The purpose of the Student Union is to advance the education of the students of La Trobe University by:

(a) Enhancing the learning experience of students while at the University;

(b) Promoting the interests and welfare of students;

(c) Representing students within and outside the University;

(d) Co-ordinating and supporting the activities of students; and

(e) Providing amenities and services for students, other members of the University community and the public.

The Student Union is a member based not for profit organisation and is made up of Student Members, Governing Members, Ordinary Members, Associate members and Life members.

At an annual fee of $40 for students and $60 for non-students, the LTSU membership program continued to attract strong support from the La Trobe community in 2013. The program provides members with a package of discounts on:

Representing studentsLTSU’S governing bodies are comprised of student representatives who are elected by the student body through an annual election process. In 2013 LTSU received 133 nominations for office with 2590 votes cast.

In 2013 our elected student Office Bearers ran weekly member bbq’s, breakfasts and green drinks. They held regular welfare, education and disability collectives and clothes swaps and championed major events including First Year Ball, Pride Week, Sexual Health & Consent fun fair, Queer Beer, Stress Less Week and more.

The Office Bearers sit on numerous University committees to provide the student voice on proposed policy and procedural changes within the University. They also provide feedback to the University on any issues that students are experiencing.

The La Trobe Student Union, now in its third year of incorporation, has continued the good work of previous years. In our first and second years the LTSU saw large boosts in funding and a huge growth in the bodies and work coming under the wider LTSU ‘umbrella’. In our third year, while it is still and always should be our aim to grow, we have experienced a cooling off period from the years of growth. We set our eyes upon securing what we have won back from the University after the dark days of VSU and charting a clear path forward for the future in terms of potential growth and financial and operational security and stability.

In light of this, we began the process of developing a strategic plan for the LTSU that will chart the path forward for the next few years. This plan, developed in conjunction with the major stakeholders of the organisation is an example of how far the LTSU has come in just a few short years. In addition, we were also able to restructure the Student Legal Service, providing us with the opportunity to have both a high quality legal service for students and ensure savings that would allow us to expand budgets for the Student Representatives and employ a research officer for those representatives; greatly expanding our capacity to effectively fight for and represent the students of La Trobe.

2013 however did have its challenges, as every year does. It marked the beginning of huge cuts to University, the details of which had only become clearer as we neared the end of year as students were already leaving to go on break and would not return until early March in 2014. The 2013 Union laid the groundwork for student representation on the various committees that would oversee the cuts and ensured that students were not locked out of the process as we typically are. It is a tough fight ahead for the 2014 team, but hard work and tough fights are when the LTSU truly thrives.

Of course, I encourage everyone to get involved with the LTSU if you aren’t already. We exist to provide you not just with a voice but also to ensure that your time at University is filled with opportunities. Clubs and societies, volunteering, collectives, events, representation; do it all and make the most of your time here. You aren’t really a Uni student until you’ve gone to both an LTSU event and a protest all in the same week (same day if you’re lucky).

A massive thank you to the 2013 team, to all the staff and all the students. I couldn’t have done it without you and it gives me great pride to know that the Union is in capable hands with our staff and the 2014 team, best of luck to you all. Always remember to stand together, strong and united for whatever comes; we don’t call ourselves a union for the irony.

Marketing & Communications is responsible for all communications to students. This is done via a cross section of channels including the LTSU website www.latrobesu.org.au , electronic member newsletters, LATROBE LIVE Smartphone application, multiple social media platforms and printed publications.

This year’s Annual Report outlines a broad range of LTSU programs that have supported students and their activities at the Bundoora, Shepparton and Mildura campuses in 2013.

At an organisational level, LTSU achieved some significant milestones during the year:

Adoption by Student Council of the 2013 – 2016 Strategic Plan, after an extensive consultative process within LTSU and the University.

Finalisation of negotiations for the LTSU Collective Agreement 2013, and approval of the Agreement at the Fair Work Commission.

Completion of the 2013 student survey, providing insight into students’ awareness of our work, and their opinions on the importance and quality of our current services.

Tendering of our Student Legal Service, resulting in a partnership with West Heidelberg Community Legal Service for provision of that service. The new contracted service commenced in May.

Refurbishment of the Student Lounge, an upgrade of Student Theatre’s Studio space, and purchase of new audio visual equipment for our meeting spaces, funded by the University’s Student Services and Amenities Fee (SSAF) capital program.

The audited financial reports included in this Report detail another strong result. We achieved an overall surplus of $153,947 for 2013, taking our level of accumulated reserves to $430,174. At the end of 2013

we had also made a provision of $240,000 towards staff redundancies that may eventuate if SSAF funding were to be repealed by government.

