter the SI&A data into the State or Federal agency inventory within 90 days after the completion of the work for State or Federal agency bridges and within 180 days after the completion of the work for all other bridges. This includes taking vertical underclearance
measurements, and sending form to Bridge Management Unit for SI&A update.

Tier 1 was comprised of bridges with no load ratings Tier 1 Load Ratings were due on December 31st,

Tier 2 is comprised of bridges in poor condition Load Ratings must be reviewed or updated to
account for the poor condition Tier 2 Load Ratings are due on December 31st,
2014 Tier 2 was already 20% complete on January 1st Remember that as this Tier is tied to inspections, it
likely makes sense to include the load rating with the inspection rather than waiting until December of 2014

MAP-21 and Expanded NHS
Asset Management MAP-21 requires a Risk Based Asset Management
Plan 18 month deadline for FHWA to define the process
and 18 month transition period Performance Goals Penalties applied is more than 10% by deck area of
the NHS is Structurally Deficient for the prior 3 years 18 month deadline for FHWA to establish additional
performance measures and standards and 12 month for States to set targets
MAP-21 and Expanded NHS
Expanded NHS Local Agencies have 151 NHS Structures which is
5.5% by Count or 5.4% by Deck Area Statewide The Local NHS Structures are owned by 26 different
agencies Element Level Inspection Beginning in October of 2014, all NHS bridges must
have Element Level Inspection The Federal SI&A Manual will need to be updated