I wish to thank all our ongoing and casual staff, President Chris Wheeler and his team of 2013 elected student representatives, as well as student volunteers who have worked in support of LTSU programs. Strong and constructive collaboration between our staff and our annual cohort of elected student representatives continues to be a key driving force within LTSU.

Thanks also to La Trobe University for their ongoing financial support through Student Services and Amenities Fee (SSAF) revenue, and for the in kind support we receive for our activities from a broad range of University areas.

In 2013 we continued to present an attractive package of membership benefits. 3792 students and staff opted to join our membership program, providing an important source of income to supplement to our University funding. Thank our members and our membership benefit partners for their ongoing support.

Our achievements since we continued operations at La Trobe in 2011 provide a strong base for development of our work in 2014 and beyond.

The LTSU runs the Clubs & Societies program for La Trobe Melbourne to support and help clubs engage students and make connections socially and within their faculties. This includes

Administering and implementing a full affiliation program to ensure all LTU clubs are run according to good governance requirements and are transparent and accountable

Financial Assistance via administration of the Club grants program, Clubs Council and Grants Affiliations Review Committee. 2013 saw 205 grants issued totalling $54,069

Providing Club executive training and materials on food safety & certification, risk assessment, bookkeeping, leadership skills, conflict resolution and delegation

Facilitation of joint club events & festivals

2013 was the first operational year for the newly introduced Faculty Societies. Faculty Societies are designed to provide an avenue for students to engage with their faculty on academic and administrative issues whilst also offering a peer to peer support system. The program has been hugely successful with 19 new Faculty Societies affiliating.

LTSU is responsible for the Activities & Events program at La Trobe Melbourne. LTSU plans an annual calendar of Events that include festivals, bar nights, first year balls, end of exam parties, regular Agora entertainment, weekly bbq’s, breakfasts and markets.

Orientation Week Under the umbrella of the University’s Orientation Committee, LTSU was again responsible for planning and implementation of the Orientation social program. The program was designed to get first year students engaging with one another and firmly establishing

a social base from which to launch their University experience. It included a scavenger hunt, dinner, comedy shows, Oh Fest music festival, Student Union clubs festival and more.

Student Union FestivalThe cornerstone event of Orientation Week was the Student Union Festival. The event featured an entertainment stage throughout the day, 47 LTSU Clubs and Faculty Societies and a range of external businesses manning stalls at the event.

Short Works & Northcote Town HallShort Works is a showcase of student written, directed and acted short plays. Northcote Town Hall is Student Theatre and Film’s off-campus season.

So, Where are you from?This unique theatre project showcased a group of International students as they investigated some of the issues confronting them when they come from overseas. It was co-produced with La Trobe International and was a resounding success with near capacity audiences every night .

Short FlicksShort Flicks is our annual filmmaking program. Films are written, directed and acted by students and screened in one big night at ACMI in Federation Square. This year’s witty collection of seven shorts, were incredibly well filmed, demonstrating the considerable improvement in the technology since the first Short Flicks program in 1996.

Student Theatre and Film runs an annual program of events which gives students the opportunity to perform, direct, write, crew and compose for stage and screen. Student Theatre & Film is managed by an Artistic Director and supported by an Office Coordinator and a range of casual staff and student volunteers.

In 2013 Student Theatre & Film staged 99 performances across 19 productions.

Key EventsMoat Festival - running for over twenty eight years, the Moat Festival is the largest theatre and arts event on-campus and features a selection of student produced plays, works and films over a two week period.

CabaretA large cast production which showcases a different musical theme each year, collaboration between musicians, singers and performers. This year’s cabaret, Songs about her, was a compilation of songs that owed their title to a woman.

The Student Union Advocacy Service provides independent advice, support and advocacy to undergraduate and postgraduate students studying at Melbourne/Bundoora, Shepparton and Mildura campuses. In 2013, the advocacy team comprised two full-time advocates covering undergraduate students and a postgraduate advocate (.6eft) supporting higher degree research students.

Policy and Statute Amendments In 2013, following a plan set by the President Chris Wheeler a series of meetings was conducted with the DVC (Academic) Professor Jane Long to clarify and give expression to students’ rights and responsibilities. This process saw the promulgation by the La Trobe University Academic Board of the Charter of Student Rights and Responsibilities in December 2013. The Charter will lay the foundation for a dialogue between the university and student representative bodies to develop statutes and polices which enhance the experience of all students in the La Trobe University community. The 2014 Student Representatives will work with the university to ensure that key ‘student-facing policies’ serve the best interests of all students and recognise the educational and vocational needs and aspirations of the La Trobe University student body. This effort will be supported by the newly appointed advocate/ research officer.

Student Welfare Program The advocacy service continues to distribute supermarket vouchers to students in financial need, pending their gaining access to other forms of financial support. The expenditure on welfare payments was $1000 in 2013.

Postgraduate support programsIn 2013, the LTSU continued to develop its postgraduate support programs and ran

Educational support seminars for both postgraduate and Higher Degree Research (HDR) students held over 2 sessions. Total attendance in excess of 110 students from three campuses

Education support sessions for HDR students focusing on ‘building a productive relationship with your supervisor: tips from your peers” and “Work-ready PhD’s: Life beyond your research degree” Total attendance: 45

The LTSU also ran a series of Thesis Thursday research student morning tea sessions, which provided an opportunity for HDR students to network with other students from across the university and to discuss issues affecting them.

The LTSU Second-hand Bookshop provides La Trobe University students with the opportunity to buy and sell second-hand text books. Offering both over the counter and on-line sales options, the bookshop has grown exponentially since its establishment in late 2009. Regional students have access to the bookshop via the online sales system, with deliveries being transported through the internal mail. A total of 6080 books were sold in 2013 with 22% of all sales done online. Regional students can also hand their book in for sale at their home campus.

In 2013, the LTSU Second-hand Bookshop started a number of welfare initiatives whereby donated and unwanted books were passed onto students in need. Working with the LTU chaplain, Residential Services and the LTSU Welfare Officers, textbooks have been passed onto students both at home and overseas. Like the bookshop itself, the welfare initiatives grew rapidly over the course of 2013.

Tax Help is a free, confidential service, and involves over 1,200 trained community volunteers throughout Australia offering help and guidance to low income taxpayers when completing their tax returns. LTSU offers a Tax Help centre at La Trobe University Bundoora Campus from July to October, using the services of student volunteers who have been trained and accredited to provide this service by the Australian Taxation Office.

The new LTSU student legal service started in May 2013, and was up and running by June. LTSU contracts and funds West Heidelberg Community Legal Service (WHCLS) to provide the legal service at the LTSU. WHCLS supports the LTSU legal service by providing legal practice supervision, compliance and risk management oversight a s well as general legal practice and file management.

In May and June 2013, the LTSU legal service solicitor was primarily involved in making contact with engagement with relevant student services such as The Hub, Residential Services and La Trobe International and writing to faculties advising them of the service. Promotional materials were also written and developed for the website and for printing and distribution. By June, regular appointments were being held with students and from mid-June a drop-in service was established on Wednesday mornings, which has been a largely successful way to engage new clients.

In addition to the statistics below, the service has provided community legal education in the form of:

provision of legal materials, seminars and webinars for the Division of Residential Services and La Trobe International

placement of legal information on the Legal Service section of the LTSU website

More community legal education is planned in 2014, through the use of social media and the legal service website, as well as in targeted community campaigns in collaboration with LTSU office bearers.

Associates

O ur partnersINTERNATIONAL STUDENTS’ ASSOCIATION (ISA)The International Students’ Association aims to represent international students enrolled at La Trobe University. Its purpose is to defend their rights, promote social, educational and cultural activities and work towards a better understanding amongst Australians and international students. ISA Membership is free and open to any person who entered Australia with a student visa and who is currently enrolled in a course at La Trobe University. ISA has a permanent office and lounge space to support International student enquires and allow them a space to socialise.

MILDURA STUDENTS’ ASSOCIATION (MSA)

The Mildura Students’ Association (MSA) is the student representative body of the Mildura Campus of La Trobe University. MSA aims to provide opportunities for social interaction for students, promote social, cultural, educational and recreational activities and to promote the welfare of students.

SHEPPARTON STUDENTS’ ASSOCIATION (SSA)

The Shepparton Students’ Association (SSA) is the student representative body of the Shepparton Campus of La Trobe University. SSA aims to provide opportunities for social interaction for students, promote social, cultural, educational and recreational activities and to promote the welfare of students. In 2013 Membership to the SSA was $20.

PART TIME, EVENING OR MATURE AGE STUDENTS’ ORGANISATION (PEMSO)

At the end of 2013, Student Council resolved to wind up PEMSO, and to replace it with a newly formed Mature Age Students’ Organisation (MASO). A promotion campaign for MASO will commence early in 2014. Discussions are underway with the University to convert the current PEMSO Lounge into a space suitable for a more diverse range of students and student groups, including MASO.
